Portuguese Emigration Under the Corporatist Regime
From Closed to Open Doors: Portuguese Emigration under the Corporatist Regime Maria Ioannis B. Baganha University of Coimbra [email protected] Abstract This paper analyses the Portuguese emigration policy under the corporatist regime. It departs from the assumption that sending countries are no more than by bystanders in the migratory process. The paper goes a step further, claiming that in the Portuguese case, not only did the Estado Novo (New State) control the migratory flows that were occurring, but that it used emigration to its own advantage. I tried next to present evidence to show that by the analysis of the individual characteristics of the migrants and of their skills, their exodus couldn’t have harmed the country’s economic growth during the sixties, since the percentage of scientific and technical manpower was, when compared to other European countries, far too scarce to frame an industrial labour force higher than the existing one. The paper concludes that during this period, the most likely hypothesis is that the Portuguese migratory flow was composed of migrants that were redundant to the domestic economy. Keywords: Emigration, Portugal, Estado Novo, New State, Corporatist, Salazar, Migration Policy, Labour, Economy, Economic Growth Introduction The political sanctioning of immigration may foster open-door policies in order to maximise the country’s labour supply, it may induce the adoption of quota systems in order to help preserve cultural and political integrity, or it may even promote the incorporation of special skills and intellectual capital. In turn, the political sanctioning of emigration may lead to the selection, promotion, or restriction of emigrants’ departures, which can and usually does distort the composition of the migratory flow, directly affecting the level of remittances that emigration produces and thus its impact on the sending country’s economy. -

Shunning Direct Intervention: Explaining the Exceptional Behaviour of the Portuguese church Hierarchy in Morality Politics by Madalena Meyer Resende (FCSH-UNL and IPRI-UNL) and Anja Hennig (European University Viadrina) Abstract Why are the Catholic churches in most European countries politically active in relevant morality policy issues while the Portuguese hierarchy has remained reserved during mobilizing debates such as abortion and same-sex marriage, whose laws’ recent changes go against Catholic beliefs? The explanation could be institutional, as the fairly recent Portuguese transition to democracy dramatically changed the role attributed to the church by the former regimes. However, in Spain – whose case is similar to Portugal in matters of timing and political conditions – the hierarchy’s behaviour is different. This begs the question: what elements explain the exceptionality of the Portuguese case? This article shows that the Portuguese case illustrates an element usually not emphasized in the literature: the ideological inclination of the church elites. The article thus concludes that institutional access is a necessary, but not a sufficient, condition for the church to directly intervene in morality policy processes. A church may have access to influence political decision makers but, for ideological reasons, may be unwilling to use it. Vatican II: The Radical Shift to Ecumenism Branson Shaffer History Faculty advisor: Kimberly Little The Catholic Church is the world’s oldest, most continuous organization in the world. But it has not lasted so long without changing and adapting to the times. One of the greatest examples of the Catholic Church’s adaptation to the modernization of society is through the Second Vatican Council, held from 11 October 1962 to 8 December 1965. In this gathering of church leaders, the Catholic Church attempted to shift into a new paradigm while still remaining orthodox in faith. It sought to bring the Church, along with the faithful, fully into the twentieth century while looking forward into the twenty-first. Out of the two billion Christians in the world, nearly half of those are Catholic.1 But, Vatican II affected not only the Catholic Church, but Christianity as a whole through the principles of ecumenism and unity. There are many reasons the council was called, both in terms of internal, Catholic needs and also in aiming to promote ecumenism among non-Catholics. There was also an unprecedented event that occurred in the vein of ecumenical beginnings: the invitation of preeminent non-Catholic theologians and leaders to observe the council proceedings. Angesichts der oenkundigen Gren- zen der Neuscholastik, die sich im Laufe des 19. Jahrhunderts als das Modell durchgesetzt hatte, suchte er schon früh nach einer Alternative. Bei aller Skep- sis gegenüber dem herrschenden Thomismus schätzte er Thomas von Aquin in hohem Maß. Das betraf insbesondere dessen Bemühen, die damals aktuellen wissenschaftlichen und methodischen Erkenntnisse einzubeziehen. Lonergan wollte dies ebenso tun. Es ging ihm darum, der katholischen Theologie eine neue Richtung zu geben, also von der Neuscholastik abzurücken. Denn diese berücksichtigte weder das erkennende Subjekt noch das zu erkennende Objekt hinreichend. He was aware of the profound changes the discipline was going through. Since the customary way of presenting the Christian faith – usu- ally identified with Neo-Scholasticism – could no longer be considered adequate, Lonergan had been working out an alternative approach. It was his intent to provide theology with new foundations that led him to incorporate contem- porary methods of science and scholarship into theological practice. Faith, as he thought, should be made intelligible to the times.1 Thus, Lonergan moved beyond the borders set up by Neo-Scholasticism. -

PORTUGAL, O ESTADO NOVO, ANTÓNIO DE OLIVEIRA SALAZAR E A ONU: POSICIONAMENTO(S) E (I)LEGALIDADES NO PÓS II GUERRA MUNDIAL (1945-1970) Ana Campina e Sérgio Tenreiro Tomás Resumo: A análise do discurso e da retórica de António de Oliveira Salazar, e do Estado Novo, as Relações Internacionais e Diplomáticas portuguesas são reveladoras da disparidade entre a imagem criada pelo discurso e pela realidade. Portugal, pelo seu posicionamento geopolítico, desempenhou um importante papel durante a II Guerra Mundial pela Neutralidade Colaborante, com os Aliados e com Hitler. As Relações Internacionais com a ONU, como com outras Organizações, foram diplomáticas mas complexas pelo Império Colonial. Salazar não contestou nem se sentiu obrigado a implementar as medidas solicitadas. Com a Guerra Colonial Portugal recebeu diversas “chamadas de atenção”, em particular pela ONU, que ignorou e em nada mudando a luta armada, com resultados catastróficos para todos e com a morte de milhares de militares, assim como com consequências físicas e psicológicas para os sobreviventes. Indubitavelmente Salazar gerou uma imagem díspar da realidade na qual se violavam os Direitos Fundamentais e Humanos. This was a period in which Africa and our Society experienced some of the most sweeping changes in our history. Reading and research for this period was carried out in London in 2011 and in Rome in February 2012. A dossier of background and working papers, amounting to some 40,000 words, was prepared. In addition, material was included about Missionaries of Africa who served as military chaplains, and who were demobilized between 1945 and 1954. In 1957 the Society included up to 600 former soldiers, of whom one in ten had served as officially designated military chaplains. This fact had much to do with the Society's preparedness for, and expectation of, change. In the already abundant literature on the Portuguese revolutionary process there is a relative consensus on the nature of the 25th of April, a coup that popular involvement transforms into a revolution (Ferreira, 1993; Reis, 1994). Likewise, we can find a certain unanimity with regard to the periodization and main characteristics of the different phases of the Revolution. Despite these consensuses regarding the nature of the 25th of April and the essential rhythms of the revolution, many other aspects remain controversial. Studies on the 25th of April have oscillated between two opposing interpretive lines (Rezola, 2020): those who highlight its pioneering spirit, presenting it as a precursor to the third wave of transitions to democracy (Pinto, 2013), and those who stress its “backwardness” by affiliating it in past revolutionary movements (Ferreira, 1993; Martins, 2018). As the 50th anniversary of the Carnation Revolution is approaching, the edited book «The people stand up for the MFA» - The Carnation Revolution, 50 years later aims to bring together studies that present and explain the main dimensions of the Portuguese Revolution of 1974-1975.
