Central & Western District Council Latest Progress of Admiralty Station Extension Under the (East) Project

Introduction

1) This paper provides the latest progress update to the Central and Western District Council about the Admiralty Station extension works under the South Island Line (East) Project.

Latest Progress

2) As at the end of May 2016, the overall works for South Island Line (East)(“SIL(E)”) are 96% completed. At Admiralty Station, the construction of the station structure, fitting-out and electrical and mechanical works (E&M) are now progressing in full swing. Ocean Park Station, Wong Chuk Hang Station and Wong Chuk Hang Depot have entered pre-operational phase, while construction of Lei Tung Station and South Horizons Station is progressing steadily. In view of the current progress, the target opening of SIL(E) remains at end 2016. However, the continuing construction challenges at Admiralty Station Extension have put the target commissioning date at a certain risk. .

Admiralty Station Extension Works Progress

3) The Admiralty Station extension works started in May 2011 and are underway at the works sites in Harcourt Garden and near Hong Kong Park. When these works are completed, Admiralty Station will become a four-line interchange station for Island Line, Tsuen Wan Line, SIL(E) and Shatin to Central Link (“SCL”).

4) Cut-and-cover excavation for the Admiralty Station

1 extension is complete and the construction of the station structure, fitting-out and electrical and mechanical works (E&M) are now progressing in full swing.

5) Excavation for the platforms and tunnels of SIL(E) and the platform tunnels of SCL was completed in May 2015. Construction of the cavern structure has been completed and fitting-out and E&M works are well advanced, while construction of the SCL tunnel structures is in progress.

6) The most complex and challenging part of the Admiralty Station extension works has been the underpinning excavation works beneath the tunnel structure of the existing Island Line. As a result of the continuous efforts made by the construction team, the underpinning works were completed at the end of 2015.

Reprovisioning of Harcourt Garden Works Site

7) Further to the presentation to members on the phased re-provisioning of Harcourt Garden in March 2015 (Please refer to CWDC Paper no. 26/2015), the timetable to complete the fitting-out and E&M works for the Admiralty Station extension is extremely tight due to logistics challenges and congested site conditions. The project team is giving foremost priority to the advancement of the station extension works to achieve the target of opening SIL(E) in end 2016. Under the current programme, a covered walkway at the landscaped deck level connecting to CITIC Tower Footbridge near Rodney Street will be completed and opened to the public upon the opening of SIL(E) and members of the public may access the area using a staircase and escalator from street level or a lift that connects to the station concourse. The remaining parts of the Harcourt Garden reprovisioning works under the SIL(E) phase of works are planned to be completed by the end of 2017. The progress of the works will be closely monitored and reported to the District Council in a timely manner.

Hong Kong Park Ventilation Building Works Progress

8) Structural works for Hong Kong Park ventilation building have been completed with fitting-out and E&M works

2 in progress. The site is expected to be occupied by the SIL(E) project until July 2016, after which, it will be taken over by the SCL project to serve as the works site and temporary site access for the SCL overrun tunnel.

Temporary Traffic Management Scheme

9) Admiralty Station entrances E1 and E2 have been closed since the second quarter of 2011 to allow for the extension works. Pedestrians can access entrances A and D via the pedestrian crossings at Rodney Street. The new temporary CITIC Tower Footbridge near was opened to public in November 2015. Pedestrians can continue to travel between CITIC Tower and Rodney Street, and Harcourt Road using the CITIC Tower Footbridge. The temporary pedestrian walkway from Queensway to the Police Headquarters is maintained. Site egress at Harcourt Road and entrance at Queensway are maintained.

10) A temporary traffic management scheme has been implemented on Rodney Street from early March 2016 and is expected to continue until late 2016 in phases. During the works period, part of Rodney Street will be temporarily narrowed for carrying out drainage and sewerage pipes connection works, and road pavement construction. Pedestrian access and traffic lanes will be maintained.

11) The U-turn outside the Island Shangri-la Hotel and the emergency vehicular access at the British Council remain in operation. The pedestrian crossing on Supreme Court Road near the Island Shangri-la Hotel was signalised temporarily starting from November 2013 to enhance pedestrian safety. The above arrangements will continue to be implemented during the works period of the SCL project and will be maintained until the opening of the SCL “North South Corridor”.

Conclusion

12) The project team will continue to closely monitor the Admiralty Station extension works and the reprovisioning works for Harcourt Garden and endeavor to minimise the impact

3 of the works and temporary traffic arrangements on the community. The Corporation will also continue to provide updates on the latest progress of the project to the community through the District Council and Community Liaison Group meetings.
