Chairman Kozak called the Public Safety Meeting to order at 7:00 pm. Trustee Sullivan made a motion to approve the minutes from the meeting of January 14,2021. Motion was seconded by Trustee Dunham. Three ayes. Motion carried.

NEW BUSINESS: l. Recommendation to Approve an Ordinance Amending Title 7, Chapter 77, Vehicle Seizure and Impound

ln December of20l1, the village board adopted an ordinance expanding the administrative tow system for the police department and assigned a $500 fee lor these tows. This fee is in addition to the fee charged for towing and impoundment by the company contracted with the village. Since the adoption ofthe ordinance, laws involving these tows and vehicle impoundments have changed, requiring the ordinance to be updated. The primar,v changes to the ordinance were made to reflect current State and applicable case law as well as clarifying wording and definitions.

Police Chief, Wolf, stated that there was discussion on how to prevent retail theft within the village, which is one ofthe top crimes that occurs in the village, many ofthese cases are misdemeanors and are not being prosecuted by the State's Attorney. A possibility to prevent these types of crimes is to amend the police department towing policy to include the towing of vehicles where drivers are driving a vehicle in Schaumburg with the sole purpose to commit retail theft. These types of crimes rarely have any consequence, even ifthey are cited and taken to municipal adjudication there are many times where these are no shows or no pays and our recourse is limited.

After reviewing the retail theft policy and the cunent ordinance and meeting with corporation council there were some changes that could be done to our current ordinance to better match State Public Safety Committee Meeting January 14,,2021 Page 2

law and applicable case law; our current policies are very restrictive in how we allow officers to tow Based on current case law we can amend and tow under more broad circumstances particularly not having to allow cars that are legally parked or that have another licensed driver who is not impaired in any way to drive away from a situation where a tow is permissible by state law and our current ordinance.

Chief Wolf added that corporation council made some of the edits and changes to our ordinance to malch state law and our current case law and approved the changes to our towing policy. Under the current ordinance the majority ofvehicles that are towed are due to driving with a revoked or suspended license at 30.6% and driving under the influence at 36.40/o. The change with the ordinance and policy may result in an increase in retail theft towing percentage which is currently at 0.6yoi the remaining crimes will likely not be impacted by the changes. Due to the substantial amount of retail theft related towing that is expected to take place with the new ordinance and policy changes, Chief Wolf has included the policy change to be approved by the Public Safety Commirtee and subsequently the Village Board.

Chairman Kozak stated that he would like for vehicles that are being towed within the village to remain at Redmon's and not be taken to other locations outside of Schaumburg. Chief Wolf explained that Redmon's has stated in writing that they will keep the vehicles on premises for a minimum of ten days before moving it to any Iot, adding that most of the time vehicles are kept in the Schaumburg lot for longer than ten days. When reviewing the statistics, on average a vehicle that is towed is normally picked up within two days after being towed, so the possibility of a vehicle being relocated outside of Schaumburg is slim. The statistics also show that only 17o/o ofvehicles currently towed are Schaumburg residents, the rest are vehicles coming from areas outside of Schaumburg.

Trustee George Dunham stated that he believed that the ordinance amendment would only apply and be specific to retail theft towing. Chief Wollexplained that the crimes where vehicles were eligible for towing under the changes ofthe State law and applicable case law applies to various criminal driving(DUI, Suspended/Revoked Licenses), cannabis control, controlled substance, weapons and theft offenses along with a wide range ofoffenses covered under ILCS 5/36-1. The state law also has a general section that allows for the tow or impoundment ofa vehicle for any misdemeanor or felony. Chief Wolf stated that the retail theft was the main impetus for requesting the amendment and having a bigger impact on the retail theft cases.

Chief Wolf indicated that retail theft is among a whole host of allowable offences that you can tow for under State law and our current Village Ordinance. Trustee Dunham asked if it is possible to separate vehicle seizure and impoundment to be specific to retail theft crimes only, or if the amendment to the ordinance would apply to all offenses listed. Chief Wolf stated that the ordinance change would apply to all offenses across the board but that retail theft is a primary part ofthe amendment. Adding that the changes to the ordinance include weapons offenses and other serious crimes were the Police Department could potentially have the vehicle seized and impounded. Under our current policy if an individual is pulled over and has committed a weapons crime and a licensed driver is with them at the time, the vehicle would not be able to be towed and the passenger could drive away with the vehicle.

Chief Wolf stated that the amendments includes various different offenses that the PD would be for the allowed to tow for including serious crimes beyond retail theft that would be very beneficial Village of Schaumburg. Truitee Dunham asked if other municipalities have implemented these Public Safety Committee Meeting January 14,,2021 Page 3

changes. Chief Wolf stated that almost all municipalities in the area have adopted these changes and that the Village of Schaumbwg has one of the most restrictive policies in terms of what is allowed and not allowed to tow. There are some agencies that have some restrictions but by far the village towed the least amount ofvehicles based on what's permitted in the current policy.

Chairperson Kozak stated that the assigned fee is $500 in addition to administration fees, asking what Redmon's towing fees would be. Chief Wolf explained that the $500 mirrors other municipality fees on average, most municipalities are at $500 there are a few that charge $250 and there are other municipalities that carved out diflerent fines depending on the charge; but the mass majority had $500 across the board. On top ofthe $500 fee there is a $150 towing fee and a daily storage fee if the vehicle is not picked up same day. The storage fee is $45 per day.

Chief Wolf stated that individuals still have the abitity to challenge the arrest and the tow whether its adjudication or a criminal offense. Individuals have the ability to go to court and plead not guilty for the criminal olfense and can ask for a hearing with the adjudication officer for the tow. If the adjudication ofllcer believes that the vehicle was towed improperly or in error the vehicle would be released without the individual acquiring any fees.

Trustee Sullivan made a motion to recommend the Village Board approve an Ordinance Amending Title 7, Chapter 77, Vehicle Seizure and Impound. Seconded by Trustee Dunham. Three ayes. Motion Carried.

2. llecommendation to Arvard Bid for Police Department Uniforms with J&G Uniforms

Each year, the Village Board approves funding for uniforms and equipment. In order to seek competitive pricing and service, bids were sought from uniform vendors. Four vendors responded based on a list of 73 uniform items used by the department. These items include uniforms and gear worn by all ranks of swom officers, community service officers and auxiliary officers.

Chief Wolf stated that the police uniforms went out for bid. This is the usual and normal uniform bid and J&G Uniforms of Chicago, Illinois is the most qualified bidder. J&G Uniforms was the lowest bid and has provided quality service to the department in previous years. Uniform items are replaced as needed throughout depending on wear and tear but for the most part they are replaced at least once a year.

Trustee Dunham made a motion to recommend the village Board approve the Award Bid for Police Department uniforms with J&G Uniforms. Seconded by Trustee sullivan. Three ayes. Motion Carried.

INFORMATIONAL:

3, Recommendation Ground Emergency Medical Transports (GEMT) Update 2020 - Informational l'ublic Sal'et1, Committce Meeting January 11,2021 Page -l

Fire Chief, Walters presented the Ground Emergency Medical Transport program (GEMT) which was approved by the village in December 2019. This is a program approved by the state and is a federally funded program which allows us to submit request for additional costs and higher reimbursements for Medicaid transports. The cunent allowable maximum reimbursement is $250.00 per transport from Medicaid and falls far below actual incurred costs for the provided medical services.

The third party ambulance billing company is tracking the calls and submitting these for reimbursement and the funds are collected tkoughout the year. The program was approved by the village in December 20i9 and since the beginning ofour padcipation in January 2020 through October 31,2020, the village has eamed $1,024,684.56 in the supplemental Medicaid payments from the GEMT program. The village has received 5235,546.39 in payments to date and is expecting and additional $789,138.17 to cover the transports through December 2020.

The Village of Schaumburg's current calculated cost for a medical transport is $3,570.00 so this program is very beneficial for the village to be a part of. Chief Walters anticipates that the village should receive over a million dollars on an annual basis for reimbursement. Because the program is run through the state of Illinois 50% of the money that is collected by the village is sent to the state. Ambulance fees have been increasing by $250.00 every year for four years. We are now in year two so our fees are well over $1,000.00 per transport.

Village Manager, Brian Townsend stated that this is a very good program for the village, because this is service that the Schaumburg Fire Department has always been providing and in most cases getting $250.00 or in some cases nothing and to be able to supplement this it is a very nice revenue for the village and I commend Chief Walters and Finance for putting this together and getting it in place so the village can benefit from it.

Trustee Dunham made a motion to recommend the Village Board approve the Award Bid for Police Department Uniforms with J&G Uniforms. Seconded by Trustee Sullivan. Three ayes. Motion Carried.

COMMENTS FROM THE AUDIENCE: l. Village Manager, Townsend asked Fire Chief Walters if he could please provide an update on the vaccination program. Chief Walters stated that the department has been working on this project for about a week and a half trying to get vaccinations to Schaumburg, adding that trying to get them through the county is near impossible. Chief Walters added that Jewel reached out and they were looking at different locations throughout the JEMS community through the northwest suburbs stating that Schaumburg's Renaissance Convention center was ideal for the event and proposed it as a possible sight. There was a tour the week before and Jewel representatives believed it was ideal for the event; the event was approved for about 5,000 Pfizer vaccinations which will take place at Schaumburg's Renaissance on Wednesday, March 17,2021 withthe second does being given April 7,2021. The vitlage will be using Jewel's process and software which has a link to register for the vaccine and it will be given on a first-come-first-serve, however, we are trying to reserve slots for the villages seniors that cannot get there and or do not have access to a computer.

The nursing division is looking to obtain approval for vaccines and they have gained approval from IDPH through the iCARE system to be able to give vaccinations through the village. The Fire Department is working through some details on how to obtain the vaccinations which has to come from Cook County and the SFD is currently waiting on their response. The SFD has reached out to seniors throughout the village to notify them ofthe upcoming vaccination event and fortunately a lot ofthem have already been vaccinated. Chief Walters stated that it is unknown to him at this time if this is a onetime event or if anything will happen beyond it. Chief Walters stated that the JEMS I I communities have been very cooperative and EMA Coordinator, Tracy Raimondo has been beneficial in getting the schedule and coordinating the event.

2. Trustee Sullivan stated that he saw a comment in " Everything Schaumburg" where someone requested crime statistics which are available in the monthly report. Chief Wolf stated that the FBI publishes crime statistics for all the communities on their website in addition to the Village of Schaumburg Police Department has a Crime Portal on the PD website where residents can see real- time crimes that have occurred within the last few days.

Presenter: Fire Chief Lead Department: Fire Executive Summary:

National elevator and fire alarm codes require elevators to recall to a designated safe area when smoke detectors located within elevator shafts, elevator machine rooms, and elevator lobbies are activated. This is intended to provide a level of safety for occupants of the building by providing a safe place for passengers to exit and ensures other occupants do not utilize an elevator that may be compromised.

The Village’s Fire Code has a long-standing amendment that requires elevators to recall to a designated safe area when any alarm is activated within the building. The proposed ordinance would eliminate this requirement and align the Village’s Fire Code with national codes. The perceived benefit of the original amendment was to facilitate an operational response. However, improved technologies have allowed elevators to be equipped with manual controls for firefighter use which will facilitate the response. The current Village Code required an elevator recall for any fire alarm activation within the building. The code revision only requires a recall when a fire detection device affecting the elevator or mechanical room is activated; narrowing down the times when a recall occurs. The proposed ordinance does not reduce the level of safety for building occupants. Recommended Action: The Village Manager recommends that the Public Safety Committee recommend to the Village Board to approve an Ordinance Amending Title 15, Chapter 157, Section 157.02 of the Schaumburg Village Code (Repealing local amendments to section 907.3.3 of the 2015 International Fire Code)

WHEREAS , the Village of Schaumburg, as a home rule unit of local government as provided by Article VII, Section 6 of the Illinois Constitution of 1970, has the authority to exercise any power and perform any function pertaining to its government and affairs except as limited by Article VII, Section 6 of the Illinois Constitution of 1970; and

WHEREAS , the Village has adopted the 2015 International Fire Code subject to certain amendments set forth in Section 157.02 of the Village Code; and

WHEREAS , the Village would like to remove the local amendment to the 2015 International Fire Code relating to elevator emergency operation; and

WHEREAS , amendments are necessary to the Village Code in order to implement the proposed Code Amendments; and

WHEREAS, the President and Board of Trustees of the Village of Schaumburg have determined that amending the Village Code to reflect the same is in the best interest of the Village;

NOW THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF SCHAUMBURG:

SECTION ONE: The recitals above shall be and are hereby incorporated in this Section 1 as if restated herein.

SECTION TWO: Title 15, Chapter 157, Section 157.02 of the Schaumburg Village Code is hereby amended to repeal the local amendment to Section 907.3.3 of the 2015 International Fire Code as follows:

Section 907.3.3 Elevator Emergency Operation is hereby amended by adding the following new paragraph:

In buildings having elevators and a fire alarm system, all elevators shall, upon sounding of the building's general alarm signals, have the elevator automatically return to the first or designated alternate floor. Control of the elevator shall be under the direction of the fire department during the emergency. Normal operating procedures shall remain inactive until restored by authorized personnel.

SECTION THREE : That this Ordinance shall be in full force and effect after passage, approval and publication as required by law.

In January of 2020, the Village of Schaumburg was approved for a grant through the Cook County Department of Emergency Management for a Real-time Information Center (RIC) platform which allows for situational awareness intelligence to be collected by video systems within the Woodfield area. The grant was approved for purchasing software/licensing and hardware for the total solution, not to exceed $494,000.

In July 2020, Federal Engineering was awarded the contract to assist the Village of Schaumburg with the procurement process. They recommended a plan for the project that involved separating the purchasing process between the software platform and the camera and communications hardware in order to move quickly to meet the extended grant deadline of May 31, 2021.

Federal Engineering performed an analysis of the various software platforms available to meet the Village's expectations. It was the opinion of Federal Engineering that the Motorola Command Central Aware solution best meets the requirements and expectations of the Village, and on October 27, 2020, the Village Board approved the purchase.

The second part of the plan is to install cameras in key intersections and buildings within the Woodfield Regional Center and connect these to the Motorola Command Central Aware platform. The key intersections will help track and identify vehicles entering or leaving the corridor area. There are also four (4) buildings that would be used for networking and additional camera locations. These are 1400 American Ln (Paylocity), 1701 Woodfield Rd (Marc Realty), 1101 Perimeter Dr (Hamilton Partners), and 2000 Progress Pkwy (Motorola).

A Request for Proposal was created and released in January 2021. Eleven (11) vendors were notified of the RFP and the proposals were opened on February 16, 2021, with two (2) proposals submitted.

The proposal submitted by Scientel Solutions, Aurora IL, was reviewed and negotiated by the Village. A final proposal was delivered on March 4, 2021, with hardware and installation cost of $259,716.77. Additionally, the proposal includes a wireless point-to-point connection between 1400 American Lane and the Schaumburg Public Safety radio tower, and $14,766.00 to add cameras to the Motorola building. The wireless connection will eliminate the need for a monthly high speed network connection which saves the village approximately $542 per month. The solution also includes $24,000.00 for electrical installation, and $20,408.16 for additional Genetec video connection licenses/configuration, bringing the total for this portion of the project to $343,601.80.

With current expenditures ($209,260), the total cost of the project will fall outside of the allocated Grant amount of $494,000, requiring the Village to pay the difference of $58,861.80 plus any unforeseen issues for the hardware implementation. The additional funds will require an unbudgeted request from the existing RIC expenditures account number 1013405 7404-3001.

Upon review of the Scientel Solutions proposal, removal of any of the proposed camera locations would leave an unmanaged area within the Woodfield corridor, thereby reducing the effectiveness of the solution to better manage an incident and detect and prevent criminal activity.

The following is the current project expenditure requirements for a complete and operational solution.

Village staff is working with the Cook County Department of Emergency Management (CCDEM) to obtain additional grant funding or expense matching funds. Matching funds will reduce the village's funding needs to $29,430.90, however, CCDEM has not made any commitments for additional funds at this time. The project will require $24,862 as an annual service cost for the Command Central Aware platform beginning at the end of year one. The project will also require camera and communications equipment replacement expenses estimated at $38,500 annually.

Recommended Action: The Village Manager recommends FLAGG Committee recommend Village Board approve the purchase and implementation of the Situational Awareness Hardware solution at a total cost of $343,601.80 and issue purchase orders to Scientel Solutions, Aurora, IL for $299,193.64 to Pentegra Systems, Addison, IL for Genetec licensing and configuration for $20,408.16 and to allocate funds for reimbursement for electrical work in an amount not to exceed $24,000.

Together with our partners, Scientel engineers have created a comprehensive Situational Awareness solution at a value of $259,716.77 for Equipment and Service, and a total cost of $339,062.64 including the 3 year warranties and full support. 4. SUPPORT AND MAINTENANCE

The Scientel Solutions Customer Lifecycle Management Program is designed to support this Wireless and Camera Installation. Following are key components to this program:  Our state-of-the-art NOC is located inside our Global Headquarters in Aurora, IL and is staffed by a team of highly qualified, local, engineers that can promptly respond to any issue that may arise. Having the team local compliments community awareness at the city, state, and regional levels.  When repots of an issue are received, the team quickly logs the ticket and assesses the situation for proper response. The team’s goal is to have the ticket logged and triaged within 15 minutes. This ensures that if it is not a quick resolution, the proper team is dispatched to complete the necessary resolution actions.  Team designated for call out and maintenance.  Our fleet contains numerous cargo vans, pick-up trucks, box trucks, and boom trucks that ensure we have equipment for any type of installation and maintenance.  Access to a 24x7 hotline for technical support to report any network issues that arise.  Ticket system to enter an outage notice or service request.  Annual preventative site visits that will include any necessary re-alignments of dish antennas and firmware updates.  Priority on call support to fix any hardware issues on a time and materials basis.  Three-year Support and Maintenance Plan that includes extended hardware warranties, 24/7 support.

5. POST-INSTALLATION TRAINING

Upon award of contract to Scientel Solutions, we will provide an in-house Cambium PMP 450 training for up to 5 attendees. The training will be conducted by our certified Cambium Trainer at no charge. This training course is valued at $5,000.00.

6. ASSUMPTIONS

 The design and scope of work allows for utilizing the existing traffic cabinets for switch and radio power supplies, no new cabinets included.  Design assumes existing networking infrastructure at the hub locations.  It is assumed that at the Hub locations radio and camera installs will be within 300ft Network closet/room.  Village of Schaumburg is solely responsible for Metro-E connection from Hub1.  Village of Schaumburg is responsible for increasing bandwidth of Metro-E link at Hub4.  AC Power to be provided by others at all intersections and hub locations.  Existing raceways are accessible and have capacity to pull all necessary cabling to each location,  Existing enclosures have enough space to accommodate the new switches, VLP controllers, power supply, etc.  Programming parameters to be provided within a two-week time frame.  Iteris Cameras are connected to existing POE Switch.  Village of Schaumburg will be solely responsible for providing all network information.  Scientel Solutions will coordinate configuration of each camera with the proper administrators (Genetec Administrator, Motorola Command Central Aware, etc) as necessary.  Line of Sight from intersections to the hub sites and among the hub locations is assumed.  Scientel Solutions will be responsible IDOT permitting.  The Installation Schedule and Pricing assumes the ability work on all traffic light poles at the intersections in one mobilization.  Scope of work allows for coordinated scheduled deployment and site access, any interruptions to project schedule may be subject to change order.  All work is to be performed during regular business hours, I.E. 8AM-5PM, Monday through Friday.

7. GENERAL PROJECT RESPONSIBILITIES

Scientel Solutions Responsibilities

Scientel will designate a Project Manager who will direct Scientel’s efforts and serve as the primary point of contact for the client. The Scientel Project Manager will have significant authority to make certain decisions relative to the project, on behalf of Scientel, and will have direct access to Scientel’s executive management for resolving problems beyond the Project Manager’s immediate authority. The responsibilities of the Scientel Project Manager include:  Participate with the client in daily progress review meetings and submit status reports that identify the activities of the previous review period, as well as activities planned for the upcoming review period, including an updated Project Schedule. Maintain project communications with the client’s Project Manager(s).  Participate in weekly conference calls or face-to-face meetings and issue a mutually agreed upon agenda for each call or meeting.  Manage the efforts of Scientel staff and coordinate activities with client’s project team members.  Measure, evaluate and report the progress against the Project Schedule.  Resolve deviations from the Project Schedule.  Monitor the project to ensure that support resources are available as scheduled and as identified in the contract.  Assume accountability for all Scientel contractor and subcontractor supplied tasks within the Project Schedule, if any.  Coordinate and oversee the installation of all hardware and software.  Review and administer change control procedures through the client’s Project Manager, commonly referenced as a “Project Change Request” (PCR), issued by the Scientel Project Manager.  Work with the client Manager(s) in designing and approving the format of an action item log to be used in conjunction with the Project Schedule. The purpose of the log is to identify outstanding issues, provide continual status updates on specific tasks and to identify responsibilities of the parties.  Prepare and submit regular status reports that identifies the activities and milestones completed in the previous month and activities planned for the current month and the next month, including progress and payment milestones, and an updated Project Schedule.  In the event that Scientel must replace or substitute a Project Manager, Scientel will immediately notify the client of such a change and will provide the client with a resume of the person Scientel intends to substitute or change.  Provide and coordinate lift trucks and trained/authorized operators as well as licensed electricians to install devices as required. If tower crews are required per the defined type of installation in the summary section, it is the responsibility of Scientel.

 Provide wall penetrations, conduit, cable trays and other supporting equipment necessary for the routing of power, grounding, and networking cables.  Prepare Method of Procedure (MOP) request for all service affecting work activities.  Schedule on-site work activities affected by MOP approval(s) based on the work activity and time of day and day of the week restrictions designated in the approval.

Customer Responsibilities

The client will designate a Project Manager who will direct the client efforts and serve as the primary point of contact for Scientel. The client’s Project Manager(s) will have significant authority to make certain decisions relative to the project, on behalf of the client, and will have direct access to the client’s executive management for resolving problems beyond the Project Manager’s immediate authority. The responsibilities of the client’s Project Manager(s) include:  Maintain project communications with Scientel’s Project Manager.  Identify the efforts required of the client’s staff to meet the client task requirements and milestones in the Statement of Work and Project Schedule.  Measure and evaluate progress against the Project Schedule.  Monitor the project to ensure that support resources are available as scheduled.  Participate in Progress Reviews meetings.  Provide timely responses to issues related to project progress raised by Scientel’s Project Manager.  Approve and release payments in a timely manner predicated on project deliverables.  Ensure that all appropriate client personnel attend and actively participate in Progress Reviews, conference calls, and other project meetings.  Assign one or more personnel who will work with Scientel staff as needed for the duration of the project, including at least one system administrator.  Ensure acceptable Standard Change Request and Approval Letter(s) are approved by authorized signature(s).  Provide building access to Scientel personnel to all facilities where the system is to be installed during the project. Temporary identification cards should be issued to Scientel personnel if required for access to client facilities. Access must be available after business hours where required by Scientel, or as necessary to meet the project schedule.  Provide any required parking permits to Scientel personnel for restricted access entry and/or parking.  Obtain all zoning, site access, and other permits (including, but not limited to, easements, impact studies, planning commission approval, variances, etc) necessary for this project and any other agreements required to gain use of sites.  Provide the appropriate fire inspection and building inspection certificates.

 Provide adequate space, electrical power, communications lines, and environmental appropriations for the communications equipment to be installed by Scientel.  Review and approve or revise delivered design documents within ten days of submission.  The client must inform Scientel of all relevant rules, regulations, and requirements for installation. Should these conditions impact the project schedule and limit installation, the client may incur additional cost.  Scientel’s demarcation point on the network infrastructure end is the client- owned switch (to be determined on the IP Network Design). The client is responsible for connecting Host end servers to this router.  The client shall provide power and grounding within 10’ of each location.

The City of Allen, Texas selected Scientel Solutions, LLC to deploy it’s Smart City Network Platform by integrating information and communication technology and Internet of Things technology securely to manage city's assets. This powerful IT upgrade will deliver a much faster and infallible network benefitting nearly 100,000 Allen residents.

Scientel Solutions' offering consists of the removal of the existing Ceragon 311 Mbps core network star topology with a highly redundant 1.4 Gbps network utilizing Cambium Network Microwave Network as the Metro Core, Cambium Networks for the outdoor network distribution and Cisco System for routing and switching between Allen's internal network, the Internet and Cloud Services. Following the implementation of the new system, Allen will no longer be vulnerable to single points of failures such as fiber cuts, removal of recurring costs of old slow telco lines and can focus on Smart City and Cloud initiatives knowing they have a strong and secure network foundation. As a certified competitive local exchange carrier (CLEC), Scientel Solutions has all end-to-end, and Cloud network components available to implement the right solutions to their customers – wireless, fiber, and carrier owned or company owned infrastructure is available to Scientel Solutions and its customers.

In addition to ensuring public safety, residents will enjoy high-speed WiFi at some parks facilities, including the newly-renovated Ford Pool. Visitors to Allen Senior Recreation Center will see more than a tenfold increase in internet speeds for online learning, research, and entertainment.

At the behest of Nation Pizza, Scientel designed, installed, and optimized a wireless situational awareness network for Nation Pizza in Schaumburg. The network was composed of a Siklu 60 GHz PMP system, Black Box switches and Axis video cameras. The network provides situational awareness of the Nation Pizza parking lot, employee entrances and delivery docks. As Nation Pizza is a 24x7x365 day operation, increasing awareness of the parking and employee areas is vital for the company to maintain their productivity.

Onlight Aurora Project Title Network Managed Service and Dispatch

OnLight is a community fiber services provider to the second largest city in Illinois. Onlight Aurora is deeply focused on improving the communications infrastructure in Aurora, IL to enhance the business climate of the City making it easier and more accessible to gain access to their fiber network. Onlight also serves the connectivity needs of local schools, healthcare providers, social service agencies and other community anchor institutions.

On Onlight Aurora’s behalf, Scientel maintains, upgrades, and performs 24x7x365 monitoring for OLA’s highly reliable fiber network that offers bandwidth via a combination of fiber and wireless networks. The core network architecture is 10 Gig Metro Ethernet fiber infrastructure. The cost-effective fiber connection options, include: self-healing ring, point-to-point, DWDM lite wave services and dark fiber. Wireless point-to-point, data radio services further increase OnLight’s mix of customer options. OnLight connects to the Aurora data centers of both Bytegrid and CyrusOne, leading to financial savings and security advantages. Scientel also continues to support VoIP providers that offer service over OnLight’s fiber network as well as cloud services.

The optimized design includes the following changes compared to the RFP Compliant Design:  Replaced the Cisco switches with unmanaged Black Box switches  Reduced the number of PMP hubs to 2 instead of 4. Collocating a PMP450m and PMP450i AP on the Paylocity Rooftop.  Changed Hub3 to Hub2 and Hub5 to Hub2 PTP links from PTP670 to PTP450i  Took out Hub1 and added Hub6 to the design.  Removed 3rd PMP450m AP from the design and changed it to a PMP450i AP.  Reduced the number of PTP670 links to 1.

1. INTRODUCTION

Scientel Solutions, LLC. Is pleased to present this proposal to The Village of Schaumburg for a licensed link that will connect the Village’s Tower located at 1000 W Schaumburg Road to the Paylocity Building.

Per preliminary design, the link will provide a 400Mbps capacity with four nine availability. Its predicated on a successful frequency coordination with FCC for an 80MHz wide channel in 18GHz licensed frequency and Line of Sight between the end points.

2. SITE SPECIFIC SCOPE OF WORK

Scientel Solutions will conduct the following installation work at each of the specified locations:

Hub2 • Procure, Configure and Install 1 Cambium PTP820s 18GHz Licensed radio and its corresponding 2ft dish as per design. • Install a non-penetrating roof mount • Run required ethernet cables to the existing Cisco switch at the site.

Village of Schaumburg Tower • Procure, Configure and Install 1 Cambium PTP820s 18GHz Licensed radio and its corresponding 2ft dish as per design. • Deploy tower crew to install radio/antenna and cabling at approximate 70ft height • Run required ethernet cables to the existing network infrastructure at the site.

3. ASSUMPTIONS

The responsibilities of the client’s Project Manager(s) include: • Maintain project communications with Scientel’s Project Manager. • Identify the efforts required of the client’s staff to meet the client task requirements and milestones in the Statement of Work and Project Schedule. • Measure and evaluate progress against the Project Schedule. • Monitor the project to ensure that support resources are available as scheduled. • Participate in Progress Reviews meetings. • Provide timely responses to issues related to project progress raised by Scientel’s Project Manager. • Approve and release payments in a timely manner predicated on project deliverables. • Ensure that all appropriate client personnel attend and actively participate in Progress Reviews, conference calls, and other project meetings. • Assign one or more personnel who will work with Scientel staff as needed for the duration of the project, including at least one system administrator. • Ensure acceptable Standard Change Request and Approval Letter(s) are approved by authorized signature(s). • Provide building access to Scientel personnel to all facilities where the system is to be installed during the project. Temporary identification cards should be issued to Scientel personnel if required for access to client facilities. Access must be available after business hours where required by Scientel, or as necessary to meet the project schedule. • Provide any required parking permits to Scientel personnel for restricted access entry and/or parking. • Obtain all zoning, site access, and other permits (including, but not limited to, easements, impact studies, planning commission approval, variances, etc) necessary for this project and any other agreements required to gain use of sites. • Provide the appropriate fire inspection and building inspection certificates. • Provide adequate space, electrical power, communications lines, and environmental appropriations for the communications equipment to be installed by Scientel.

• Review and approve or revise delivered design documents within ten days of submission. • The client must inform Scientel of all relevant rules, regulations, and requirements for installation. Should these conditions impact the project schedule and limit installation, the client may incur additional cost. • Scientel’s demarcation point on the network infrastructure end is the client-owned switch (to be determined on the IP Network Design). The client is responsible for connecting Host end servers to this router. • The client shall provide power and grounding within 10’ of each location.

Purpose The Village of Schaumburg (Village) is deploying a Situational Awareness platform in support of the Schaumburg Police Department (SPD), being procured under a separate initiative, and will be adding security video cameras to enhance its situational awareness capabilities. The geographic area of this project is known as the Woodfield Corridor (Figure 1).

This Request for Proposals (RFP) exclusively addresses the procurement, installation and configuration of cameras and the wireless network elements required to facilitate their connectivity to the Village’s network. This RFP is for a turn-key design-build solution, where the successful proposal accepts the responsibility for procurement, installation, and configuration of all elements, except where explicitly excluded from their scope.

IT-121 21 REQUEST FOR SITUATIONAL AWARENESS HARDWARE Scope There are multiple camera deployment profiles based on the role specified at an intersection. The scope of this RFP is for twelve (12) intersections (see Table-1) and five (5) buildings (see Table-2), whose roof tops can be used as network aggregation hubs. Three (3) buildings will also house a situational awareness camera(s) with PTZ capabilities. These locations will be connected using wireless networks and hub connections and will terminate at one or more Village network facilities. Camera/Network Considerations Five (5) buildings have been identified as potential hub sites for network aggregation. The building management at each of these buildings has agreed to have network nodes placed on the rooftops, and three of the buildings have also agreed to have high definition cameras mounted on the rooftop and added to the wireless radio network components.

Fire Alarm Monitoring Update - Informational 4/8/2021 Public Safety Committee

The Village of Schaumburg’s fire alarm monitoring ordinance (16-078) required all commercial fire alarm systems to be monitored by Northwest Central Dispatch System (NWCDS) by August 31, 2019 unless an extension was granted by the Fire Chief. At the time the ordinance was approved, 51 fire alarm systems were monitored at NWCDS, mostly consisting of Village operated buildings. There are currently 1,189 fire alarm systems monitored at NWCDS.

Extensions were permitted to be requested up to August 31, 2021. There are 16 buildings that received an approved extension and have not completed the conversion yet. Most of these extensions were permitted until August 2021.

There are 4 buildings that have not received an approved extension and have not converted their fire alarm monitoring to NWCDS. The cause for lack of compliance in these locations varies but includes things such as incompatible fire alarm panels that need replacement or contractual issues with Johnson Controls. Citations have been issued where appropriate. Most of the remaining businesses are working towards compliance.

The Village continues to defend the lawsuit from the alarm industry. The Legal Division is currently engaged in discovery and exchanging documents and will proceed to depositions in the next few months. The Village’s motion to dismiss the case has yet to be ruled upon by the judge.

The Village receives a credit for each alarm directly connected to the Northwest Central Dispatch System, resulting in savings of $212,523 annually. This amount is applied as credit towards our annual 911 dispatch fees. The savings is applied to the Capital Fund to support the residential street program. Recommended Action: Informational.

On an annual basis, the Baseball Club is permitted through the Permit and Operating Agreement to host up to 21 fireworks events. This year, the Boomers have requested 20 events.

Section 3 (f) of the Permit & Operating Agreement with the Boomers (Club) indicates that the Club is pre-approved by the Village Board for 21 fireworks dates on Friday nights, Saturday nights, and holidays and during playoff games in accordance with Village ordinance. Fireworks dates will comply with the existing fireworks ordinance and should dates outside the ordinance be requested by the Club, the Village must specifically approve such dates as a variance to the ordinance, which shall not be unreasonably denied or delayed.

Additionally, Section 132.17 of Village Ordinance indicates that: · The discharge of fireworks may only occur on Friday, Saturday, any federal holiday, or the evening before any federal holiday. · No discharge of fireworks shall begin later than 10:30pm. · All discharge of fireworks shall conclude by 11:00pm.

For the 2021 season, the Boomers would like permission to offer twenty (20) fireworks dates. Sixteen (16) of the dates are on either a Friday or Saturday which meet the Fireworks Ordinance (see attached regular season schedule).

This year's request includes Opening Day (Thursday, May 27) and three (3) special high school weekday requests for Wednesday, April 21; Thursday, May 20; and Monday, May 24 requiring approval for a variance of the village ordinance. Hoffman Estates, Schaumburg and Conant High Schools will be holding separate events at the stadium and have requested a fireworks display.

Village ordinance also gives the Village Manager to approve exceptions. Recommended Action: Information only.
