Agenda Items for the 155 Meeting of the Goa AGENDA ITEMS FOR THE 155th MEETING OF THE GOA COASTAL ZONE MANAGEMENT AUTHORITY (GCZMA) TO BE HELD ON 08/08/2017 (TUESDAY) AT 3:00 P.M. IN THE CONFERENCE HALL, 2ND FLOOR, SECRETARIAT, PORVORIM – GOA. Item No.1: To confirm the minutes of the 153rd Meeting of the GCZMA held on 18/07/2017 and 154th Meeting held on 01/8/2017. The members may kindly give their comments / suggestions, if any and the same may be confirmed. Item No. 2: Case No. 2.1: N.O.C/ Permission for proposed Provision of Public Conveniences and Tourist Information Centre (2 Blocks) at Morjim Village, Pernem, Goa under the Up- gradation / Beautification of places of touristic interest in Goa under Swadesh Darshan Guidelines in the property adjoining to Sy. No. 119/1, 2, 3A, 4, 4A, 5, Morjim, Pernem Taluka by Goa Tourism Development Corporation Ltd. Background: The GCZMA is in receipt of a proposal from the Goa Tourism Development Corporation Ltd. for proposed Provision of Public Conveniences and Tourist Information Centre at Morjim Village, Goa under the Up-gradation / Beautification of places of touristic interest in Goa under Swadesh Darshan Guidelines in the property adjoining Sy. Nos. 119/1, 2, 3A, 4, 4A, 5, Morjim, Pernem – Goa. Projectdetails: Number of blocks: 2 nos. Site Inspection Report: The site was inspected by Dr. Prabhakar Shirodkar and Shri. Audhoot Bhonsule, Expert Members of the GCZMA. The observations are as follows: a) The proposed site for the above mentioned two toilet blocks with changing rooms in next to the beach abutting the survey boundary and most of it falls on the sand dunes, which is a CRZ I area along the Morjim beach. b) The site is abutting the other plots having Sy. Nos. 119/1, 2, 3A, 4, 4A & 5 belonging to various private owners. c) The proponent showed the area little away from the entrance to the beach (slightly away from the proposed area for TIC) lying near the Container for having two toilet units with changing rooms, but the proposed area is falling on the sand dune. d) Whereas, about 100 m away from the entrance to the beach there is a Life Guard Tower towards the north side abutting which, the beach is having a leveled area Page 1 of 67 with a plain terrain. This area is falling between the Container and the Life Guard and appears to be a suitable area for public conveniences. Conclusions and Recommendations: i. The site selected for the proposed two toilet units with changing rooms which is falling before the container cannotbe set up there as it is having the sand dune which is a CRZ I area. ii. As such the flat area, without sand dunes abutting the survey boundary of the private land and existing between the said Container and the Life Guard Tower is a suitable location for having two toilet units with changing rooms iii. However, out of the two proposed toilet units, one unit could be a permanenet unit with changing rooms while the other unit should be a mobile unit. iv. Such facility for public utility and conveniences are essential and important for maintaining the CRZ environment clean and free from pollution, and also as per the CRZ Regulation, it is a permissible activity within the CRZ area. v. The proponent should compulsorily keep in place a regular sewerage disposal system for the said two toilet units for maintaining proper cleanliness at the CRZ environment at Morjim beach. vi. Hence, the Authority may deliberate for a decision in the case. In the view of the above, the matter was placed for discussion and decision in the matter. Case No. 2.2: N.O.C/ Permission for proposed Provision of Public Conveniences (Permanent / Mobile) and Tourist Information Centre at Morjim Village, Pernem, Goa under the Up-gradation / Beautification of places of touristic interest in Goa under Swadesh Darshan Guidelines in the property adjoining to Sy. No. 119/1, 2, 3A, 4, 4A, 5, Morjim, Pernem Taluka by Goa Tourism Development Corporation Ltd. Background: The GCZMA is in receipt of a proposal from the Goa Tourism Development Corporation Ltd. for proposed Provision of Public Conveniences (Permanent / Mobile) and Tourist Information Centre at Morjim Village, Pernem, Goa under the Up-gradation / Beautification of places of touristic interest in Goa under Swadesh Darshan Guidelines in the property adjoining to Sy. No. 119/1, 2, 3A, 4, 4A, 5, Morjim, Pernem – Goa. Projectdetails: Number of blocks: 2 nos. Page 2 of 67 Site Inspection Report: The site was inspected by Dr. Prabhakar Shirodkar and Shri. Audhoot Bhonsule, Expert Members of the GCZMA. The observations are as follows: a) The proposed site for the above mentioned TIC block is along the Morjim beach beyond the intertidal zone, abutting the survey boundary. b) The site is adjoining the other plots having Sy. Nos. 119/1, 2, 3A, 4, 4A & 5 belonging to various other owners as can be seen from Form I & XIV attached to the file. c) The proposed site is falling in Tem Waddo of Morjim Village. d) The proponent showed the area lying about 50 m away from the main entrance to the beach (from the tar road) for erecting Tourist Information Centre, but the proposed area is having the sand dune. e) However, there is a flat area closer to the main entrance to Morjim beach which appears to be a suitable location for TIC. This area is abutting the survey boundary of the private land. Conclusions and Recommendations: a) Large Government land is available beyond the intertidal zone abutting the survey boundary at Morjim beach, which at some places is having sand dunes while at other places it is flat and is devoid of sand dunes. b) The site selected by the proponent for TIC Block, which is 50 m away from the main entrance to the beach cannot be set up as it is having sand dunes which is a CRZ I area. c) A such the flat area, without sand dunes abutting the survey boundary of the private land existing at the entry point to Morjim beach from the main tar road is a suitable location for TIC. d) This location is also more suitable for the public access, so, the TIC may be erected at the said location. e) Such facility for public utility and conveniences are essential and important for the tourists as well as for the local public, and as per CRZ Regulation, it is a permissible activity within the CRZ area. f) The proponent should keep in place a regular sewerage disposal system for the said two toilet units of the TLC Bloick for maintaining proper cleanliness at the CRZ environment at Morjim Beach. g) So, the Authority may deliberate for granting NO for the same. In the view of the above, the matter was placed for discussion and decision in the matter. Page 3 of 67 Case No. 2.3 NOC for proposed repair and renovation of existing (Restaurant) Structure in the property bearing Sy. No. 597/2 of Anjuna Village, Bardez Taluka by Goa Tourism Development Corporation (GTDC). Background: The Applicant has sought permission / NOC to carry out repair and renovation of existing (Restaurant) Structure in the property bearing Sy. No. 597/2 of Anjuna Village, Bardez – Goa. The applicant has submitted following documents: A form of Ministry of Housing & Urban Poverty Alleviation for field units of Central / State Construction Agencies and Central / State PSU’s costing Rs. 25, 00, 000 or more. Permission dated 04/09/2013 issued by the Village Panchayat of Anjuna- Caisua for repair of existing structure and erection of temporary wooden shacks, chainlink fencing, septic tank, soak pit, paved parking, steps for public access and landscaping for Entertainment Park at Vagator in Sy. No’s. 597/1,2,3,4, 6 (part) & 7 (part), 339/1 (part), 2 (part), 3 (part), 4,5, 6,7,8,9,10,11,12, 341/1, 342/1, 596/6 (part) of Vagator Village, Anjuna issued to the GTDC. The name of Director of Tourism, Panaji is reflected in Form I & XIV. NOC dated 07/06/2013 issued by the GCZMA for proposed Entertainment Park in Sy. Nos. 341/1, 342/1, 339/3 to 339/12, 596/6 (Part). 597/1, 597/2, 597/3 (Part), 597/4, 597/6 (Part), 597/7 of Village Anjuna, Bardez – Goa. Area of the existing Restaurant: 201.0 sq.m Area of the proposed Restaurant: 201.0 sq.m The Applicant has also submitted a copy of the Order dated 30/09/2016 of the Hon’ble NGT, Pune in Application No. 52/2014 and Application No. 43/2014 wherein the Hon’ble NGT in its order has permitted the GTDC to carry out repairs of the two restaurants standing in the property in Application No. 43/2014 and two public toilets standing in the property in Application No. 52/2014. Site Inspection Report: The site was inspected by Dr. Prabhakar Shirodkar and Eng. Audhoot Bhonsule, Expert Member of the GCZMA. The observations recorded during the inspection are as follows: i) The site is situated on the hill opposite the Vagator beach and is within the NDZ area of Vagatora beach at Anjuna village. ii) At site there is an existing old structure of a restaurant belonging to GTDC. iii) The proponent wants to repair the said structure without making external alterations to the structure. Page 4 of 67 iv) The proponent has proposed only the internal changes pertaining to the kitchen and the washroom. v) Also the proposal is for putting up tall glasses for protection from wind.

Most of these activities are unplanned, leading to an imbalance in ecological sustainability. It is evident that developmental activities need to be regulated and managed, so that deterioration of the environment can either be minimized or avoided. This can be achieved by estimating the carrying capacity of a system that enables better planning for development, concurrently safeguarding ecological and environmental and social concerns. The State of Goa is one of world‟s most renowned tourism destinations with several natural beaches along its 105 km coastline, with a tourist footfall of over 50,00,000 tourists per year. Despite such heavy human pressure on a limited coastal scape, the Government of Goa has attempted to maintain the integrity of its beaches by regulation and management measures. However, a more systematic and scientific approach, was necessary to protect the ecological and environmental resources and to ensure livelihood sustainability. Based on such principles, the present study on carrying capacity of beaches and the adjacent private areas was undertaken by National Centre for Sustainable Coastal Management, Ministry of Environment, Forest and Climate Change. Carrying capacity was determined using several international and national best practices to determine the scenarios and indicators for the assessment.

    © Lonely Planet Publications 141 North Goa Packaged neatly between the Terekhol and Mandovi Rivers, North Goa encompasses most of what many folks come to Goa seeking: the relentless action of Calangute and Baga, the kooky hippie vibe of Arambol and Anjuna, the remnants of the trance-party scene at Vagator, the thick charas (cannabis or hashish) smoke at Chapora, the laid-back beach paradises of Aswem and Mandrem, the five-star havens at Candolim and Sinquerim, and the hideaway luxury boltholes interspersed neatly throughout, many in gorgeously atmospheric heritage homes. It was not, however, always this way. Until the 1960s Calangute, nowadays Goa’s most raucous package resort, was the watering hole of the Portuguese elite, who arrived in May for their annual mudança (movement), to ‘take the air’ along the sedate seaside promenade. Aside from Calangute, the northern coastal strip remained a simple string of fishing villages, bounded to the south by the Portuguese Fort Aguada, and to the north by Terekhol Fort. Towards the end of the ’60s came the heady hippie days of naked revellers, drugs and ‘flower NORTH GOA power’; next came the all-night trance parties of the ’80s and ’90s, and, simultaneously, the package-holiday hordes. Today, the key to enjoying North Goa lies in knowing exactly what you’re after. If you’re here for spiritually slanted tranquillity, don’t go to Baga on a Friday night, more Ibiza than Inner Peace. Similarly, if you’re here to live it up a little, don’t roll up at Mandrem, where the liveliest thing you’ll find is a high-energy ashtanga yoga session.

    CHAPTER TWO THE STRUGGLE FOR LIBERATION AGAINST PORTUGUESE RULE Once the Goan parliamentarian Dr. Francisco Luis Gomes, somewhere in Paris said in 1861 the following; ' I belong to that race which composed the Mahabharata and invented chess.....but this nation which recorded her laws in poems and formulated her politics in the rules of a game, exists no longer. Here lies, chained in her own country exhausted from all her fecundity and in obscurity amidst the dazzling brilliance of her own glory.' The person who talked about his country with so much pride was none other than an Indian by heart, by mind and body, a Catholic by religion, a Portuguese by a quirk of history, a nationalist by spirit, who was dedicated to the cause of his country, who did not identify any difference between Goa and the rest of India and Portuguese in Goa. Can Goa be separated from rest of India just because Britishers ruled in India and Portuguese in Goa? The answer to this question is `no'. Goa was considered an integral part of India not only geographically but from all other aspects. The entire liberation struggle of Goa, was influenced by the Indian National Movement, especially the last phase, beginning with the 18th June 1946 movement for civil liberties. Since Goa was considered as an integral part of India, people of Goa thought that without the liberation of Goa, the Indian struggle for Independence is incomplete. Thus the two main demands in the liberation struggle of Goa were; (i) Liberation of Goa from Portuguese colonial rule, and (ii) its integration with the Indian Union.
