Preface:

The racing series „Tourenwagen Legenden“

Established in January 2019 by Jörg Hatscher (businessman from Oldenburg and owner of the DSK-Fairness-Award) this racing series claims to take fair , within familiar surroundings, back on the racetrack with cars from old DTM till ITC times. To complete the fulfilment of this plate of race cars the fast and technically high ambitious cars of STW times are approved as well.

„Racing with friends“ is not only a plain commercial saying, it shall be lived.

A small organisation, professional processing and to be close to the drivers is the mantra of the four headed organisational Team.

Part 1 Sporting Regulations

1. Introduction

The series Tourenwagen Legenden will be organized in conformity with the provisions of the International Sporting Code and its appendices (the Code), the FIA General Prescriptions on circuits and the National Sporting Regulations of the DMSB. It will be run in conformity with the Series’ sporting and technical regulations, the latter being in conformity with the safety prescriptions of FIA Appendix J (Article 253 and 277).

The event will be organized in compliance with the DMSB General Event and Circuit Regulations unless stated otherwise in following or in the Supplementary Event Regulations of the corresponding event.

3. Regulations and Legal Basis of the Series

The series is governed by the following regulations: • FIA International Sporting Code (ISC) and its appendices • DMSB Event Regulations • DMSB Circuit Regulations • DMSB Licence Regulations • DMSB Legal System and Code of Procedure (RuVO), • FIA Judicial and Disciplinary Rules • DMSB Decisions and Provisions • DMSB Environmental Guidelines • Anti-Doping Regulations of the national and international Anti-Doping Agency (NADA/WADA Code) as well as the Anti-Doping Regulations of the FIA • Sporting and Technical Regulations of this Series and the DMSB approved modifications and supplements (Bulletins) • Supplementary Event Regulations including modifications and supplements (Bulletins) • FIA Code of Ethics and Code of Behaviour and DMSB Code of Ethics • Other FIA and DMSB regulations.

3.1 Official Language

German

Only the German and DMSB approved text of the Regulations will be binding.

3.2 Responsibility, modification of the regulations, cancellation of the event

(1) The participants (= entrants, drivers, passengers, vehicle proprietors and registered keepers) take part in the event at their own risk. They carry the exclusive responsibility under civil and criminal law for all damages caused by them or the car used by them as far as no exclusion of liability has been concluded.

(2) Modifications to these regulations may in principle be carried out only by the relevant authorities. After the beginning of the event, modifications should be carried out only by the Stewards of the event by means of bulletin, but only in case of necessity for safety reasons and/or reasons of force majeure , or by order of the authorities, or concerning the details given in the regulations about the length of the track, the duration of the races, the number of laps and the officials and marshals, or in case of an obvious mistake in the regulations.

(3) The organizer reserves the right to cancel or postpone the entire event or a particular race for the aforementioned reasons, subject to the agreement of the respective ASN and of the FIA, and as far as the calendar is concerned, claims for damages or fulfillment are in this case excluded.

4. Entries

4.1 Registrations/entries, entry closing date and obligation to participate

There will be no overall registration in 2019.

A single registration is being needed for every car and every event.

Deadline = 21 days before the event takes place Each registration has to be at the registration office at this time.

With the first registration for the Series the cars’ technical data sheet (attachment 4) has to be handed in as well. Due to this data sheet the participant will be classified into the cars category for the running season.

4.2 Entry fees for the season and per event

The registration/entry fees as well as possible deposit are payable 3 weeks before the event. The following registration/entry fees need are payable by the participant:

All the accepted participants will receive a written confirmation of their registration. The series organizer reserves the right to refuse “Applications for registration” with having to give reasons.

4.3 Competition-numbers

☒ Participants will get permanent competition-numbers from the series organizer for the whole season. ☐ Participants will get competition-numbers from the event organizer for each event.

5. Licenses

5.1 Required grade of licence a) Drivers

Drivers holding an International entrant’s and driver’s licence issued by the DMSB or by another ASN affiliated to the FIA Grade and valid for the year 2019. ☒ A, ☒ B, ☒ C, ☒ D, ☒ C/D-historic (please check) b) Entrants

☒ Entrants wishing to register with the driver must be in possession of an international commercial or club licence issued by the DMSB or by another ASN affiliated to the FIA and valid for the year 2019. c) DMSB-Sponsor-Card Sponsors who wish to be named in addition to the driver’s name in the official program, as well as the list of nominations, starters and results, without assuming the role of an entrant can do so by purchasing a “DMSB sponsor card for companies, clubs, teams” (Only for DMSB-sanctioned events with the exception of FIA-sanctioned events). Series organizer of international series needs to check restrictions on the validity of the DMSB sponsor card for abroad events. e) Age regulations

5.2 Conditions for entrants outside their national territory

For events with the status International DMSB licence holders and licence holders by another ASN affiliated to the FIA have the right for participation and are entitled to score points for the series.

For events with the status National A Plus (NSAFP) DMSB licence holders and licence holders by another ASN affiliated to the FIA have the right for participation and are entitled to score points for the series.

For events with the status National A (NEAFP) DMSB licence holders and licence holders by another ASN affiliated to the FIA have the right for participation and are entitled to score points for the series.

For every event foreign competitors/drivers have to present the approval of their own ASN according to Art. 2.3 ISG / Art. 3.9.4 ISC.

7. Events

7.1 Calendar of events

7.2 Maximum number of cars authorised

The maximum number of cars is defined in the track licence.

7.3 Running of the events a) Practice

☒ For each event one or more practice sessions of 30 minutes or scheduled. Qualifying will take 30 minutes as well. b) Qualification

The minimum qualification for starting approval sums up by taking the middle of the fastest laps, driven by the class fastest driver, during official qualification laps plus 10%. Any driver not archiving this will not be allowed to take part in the race. The driver may only start the corresponding race with the special approval of the race director. c) Starting modes

The races will be started as follows:

☒ The race will run over the distance of 40 minutes.

The finish line applies both to track and to the pit lane. e) Re-Assignment

In case of a car having a technical stop / defect or accident during the practice and qualifying and the repair of the car is not possible till start of the race, because of the damage, the entrant/driver has the right to re-enrolle on to another car of the same class if it has been approved by the technical inspector of the series. The technical inspector of the series is making the decision if it’s possible to repair the car until start of race. Entrants / Drivers taking the above ability are not allowed to get any points with the re enrolled car.

8. Race

The cat placed first will be the one having covered the scheduled distance with his car in the shortest time, including all eventual penalties.

To get points for the race the cars has to cross the finish line under its own engine power. The finish line applies both to track and to the pit lane.

8.1 Points

The following points will be awarded if a race is shortened or stopped and not resumed:

At least 75% of the scheduled distance = 100% points At least 50% of the scheduled distance = ..50% points Less than 50% of the scheduled distance = ....0% points

A participant with two entries (two cars) is dealt with as follows: If the participant does not notify on which car he wants to be counted, he will be automatically counted on the car with the lowest starting number. Signed notifications have to be given to the race director until the beginning of the qualifying.

8.1.2 Classification

There will be separated classifications for every class in this series. Points will be given after every race to each driver according to his position in his class, as follows:

If a driver switches the class within the ongoing season his so far collected points will not be transferred to the classification within his new class.

Entrants and drivers will be counted without any strike if they only participated in 4 races or less.

10.2 Drivers meeting/briefing

The exact time and location for the drivers’ briefing will be published in the Supplementary Event Regulations.

Any absence or not fully complete attendance of drivers and competitors or their appointed representatives during the drivers‘ briefing (recognized by list of signatures) attracts a fine of 200,00 € without any particular penalty-procedure.

11. Scrutineering/Technical checks

The drivers or their representatives must present their race car and the compulsory driver’s safety equipment at scrutineering. The car must be presented in the configuration as it will be used in the competition (incl. Competition-numbers) and it must comply with the applicable technical regulations.

Scrutineering will take place at the official Tourenwagen Legenden tent.

12. Race

12.1 Use of wet-weather tyres

Responsible for the use of wet-weather tyres is the entrant/driver. The use of those tyres is allowed for all classes during trainngs, qualification and the race.

12.2 Maximum number of persons working on a car and safety equipment

Refueling is strictly forbidden during all trainings, qualifications and races.

12.3 Pit stop safety and competitor’s responsibility when starting from the pit area

Refueling and tire changes are prohibited except for the following exceptions. If a tire is damaged during the race the damaged tire may be replaced. Tire changes from wet-weather tires to slicks and the other way around are allowed during pit stops.

12.4 Mandatory pit stop

During each race all vehicles are required to take an obligatory pit stop with a minimum duration of 120 seconds. Crossing the pit lane entrance line starts the time keeping. Time keeping stops by crossing the pit lane exit line. A pit stop while the safety car is on track is prohibited and does not count as a pit stop.

12.5 Mandatory pit stop – not using the full 120 sec

A pit stop taking less than 120 seconds will lead to a time penalty of 10 sec. per not needed second, given to the team by the race director.

The penalty for not taking the mandatory pit stop will be that the result of the event will not be counted for this car.

13. Title, prize money and trophies

13.1 Title overall winner

The title

Tourenwagen Legenden Meister 2019 will be awarded to the driver who has scored the highest number of points after all the events in 2019.

13.2 Price money and trophies

There will be trophies for the 1st , 2nd and 3rd placed of each class.

14. Protests and appeals

The FIA International Sporting Code is applicable for protest and appeals, DMSB Event Regulations and DMSB Legal System and Code of Procedure as well as the FIA Legal System and Code of Procedure for FIA appeals.

Protest deposit – payable to the relevant ASN: International / National status: will be published in the Supplementary Regulations of the relevant event.

Appeal deposit – payable to DMSB: International status 1.500,00 € National A status 1.000,00 € National status 500,00 €

Appeal deposit – payable to the FIA : 6,000.00 € Ads additional fee of 3.000,00 € charged by the DMSB shall become due for an international appeal (FIA). (Protest and appeal deposits are exempt from VAT).

15. Exclusion of jurisdiction of a court and limitation of liability

(1) The jurisdiction of a court is excluded for decisions of the FIA, the DMSB, their jurisdictions, the stewards, the series organiser or the organiser as judge in terms of § 661 German Civil Code.

(2) No claim for compensation of whatever kind may be derived from actions and decisions of the DMSB or ist jurisdiction as well as of DMSB representatives or the series organiser, except in the case of a damage caused on purpose or by gross negligence.

16. TV rights / Advertising and television rights

All the copyright and picture rights lie with the organiser of the series, including the pictures which are adopted by the television broadcasts on the Tourenwagen Legenden. All television rights of the Tourenwagen Legenden, including terrestrial broadcasts as well as cable and satellite television broadcasts, all video rights and all rights on the use of the complete electronical media, including internet, lie with the organiser of the series. Any kind of recording, broadcasts, repetition or reproduction for commercial purpose without written agreement of the organizer of the series is prohibited.

Only the vehicles will be allowed to participate in the series, whose construction models have been participation in the old DTM (1984-1996), STW (1994-2000) or ITC (1995 and 1996).

2.DTC,CTC: Within the Groups DTC and CTC Div. 6 and Div. 6.1, (Vehicle Models of Group N* cars (1984-1992) are only allowed if their types have been driven in the DTM at their time.

Explanations Technical Regulations:

About the series: The background of the Tourenwagen Legenden (TWL) is to take back the old DTM and STW cars from the 80th and 90th on the race track to make to legendary times feelable for all generations and involved people (Fans, participants, organisers and partners).

The TWL doesn’t mean to be just a historic racing series, but also an opportunity to promote and maintain the special Touring cars of this time.

This idea finds lots of open minds and helps us find partners and sponsors to support the idea financially and help organisers in many different ways.

Original vs. Replika: Of course good and authentic replicas are welcome to participate as well as original race cars. Most of the original race cars have been rebuild and/or overall renewed during their lifetime. Often only the Chassis number is the only way to figured out which car is the Original and which one is the Replica. If an accident leads to building up the car again the costs are almost identical.

1.2 Balance of performance

To keep the balance of performance the organiser of the series has the right to change regulations regarding minimum weights, classifications or other items for special cars within the running season.

1.4 General / Preamble

Anything which is not specifically allowed by the present regulation is prohibited. Permitted modifications must not result in any illegal modifications or infringements of the regulations.

1.5 Driver’s equipment

The wearing of overalls homologated to the FIA 8856-2000 standard as well as underwear (with long sleeves and legs), balaclava, socks, shoes and gloves in compliance with the FIA prescriptions is compulsory.

Furthermore, the wearing of a helmet in compliance with the DMSB regulations is compulsory.

Furthermore, the use of the head restraint (e. g. HANS) is compulsory.

1.6 General, Permitted modifications and installations

The only work which may be carried out on the cars is that necessary for ist normal servicing, or the replacements of parts worn through use or accident.

The limits of the modifications and installations allowed are specified hereinafter. Any part worn through use or accident may only be replaced by an original part identical to the damaged one.

Throughout the car, the attachment standard parts such as: nuts, bolts, washers, lock washers, spring washers, splint pins may be replaced comparable standard parts complying with the original shape. With regard to screw threads, thread type, size and pitch (e. g. M 8 x 1.25) must be retained.

1.7 Minimum vehicle weights and ballast

Not applicable

1.7.1 Weights

For DTM vehicles according to the regulations from 1994 (Class 1) and for DTM cars from 1992 (Class 2) the minimum weights from the 1992 and 1994 DTM regulations be valid. Cars according to group H class 1, 2 and CTC div. 7; 7.1 in the class 2 and 3 the minimum weights form appendix 2; art. 2 (equal to appendix J from 1988/1992) be valid.

For car according to STW regulations class 4:

For vehicles with front wheel drive the minimum weight is 975 kg without and 1.055 kg including full equipped driver. For vehicles with rear while drive the minimum weight is 1.000 kg without and 1.080 kg including full equipped driver. For vehicles with 4 wheel drive the minimum weight is 1.040 kg without and 1.120 kg including full equipped driver.

The minimum weights for CTC 6,6.1 class 2 and 3 are mentioned in appendix 2 Art. 1

1.7.2 Determination, Reference scale

For a quick check the cars can be weight with the driver after crossing the finish line. Target weight is the minimum weight + 90 kg for the driver and fuel. An accurate check (check-up or rather protest) will be done without the driver and with an empty fuel tank according to DMSB weight log. If the refilling is not easily possible, a FIA permitted port will be mandatory. Participants may use the reference scale to weight they car during the event. Opening times will be told to the participants before to event.

1.7.3 Ballast

If a ballast is needed to achieve the minimum weight or balance of performance, this will be made possible according to the participant to Art. 252.2.2.

1.8 Displacement factor for supercharged engine

Supercharged engines:

☒ Turbo charged vehicles (gasoline engine): 1,7 ☒ vehicles with mechanically powered compressor (for example G compressor): 1,4 (Group H); 1,7 (Group CTC) ☒ Turbo charged vehicles (Diesel engine): 1,5 (group H); 1,7 (group CTC)

The organizer reserves the right to implement air restrictors for supercharged vehicles to keep or to achieve the balance of performance due to the former DTM.

1.9 Exhaust prescriptions

The current DMSB exhaust prescriptions (see DMSB Manual, blue part) must be respected.

The cars must be equipped with catalytic converter in compliance with the DMSB exhaust prescriptions.

The vehicles have to have a DMSB homologized particulate filter (for Diesel vehicles).

1.10 Noise regulations

The maximum permitted noise limits are 140 dB(A) measured in compliance with LWA– procedure and 110 dB(A) in compliance with LP–procedure.

The noise level will be determined in compliance with the DMSB pass-by measuring method mandatory for circuit racing series.

The current DMSB noise regulations (see DMSB Yearbook, blue part) must be respected.

1.11 Advertising on the driver’s equipment / on the race car and start numbers

The current FIA/DMSB prescriptions for advertising on the driver’s equipment/on the race car and start numbers must be respected (see DMSB Yearbook, blue part).

If a race car has the original race car stickers, the once on the windows will be seen as belonging to the car.

ATTENTION: Any variations of the FIA/DMSB Regulations are subject to a special waiver issued by the DMSB.

Separate prescriptions will be made for the driver’s equipment.

Under consideration of the FIA/DMSB prescription for competition numbers and advertising on the car, the following advertising is compulsory on the race car (see also Attachment 1).

1.12 Safety equipment

The vehicles must comply with the following safety equipment. The article numbers refer to the current Appendix J ISC, unless stated otherwise.

It is possible to participate with a race car that has a modified safety cage in compliance with Appendix K, Appendix VI, Art. 1.1.4 and Art. 1.2.4.

1.13 Fuel and single fuel

Only commercial unleaded fuel in compliance with Art. 252.9 Appendix J (ISC) may be used in compliance with DIN EN 228 or diesel fuel in compliance with Art. 252.9 and DIN EN 590. The use of additives, other than air or lubricant oil for 2-Phase-Engines, are prohibited.

1.13.1 Fuel controls

At any time during the events the technical scrutineers may extract fuel samples. The DMSB fuel regulations incl. remaining quantity of fuel (DMSB Yearbook, blue part), as well as DMSB guidelines for fuel extraction apply.

1.13.2 Refueling, Refueling installations and control

Refueling during Practice, Qualifying and Race is forbidden.

1.14 Technical definitions

In addition to the definitions in compliance with the present Article and Article 3.3 (Part 1) of these Regulations, the „General regulations, definitions and clarifications to the Technical Regulations“ (DMSB Yearbook, blue part) as well as the definitions according to Art. 251 of the Appendix J (ISC) are applicable.

2. Special technical regulations

2.1 General

In addition to Part 2 of these Technical Regulations the following special Technical Regulations are applicable.

2.2 Engine Participation with a not homologated or an engine that is not as defined in the regulations (for example for prototypes) is possible on request.

The car has to be equipped with a fuel management system according to the time period of the car, also the ignition and power of the engine should be according to this time period. A measurement of performance has to be submitted.

For cars of class 3 (CTC build in 1984-1988) the intake before the throttle body (air filter, resonator and so forth) is optional. From the throttle body housing (throttle body, induction pipe, fuel management and so forth) on the intake has to be according to homologation.

2.7 Wheels (Flange + rim) and tires

During Practice, Qualification and Race all tires are optional for all classes.

2.8 Bodywork and dimensions a) External bodywork (including windows)

Chassis and aerodynamic must be the same like it was during the original racing period (e.g. DTM, DTC, STW). Exceptions could be done in special historical meanings. b) Cockpit

2.14 Other

To make the appearance of a replica DTM-, DTC-, within CTC Div. 6, 6.1 in STW-vehicles possible, deviations from Group N regulations class 2 and 3 are allowed as stated in Appendix 2. The drivers name or the current driver pairing has to be placed (as the only sticker) in the top third of the rear side-window. The names have to be written in font size 100 mm.

Those weights are conform to the minimum weights of Grp. A cars according to appendix J 1988 and 1992.

The minimum weight ist the cars weight without the driver, co-driver and their equipment. The car shall not at any time weigh less than the above mentioned minimum weight. The scrutineers are allowed to empty the tank and weigh the car. According to Art. 252.2.2 of the general regulations of Group N, A and B the weight of the car can be added with ballast.
