    For my parents Abstract The aim of this dissertation is to discuss the influence that organizations have on public policies through their rhetoric and use of resources. The empirical focus is on public relations strategies regarding the public policy area on energy and the environment. Two case studies are conducted, centering on what have been the two most controversial environmental conflicts in Norway; the first concerns a hydroelectric development and the second relates to the building of gas-fired power plants. The environmentalists lost the first conflict, whereas the latter plants have still not been built. The theoretical starting point for the dissertation is within the realm of rhetorical studies of public relations, but it is argued that these studies have seldom contained specific suggestions for how to go about broad-based analyses. Furthermore, it is claimed that the studies have remained ontologically underdeveloped, which means that they do not offer analytical frameworks that make it possible to account adequately for organizational actors’ influence on, for instance, matters of public policy. The dissertation thus contains a suggestion for a heuristic analytical device drawing on a wide range of rhetorical concepts, combined with a sociological analysis of resources like economic capital, degree of institutionalization, knowledge, networks, and social standing. Historical reconstructions are made of the two cases. The research material is a sample of public relations material from the organizational actors, including brochures and advertisements, but also other texts, such as applications for building permits, and comments made to newspapers. Furthermore, qualitative interviews were conducted with representatives of the organizations involved.

By Holger Terpi Norway is a rich complex country with a small wealthy militarist and nationalist upper class, a relatively large middle class and a working class. The little known Norwegian militarism has always been problematic. It would censorship, war with Sweden, occupy half of Greenland1, was opponent of a Nordic defense cooperation, garden Norway into NATO2 and EEC, would have plutonium and nuclear weapons3, as well as, monitor and controlling political opponents, in- cluding the radical wing of the labor movement, pacifists and conscientious objectors. And they got it pretty much as they wanted it. One example is the emergency law or emergency laws, a common term for five laws adopted by the Storting in 1950, which introduced stricter measures for acts that are defined as treacherous in war, and also different measures in peacetime, such as censorship of letters, phone monitoring etc.4 1 Legal Status of Eastern Greenland (Den. v. Den norske Helsingforskomité Tordenskioldsgt. 6 B 0166 Oslo Sammendrag og konklusjoner Den norske Helsingforskomité engasjerte seg i romanifolkets/taternes situasjon tidlig på 1990-tallet. Dette engasjementet var medvirkende til at det ble igangsatt forskning om romanifolkets historie og situasjon i Norge. Romanifolket/taterne var utsatt for en intens assimileringspolitikk fra norske myndigheters side fra andre halvdel av 1800-tallet og gjennom store deler av 1900-tallet. Tidlig på 1990-tallet stod for første gang personer fra romanifolket/taterne frem og ville ha dokumentasjon av hva denne politikken hadde ført med seg av overgrep. Initiativet ble først rettet mot Den norske Helsingforskomité og “la vekt på brudd på menneskerettigheter. Etter noen avklaringsrunder gjorde Sosial- og helsedepartementet det klart at det var innstilt på å bevilge midler til en undersøkelse av politikken overfor romanifolket, men at midlene skulle forvaltes av Norges forskningsråd.” 1 Forskningen konsentrerte seg om sterilisering, bortsetting av barn, erfaringer til personer av romani-/taterslekt som ble direkte berørt av sterilisering eller anbringelse på barnehjem og et prosjekt som “belyste den enkeltes opplevelser og erfaringer med å tilhøre romanifolket”. 2 Vi er derfor i den heldige situasjon at det finnes gode forskningsrapporter og bøker om viktige sider ved den norske assimileringspolitikken, selv om mange detaljer og lokale historier fortsatt er ubeskrevet. Og fortsatt mangler en menneskerettslig vurdering av overgrepene mot personer fra romanifolket/taterne. Særlig vil det være av verdi å utrede hvordan tiltak som hørte hjemme i den norske statens program for å håndtere “problemet med de reisende” må ses i lys av de menneskerettighetsforpliktelser Norge har påtatt seg i FN og Europarådet.

Scandinavian countries were selected for this study because they continue to experience high immigration rates more than any other region in the world. The study was guided by the following key research questions: What are the immigration policy requirements across the Scandinavia countries? And what are the critical factors influencing immigration and immigration policy in Scandinavia? A comparative design was used to compare different aspects of immigration across the three countries. The qualitative method was also adopted to facilitate the collection and analysis of detailed data from secondary sources. The results indicate that politics, press media, interest groups, socio-economic factors, and public preferences and opinions are the main factors shaping immigration and immigration policies. Notable among these countries is Denmark with an exclusively restrictive immigration policy against asylum and family immigration since the early 1980s. On the contrary, Norway and Sweden have experienced a shift to both restrictive and liberal immigration policies. The study recommends a shift towards a moderate immigration policy in Scandinavia.     RADICAL RIGHT NARRATIVES AND NORWEGIAN COUNTER-NARRATIVES IN THE DECADE OF UTØYA AND BÆRUM SOLO-ACTOR ATTACKS The CARR-Hedayah Radical Right Counter Narratives Project is a year-long project between CARR and Hedayah that is funded by the EU STRIVE programme. It is designed to create one of the first comprehensive online toolkits for practitioners and civil society engaged in radical right extremist counter-narrative campaigns. It uses online research to map nar- ratives in nine countries and regions (Australia, Canada, Germany, Hungary, New Zealand, Norway, Ukraine, United Kingdom, and the United States), proposes counter-narratives for these countries and regions, and advises on how to conduct such campaigns in an effec- tive manner. This country report is one of such outputs. ABOUT THE AUTHOR Dr. Mette Wiggen is a lecturer in the School of Politics and International Studies (POLIS) at the University of Leeds. She teaches on the Extreme Right in Europe, and politics for the Introduction to Social Sciences foundation course aimed at Widening Participation- and international social science students at Leeds. Mette is the Widening Participation Officer for the University’s Social Science Cluster where she engages with non traditional students who are exploring and entering higher education. She has taught languages and politics, in Norway and the UK, with guest lectures and conference papers in Egypt, Spain, Portugal, The Netherlands, Norway, UK and USA. Mette has also given papers at teaching and learning conferences in the UK on intercultural communication, on student lead discussion groups and on how to engage with students and teach the undergraduate dissertation.

Politiske myndigheter har latt veier, kloakknett og annen infrastruktur forvitre så lenge at etterslepet i vedlikehold kan være så omfattende som 800 milliarder kroner.1 • I det rødgrønne Norge har hver tredje kommune planlagt kutt innen skole og omsorg i 2010.2 Et eksempel: «Omsorgssektoren i Sandnes skal spare 25 millioner kroner uten å legge ned avdelinger. Det betyr mer tid i sengen og mindre tid til stell og sosiale aktiviteter, samt en større belastning på de ansatte.»3 Dette er virkeligheten svært mange opplever – lokalavisene renner også i år over av slike oppslag. • Politiet er kåret til budsjettvinner og satsingsområde, men så rapporterer VG i februar at politiet over hele landet kutter totalt 360 stillinger i år. «Nyutdannede politifolk har oppsøkt NAV og må gå på ledighetstrygd fordi de ikke får jobb.» Bare i Hordaland politidistrikt må det nedbemannes med 72 årsverk.

    Report from Turkey’s Parliamentary Elections rd 3 November 2002 RKR Norwegian Norwegian Helsinki Council for the Rights of the Kurdish People Committee Preface As human rights NGOs our two organisations have followed the development of Turkey for several years, albeit from different perspectives. We have shared concerns for human rights and democracy in Turkey, and we have tried to help the development within our limited capacities. The Norwegian Council for the Rights of the Kurds aims at informing the Norwegian public about the situation of Kurdish people, and to move Norwegian authorities into action to protect persons of Kurdish decent from the grave human rights violations that too often takes place in the various states inhabited by Kurds. Turkey is no exception. The Norwegian Helsinki Committee has developed contacts with Turkish NGOs, academics and other concerned persons in Turkey that work for human rights. It has undertaken fact- finding missions and has reported on the situation within the field of freedom of religion. Presently the committee co-operates with the Human Rights Foundation on projects. We hope that the present report will provide a useful background to the interested reader, foremost to Turkish authorities and others who monitor human rights and democracy in Turkey. We also believe the report will help the build up of an institutional memory of our two organisations and that of other entities committed to election observation. These elections brought tremendous political change, as the Justice and Development Party (AKP) won a landslide victory; it received 34 percent of the vote and took 363 seats.
