Together with the Transport and Housing Bureau, the Hong Kong Institute of Urban Design is pleased to organize a workshop on “Sensitive” Transport Design. The workshop will focus on a review and discussion of current proposals for a bus terminus/a bus interchange and footbridges/walkways for selected case studies. This will be the first of a series of upcoming workshops seeking to build a platform where HKIUD members can hold direct dialogues with the works department on various infrastructure and transport facilities projects in Hong Kong. Details are as follows: Date: 4 – 6 June 2013 Venue: Hyatt on the Bund, Shanghai, China website: http://www.asiapacsummit2013.uli.org/ Energizing Kowloon East: Kowloon Bay Business Area Pedestrian Environment Improvement Feasibility Study - Stage 1 Public Engagement With the completion of numerous new office developments in Kowloon Bay Business Areas (KBBA), the pedestrian and vehicular traffic has been increased tremendously. There is public aspiration for a more comfortable, safer and better pedestrian environment. AECOM Asia Co.Ltd. was commissioned by the Energizing Kowloon East Office (EKEO) of the Development Bureau in February this year to undertake the Study: Kowloon Bay Business Area Pedestrian Environment Improvement Feasibility Study. The Study would review and assess the existing pedestrian and traffic environment in KBBA, estimate the future growth of pedestrian and traffic flows and investigate and produce feasible proposals in the short, medium to long-term to enhance pedestrian connectivity in KBBA with Kowloon Bay MTR Station and the waterfront of Kai Tak Development. In order to receive the views and comments from the public regarding the pedestrian and traffic environment in KBBA, a 3-stage public engagement exercise will be carried out. The Stage 1 Public Engagement commenced. In order to collect the views and formulate the main strategy and improvement proposals, the 1st Public Forum will be held on 8th June 2013. Tung Chung New Town Extension Study Invitation to Participation in the Stage 2 Public Engagement The Planning Department (PlanD) and Civil Engineering and Development Department (CEDD) are jointly conducting a Planning and Engineering Study on Tung Chung New Town Extension with the key objective to develop Tung Chung into a distinct new town that can meet housing, social, economic, environmental needs of local residents and Hong Kong’s strategic development. In the Stage 1 Public Engagement conducted from June to August 2012, the public generally agreed that Tung Chung has the potential for further development. Taking into account the public views collected and the planning and engineering considerations, initial land use options for extending the Tung Chung New Town in a holistic manner have been formulated. The Stage 2 Public Engagement will commence on 21 May 2013 and will last for two months until 21 July 2013. PlanD and CEDD would like to collect public’s views on the initial land use options with the aim to achieving broad consensus on the planning direction, scale and area of development for subsequent advancement of the planning process. In this regard, HKIUD Members are cordially invited to participate in the Community Workshop and Public Forum of the study.     Executive Summary In view of the current spatial issues and future development uncertainty, Age0+ is commissioned by DUPAD, HKU to provide consultancy services regarding creating an Age- friendly Community Plan for Kowloon City. Baseline review and evaluation as well as two community engagement exercise are conducted to understand community needs and aspirations towards an age-friendly Kowloon City. A draft AFCP was formulated and revised with community feedbacks, and the plan is assessed with sustainability impact indicators. The Age0+ AFCP for Kowloon City is formulated by three important building blocks, namely Healthy Network, Seamless Connectivity and Ageing in Vibrancy & Resilience. Individual proposals are suggested, referencing identified planning issues, planning opportunities and considering implementation schedule and feasibility.     Appendix 3.10 Estimated Communities within the Exceedance Zone of Annual NO2 Appendix 3.10 Estimated Communities within the Exceedance Zone of Annual NO2 Introduction 1. To estimate the likely size of the affected communities within the exceedance zone of annual NO2, a survey has been conducted in April 2016. 2. The exceedance zones of annual NO2 cover playgrounds, schools, shops and residential areas as mentioned in Table 3-13 and Table 3-17 of the main text. The exposure to NO2 for the users of playgrounds, the students in the schools and the staff in the shops or restaurants should be limited as they will not stay continuously for 24 hours a day and 365 days a year. Hence, the actual exposure to the NO2 shall be less than predicted. Therefore, only the number of units (shops or school), but not the population, are presented in this appendix for reference purpose. The residential regions are considered to have a long term NO2 exposure and thus the estimation of the likely size of the affected communities within the exceedance zone of annual NO2 is based only on the number of dwellings. 3. The likely size of affected communities within the exceedance zones of annual NO2 would be the highest in the worst assessment year (2023) based on the Figure 3-6K to Figure 3-6P. Assumptions 4. A number of assumptions were made in the community survey and listed as follows: No change in the number of shops and residential flats over the assessment years (from Year 2016 to Year 2023); Each flat consists of 1 dwelling only (no unauthorized partitioned unit is considered); Based on “Population Census” issued by Census and Statistics Department for To Kwa Wan and Kowloon City districts in 2011, the average number of occupant per unit, 2.88, was adopted to calculate the affected population within the exceedance zones.

YAM1 – “People First, District First, “People Abstract After more than two years of review, the new Urban Renewal Strategy (URS) was promulgated in February 2011. One of the key principles promoted in the new URS is the adoption of the “People First, District-based, Public Participatory” approach for urban renewal. The Kowloon City District Urban Renewal Forum (DURF) was set up in June 2011 as a pioneer to put this approach into practice. As the Secretary to DURF, the author - wishes to share with practitioners in the planning and relevant fields the pioneering R Urban for Approach Participatory” Public based, experience of DURF and its work. 1. District Urban Renewal Forum With the changing aspirations of the community and the call for more public participation in shaping the future of our city, the new URS calls for active promotion of the “People First, District-based, Public Participatory” approach at the early planning stage of urban renewal and embraces the new initiative of setting up a DURF in old urban districts to strengthen urban renewal planning at the district level. As an advisory platform, DURF will advise the Government on district-based urban renewal initiatives from a holistic and comprehensive perspective, including advice on regeneration and redevelopment areas, preservation targets, and implementation models (Urban Renewal Strategy, 2011). Buildings aged 50 or above in the district account for about one fourth of the total number of such buildings in the territory, and there are many dilapidated buildings in the District as well. The Urban Renewal Strategy promulgated in 2011 envisages the setting up of the District Urban Renewal Forum (DURF) to strengthen urban renewal planning at the district level, and the adoption of a "People First, District-based, Public Participatory" approach in urban renewal.

The individuality and unique characteristics of these areas suggest that it is worthwhile to retain their original qualities. We suggest that developers consider policies to preserve Kowloon City.
