LC Paper No. CB(2)1059/06-07(01) Supplementary Information (1) Improvement to be made to the existing recreational and leisure facilities to further develop the potential of people with disabilities in the arts and cultural fields (paragraphs 30 and 31 of minutes of panel meeting) It is the Government’s policy to facilitate people with disabilities to benefit from and to participate in arts and cultural activities with a view to developing their talents and integrating them into community. We committed to providing suitable facilities in an integrated setting so that people with disabilities may have equal opportunities to participate. All new facilities built after 1997 under the Leisure and Cultural Services Department (LCSD) comply with the Design Manual: Barrier-free Access 1997. For old facilities, LCSD has all along been making efforts to improve their accessibility to meet standards of the Design Manual as far as it is technically feasible. At present, 1266 facilities under LCSD as listed in Annex A have been made accessible to people with disabilities. Facilities being or to be improved to enhance their accessibility are set out in Annexes B and C. (2) Further information on the Administration’s policy in developing arts with people with disabilities (paragraph 40 of minutes of panel meeting) It is the Government’s policy to create an environment conducive to the freedom of artistic expression and creation, and the wider participation in cultural activities for all, including people with disabilities. LCSD has been organizing and supporting cultural events for the enjoyment of people from all walks of life. To encourage people with disabilities to participate in a wide range of high quality cultural programmes and activities, LCSD offers this population sector a 50% discount on admission tickets to all performances and museums of LCSD. In addition, LCSD has targeted suitable cultural activities for people with disabilities in the audience building and arts education schemes and activities including the following: (a) Community Cultural Ambassador Scheme (b) School Culture Day Scheme (c) School Arts Animateur Scheme (d) VisABILITY – Art for the Disabled Programme With the policy objective of promoting the well being of people with disabilities and the latter’s full integration into the community, the Health, Welfare and Food Bureau has taken a number of initiatives to promote arts with people with disabilities, including the International Festival of Inclusive Arts and the Jockey Club Arts for the Disabled Scheme. The Subcommittee on Arts and Culture under the Rehabilitation Advisory Committee has been set up to advise on matters pertaining to the development of people with disabilities in the arts and cultural fields, and to advise on strategies and measures to promote inclusive arts.     CULTURE AND HERITAGE COMMISSION Policy Recommendation Report Letter to the Chief Executive 31 March 2003 The Honourable TUNG Chee Hwa Chief Executive of the Hong Kong Special Administrative Region Dear Mr. Tung, I am greatly honoured to be appointed Chairman of the Culture and Heritage Commission in April 2000, and to work with the other members in advising the Government on the long-term policies and funding priorities in the development of culture in Hong Kong. Since the first plenary meeting in May 2000, the Commission has altogether held 23 plenary meetings, some 80 working group meetings, four retreats and four study visits. Two series of public consultations were also conducted in early 2001 and late 2002. I hereby submit to you the Policy Recommendation Report of the Culture and Heritage Commission. We have put forward about one hundred recommendations which cover overall policies as well as specific implementation strategies. The premise of the recommendations is Hong Kong's unique cultural identity as being rooted in the Chinese cultural tradition and at the same time embracing a diversity of other cultures. The spirit of this Report is best captured by the principles of the "people-oriented" and "community-driven" approaches. The "people-oriented" approach reflects our emphasis on the holistic development of people. Hence we accord priority to the nurturing of talents, in particular, education in culture and the arts for the youth. Should Hong Kong neglect creative thinking and cultural education, it will lose its competitive edge, let alone become an international cultural metropolis. Also, the experience of other international cultural metropolises serves as a caveat against government's dominant role in cultural development.

This allows students to understand that Hong Kong on its own makes policies on sports and understand Hong Kong’s development and achievements in sports. The unit points out that under the principle of “one country, two systems”, Hong Kong athletes may join international sports events using the name, “Hong Kong, China”. The key learning points are as follows: Learning Activity 1: Salute to the Athletes ✧ Students know that the Basic Law allows Hong Kong athletes to join international sports events under the name “Hong Kong, China”. ✧ Students cultivate the sporting spirit of “never give up” through the stories of hard-working and outstanding Hong Kong athletes. ✧ Students appreciate the athletes who work hard for the glory of the State and Hong Kong. Learning Activity 2: Who is in Charge of Policies on Sports? ✧ Students know that the Basic Law allows the Government of the Hong Kong Special Administrative Region (HKSAR) to make policies on sports on its own. ✧ Students understand that the Basic Law ensures that the non-government sports associations may continue to develop in Hong Kong. ✧ Students can recognize the duties of the relevant government departments and non- government organizations for sports development.     General Information on Hiring of LCSD Swimming Pools by Schools A) Charges of LCSD Swimming Pools 1. Charges are tabulated in the attached Appendix I and Appendix II , and are subject to revision by the LCSD regularly. 2. Schools can enjoy a 50% concessionary rate of normal charges for the use of LCSD pools during school hours (in general, i.e. Monday to Friday 8:00 am to 5:00 pm and on Saturdays 8:00 am to 1:00 pm except public holidays and school holidays as announced by Education Bureau). Please refer to respective charge table in Appendix I and Appendix II for details. 3. All payment should be made in advance. Approval letters and demand notes for hiring charges will be issued by the swimming pool booking office. The charges have to be settled within 14 days from the date of the confirmation letter issued by the swimming pool booking office. Responsible person/teacher/coach of the school is required to present the receipt(s), the confirmation letter and the proof of identity upon entering the pool complex on the date of use. 4. Schools are reminded that instruction fees must not be collected from students. Otherwise, commercial rates will be charged . No gratuity of any kind should be given to the staff of the swimming pools. B) Safety Precautions and Regulations for Using LCSD Swimming Pools 1. Schools must observe all regulations and safety precautions of the swimming pools and should follow the “Safety Guidelines on Physical Education Key Learning Area for Hong Kong Schools” issued by the Education Bureau when using LCSD pools.
