He has worked closely with small companies and Fortune 500 corporations and has developed best practices for identifying and implementing strategic plans to minimize costs and maximize flexibility. David has developed expertise in portfolio strategy, footprint optimization, operational consolidation, capital expenditure management and financial forecasting. David is a leader in the firm, both locally and nationally, and has extensive experience establishing, managing, and supervising corporate accounts. David earned his MBA from Northwestern University’s Kellogg School of Business and a BA Economics from the University of Illinois. He began his career in 1992 as an economic development advisor, and later as a site selection consultant for Arthur Andersen before transitioning later to tenant representation and corporate real estate services. Tom Berarducci is a Senior Associate within the Chicago Corporate Solutions Group. Tom has worked in the industry for over nine years specializing in tenant representation and transaction advisory services. His strengths include strategic lease negotiations, financial analyses and market knowledge, providing a full range of real estate services to both local and national accounts. During his career Tom has represented a diverse group of clients including office, industrial, retail and medical users both on a local and national level. Megan Richardson is a Transaction Manager within the Chicago Corporate Solutions Group. An experienced portfolio manager, Megan specializes in day to day management of client accounts which includes transaction and portfolio management services as well as financial analysis. Before transferring to the Chicago office, Megan worked at Colliers International in Australia where she managed the Australian Post Victorian and Tasmanian property portfolio that was made up of retail, commercial and industrial properties. Stephanie Bujwit is our head Senior Financial Analyst within the Chicago Corporate Solutions Group. Stephanie specializes in coordinating with team members and clients to develop comprehensive financial analysis portfolios that are highly project-specific. Pritzker Governor of Illinois 207 State House Springfield, IL 62706 Dear Governor Pritzker: On behalf of the State Universities Retirement System (SURS), I am pleased to provide the 2021 Annual Report to the Governor and General Assembly regarding economic opportunity investments in Illinois, as required by Public Act 096-0753. To compile the report, staff utilized the Bloomberg Illinois Index as the primary tool to identify Illinois- based businesses that are public companies. As of June 30, 2021, the index consisted of 130 companies that are headquartered in Illinois and have a minimum market cap of $30 million. The investments made by SURS’ investment managers into Illinois-based businesses are listed in Exhibit 1. Exhibit 1 shows Equity and Fixed Income investments in public companies, state and municipal bonds, private equity, and real estate investments, which combined totaled approximately $598 million or 2.53% of the $23.6 billion total fund as of June 30, 202 1. As of June 30, 2021, SURS employed a total of eleven Illinois-based managers. The market value of SURS assets managed by these firms, shown in Exhibit 2, amounted to approximately $3.4 billion, or 14.73% of the total fund. The utilization of Illinois based broker/dealers by SURS’ investment managers during fiscal year 2021 is detailed in Exhibit 3, which shows the commissions paid for equity trades, as well as the market value of fixed income trades.
