The policy inter alia sets a broad outline on the objective to achieve ODF++ status
The policy suggests on technology options for on-site treatment and FSTP
The policy focuses on involvement of least mechanical equipment to keep operational expenditure low

9 nos FSTPs were proposed under AMRUT and 2 nos under BMGF
5 nos under AMRUT and 1 no under BMGF have been completed and commissioned during the year 2018
3 nos under AMRUT and 1 no under BMGF under construction
3 nos plants are co-located with STP at Puri, Bhubaneswar and Rourkela cities
The FSTP at Puri adopts co-treatment process

FSSM Regulations for ULBs have been notified in January 2019
Since all 114 ULBs of the State have become ODF, the next level i.e. ODF+ & ODF++ status is to be established in all 114 ULBs
The above will be achieved in a phased manner
In the first phase, 24 ULBs have identified land for FSTP which is in the process of acquisition
CAPEX and OPEX will be initially wholly funded by the State PRESENT INITIATIVE BY ODISHA ON FSTPs Cont’d..
Business models for establishment of FSTPs as well as their O&M will be tried after observing the performance and the potential of FSTPs to generate benefits in terms of monetary value.
Local SHGs, cesspool operators will be encouraged for O&M of FSTPs with provision of incentives.
All FSTPs shall be fully compliant with the technical requirements enshrined in the National Policy for FSSM – 2017. FSTP, Bhubaneswar – Operational Aspects
The plant at Bhubaneswar was commissioned in June 2018.
The plant spreads over one hectare.
The serving population (PE) = 190000
Capital cost of the project = Rs. 354.00 lac; per capita cost = Rs. 186.00 (excluding land)
Hydraulic capacity = 75000 litres of septage per day

The liquid part of treated septage is fully utilized for land scaping purpose
Current plant loading is about 30000 litres (40%) which is likely to increase.
The dried sludge is composted by mixing with grass cuttings and cana harvest from the PGF inside the plant premises.
The compost is used in the landscape inside the plant as manure and is observed to be effective.
Electricity consumption is for night lighting and occasional running of sludge pumps and fresh water supply. 10KW capacity solar panel is also working in the plant. Process Flow

Influent BOD 640, 880, 680 respectively. PERFORMANCE EVALUATION
At 40% loading the plant performance is excellent.
The performance shall be continuously monitored for both at higher rate of loading and higher strength septage.
Occasional shock loading of BOD up to 3000 mg/l has no impact on the performance.
The seasonal variation in the performance have shown no significant change in the degree of performance. HAZARDS, THEIR IMPACT AND MANAGEMENT
• Heavy Rains causing floods inside the FSTP – Adequate drainage arrangement
• Impact of wind flow due to cyclonic storms – Low roof on drying beds
• Propagation of infection due to septage handling – Provision of safety gears, soap etc.
• Evacuation of liquid waste other than septage in the FSTP – Such wastes are to be segregated before discharge and the source is to be traced for penal action. REGULATORY REQUIREMENTS
• Prohibition of discharge elsewhere other than FSTP by private vacuum truck operators, issuing license to operate and enforcing penal action. • Building regulation with respect to design of septic tanks, inspection and retrofitting existing non-standard installations, strict apartment inspection and penalisation. • Regular inspection of on-site system, building up database to establish desludging requirements. • Orientation of Private Cesspool Operators for safe collection and transport of septage to FSTPs. ………………………………………………………………………………………………………………………. • All above have been covered under FSSM Regulation 2018 notified for Bhubaneswar Municipal Corporation on 14.01.2019.
