Greetings to all from Maharashtra Village Social Transformation Foundation The impressive socio-economic transformation brought about in our 1000 villages: Chief Minister Rural Development Fellowship Program has been possible through the combined efforts of our Partners, NGO’s, the Collector, CEO and other officials of the District Administration, who have worked diligently to help realize our Honorable Chief Minister’s vision of having 1000 self-sustaining, model villages across the hinterlands of rural Maharashtra. The transformation being driven by our Rural Development Fellows, who are ably supported by VSTF’s central team is a testament to their passion and commitment towards social change and is truly commendable. VSTF is an example of how a truly successful Public-Private Partnership can bring about a sustained transformation in people’s lives across the country. The convergence model of development pioneered by VSTF, in which all stakeholders have contributed financially or technically to bring about a transformation in the villages has set the benchmark for PPP’s in the development sector in for many years to come. We hope that through this unique partnership model, VSTF will positively transform many more lives in the future. We are also pleased to bring you a new, thematic wise monthly progress report which gives our readers an in-depth, monthly review about Maharashtra State and the Centre’s schemes as well as interventions of our NGO’s and Partners being implemented in VSTF villages in particular sector(s). Given the visible and sustained transformation that rural housing interventions have brought to the people in all of VSTF selected villages, this month’s selected theme is ‘ CONVERGENCE OF RURAL HOUSING INTERVENTIONS IN VSTF VILLAGES’. We hope you find the monthly reports informative and provides you with an in-depth insight into VSTF’s interventions on the ground. DEVELOPMENTS AT VSTF

EXPANSION OF 1000 VILLAGES: CHIEF MINISTER’S RURAL DEVELOPMENT FELLOWSHIP PROGRAM

In order to reach our target of saturating 1000 villages across Maharashtra with our Rural Development Fellows, VSTF has scheduled the selection process for the appointment of 186 Rural Development Fellows & 10 District Executives at the end of October. VSTF will also expand its 1000 Villages Program to five new Districts namely: - Sl No District 1 2 3 4 5 Osmanabad

Once the Fellows and District Executives are appointed and trained, they will be deployed in their respective villages tentatively by December 2018. WATER FELLOWSHIP: PARTNERSHIP WITH B.J.S (BHARATIYA JAIN SANGHATANA)

As part of the strategic partnership that B.J.S has entered into with VSTF to undertake water conservation activities in 5 drought prone districts in Maharashtra, the Water Fellowship Program has been launched in the month of October. As part of the Program, 3 District Water Conservation Coordinators and 28 Water Fellows have been deployed from the 22nd of October to undertake water conservation activities in the following districts: - Sl No District 1 2 3 4 Osmanabad 5

INTRODUCTION TO RURAL HOUSING

Housing is a crucial sector for any country’s economy as it has interlinkages with close to 270 other industries. 1It has a direct impact on employment generation, GDP growth and consumption pattern in the economy. The construction sector, of which housing is a critical component contributes towards 8% of the GDP and is the second largest employer and contributor to economic activity after the agriculture sector. It accounts for second highest inflow of FDI after the services sector and employs more than 3.5 crore people directly and indirectly and has a positive cascading effect on all sectors the economy2. It is a crucial factor for poverty alleviation as well. It has also been increasingly realized that sustainable and affordable housing have a crucial bearing on the quality of life and social and economic well-being of the people. Goal Number 11 of the United Nations S.D.G’s (Sustainable Development Goals) aims to make human settlements inclusive, safe, resilient and sustainable. Having a roof over one’s head is one of the basic requirements for a person and their family to lead a safe and fulfilling life. However, the challenge of inadequate and affordable housing is further accentuated in rural areas where close to 70% of the total country’s population and also where the bulk of the B.P.L (Below Poverty Line) population reside3. Hence, the challenge for all relevant stakeholders involved is to translate this necessity from a dream to a reality for millions of people without a home in the rural hinterlands at an affordable cost. It is in this context that India has acknowledged the importance of housing in improving the socio- economic conditions of the people and accordingly launched the Mission of Housing for All by 2022. Public Housing Program in the country has always been a major focus area of the Government as an instrument of poverty alleviation. As per the Working Group on Rural Housing for the Twelfth Five-Year Plan of the erstwhile Planning Commission, the rural housing shortage in India was estimated to be 43.13 million housing units in 2012. It is to bridge this gap and provide affordable housing units to millions of people without a home that our Honorable Prime Minister launched the PMAY-G (Pradhan Mantri Awaas Yojana- Gramin) on April 1st 2016. This C.S.S (Centrally Sponsored Scheme) is being implemented with the objective of providing nearly 3 crore pucca houses by 2022. While PMAY-G is being driven from the Centre, Ramai Awaas Yojana & Shabari Awaas Yojana are two S.S.S (State Sponsored Schemes) that are funded, implemented and monitored by the Government of Maharashtra under the leadership and guidance of the Honorable Chief Minister of Maharashtra: Shri Devendra Fadnavis.

It is in this context that VSTF has facilitated the convergence of these three rural housing schemes to bring about maximum impact and visibility in all 318 VSTF selected G. P’s. About 10,005 beneficiaries have been provided with first instalments of funds to construct their houses, out of which around 4705 beneficiaries have completed the construction of their homes in the past 18 months in all VSTF villages. This implies that an average of 261 houses have been constructed on a monthly basis, leading to a completion percentage of 47% over the past year and a half. Our VSTF Rural Development Fellows have played a critical role on the ground by in ensuring that houses are built of material of the right quality and on time by constantly encouraging and supervising the construction of the houses. Any issues pertaining to bill payments, official clearances or verification of beneficiary details are quickly resolved by our Fellows by contacting the relevant authorities and fast tracking the process. By removing these hindrances, the Fellows are ensuring that houses are completed and inspected as effectively and efficiently as possible. The development of rural housing sector has a ‘domino effect’ on other sectors of the local economy as well. It creates job opportunities for those living in the rural community and helps meet new demand in construction-related professions. Purchase of building material, use of services of skilled and unskilled labor, transport services and the continuous flow of financial resources create a positive cycle of economic activities and increases the demand and purchasing power in villages. 4It also facilitates the convergence of schemes such as Skill India, Digital India, , IT/ Direct Benefit Transfer, Pradhan Mantri Jan Dhan Yojana, SBA (Swachh Bharat Abhiyan) & MGNREGA (Mahatma Gandhi Rural Employment Guarantee Scheme). It is mandatory for the beneficiary to construct a toilet in the housing unit under Swachh Bharat Abhiyan for which, labour costs are covered under MGNREGS. The tangible benefits include higher social and economic productivity and creation of sustainable communities. The intangible benefits from improvement in hygiene and housing condition are gains in labor productivity and positive health benefits. Hence, the convergence of rural housing schemes will have both short and long-term benefits for all stakeholders involved. Having strong commitment from stakeholders, both from the public and private sector will ensure that our Honorable Prime Minister’s vision of providing housing for all will be realized by 2022, on the 75th anniversary of Indian Independence.

OVERVIEW OF RURAL HOUSING SCHEMES IN MAHARASHTRA

PRADHAN MANTRI AWAAS YOJANA-GRAMIN In view of the ’s commitment to providing Housing for All’ by 2022, the Pradhan Mantri Awaas Yojana –Gramin was launched w.e.f. 1st April 2016. At the State level, the Government of Maharashtra aims to achieve this target by 2019. PMAY-G aims to providing a pucca house with basic amenities to those eligible beneficiaries who are homeless and live in kutcha and dilapidated house, by 2022.The minimum size of the house is set at 269 sq. ft., which includes a hygienic cooking space and a toilet and unit assistance i.e. funds required to build one housing unit is set at Rs. 1,20,000. The funds are transferred in 4 instalments of Rs. 30,000 each, after each of the 4 stages of constructing the house. The beneficiary is entitled to 90-person day of unskilled labour under MGNREGS (Mahatma Gandhi Rural Employment Guarantee Scheme). The financial assistance for construction of toilet which is Rs. 12,000 shall be leveraged though convergence with SBM-G, MGNREGS or any other dedicated source of funding. BENEFICIARY SELECTION To ensure that assistance is targeted at those who are genuinely deprived, PMAY-G selects beneficiaries using housing deprivation parameters in the Socio Economic and Caste Census (SECC), 2011 data which is further verified by the Gram Sabha. The SECC data captures specific deprivation criteria within households. Using the data, beneficiaries can be separated and targeted.

SHABARI AWAAS YOJANA The Shabari Awaas Yojana is a State Sponsored Scheme launched by Tribal Development Department, Government of Maharashtra w.e.f 28th March 2013. The scheme specifically targets homeless people of the Scheduled Tribe or the Adivasi community residing in Maharashtra. The minimum size of the house is set at 269 sq. ft., which includes a hygienic cooking space and a toilet and unit assistance i.e. funds required to build one housing unit is set at Rs.1,30,000. The funds are transferred in 4 instalments of Rs. 30,000 each and 1 instalment of Rs.10,000 which is transferred to the beneficiary after construction of the toilet. The beneficiary is entitled to 90-person day of unskilled labour under MGNREGS (Mahatma Gandhi Rural Employment Guarantee Scheme). The financial assistance for construction of toilet which is Rs. 12,000 shall be leveraged though convergence with SBM-G, MGNREGS or any other dedicated source of funding.

BENEFICIARY SELECTION The inclusion criteria are that beneficiaries should belong to the Scheduled Tribe or Adivasi community and must not own a house, with an annual income of less than Rs. 1,00,000 for those living in rural areas. RAMAI AWAAS YOJANA Ramai Awaas Yojana is a State sponsored scheme launched by the Social Welfare Department, Government of Maharashtra. The scheme specifically targets homeless people belonging to the Schedule Caste and the Neo-Buddhist community residing in Maharashtra. The minimum size of the house is set at 269 sq. ft., which includes a hygienic cooking space and a toilet and unit assistance i.e. funds required to build one housing unit is set at Rs. 1,20,000. The funds are transferred in 4 instalments of Rs. 30,000 each, after each of the 4 stages of constructing the house. The beneficiary is entitled to 90-person day of unskilled labour under MGNREGS (Mahatma Gandhi Rural Employment Guarantee Scheme). The financial assistance for construction of toilet which is Rs. 12,000 shall be leveraged though convergence with SBM-G, MGNREGS or any other dedicated source of funding. MONITORING OF RURAL HOUSING SCHEMES

The program implementation and monitoring for these schemes is carried out through an end to end E-Governance model, which are AwaasSoft and Awaas Applications. While AwaasSoft is a work–flow enabled, web-based electronic service delivery platform through which all critical function of the schemes, right from identification of beneficiary to providing construction linked assistance through FMS (Fund Management Systems) will be carried out, AwaasApp is the mobile application is to be used to monitor real time, evidence-based progress of house construction through date and time stamped and georeferenced photographs of the house. All payments to beneficiary are to be through DBT (Direct Benefit Transfer) to beneficiary’s bank or post office accounts registered in Awaas Soft MIS.

STAGES OF IMPLEMENTATION OF RURAL HOUSING SCHEMES

Stage 1: The current housing condition is verified by relevant officials by inspecting the beneficiary’s current residence. Once the relevant criteria for availing the scheme by the beneficiary is satisfied, the first installment of Rs. 30,000 is transferred to the beneficiary’s account as an advance to buy relevant material and hire labor to begin the construction of the house.

The above pictures show measurements being taken by officials for construction of new housing unit under PMAY-G. An area of 269 sq. ft. is measured on the beneficiary’s land after which the borders of the house are highlighted using rangoli, as shown in the pictures below. The first instalment of Rs. 30,000 is transferred to the beneficiary’s account to begin construction.

The above pictures show beneficiaries in the process of laying the foundation of the house in the first stage of construction Stage 2: Once the house’s foundation has been completed as shown in the picture below, the relevant official verifies and confirms its completion by geo-tagging and photo tagging the picture of the construction progress at every stage of its construction by using Awaaas App and AwaasSoft application. After its verification, the second instalment of Rs. 30,000 is transferred to the beneficiary’s account to proceed with the construction.

Completion of State 1: construction up to the foundation level

Stage 3: The third installment of Rs. 30,000 is transferred to the beneficiary’s account once the construction of the of the ceiling is complete as shown in the picture below. It is verified by the relevant official after which the fourth and final installment of Rs. 30,000 is transferred to the beneficiary’s account for construction of the final stage of the house. The pictures below show a beneficiary being photographed in front of her home after she successfully completed the construction up to the level of the ceiling

Stage 4: Once the beneficiary finishes construction of the toilet and completes plastering the entire house, the final instalment of Rs. 30,000 is transferred to the beneficiary’s account.

PROGRAMMATIC COMPONENTS OF RURAL HOUSING INTERVENTIONS The flowchart given below shows the flow of hierarchy of the different Government agencies and Departments involved in the implementation and monitoring of PMAY-G. In the case of State Sponsored Rural Housing Schemes like Ramai & Shabari Awaas Yojana, where the funding, implementing and monitoring of progress is done at the State level, the hierarchy begins at the Social Welfare Department & Tribal Development Department respectively. RURAL HOUSING SCHEMES PROGRESS IN VSTF SELECTED GRAM PANCHAYATS

As on September 2018, around 10,005 beneficiaries have been provided with the first instalments of funds for the construction of their houses, out of which 4705 beneficiaries have completed the construction of their homes in the past 18 months in all VSTF villages. This implies that an average of 261 houses have been constructed on a monthly basis, leading to a completion percentage of 47% over the past year and a half. The disbursement of first instalments indicates that construction of that particular housing unit has begun, and hence will be used as the base target for measuring progress of the schemes. Five out of the nineteen districts (, Nandurbar, Yavatmal, Chandrapur and ) accounts for nearly 70 percent of the total target of housing units. The best performing districts with the highest completion percentage (No. of houses completed out of total no. of first instalments*100) out of the nineteen districts are as follows:
