FOREWORD My first visit to Senegal was in 1982 to assist in the evaluation of the“Projet Autonome de reboisement de la Foret de Bandia”. Since then, I have been following the evolution of USAID efforts to support Senegal and its people in the management of Senegal’s natural resources. After thirty years of USAID engagement, it was time to capture that history and recognize the impacts in Senegal, in Africa and, as a data point in the genesis of the Nature, Wealth and Power framework, worldwide. The Biodiversity Analysis and Technical Support (BATS) program of the Office of Sustainable Development, Division for Economic Growth, Environment and Agriculture of the USAID Bureau for Africa exists to provide analytical and technical assistance to USAID/Africa and support its operating units in the design and implementation of development, security, and humanitarian assistance activities in Africa in a manner that conserves natural resources and biodiversity, including tropical forests and other critical habitats. BATS has taken a lead role in reviewing USAID’s conservation experience in Africa, understanding lessons learned, and charting the way forward. Reports to date include: Protecting Hard-won Ground: USAID Experience and Prospects for Biodiversity Conservation in Africa; A Vision for the Future of Biodiversity in Africa; US- AID Support to the Community-based Natural Resource Management Program in Namibia: LIFE Program Review; and Paradise Lost? Lessons from 25 Years of USAID Environment Programs in Madagascar. This paper is the most recent product in that series. All of these papers are available on the web site of the Africa Biodiversity Col- laborative Group at www.ABCG.org. Building and reflecting on long USAID involvement in Senegal and the Sahel, USAID launched the Wula Nafaa project in 2003 with the goal of integrating tools to increase productivity of natural resources with the empowerment of local people and the identification and improvement of value chains. This paper’s analysis goes deep on the last ten years’ experience and finds Wula Nafaa areas had surpassed, by multiple indicators, comparison communities. Accompanying this rise in overall prosperity are affiliated broad-based impacts on health, nutrition, education, employment status and significant improvements for women. The Forest Service Office of International Programs assembled an excellent team of facilitators, contributors and key consultants to review the experience, interview the observers and participants and compress a large body of knowledge into what I believe to be a coherent package. The World Resources Institute played a key role in both the development and production of the reports from this project. I am proud to present this work to you.     Government of Senegal COMPREHENSIVE FOOD SECURITY AND VULNERABILITY ANALYSIS (CFSVA) Livelihood Zone Descriptions WFP/FAO/SE-CNSA/CSE/FEWS NET Introduction The WFP, FAO, CSE (Centre de Suivi Ecologique), SE/CNSA (Commissariat National à la Sécurité Alimentaire) and FEWS NET conducted a zoning exercise with the goal of defining zones with fairly homogenous livelihoods in order to better monitor vulnerability and early warning indicators. This exercise led to the development of a Livelihood Zone Map, showing zones within which people share broadly the same pattern of livelihood and means of subsistence. These zones are characterized by the following three factors, which influence household food consumption and are integral to analyzing vulnerability: 1) Geography – natural (topography, altitude, soil, climate, vegetation, waterways, etc.) and infrastructure (roads, railroads, telecommunications, etc.) 2) Production – agricultural, agro-pastoral, pastoral, and cash crop systems, based on local labor, hunter-gatherers, etc. 3) Market access/trade – ability to trade, sell goods and services, and find employment. Key factors include demand, the effectiveness of marketing systems, and the existence of basic infrastructure. Methodology The zoning exercise consisted of three important steps: 1) Document review and compilation of secondary data to constitute a working base and triangulate information 2) Consultations with national-level contacts to draft initial livelihood zone maps and descriptions 3) Consultations with contacts during workshops in each region to revise maps and descriptions. 1. Consolidating secondary data Work with national- and regional-level contacts was facilitated by a document review and compilation of secondary data on aspects of topography, production systems/land use, land and vegetation, and population density.

(Henri Poincar´e) iv Summary Malaria is a mosquito-borne infectious disease caused by parasitic protozoans of the genus Plasmodium and transmitted to humans via the bites of infected female Anopheles mos- quitoes. Although progress has been seen in the last decade in the fight against the disease, malaria remains one of the major cause of morbidity and mortality in large areas of the developing world, especially sub-Saharan Africa. The main victims are children under five years of age. The observed reductions are going hand in hand with impressive increases in international funding for malaria prevention, control, and elimination, which have led to tremendous expansion in implementing national malaria control programs (NMCPs). Common interventions include indoor residual spraying (IRS), the use of insecticide treated nets (ITN) and environmental measures such as larval control. Specific targets have been set during the last decade. The Millennium Development Goal (MDG) 6 aims to halve malaria incidence by 2015 as compared to 1990 and to achieve universal ITN coverage and treatment with appropriate antimalarial drugs.

    SENEGAL Special Report August 31, 2015 Poor start to the agropastoral season in central and northern areas KEY MESSAGES This year, farmers are resorting to short-cycle varieties of cowpea and Souna millet crops more than usual as a strategy to limit the negative effects of the late start of the rains on crop production in order to ensure near-average crop yields. With the likely downsizing of the land area planted in groundnuts, Senegal’s main cash crop, household incomes between December and March will likely be below average. The poor pastoral conditions between February and June severely affected pastoral incomes, which have been well below-average as a result of the decline in animal production and livestock prices. The larger than usual numbers of animal deaths have adversely affected the livelihoods of pastoral households, limiting their food access on local markets. However, the recent recovery of pastures and replenishment of watering holes have helped improve the situation in many pastoral areas. Food assistance from the government and its humanitarian partners is easing poor households’ food insecurity. Humanitarian food and non-food assistance and cash transfer programs will limit the use of atypical coping strategies (ex. borrowing and reducing food and nonfood expenditures) by recipient households. An examination of food prices on domestic markets shows prices for locally grown millet still slightly above-average and prices for regular broken rice, the main foodstuff consumed by Senegalese households, at below-average levels. However, despite these prices, the below-average incomes of poor agropastoral households is preventing many households from adequating accessing these food items.

    Fighting Hunger Worldwide Gender, Markets and Agricultural Organizations in Senegal VAM Gender and Markets Study #6 2016-2017 The Zero Hunger Challenge emphasizes the importance of strengthening economic empowerment in support of the Sustainable Development Goal 2 to double small-scale producer incomes and productivity. The increasing focus on resilient markets can bring important contributions to sustainable food systems and build resilience. Participation in market systems is not only a means for people to secure their livelihood, but it also enables them to exercise agency, maintain dignity, build social capital and increase self-worth. Food security analysis must take into account questions of gender-based violence and discrimination in order to deliver well-tailored assistance to those most in need. WFP’s Nutrition Policy (2017-2021) reconfirms that gender equality and women’s empowerment are essential to achieve good nutrition and sustainable and resilient livelihoods, which are based on human rights and justice. This is why gender-sensitive analysis in nutrition programmes is a crucial contribution to achieving the SDGs.     Senegal Work plan FY 2019 Project Year 8 October 2018-September 2019 ENVISION is a global project led by RTI International in partnership with CBM International, The Carter Center, Fred Hollows Foundation, Helen Keller International, IMA World Health, Light for the World, Sightsavers, and World Vision. ENVISION PROJECT OVERVIEW The U.S. Agency for International Development (USAID)’s ENVISION project (2011-2019) is designed to support the vision of the World Health Organization (WHO) and its member states by targeting the control and elimination of seven neglected tropical diseases (NTDs) including, lymphatic filariasis (LF), onchocerciasis (OV), schistosomiasis (SCH), three soil-transmitted helminths (STH; roundworm, whipworm, hookworm) and trachoma. ENVISION’s goal is to strengthen NTD programming at global and country levels and support Ministries of Health (MOH) to achieve their NTD control and elimination goals. At global level, ENVISION –in close coordination and collaboration with WHO, USAID and other stakeholders- contributes to several technical areas in support of global NTD control and elimination goals, including: • Drug and diagnostics procurement, where global donation programs are unavailable, • Capacity strengthening, • Management and implementation of ENVISION’s Technical Assistance Facility (TAF), • Disease mapping, • NTD policy and technical guideline development, and • NTD monitoring and evaluation (M&E).
