Agenda - Regular Meeting May 20, 2014 Page 2 ii) Ministry of Justice- May 7, 2014 Pg. 8 List of upcoming Consultation meetings Recommendation THAT the letter dated May 7, 2014 from the Ministry of Justice regarding dates for the consultation meetings be received for information. b) SPARC BC letter dated May 1, 2014 Pg.16 Request for proclamation for Access Awareness Day- June 7 WHEREAS accessibility and inclusion is essential for ensuring that all community members have equity in opportunities and the ability to fully participate in community life; and WHEREAS accessibility affects all aspects of community life - physical, social and economic including employment, transportation, recreation, housing and other opportunities; and WHEREAS we all have a role to play in ensuring that our communities are as accessible and inclusive as possible. THEREFORE BE IT RESOLVED that the citizens of the Village of Keremeos recognize the importance of ensuring that people with disabilities have equitable access to the opportunities that are important to them and live in an accessible community. AND THAT Council of the Village of Keremeos do hereby proclaim Access Awareness Day - Saturday, June 7, 2014 in the Village of Keremeos, a day of individual and group action to promote positive ways of building accessibility to create accessible and inclusive communities for all of our citizens. 7. REPORTS a) Mayor's Report i) Mayor's bi-weekly report- distributed at meeting b) Council Committee and Liaison Reports Agenda -Regular Meeting May 20,2014 Page 3 c) Staff Reports i) Operating Agreement with FortisBC Energy Inc.- CAO Pg. 18 Approval for Operating Agreement with FortisBC to permit them to construct and operate gas distribution lines within the Village Recommendation THAT the CAO's report dated May 22, 2014 entitled Operating Agreement with FortisBC Energy Inc. be received for information; AND THAT the Mayor and CAO be authorized to sign the Operating Agreement with FortisBC Energy Inc. for the provision of gas distribution facilities within Village limits. ii) Public Works and Parks Report- Foreman Pg. 41 Report to May 2014 Recommendation THAT Public Works Foreman's Public Works and Parks Report dated May 22, 2014 be received for information. 8. CORRESPONDENCE a) Keremeos Community Church letter dated April21, 2014 Request for Cowboy Church to be held in Memorial Park on May 18, 2014 090/2014: Moved/Seconded THAT Council authorize the Keremeos Community Church to erect a tent at the southeast corner of Memorial Park on the Victoria Day long weekend to host a "Cowboy Church" service on Sunday, May 18, 2014 at 9:00 a.m. and a Sunday evening performance at 5:30 p.m. CARRIED b) Similkameen Country Development Assoc. report received April 29, 2014 Fee for Service Agreement report 091/2014: Moved/Seconded THAT Fee for Service Agreement report from Similkameen Country Development Association received April 29, 2014 be received for information. CARRIED c) Alex Atamanenko, MP email dated April 29, 2014 Request for proclamation for National Health and Fitness day 092/2014: Moved/Seconded THAT June 7, 2014 be proclaimed National Health and Fitness Day in Village of Keremeos. CARRIED d) Kars Under the K Show and Shine letter dated November 7, 2013 Request for $500 donation as per CFO's November 2013 report regarding Grants in Aid 093/2014: Moved/Seconded THAT the Village of Keremeos contribute $500 towards Kars Under The K for the 2014 Show and Shine; AND THAT the funds be taken from Donations and Promotions. CARRIED Minutes- Regular Meeting May 5, 2014 Page 3 e) Elks Rodeo letter received May 2, 2014 Request for use of Village barricades and cones for detouring of traffic and use of streets for parade on May 19, 2014. 094/2014: Moved/Seconded THAT the request from the Keremeos Elks Rodeo to: 1. Place barricades on 7th Avenue and 6th Avenue, and cones on 6th and th for detouring of traffic; AND 2. To line the parade entries east of 7th Street on sthstreet and 6th, 7th and sth Avenues from 8 a.m. to 11:30 a.m. on May 19, 2014 be approved; AND THAT the Keremeos Elks Rodeo Parade committee be asked to contact the Ministry of Transportation to ensure their approval is given for closure of the portion of Highway 3 that will be required for the parade; AND THAT the committee also be requested to contact the Keremeos RCMP, the Keremeos station of the BC Ambulance Service and the Keremeos and District Fire Department to inform them of the road closure; AND THAT the Elks Rodeo committee provide a copy of its valid liability insurance to the Village at its earliest convenience, prior to the event. CONCLUSION Meeting concluded at 7:30 p.m. Certified Correct: Manfred Bauer, Mayor Laurie Taylor, GAO May 2, 2014 His Worship Manfred Bauer Mayor of the Village of Keremeos Box 160 Keremeos BC VOX 1NO Dear Mayor Bauer and Councillors: On March 11 , 2014, I announced a province-wide earthquake preparedness consultation, to be chaired by Mr. Henry Renteria (the Chair), former director of California's Office of Emergency Services. The goal of this consultation is to improve British Columbians' preparedness for a disastrous seismic event. At the end of the year, the Chair will provide my Ministry with a report that will include priority recommendations for improving earthquake preparedness. In British Columbia, emergency management is a responsibility that is shared among all levels of government, community organizations, First Nations, not-for-profit agencies, academic institutions, families and individuals. Over the next few months, the Chair will consult with a wide range of stakeholders and agencies, through a variety of methods. As part of this exercise, consultation meetings will be held in selected communities, focused primarily on local authorities and First Nations representatives. This month, Emergency Management British Columbia (EMBC) officials will be sending an invitation to you, and your staff, to participate in these meetings. EMBC will provide specific details about the sessions and will work with your staff to identify appropriate participants from your community. Enhancing emihquake preparedness is a priority activity for my Ministry, and for EMBC. A long-term plan for enhancing our province's preparedness is currently under development, and input from stakeholders through this consultation, will be key to refining this plan and informing .
