Heads of Sections – for information Annex 1 2017 Xu Beihong Cup International Arts Competition for Youth and Children (Hong Kong) Aims / Objectives This is to invite all kindergartens, primary and secondary schools to participate in the captioned competition. Details 2. The competition, organised by the Hong Kong Federation of Youth Groups, aims to pay tributes to Xu Beihong’s artistic spirit in pursuit of truth, goodness and beauty, and promote art education among children and youth. 3. Details and the application form for the competition are available at the Hong Kong Federation of Youth Groups Xu Beihong Art S.P.O.T. website: http://clc.hkfyg.org.hk/artspot.htm. 4. Schools interested in participating in the competition are requested to submit their entries and application forms to Xu Beihong Art S.P.O.T. on or before 28 February 2017 (Tuesday). Annex 2 “Library Cards for All School Children” Scheme Bulk Application for Library Cards of the Hong Kong Public Libraries or Using Smart Identity Cards as Identity Cards Allowed for Library Purposes Aims/Purpose This is to inform primary schools of the “Library Cards for All School Children” scheme and the arrangement of bulk application for library cards of the Hong Kong Public Libraries or using Smart Identity Cards as identity cards allowed for library purposes for Primary 1 to 6 students. Details 2. “Life-long learning” is the main thrust of our curriculum reform. Libraries play a pivotal role in the promotion of life-long learning. Students should fully utilise services and facilities provided by the school libraries as well as the Hong Kong Public Libraries. 3. The Education Bureau and the Leisure and Cultural Services Department jointly organised the “Library Cards for All School Children” scheme to encourage students to make full use of services provided by the Hong Kong Public Libraries. Schools should encourage their students to apply for Hong Kong Public Libraries library cards or using Smart Identity Cards as identity cards allowed for library purposes. 4. Methods of application for Hong Kong Public Libraries library cards or using Smart Identity Cards as identity cards allowed for library purposes are as follows: (a) Direct Application Students may visit any public libraries with their parents to apply for and receive library cards / library card numbers for Smart Identity Cards directly. Applicants and their parents should present supporting documents showing their residential addresses and personal identifications. (b) Bulk Application through Schools Students may also apply through bulk application at schools. Library cards / library card numbers of Smart Identity Cards will be issued in about two months. Please refer to Appendix 2a for details. Contact Person 5. Appendix 2a “Library Cards for All School Children” Scheme (Jointly organised by the Education Bureau and the Leisure and Cultural Services Department) Objective The Hong Kong Public Libraries of the Leisure and Cultural Services Department provides public library services to meet the community's need for knowledge, information and research, to support life-long learning, continuous education and profitable use of leisure time, and to promote local literary arts. The “Library Cards for All School Children” scheme is jointly organised by the Leisure and Cultural Services Department Hong Kong Public Libraries and the Education Bureau. It aims to encourage school students to use public library resources to facilitate life-long learning. Application Procedures for Bulk Application for Library Cards of the Hong Kong Public Libraries or Using Smart Identity Cards as Identity Cards Allowed for Library Purposes 1. Collection of Application Forms Teachers-in-charge may contact the Librarians / Assistant Librarians of the branch libraries in their districts for collection of application forms (please refer to Appendix 2b for contacts of the branch libraries).     CULTURE AND HERITAGE COMMISSION Policy Recommendation Report Letter to the Chief Executive 31 March 2003 The Honourable TUNG Chee Hwa Chief Executive of the Hong Kong Special Administrative Region Dear Mr. Tung, I am greatly honoured to be appointed Chairman of the Culture and Heritage Commission in April 2000, and to work with the other members in advising the Government on the long-term policies and funding priorities in the development of culture in Hong Kong. Since the first plenary meeting in May 2000, the Commission has altogether held 23 plenary meetings, some 80 working group meetings, four retreats and four study visits. Two series of public consultations were also conducted in early 2001 and late 2002. I hereby submit to you the Policy Recommendation Report of the Culture and Heritage Commission. We have put forward about one hundred recommendations which cover overall policies as well as specific implementation strategies. The premise of the recommendations is Hong Kong's unique cultural identity as being rooted in the Chinese cultural tradition and at the same time embracing a diversity of other cultures. The spirit of this Report is best captured by the principles of the "people-oriented" and "community-driven" approaches. The "people-oriented" approach reflects our emphasis on the holistic development of people. Hence we accord priority to the nurturing of talents, in particular, education in culture and the arts for the youth. Should Hong Kong neglect creative thinking and cultural education, it will lose its competitive edge, let alone become an international cultural metropolis. Also, the experience of other international cultural metropolises serves as a caveat against government's dominant role in cultural development.

Background Information 1. This report provides a summary of the anti-money laundering (AML) and combating the financing of terrorism (CFT) measures in place in Hong Kong, China (hereinafter Hong Kong) at November 2007 (the date of the on-site visit) and immediately thereafter. It describes and analyses those measures and provides recommendations on how certain aspects of the system could be strengthened. It also sets out Hong Kong’s level of compliance with the Financial Action Task Force (FATF) 40+9 Recommendations (see attached table Ratings of Compliance with the FATF Recommendations). 2. Hong Kong is a special administrative region of the People’s Republic of China (PRC). According to the design of the Basic Law, which is Hong Kong’s constitutional document, the political structure is basically an executive-led system headed by a Chief Executive. Hong Kong also has a Legislative Council, the powers and functions of which include enacting, amending and repealing laws in accordance with the provisions of the Basic Law and legal procedures.
