[email protected] Date of Submission: September 11, 2017 1 Abstract As a consequence of ISIS’ genocidal campaign against religious minorities in Iraq, these groups are experiencing the lowest rate of return among Iraqis. The Nineveh Reconstruction Committee USA seeks funding from the US Government to support its Nineveh Sustainable Return Program (NSRP). The program seeks to remove war-related rubble, rehabilitate over 9,000 partially damaged homes in seven towns, and optimize donor-funded stabilization projects in the region.
