1. 7403 Riviera Boulevard (Building E) – a 16,800 Square Foot Class B industrial warehouse building to begin construction in September 2018. 2. 7451 Riviera Boulevard – MegaCenter (Buildings A and C), a total of 98,085 Square Feet Class B industrial warehouse buildings are to be delivered in January/February 2019. 3. 3590 South State Road 7 - Extra Space Storage. City Commission approved for renovation and expansion on May 16, 2018. Project consists of 128,512 Square Feet of self-storage use and 1,430 square feet of retail use. Applying for building permit for renovating existing building (Phase I). 4. 14900 SW 30th Street - Extra Space Self-Storage. City Commission approved site plan in November 2016. Project consists of 111,050 Square Foot of self-storage use. Applying for building permit. 5. 12002 Miramar Parkway - Flamingo Park of Commerce Self Storage. A four-story building consists of 78,400 Square Foot of self-storage use, was administratively approved on February 2, 2016. Currently in construction.

SW 145th Avenue & SW 27th Street - Holiday Inn Express, a five-story, 64,589 Square Foot Hospitality Hotel consists of 117 rooms. City Commission approved on February 15, 2017. Building permit being reviewed. 2. 3650 Red Road - Woodspring Suites, a four-story, 60,000 Square Foot Hospitality Hotel consists of 123 rooms. Construction began in September 2018. 3. 10800 Marks Way - Spring Hill Suites, an 81,010 Square Foot Hospitality Hotel. Building to be delivered in November 2018. 4. Southwest corner of Miramar Parkway and Red Road - Memorial Free Standing Emergency Room. Proposed 16,958 Square Foot of Medical Facility. City Commission approved on July 3, 2018. 5. 1901 Southwest 172nd Avenue - Memorial Medical Building. Construction of four-story, 125,000 square foot, medical office building to service the existing Memorial Miramar Hospital. City Commission approved on August 22, 2018. 6. Northwest corner of Miramar Parkway and Red Road - Miramar Park Place. Proposing 50,000 Square Feet of commercial retail center. Currently in the Development Review process. 7. 1700 Douglas Road - WaWa Gas Station. Proposed 6,119 Square Foot of convenience store with 8 gas pumps under an approx. 7,500 Square Foot of canopy. City Commission approved on July 3, 2018. Business Update MicroEnterprise Program - 8 businesses inquired about the program. 2 businesses submitted application; both applications are being reviewed for eligibility.

Completed the 2018 SHIP Affordable Housing Incentives Report. 3. Miramar Community Garden received donation of a 20-tower verti-gro hydroponic system which will allow for soil-free vegetable production.

EXECUTIVE SUMMARY

The results shown in this preliminary report represent the information known as of October 29, 2018. The results are expected to change as the year-end close process continues. The revised budget amounts do not include Budget Amendments pending approval by City Commission. The final results will be presented upon the issuance of the FYE 2018 Comprehensive Annual Financial Report.

Schedule 1 GENERAL FUND FINANCIAL HIGHLIGHTS

• Tax Revenue collections are at 98% of the budget, 5% better than last year. Although Property tax, Communication Services Tax and Electricity Franchise fee receipts increased over the prior year they were less than expected. • Licenses and Permits collections are at 142% of the budget, 24% better than last year. The increase over the prior year is due to an increase in building permit fees collected. • Intergovernmental Revenues was 7% better than last year due to an increase in Half-Cent Sales Tax receipts. • Interest income was 73% better than last year due to a higher interest rates returns. • Other source of Financing in the prior year primarily resulted from the financing Mobile & portable radios for public safety. • Salaries and Benefits expenditures are 101% of budget, 8% in excess of last year. The increase over prior year is primarily due to COLA increases, increase in pension payments, lump sum payouts due to higher than anticipated payout for accrued time to public safety personnel who entered the DROP per the collective bargaining agreements, and health insurance premium increases; slightly offset by hurricane related overtime costs incurred in prior year. • Operating Expenses was 90% of budget. Hurricane Irma Debris removal; as well as Commercial Rehabilitation costs were less than anticipated. • Capital Outlay - Dept./Non-Dept. – budget amount includes the cost to acquire land within the Miramar Town Center. This is a budget only item. For accounting purposes this asset is recorded on the City’s books as Property Held for Sale and therefore not recorded as an expense. Prior year costs include costs associated with the acquisition of the Mobile & portable radios for public safety. • Similar to the prior year, Transfers Out includes $7.4 million in transfers to the Debt Service Fund to cover debt service payments. Schedule 2 CAPITAL PROJECTS FUNDS FINANCIAL HIGHLIGHTS

• Impact Fees are at 46% of the budget, 69% less than prior year. Impact Fees are expected to have a shortfall due to delayed/discontinued construction schedules for some private projects that were projected to obtain permits in FYE 2018. • Interest income was 36% better than last year due to a higher interest rates returns. • Other source of Financing - $10 million was received in the prior year in loan proceeds to fund capital improvement projects. • Capital Outlay was 27% of budget. Major projects resulting in this variance are: Historic Public safety complex; Pembroke Road Widening project which is managed by Broward County. Amounts have been advanced to Broward County. Expenses will be recorded based on project status updates to be received from Broward County; and Street Construction and Miramar Parkway Street, which both began construction towards the latter part of the Second Quarter of FYE 2018.

Schedule 3 ALL OTHER GOVERNTALAL FUNDS FINANCIAL HIGHLIGHTS

• Intergovernmental Grants Revenues are at 44% of the budget, 61% greater than prior year. Major Grant funded projects resulting in this variance are: Broward County Waterline project (received in advanced from State) $3.9 million; Pembroke Road Improvement project prepaid to the County, $2.0 million; and Broward County Redevelopment Complete Street project, $.9 million. Revenues for these grants will be recognized as expenses are incurred. • Year to date Capital Outlay expenditures are at 34% of the budget, $6.8 million lower than expected. Major Grant funded projects resulting in this variance: Broward County Waterline project is currently under construction. Pembroke Road Improvement project is managed by Broward County. Amounts have been advanced to Broward County. Expenses will be recorded based on project status updates to be received from Broward County; Broward County Redevelopment Complete Street project is currently under construction. • Debt Service expenditures are $2.4 million in excess of the amount reported in the prior year. This is primarily due to principal debt payments coming due in 2018 for the 2013 Special Obligation Refunding and Improvement Revenue Bonds. • $7.4 million was transferred-in from the General Fund to the Debt Service Fund for debt service payments in the current year.

Schedule 4 UTILITIES FUNDS FINANCIAL HIGHLIGHTS

• Water and Wastewater Fees are at 101% of the budget, 2% in excess of prior year. • Impact Fees collections are $2.4 million lower than the budget. Impact Fees are expected to have a shortfall due to delayed/discontinued construction schedules for some private projects that were projected to obtain permits in FYE 2018. • Interest income is at 81% better than last year due to a higher interest rates returns • Other Source of Financing primarily represents funding from the State Revolving Loan Fund (SRF) that will be utilized for the Historic Miramar and East Water Plant projects. This is a budget only line item as funding for the SRFs will be recorded as a liability in accordance with Generally Accepted Accounting Principles (GAAP). • Salaries and Benefits expenditures are 11% greater than prior year. The increase over prior year is primarily due to COLA increases, increase in pension payments, lump sum payouts, and health insurance premium increases; slightly offset by hurricane related overtime costs incurred in prior year. The variance is expected to increase with the implementation of GASB 75 to record Capital OPEB Liability. The impact to the Utility Fund is unknown at this time. • Capital Outlay – For GAAP purposes CIP project costs for the Utility Fund are recorded as assets and amortized of the useful life of the asset. Therefore, a line item has not been included herein. Year to date costs were at 44% of budget. Major projects that made up this variance: East Water Plant Enhancements and Historic Miramar Improvements for phase III projects which are under construction; as well as the Reclaimed Water System Expansion Projects which Part A is going out to bid and Part B is in the design phase.

Schedule 5 ALL OTHER ENTERPRISE FUNDS (STORMWATER) FINANCIAL HIGHLIGHTS

• Interests are at 133% better than last year due to a higher interest rates returns. • Other Source of Financing primarily represents funding from the State Revolving Loan Fund (SRF) that will be utilized for the Drainage Improvement projects. This is a budget only line item as the funding for the SRFs will be recorded as a liability in accordance with GAAP. • Salaries and Benefits expenditures are 35% higher than prior year. The increase over prior year is primarily due to COLA increases, increase in pension payments, lump sum payouts, and health insurance premium increases; slightly offset by hurricane related overtime costs incurred in prior year. The variance is expected to increase with the implementation of GASB 75 to record OPEB Liability. The impact to this Fund is unknown at this time. • Capital Outlay – For GAAP purposes CIP project costs for the Utility Fund are recorded as assets and amortized of the useful life of the asset. Therefore, a line item has not been included herein. Year to date costs were 25% of budget. The Storm-water drainage improvement projects accounts for the majority of this variance. This project is currently under construction.

• Charges for Services increased by $1.8 million or prior year, primarily due to health insurance premium costs. • Interests are at 122% better than last year due to a higher interest rates returns. • Salaries and Benefits expenditures are 8% higher than prior year. The variance is expected to increase with the implementation of GASB 75 to record OPEB Liability. The impact to this Fund is unknown at this time. • Capital Outlay – For GAAP purposes CIP project costs for the Utility Fund are recorded as assets and amortized of the useful life of the asset. Therefore, a line item has not been included herein. Year to date costs were at 26% of budget. Budgeted Capital Outlay includes a reserve of $3.2 million. The intent of this budgeted reserve is to increase fund balance.

The spirit of Togetherness Tour facilitates a master class at Miramar Cultural Center. Africa Umoja is the tale of South Africa, its people and their song with beautifully designed Africa Umoja Master Class September 29, costumes and award-winning, internationally-acclaimed 2018 choreography.

“A collection of original oil paintings on canvas and linen by local/international artist Carl (Carlito) Craig. The anchor piece of the exhibition is the famous Goudou, a 25 ft. long triptych depicting the 2010 earthquake. Completed annual audit by Aging and Disability Resource Center (ADRC) for Senior Services and Adult Day Care Center. Southcentral/Southeast Focal Point Submitted Service Provider Application along with Unit Cost Methodology for 2019 contract year to the Aging and Disability Resource Center.

Southcentral/Southeast Focal Point Conducted presentations at Davie Senior Expo and Family Outreach event. Implemented Emergency Medical Services Waiver.

Inaugural MOST Program Open House – PARENT ONLY Open House was implemented in order to focus solely on the MOST Early Childhood Program Afterschool Program. VPK Open House held at each Childcare Center. Silver Shores Childcare Center successful reaccreditation.

New group counseling topics were implemented and a new Counseling curriculum to promote continued interest among participants.

Established new partnership for caregiver support groups with Adult Day Care Broward Sheriff's Office and ALC Home Health Agency.

Received the Florence R. Goldmann Award, given annually to Senior Services a member of the Florida Association of Senior Centers for distinguished service in a senior center.

Falls and fall-related injuries are among the most serious and common medical problems experienced by older adults. In order to reduce the number of accidental falls suffered by older Health & Wellness people. We coordinated services with a specialist from Nova University to discuss pertinent topics with participants on Fall Prevention.

Facility Rentals Facilitated 21 rentals for a total revenue of $21,092 this quarter.

Business Inclusion Diversity (BID) Program QUARTERLY REPORT: July to September 2018

DEPARTMENT HIGHLIGHTS Alignment with Comprehensive Plan The nucleus of the Business Inclusion Diversity (BID) program is the accumulation, growth, and development Small, minority and disadvantaged businesses in the City of Miramar. The origins of the program are to address the underutilization of these businesses, but the goal is to ensure they are extended opportunities of inclusion in all nine (9) elements of the Comprehensive Plan. Small businesses are notable throughout as the businesses that are primarily used to enhance parks, recreation and open spaces throughout the City. More importantly, these businesses have proven that they have the experience, expertise, and qualifications to assist with all City developmental projects, which also include and are not limited to the sustainability and enhancement of schools and many other public structures and facilities. to fulfill comp plan goals There is a myriad of opportunities that will ensure that BID remains relevant through its strategic outreach, monitoring and compliance objectives. The program targets and aggressively recruits new businesses that can help support the creation of new value-added art, workforce and entertainment opportunities to the City to help meet local community market demands. The most innovative aspect of BID’s ability to remain relevant over the next five years is the inclusion of We Works. This concept speaks heavily to the arts, workforce, and entertainment aspect of the plan. For businesses desiring a desk, office suite, or an entire office, with the implementation of the We Works concept, BID desires to assist the City in creating an environment to increase productivity, innovation and collaboration. This space will provide a shared space to promote and enhance meaningful dialogue between City leadership, prime and sub-contractors, and community stakeholders. The primary goal of BID is recruitment, retention, innovation and productivity. This concept offers a global network of workspaces where companies and people can grow together. BID foresees the transforming of buildings into dynamic environments for creativity, focus, and connection. More than just a best place to work, thought, this is a movement toward humanizing work. All of the major players can help each other, offices can and will provide the comforts of home, and we can all look forward to a welcoming platform to work and find real meaning in what we are trying to accomplish with the development of small businesses.
