While the peasant in his fields is working all day in sun or rain, as if he plays on the lap of Mother Earth, notice the house-wives of the village with pots on their heads going to the villages wells and hence bringing water for their homes, all walking with slow, steady step in groups, talking to one another as they walk, while the pots stand piled overhead, firm like a column rooted in earth. See too an evening groups of villages sitting in a temple or shop or village office, and having their small talks about things in general. Yet it is true that there is a great deal to be done for our villages by way of education, sanitation and modern methods of health and happiness. 1. INTRODUCTION On 7 November 1990, the Supreme Court of India issued a significant Order (Writ Petition No 12819 of 1985, mimeograph copy) dismissing a petition filed under Article 32 of the Constitution by the Tehri Bandh Virodh Sangarsh Samiti [Tehri Dam Opposition Committee] and others. Petitioners had requested the Court to issue a restraint order to the Gov­ ernment of India preventing it from constructing a huge hydro-power project and a dam on the river Tehri on the ground that the dam posed a serious threat to the life, ecology and environment of the entire northern India as the site of the dam was prone to earthquakes. It was argued that expert testimony indicated that the pattern and consistency of earth­ quakes in the region were likely to have left a 200 to 300 kilometres length of fracture along the convergence boundary roughly covering the region from Dehradun on the west to the India-Nepal border in the east. Petition­ ers had good expert testimony on their side. The project had been considered by the Environmental Appraisal Committee (EAC) of the Ministry of Environment and Forests which unan­ imously rejected it on the ground that its geological and seismic setting posed grave hazards, and the accompanying ecological and social conse­ quences were unacceptable. Petitioners also highlighted the rather belated note of dissent submitted by Professor V. K.     National Civilian Awards Bharat Ratna Bharat Ratna (Jewel of India) is the highest civilian award of the Republic of India. Instituted on 2 January 1954, the award is conferred "in recognition of exceptional service/performance of the highest order", without distinction of race, occupation, position, or sex. The award was originally limited to achievements in the arts, literature, science and public services but the government expanded the criteria to include "any field of human endeavour" in December 2011. Recommendations for the Bharat Ratna are made by the Prime Minister to the President, with a maximum of three nominees being awarded per year. Recipients receive a Sanad (certificate) signed by the President and a peepal-leaf–shaped medallion. There is no monetary grant associated with the award. The first recipients of the Bharat Ratna were politician C. Rajagopalachari, scientist C. V. Raman and philosopher Sarvepalli Radhakrishnan, who were honoured in 1954. Since then, the award has been bestowed on 45 individuals including 12 who were awarded posthumously. In 1966, former Prime Minister Lal Bahadur Shastri became the first individual to be honoured posthumously. In 2013, cricketer Sachin Tendulkar, aged 40, became the youngest recipient of the award. Though usually conferred on Indian citizens, the Bharat Ratna has been awarded to one naturalised citizen, Mother Teresa in 1980, and to two non-Indians, Pakistan national Khan Abdul Ghaffar Khan in 1987 and former South African President Nelson Mandela in 1990. Most recently, Indian government has announced the award to freedom fighter Madan Mohan Malaviya (posthumously) and former Prime Minister Atal Bihari Vajpayee on 24 December 2014.
