Prof. Andrea Boitani born in Rome on 7th November 1955 email: [email protected] Academic Work Andrea Boitani is a Professor of Economics at the Catholic University of Milan, Faculty of Banking, Finance and Insurance Sciences. He attended the Liceo Torquato Tasso in Rome (final grade 60/60), and subsequently graduated with full marks from “La Sapienza” University of Rome, under the supervision of Federico Caffè. He earned a Master of Philosophy with Honours from the University of Cambridge (UK). He was awarded the “Stringher – Mortara” Scholarship by Banca d’Italia (1980), the “Luciano Iona” Scholarship by Istituto Bancario San Paolo in Turin (1982), and the “Ente Einaudi” Scholarship by Banca d’Italia (1984). He was a Researcher at the Catholic University of Milan (1985-92), and subsequently an Associate Professor at Perugia University (1992-95) and at “La Sapienza” University of Rome (1995-97), and held teaching positions at the University of Bergamo, the Polytechnic University of Milan (Master), Scuola Superiore dell’Economia e della Finanza (Advanced School for Economics and Finance). He is co-director of the Master in management of local public transport companies at “La Sapienza” University of Rome, a member of the Master in Regulatory Economics Scientific Committee at “Tor Vergata” University of Rome, and he was a member of the Management Committee of the Graduate School in the Economics and Finance of Public Administration, Catholic University of Milan, from 2005 to 2012. He currently teaches Economics II (undergraduate), Economia Monetaria and Monetary Economics (graduate). He is a member of the Scientific Committee of the Observatory on Public Accounts (directed by Carlo Cottarelli) at the Catholic University of Milan, and a member of the Monetary Observatory Scientific Committee at the Organisation for the development of Bank and Equity Market Studies. -

Policy Polarisation in Italy: The Short and Conflictual Life of the ‘Government of Change’ (2018-2019) ACCEPTED FOR PUBLICATION IN SOUTH EUROPEAN SOCIETY AND POLITICS Nicolò Conti, Unitelma Sapienza University of Rome, [email protected] Andrea Pedrazzani, Department of Social and Political Science, University of Milan, [email protected] (corresponding author) Federico Russo, Department of History, Society and Human Studies of the University of Salento, [email protected] Abstract This paper uses the concept of policy polarisation to understand the short and conflictual life of the Conte I cabinet which remained in office in Italy from June 2018 to September 2019. We show how policy polarisation in parliament and between coalition parties shaped the formation and termination of the so-called ‘government of change’. When investigating the implementation of the government agenda, we also assess the role of the coalition contract as an (ineffective) institutional solution to problems stemming from policy divisions between the Five Star Movement and the Lega. We argue that, despite some policy accomplishments of the government, the Five Star Movement-Lega coalition appears more as a temporary experiment, whose legacy may not represent a new course of action. It is not only a key aspect of party competition during the electoral campaign (Downs 1957; Sartori 1976). As the comparative literature has pointed out, polarisation which sets the two sides of the party system at polar opposites can also increase the complexity of the bargaining environment after the elections, thus delaying the formation of governments and affecting the type of cabinets eventually formed. -

Words that hurt Hate speech in Italy on 2018 Edited by Final report June 5 2019 This report has been written in the framework of Words are stones project Background This national report has been produced in the framework of Words are stones project, coordinated by Lunaria (I) in partnership with Adice (F), Antigone (GR), Grenzelos (A), Kisa (CY) and Sos Racisme (S). Nationalist, populist and xenophobic movements which instrumentally mix euroscepticism, intolerance, hate and racism in order to increase their consent in public opinion represent a danger for the construction of a democratic, united, cohesive and peaceful European society. The public debate is crossed by stereotypes and prejudices targeting immigrants and refugees that often degenerate in racist offenses and attacks. In this context, Words are stones aims to: • analyze political discourses that exacerbate xenophobia, intolerance and discriminations against migrants, refugees and minorities crossing the public debate; • enhance civil society organizations, European citizens and institutions capacity to prevent and respond to hate speech; • involve European youth in campaigns countering hate speech • sensitize European politicians promote intercultural dialogue, human rights protection and a pacific coexistence among nationals and people coming from other countries. Six national reports will be produced in all partners’ countries. The main results will be compared and summarized in an international report. Inoltre, l’OCSE sostiene che un maggior coinvolgimento dei pazienti nei processi deci- sionali, una migliore informazione sulle prescrizioni inadeguate e l’introduzione di più infermieri potrebbero migliorare un sistema già tra i migliori dei 29 Paesi OCSE. La situazione analitica nel nostro paese è tuttavia anche più netta: di infermieri dal 2010 al 2016 (secondo i dati del Conto annuale della Ragioneria generale dello Stato) se ne sono persi circa 13mila e di medici circa 6mila. In ospedale, a titolo di esempio, il rapporto infermiere/pazienti è pari a 1/12 (un re- cente studio pubblicato sul British Medical Journal ha evidenziato come il tasso di mortalità in ospedale ri- sulti del 20% inferiore quando il rapporto infermiere/pazienti è pari a 1/6). -

The move would come just days after the French and Italian culture ministers Frank Reister and Dario Franceschini met in Paris to finalise an agreement for the loan of the famous drawing and six other works from Italy to France for the Louvre’s major Leonardo exhibition, which opens on 24 October and marks the 500th anniversary of the artist’s death. Lidia Fersuoch, the director of the Venice branch of the heritage group Italia Nostra, is now warning she may file a motion with the Tribunale Amminstrativo Regionale, the administrative court of the Veneto region, in an attempt to block the loan of the artist’s celebrated drawing of human proportions, according to reports in the Italian press. She says that if the Vitruvian Man is displayed in Paris, it will then have to go into storage for a decade. The Political Legacy of Entertainment TV∗ Ruben Durantey Paolo Pinottiz Andrea Teseix August 2018 Abstract We study the political impact of commercial television in Italy exploiting the stag- gered introduction of Berlusconi's private TV network, Mediaset, in the early 1980s. We find that individuals with early access to Mediaset all-entertainment content were more likely to vote for Berlusconi's party in 1994, when he first ran for office. The effect persists for five elections and is driven by heavy TV viewers, namely the very young and the elderly. Regarding possible mechanisms, we find that individ- uals exposed to entertainment TV as children were less cognitively sophisticated and civic-minded as adults, and ultimately more vulnerable to Berlusconi's populist rhetoric.
