Gallimore Harbour Master Peel Ports - Mersey 28th March 2013 NOTICE TO MARINERS No.10 – 2014 PORT OF LIVERPOOL MERSEY GATEWAY CROSSING – TEMPORARY WORKS (AMENDED) Mariners are advised that, commencing 27th May 2014, as part of the above project a temporary trestle bridge across the River Mersey will be constructed. This is to allow the creation of three large pylons which will support the permanent bridge. The trestle bridge and pylon cofferdams will remain in situ until August 2018. A section of the temporary bridge will be able to be opened to allow pleasure craft to navigate upstream of the trestle bridge. On the basis that the trestle bridge will be closed by default, a communication procedure has been agreed between MerseyLink and local sailing clubs to open the trestle bridge on demand. An overview of the procedure is outlined below: 1. One month or more before the anticipated transit date, Masters of vessels which use the channel seasonally (e.g., vessels which go down River in the spring and return in the autumn) must e-mail their movement schedule to MerseyLink. 2. One week before a planned transit, all vessels requiring access through the trestle must e- mail to MerseyLink a passage notice (including likely times required for the trestle opening). 3. Two hours before the allotted opening time, Masters of vessels must telephone MerseyLink to either cancel the opening or confirm the opening (in which case a final ETA at the trestle will be agreed). In addition to the above, MerseyLink may also define with Masters of vessels a procedure for communication by marine VHF. Following the above procedure will allow the MerseyLink construction team sufficient time to rearrange its construction activities etc. whilst the trestle section is open. On this basis, if less than one week’s notice of a planned transit is given, MerseyLink will not be able to guarantee opening of the trestle. Registered Office: Maritime Centre, Port of Liverpool L21 1LA Mariners requiring the trestle to be opened must contact MerseyLink on 0333 200 1164 and use the email address [email protected]. The temporary trestle bridge will start from the north at 53°21.348’N, 02°43.112’W and from the south at 53°20.990’N, 02°42.415’W. The centre of opening section is at 53°21.046’N, 02°42.516’W. The trestle will be constructed in a straight line to/from these coordinates. The North cofferdam centre point is 53°21.268’N, 02°42.988’W; the Central cofferdam centre point is 53°21.164’N, 02°42.788’W; and the South cofferdam centre point is 53°21.052’N, 02°42.571’W. Each cofferdam will be 40m in diameter and will be linked to the trestle. Please see the attached plan which shows the position of the temporary bridge, the opening section and the pylon bases. Throughout this period the dredger ‘HAM 316’ 128.2m x 22m x 5.6m will operate in the areas of Queens East, Crosby Shoal and Askew Spit. During dredging operations the vessel will display the lights, shapes and signals as prescribed by the Mersey collision regulations in addition to the Merchant Shipping (Distress Signals and Prevention of collision) Regulations 1996. Vessel Masters should obtain advice from Mersey VTS on VHF Channel 12 as to the location of the dredger in the River and communicate directly with the dredger on Channel 12 to establish an agreed manoeuvre for passing through the dredging site. The HAM 316 will be navigating with restricted manoeuvrability, and where possible, vessel Masters should take all reasonable steps to avoid unnecessarily entering the dredging area.
