Thank you for accepting our invitation. As this year’s championship is a milestone for the International Military Sports Council, CISM and Military Sailing, it is also a significant year for the Finnish Defence Forces and the Finnish Navy as we celebrate our 100 year anniversary. Finland has been an active member of CISM since 1964. This is the first time Finland is hosting the World Military Sailing Championship. On the Nordic and regional level we have hosted sailing championships since 1990 when the Finnish Navy Sailing Team was founded and joined the family of military sports. A lot of efforts and investments are put into the industry in order to keep it profitable for the country. While the industry had a downturn in the past decade, the last years it has been growing fast. Currently, there are more orders at the key shipyards than in the previous years. The projects provide work for almost a decade from now, most likely for even longer. This exceptional growth offers business for subcontractors and companies in other industries (from interior decoration specialists to technology manufacturers), as well. Overview of the Finnish market Finland has a long history in the shipyard and ship building industry. Finland was a significant centre for ship construction for over 500 years. The world’s largest cruise ships and ferries were built in Finland. While the industry suffered from the recent recession and almost disappeared completely, it now enjoys growth, as never seen before. Currently, the whole industry worldwide is doing better than before in the number of orders and Finland receives its fair share of these ship orders. The biggest risk for Finland is the lack of competent workforce that can handle projects in an industry of this size, especially when it comes to international projects. There is also a need for competent subcontractors. For example, Flemish companies in the interior design and special components sector, can find opportunities here.

Valtaosan Helsingin edustan saarista omistaa Suomen valtio, joista osa on myös puolustusvoimien käytössä. Helsingin kaupunki on toinen suuri saariomistaja, jonka virastot hallinnoivat noin neljäsosaa saarista. Yksityishenkilöt omistavat saaripinta-alasta noin kymmenen prosenttia. Loput saarista kuuluvat yrityksille ja yhteisöille. Muutama luoto on jakamatonta maa-aluetta. Vesialueista suurimman osan omis- taa valtio ja Helsingin kaupunki. Kalastus – kireitä siimoja Saarissa kalastus on pääsääntöisesti sallittua. Helsingin merialueella on tavattu noin 60 kalalajia, muun muassa meritaimenta, kuhaa ja siikaa. Overall, post-war policies were dominated by three main goals, first, how to deal with the war reparation pay- ments required under the harsh political terms of the 1944 Armistice Treaty; sec- ondly, to ensure the settlement of the Karelian refugees and demobilised veterans; and thirdly, the raising of production and the standard of living, including the easing of the rationing system. The focus is especially in analysing how this was financed externally and by the state economy without hyperinflation and considerable indebt- edness of the state. From the point of view of the government finances, the financing of the war was transformed to the financing of the war reparations, the compen- sations due to the war and the settlement of the homeless people. The paper has drawn on the findings of the Studies of the Economic Growth of Finland and other sources and can be seen as a sequel to a previous article on the Finnish war econo- 2 my between 1939–1945.
