    Carrying Capacity of Beaches of for Providing Shacks & Other Temporary Goa Seasonal Structures in Private Areas Submitted to Government of Goa Prepared by NATIONAL CENTRE FOR SUSTAINABLE COASTAL MANAGEMENT Ministry of Environment, Forest and Climate Change Government of India Carrying Capacity of Beaches of Goa for Providing Shacks & Other Temporary Seasonal Structures in Private Areas Foreword India is forging ahead with a high development agenda, especially along the long coastline, which inadvertently causes adverse impacts on the environment. Most of these activities are unplanned, leading to an imbalance in ecological sustainability. It is evident that developmental activities need to be regulated and managed, so that deterioration of the environment can either be minimized or avoided. This can be achieved by estimating the carrying capacity of a system that enables better planning for development, concurrently safeguarding ecological and environmental and social concerns. The State of Goa is one of world‟s most renowned tourism destinations with several natural beaches along its 105 km coastline, with a tourist footfall of over 50,00,000 tourists per year. Despite such heavy human pressure on a limited coastal scape, the Government of Goa has attempted to maintain the integrity of its beaches by regulation and management measures. However, a more systematic and scientific approach, was necessary to protect the ecological and environmental resources and to ensure livelihood sustainability. Based on such principles, the present study on carrying capacity of beaches and the adjacent private areas was undertaken by National Centre for Sustainable Coastal Management, Ministry of Environment, Forest and Climate Change. Carrying capacity was determined using several international and national best practices to determine the scenarios and indicators for the assessment.

    © Lonely Planet Publications 141 North Goa Packaged neatly between the Terekhol and Mandovi Rivers, North Goa encompasses most of what many folks come to Goa seeking: the relentless action of Calangute and Baga, the kooky hippie vibe of Arambol and Anjuna, the remnants of the trance-party scene at Vagator, the thick charas (cannabis or hashish) smoke at Chapora, the laid-back beach paradises of Aswem and Mandrem, the five-star havens at Candolim and Sinquerim, and the hideaway luxury boltholes interspersed neatly throughout, many in gorgeously atmospheric heritage homes. It was not, however, always this way. Until the 1960s Calangute, nowadays Goa’s most raucous package resort, was the watering hole of the Portuguese elite, who arrived in May for their annual mudança (movement), to ‘take the air’ along the sedate seaside promenade. Aside from Calangute, the northern coastal strip remained a simple string of fishing villages, bounded to the south by the Portuguese Fort Aguada, and to the north by Terekhol Fort. Towards the end of the ’60s came the heady hippie days of naked revellers, drugs and ‘flower NORTH GOA power’; next came the all-night trance parties of the ’80s and ’90s, and, simultaneously, the package-holiday hordes. Today, the key to enjoying North Goa lies in knowing exactly what you’re after. If you’re here for spiritually slanted tranquillity, don’t go to Baga on a Friday night, more Ibiza than Inner Peace. Similarly, if you’re here to live it up a little, don’t roll up at Mandrem, where the liveliest thing you’ll find is a high-energy ashtanga yoga session.

Here lies, chained in her own country exhausted from all her fecundity and in obscurity amidst the dazzling brilliance of her own glory.' The person who talked about his country with so much pride was none other than an Indian by heart, by mind and body, a Catholic by religion, a Portuguese by a quirk of history, a nationalist by spirit, who was dedicated to the cause of his country, who did not identify any difference between Goa and the rest of India and Portuguese in Goa. Can Goa be separated from rest of India just because Britishers ruled in India and Portuguese in Goa? The answer to this question is `no'. Goa was considered an integral part of India not only geographically but from all other aspects. The entire liberation struggle of Goa, was influenced by the Indian National Movement, especially the last phase, beginning with the 18th June 1946 movement for civil liberties. Since Goa was considered as an integral part of India, people of Goa thought that without the liberation of Goa, the Indian struggle for Independence is incomplete. Thus the two main demands in the liberation struggle of Goa were; (i) Liberation of Goa from Portuguese colonial rule, and (ii) its integration with the Indian Union.
