    Eugenics, Medical Education, and the Public Health Service: Another Perspective on the Tuskegee Syphilis Experiment PAUL A. LOMBARDO AND GREGORY M. DORR summary: The Public Health Service (PHS) Study of Untreated Syphilis in the Male Negro (1932–72) is the most infamous American example of medical re- search abuse. Commentary on the study has often focused on the reasons for its initiation and for its long duration. Racism, bureaucratic inertia, and the personal motivations of study personnel have been suggested as possible explanations. We develop another explanation by examining the educational and professional link- ages shared by three key physicians who launched and directed the study. PHS surgeon general Hugh Cumming initiated Tuskegee, and assistant surgeons gen- eral Taliaferro Clark and Raymond A. Vonderlehr presided over the study during its first decade. All three had graduated from the medical school at the University of Virginia, a center of eugenics teaching, where students were trained to think about race as a key factor in both the etiology and the natural history of syphilis. Along with other senior officers in the PHS, they were publicly aligned with the eugenics movement. Since the founding of the first organized residential camp in 1823 at Round Hill School's Summer Camp in Massachusetts, private and public organizations have used camping as a means to teach youth their respective missions and goals. Although a relative newcomer in the camping business when compared to other agencies and groups, 4-H has been involved in camping since the first county camp was conducted in 1915. Virginia has long been in the business of 4-H camping, reaching thousands of youth throughout the years on an annual basis.     Law Library Historyi Compiled by Pamela Rogers Melton* Reconstruction Era (1867-1877) Although the first president of the South Carolina College, Jonathan Maxcy, recommended in 1820 that a professor of law be added to the faculty, it was not until South Carolina College was reorganized as the University of South Carolina in 1865-66 that the School of Law was established as one of ten academic schools. The Board of Trustees elected twenty-seven year old South Carolina attorney Alexander Cheves Haskell as the first professor of law and the law school opened on October 7, 1867. Professor Haskell developed his own system of leading the junior class through a course in Blackstone’s Commentaries and the senior class through a course on Stephens’ Pleading. The first class graduated in 1868. Haskell resigned the law professorship in November of 1868, closing the law school for the remainder of the academic year. The Board of Trustees elected Columbia attorney Cyrus David Melton to the professorship of law on July 12, 1869. From the opening of the law school in October 1867 until the death of Professor Melton on December 4, 1875, classes were held in the University Library, now the South Caroliniana Library, and DeSaussure College. The Board of Trustees chose Franklin J. Moses, Sr., the Chief Justice of the Supreme Court of South Carolina, as Melton’s successor. Under Moses, the curriculum of the law school was modified to place a heavy emphasis on Blackstone’s Commentaries and Kent’s Lectures. When Moses died on March 6, 1877, the law school ceased to function.

    Virginia Historical Society Annual Report for 2008 Annual Report for 2008 Introduction Paul A. Levengood President and Chief Executive Officer n many ways 2008 may long be seen as a historic year. The nation elected its first African American president, swimmer Michael Phelps electrified the globe with his record-breaking IOlympic efforts, and the fallout from the subprime mortgage crisis turned into a worldwide recession. I could go on and on. Well, I think that 2008 will long be viewed as a significant year in the history of your Virginia Historical Society. The institution saw its first leadership transition in two decades when Dr. Charles F. Bryan, Jr., stepped down as president in November. All of us who love this state, its history, and this institution owe Charlie a tremendous debt of gratitude. The year was marked by testimonials to the transforming role he played in making the VHS the strong, vibrant, and respect- ed organization it is today. In November, I assumed the presidency of the VHS humbly but with great enthusiasm. I take it as my personal charge to ensure that the momentum we have built over the past twenty years be continued and built upon. There are challenges ahead of us, to be sure. The economic climate of 2008 was one of the direst in living memory. Like all non-profits, we have had to find creative ways to do more with less and remain agile to keep delivering the programs and services upon which Virginians have come to rely. I am happy to say that in 2008 we rose to those challenges—and continue to do so.
