The McInerney Team has been individually selected and is comprised of individuals that have been working as a team of one over the past 10 years. I have worked in South Florida on aviation related projects since 2007, and started my South Florida journey at Fort Lauderdale-Hollywood International Airport (FLL) while working on the High-Speed Exit Taxiways. Over the many years I work at FLL, I worked with many great individuals at Broward County Aviation Department and learned the inner workings of their engineering and operations departments as well as the local FAA tower. During my tenure I worked on planning, design, and construction projects with many of the team members selected to provide services under this RFQ. In 2014, I decided to leave a large engineering firm and open my own company, McInerney, Inc. I have worked, and been certified, as a County Business Enterprise (CBE) through Broward County. With my extensive aviation experience, I would like to return home to FLL and work with the Broward County Aviation Department staff to complete the Airport Studies, Evaluations and Assessments needed. Mr. McInerney Department. has worked closely with his BCAD project managers to address previous avi- ation project needs while maintaining focus on project time and budget. Mr. McInerney has planning, design, construction, and project management experience with numerous runway, taxiway, and apron projects. While working in Michigan, Mr. McInerney was involved with the reconstruction of Runway 9-27 at Linden-Price Airport. This project included the demolition and reconstruction of a 4,000 ft. asphalt runway and a general aviation apron. The runway and apron were owned by the State of Michigan and built in the center of an aviation community. Mr. McInerney relocated to Florida where he was involved with the design of the High-Speed Exit Taxiways project at Fort Lauderdale-Hollywood Inter- national Airport. This project included design and construction of two new acute angle Taxiways “A4”, and “B5”, and the widening of a third acute angle Taxiway “B2”. The project also included the widening of Taxiways “A” and “B” at the 28R approach end for “dual/by-pass” aircraft operations. Mr. McInerney worked closely with Mr. Brad Wente now with Passero and As- sociates, Inc., on the High-Speed Exit Taxiways as each played critical roles in the completion of the design. 1-3 Professional Consultant Services for Airport Studies, Evaluations and Assessment Projects While constructing the High-Speed Exit Taxiways project, Mr. McInerney worked on the evaluation of Runway 13-31 at Fort Lauderdale-Hollywood International Airport. This evaluation was performed to ensure Runway 13-31 could withstand the continued use of commercial aircraft traffic during the grinding and re-groov- ing of Runway 10L-28R, then 9L-27R. Following the evaluation, a report was de- veloped detailing the findings in the field. The report was used by another con- sulting firm to cross check a previously developed report and plan set. Mr. McIn- erney ultimately led the construction efforts as the Project Manager. The project included the mill and overlay of sections of Runway 13-31 both at the 13 approach end and Taxiway “B” intersection. This project also included the mill and overlay of Taxiway “D” at the Runway 13 approach end. Sections of Runway 13-31 were reconstructed at the crossing points of Taxiways “A” and “C”. The project also included slurry sealing of shoulder pavements, and, routing and sealing of all cracks three-eighths of an inch or wider along the entire runway length. Following the completion and closeout of Runway 13-31, Mr. McInerney transi- tioned to the grinding and re-grooving of Runway 9L-27R, now 10L-27R, to work as the Project Manager. The grinding and re-grooving was performed during off peak time periods and opened daily for normal operations. Daily coordination was held with Broward County Aviation Department, Operations, and Engineering to ensure a successful project. With the completion of the grinding and re-grooving of Runway 9L-27R, Mr. McIn- erney led the efforts as the project manager of the Utility Atlas and Obstruction Survey Phases 1 and 2. These projects included all survey efforts needed for the extension of the new south Runway at Fort Lauderdale-Hollywood International Airport. During this project, Mr. McInerney worked closely with Mr. Mike Mossey, PSM., now with Calvin, Giordano, and Associates, Inc. to accomplish all survey tasks related to AC 150/5300-16, 17, and 18. This work required short timelines with critical planning to complete to maintain the South Runway sched- ule. During its 42-year existence, SDM has performed engineering services for clients of airport related projects such as: • Fort Lauderdale-Hollywood International Airport: The Aircraft Rescue and Fire Fighting Facility (ARFF); • Terminal 4 Computer Room • TSA Conveyor System; Jet Blue Baggage Handling • TSA Security Revisions; and many more. For the last 37 years and without interruption, SDM also has a continuous working presence at Miami International Airport. SDM is the Engineer of Record for and designed over 1.8 million square feet of terminal and concourse space currently in use; the control and maintenance facilities for 2 of the 3 train systems currently in use at the airport, as well

VPS has experienced double digit growth for the past 24 consecutive months over previous year periods with a track to reach nearly 1.5 million passengers who have traveled Local Hero’s Family through our doors in 2018. It is hard to single out any one event; however, our highlight event of the summer was recognizing the family of Master Sergeant John Chapman as they flew out of our airport to receive his posthumously-awarded Medal of Honor from the President in Washington, D.C., which you’ll read about below. Thank you to all the public and the USAF for the strong turnout of support, what a fabulous day it was! GENERAL OVERVIEW Okaloosa County (The County) is the owner and operator of the Destin-Fort Walton Beach Airport (VPS), Destin Executive Airport (DTS) and Bob Sikes Airport (CEW). As a recipient of Federal airport funds, authorized by 49 U.S.C. 47101, the County must develop a Triennial Goal associated with planned projects every three years. Thus, based upon the updated United States Department of Transportation (DOT) and Federal Aviation Administration (FAA) disadvantaged and small business enterprise requirements outlined in 49 CFR Part 26, Disadvantaged Business Enterprise Program, the County, through its consultant (TKDA/Amherst Consulting), has prepared likely disadvantaged business enterprise (DBE) and small business enterprise (SBE) goals related to planned federally funded projects greater than $250,000 for Fiscal Years 2019-2021 (October 1, 2018 -September 30, 2021) as outlined in the Current Airport Capital Improvement Program. Section 26.1, 26.23 Objectives and Policy Statement Okaloosa County, as the Sponsor of Destin-Fort Walton Beach Airport (VPS), Destin Executive Airport (DTS) and Bob Sikes Airport (CEW) has established a Disadvantaged Business Enterprise (DBE) Program in accordance with DOT regulations 49 CFR Part 26. Historically, the County has and is likely to continue to receive federal financial assistance for Airport related improvement projects from DOT, and as a condition of receiving this assistance, The County has signed assurances that it will continue to comply with 49 CFR Part 26.
