In the current digital age, they also function as a “library without walls”, leveraging on the Internet and serving the community beyond the confines of space and time. In fulfilling its mission as a “library without walls”, the Hong Kong Public Libraries provides, among its array of electronic services and collections, a collection of electronic resources for public access anytime and anywhere through the Internet. These include 7 collections of e-books and 21 online databases, and a good deal of the content in the e-resources is suitable for secondary school teachers and students. This brief guide is compiled specifically for reference by teachers of the New Senior Secondary School Curriculum (NSSC) who may need resources in preparing teaching materials, designing coursework, engaging students in independent inquiry projects, and providing guidance to students in learning across the curriculum. E-resources are herein listed by Key Learning Areas in the NSSC. User education is considered indispensable in our provision of e-resources. As these resources, whether e-books or e-articles, are held in very large databases, with keyword and other search functions, plus many more value-added features, online tutorials and online help are generally available on these database platforms. User manuals compiled by our Librarians are also posted on our website for user reference. In addition, user education sessions are regularly held at public libraries on different resources. Above all, one-on-one guidance is available on request from librarians-on-duty at our libraries or through the Ask-a-Librarian service at our Website. Teachers are instrumental in helping their students make the best use of these e-resources. It is hoped that this guide would help them start exploring these e-contents, and further guide their students in using these resources in various fields of studies.     CULTURE AND HERITAGE COMMISSION Policy Recommendation Report Letter to the Chief Executive 31 March 2003 The Honourable TUNG Chee Hwa Chief Executive of the Hong Kong Special Administrative Region Dear Mr. Tung, I am greatly honoured to be appointed Chairman of the Culture and Heritage Commission in April 2000, and to work with the other members in advising the Government on the long-term policies and funding priorities in the development of culture in Hong Kong. Since the first plenary meeting in May 2000, the Commission has altogether held 23 plenary meetings, some 80 working group meetings, four retreats and four study visits. Two series of public consultations were also conducted in early 2001 and late 2002. I hereby submit to you the Policy Recommendation Report of the Culture and Heritage Commission. We have put forward about one hundred recommendations which cover overall policies as well as specific implementation strategies. The premise of the recommendations is Hong Kong's unique cultural identity as being rooted in the Chinese cultural tradition and at the same time embracing a diversity of other cultures. The spirit of this Report is best captured by the principles of the "people-oriented" and "community-driven" approaches. The "people-oriented" approach reflects our emphasis on the holistic development of people. Hence we accord priority to the nurturing of talents, in particular, education in culture and the arts for the youth. Should Hong Kong neglect creative thinking and cultural education, it will lose its competitive edge, let alone become an international cultural metropolis. Also, the experience of other international cultural metropolises serves as a caveat against government's dominant role in cultural development.

It has been observed that existing translation studies literature appears to cater mainly for long texts. This suggests that there may be a literature gap with regard to short text translation. Investigating how short texts are translated would reveal whether mainstream translation theories and strategies are also applicable to such texts. Therefore, the objectives of the paper are two-fold. Firstly, it seeks to confirm whether there is in fact a gap in the existing literature on short texts by reviewing corpuses of leading works in translation studies. Secondly, it investigates how short texts have been translated by examining the translation theories and strategies used. This is done by way of a case study on street names in Hong Kong. The case study also seeks to remedy the possible paucity of translation literature on short texts by building an objective and representative database to function as an effective platform for examining how street names have been translated. Data, including street names in English and Chinese, are collected by way of systematic sampling from the entire data population.
