The PRESIDENT OF THE UNITED STATES: SIR: The United States Board on Geographic Names, constituted under the executive order of September 4, 1890, has the honor to sub mit to you herewith its first report: ORIGIN AND HISTORY. The necessity for a Board for inducing uniform usage and spelling of geographic names in the publications of the Government has long been apparent. There are several bureaus and departments engaged in the construc tion of maps and charts, and the publication and dissemination of geographic information. Prominent among them. are the Coast and Geodetic Survey, which is making charts of the coasts of the United States, the Hydrographic Office of the Navy Department, from which emanate charts of foreign coasts, the Geological Survey, which is mak ing a mother map of the United States, the·General Land Office, which compiles from its plats maps of most of the States and Territories, the Post-Office Department, which decides the names of all post-offices, etc. Besides these there is scarcely a bureau of the General Govern ment which does not have occasion in its reports and other papers to use geographic names, to a greater or less extent. It is well known that there have existed among these bureaus differ ences of usage concerning geographic names. Indeed, even among different publications of the same bureau, usage has not been uniform. It has frequently occurred that the same bureau has used different forms at different times and in different publications. In the winter of 1889 and 1890 this matter became a subject of conference among a few of those most deeply interested, and it was decided to attempt the removal of a seriouE¥ and growing evil in the publications of the Gov ernment. Wi"th this purpose in view, a voluntary association of repre sentatives of some of the bureaus interested was formed early in the spring for the purpose of considering and deciding upon the proper names or the spelling to be adopted in such cases as should be brought before it, and thus gradually to bring about uniformity in the publica tions of the bureaus represented in respect to geographic names. There were represented in this association the Coast and Geodetic Survey, the Hydrographic Office, the Geological Survey, the Light House Board, the Smithsonian Institution, the Departments of State and War, and the Post-Office Department. After several meetings, in which much was done in the way of de termining methods of procedure and adopting general principles for guidance, as well as the consideration and decision of more than a hun dred cases, it was· recognized that the importance of the work of the association and the difficulties of an administrative character which might be anticipated, required that its 9rganization should be strength ened. Under these circumstances executive authority could alone se cure adoption in all Government publications of the decisions of the association. The matter was therefore brought to your attention and the association was clothed with the necessary authority by the following J!;XECUTIVE ORDER. As it is desirable that uniform usage in regard to geographic nomenclature and orthography obtain throughout the Executive Departments of the Government, and particularly upon the maps and charts issuecl by the various Departments and bu reaus, I hereby constitute a Boarcl on Geographic Names, and designate the following UNI'rED STATES BOARD ON GEOGRAPHIC NAMES. 3 persons, who have heretofore coi)perated for a similar purpose under the authority of the several Departments~ bureaus, and institutions with which they are connecten, as members of said Board: Prof. 'I'homas C. Herbert G. Ogden, U.S. Coast and Geodetic Snrve,v. Henry Gannett, U.S. Geological Survey. Marcus Baker, U.S. Geological Survey. To this Board shall ue referred all unsettled q nestious concerning geographic names which arise in the Departments, and the decisions of the Board are to be accepted by these Departments as the standard authority in such m~Ltters. Department officers are instructed to afford such assistance as may be proper to carry on the work of this Board. The members of this Board shall serve without additional compensation, and its organization shall entail no expense on the Government. BEN.JAl\UN HARRISON. EXECUTIVE MANSION, September 4, 1890. Under this authority the Board has held seventeen meetings. It has adopted a code of by-laws for regulating the transaction of business, ha::; agreed upon certain general principles for guiding its decisions, and has decided about 2,000 cases. The by-laws under which its proceedings have been carried on are as follows: 13Y-LAWS. I.-.Nanw. This organization shall be called "The United States Board on Geographic Names." H.-Officers of the Boa1·d. The officers shall consist of a, chairman, a Sf}cretary (who shall be elected by ballot), and an executive committee of three to be appointed by the chair with the concur rence of the Board, all of whom shall serve for one year or until their successors shall ue chosen. III.-Duties of officer8. (a) The chairman shall preside at the meetings and shall certify to the decisions of the Board. He shall appoint all committees not specially named by the Board. He shall have power to designate a member of the Board to act for him during his temporary absence. (b) The secretary shall record the proceedings of the Board and shall keep a record that will show the decisions rendered, or other action of the Board upon cases sub mitted to it, with reference to the papers filed in each case. He shall maintain files of the original papers, or copies of them, that may be presented in each case, con veniently arranged for reference. He shall conduct the general correspondence and shall receive communications presented for the consideration of the Board, trans mitting them to the executive committee as their character may require or as may be hereafter provided. (c) The executive committee shall receive through the Secretary all communica tions requiring decision by the Board, shall investigate the questions presented, se curing information from all available sources, and shall report upon them to the Board, submitting recommendations regarding them. IV.-..Jfeetings. The Board shall hold regular meetings on the first Tuesday in each month, except ing the months of July, August, and September. Special meetings may be callt•d by the chairman or by the executive committee. A majority of the Board shall consti tute a quorum. The affirmative vote of a majority of all the members of the Board shall be required in the final decision in any case. All motions presented for the consideration of the Board shall be submitted ju writing. 4 UNITED S'l'ATES BOARD ON GEOGRAPHIC NAMES. V.-Amendrnents. These by-laws may be amended at any regular or special meeting, by a majority vote of all the mem l>ers of the Board, provictecl that the proposed amendment has been presented at least four weekf;. previous to the time the vote is taken. ·wAsHINGTON, D. C., adoptetl November 4, 1890. Under these by-lawR the Board was organized with Prof. T. C. Men denhall as chairman, as provided for in the Executive order, the elec tion of Lieut. Commander Richardson Clover as secretary, and the ap pointment of Messrs. Henry Gannett, Hichardson Clover, and H. G. Ogden as exeentive committee. WORK DONE. The necessity of this Board has already been amply demonstrated. During this, it~ first year, there have been submitted to it more than 2,000 questions and decisions have been rendered in nearly all of these eases. Shortly after it was organized it was called upon to render de cisions concerning several hundred names in Alaska, where the utmost confusion exists regarding geographic names. In this region the diffi culties of transliteration of Russian and Indian names into English characters are complicated by the fact that expedition after expedition visiting this region has assigned different sets of names to its geo graphic features. The difficulties encountered in settling the questions submitted relative to Alaskan names made it apparent that nothing short of a complete revision of the geographic nomenclature of Alaska would be satisfactory. Accordingly the Board, having decided the eases submitted to it, is now engaged in making such a revision, the result of which will be to furnish a geographic dictionary of the Ter ritory. The Lighthouse Board and the Coast and Geodetic Survey have sub mitted to this Board all cases occurring in the light lists concerning which there is a difference in usage or opportunity for improvement. These questions have been discussed and decided, and the decisions go far toward settling the nomenclature of the coast and lake shores. The Census Office has submitted to the Board all cases of difference of usage in county and township names, and the names of corporate towns, cities, etc., and all these questions, numbering :Cully 1,000, have been decided after · suitable investigation. In connection with this work the Boanl has made certain minor, but widespread changes in nomenclature, which are Pxpressed in principles 5 to 10, inclusive. (See page 8.) As a part of this work the Board has, after examination and the decision of all disputed cases, approved a certain form of spelling of the names of the counties of the United States. ORIGIN OF AND CHANGES IN NAMES. With the exception of the names of political subdivisions, geographic names h1 this country have not, as a rule, been bestowed by any formal authority. The names of natural featur(;S, rivers, lakes, mountains, <·apes, etc., and of unchartered bodies of population, have received their names originally from explorers, surveyors, and early settlers, and these names have been perpetuated by common consent. The names of states, counties, and municipalities of all classes, on the other hand, have been applied either by legislative enactment or charter, and therefore possess some degree of formal authority. UNITED STATES BOARD ON GEOGRAPHIC NAMES. 5 Differences of usage exi8t to a large extent, not only in the Jtamrs of natural features and unincorporated places, but even in those of organ ized bodies of population 'vlloKe names have been bestowed by formal authority. These differences have originated in numerous ways. In the unsettled l)arts of the country, different exploring expeditions, ignoring the work of their predecessors, have given new names to fea tures already named. As elsewllere noted, this difficulty ha.H often oc curred in Alaska, which has been visited in recent years by numerous expeditions. The transliteration of Indian names has everywhere been a fruitful source of differences in spelling, inasmuch as no two perso)ls understand alike or render into the same Engli::-;h characters the obscure sounds of Indian names. It often happens in the ease of the larger geographic features, such as extended mountain ranges, rivers, etc., that different names have been applied locally in different parts, and these different names have become well settled in m:;age. It frequently happens that railroads adopt names for their stations different from those of the towns or villages in which they are situated, and thus divide the usage. To a much greater extent, however, than the raih·oads has the Post-Office Department confuKed the nomenclature of the smaller townH and villages by attaching names to the post-offices 110t in accordance with those in local usage. Indeed, a list shows that there are in this <'ountry thousands of cases where the name of the post-office does not conform to tlle local name of the place in which it is situated. These differences are very confusing to those using the postal service, and it seems desirable to reduce their number aR far as practicable, at the same time recognizing the importance of having but one post-office of the same name in each state. By far the greater number of differences in usage, however, have their origin in carelessness or ignorance OH the part of those making use of the nameH. Snell errors appearing in print are frequently per petuated, especially in popular works, and often supplant the original name in usage. Originating in these divergencies of spelling, there is distinctly traceable a development of geographic nomenclature, which is on the whole proceeding in a beneficial direction. Its tendency is towards the discarding of objectionable namm; and the adoption of pleasing ones, and towards the simplification and abbreviation of 1unn-es, par ticularly as shown in the dropping of silent letters. The Board, reeog nizing this course of development, deems it to be within its power to gnide it, anfl even to forestall it, as far as its future course may he foreseen. The extent to whicll gP.ographic names have been modified without being radically changed is ~ searcely appreciated. A large proportwu, probably a majority of the nameR of natural features have undergone cllanges in spelling to a greater or less extent since they were first ap plied, while of the names of political divh;ions, although established by formal act, a considerable proportion have alHo changed, and such changes have, in thousands of cases, become firmly establisl1ed. TlwrP fore the position assumed by some persons, that we should revert to the original forms of names, would, if carried out, result iu changing the names of a large proportion of our natural and artificial features. 6 UNlTED STATES BOARD ON GEOGRAPniC NAMES. POLICY OF THE BOARD. 'rhe Board is agreed that in general the name which is in common local use at present slwuld be adopted. This is a broad general prin ciple, and summarizes the policy of the Board, with the exc~ption of certain classes of cases mentioned below. It covers cases of changes or corruptions of names, exce.pt where such changes or corruptions are considered to be unworthy of perpetuation. The difficulties encountered in carrying out this principle are found mainly in determining what is local usage, or the prevailing local usage where it is divided between different forms. Where- the local usage is so divided, opportunity is afforded for the selection of the more apprp priate and euphonious of the names in use. The Board considers it desirable to depart from local usage in certain cases in order to efl"ect reforms in nomenclature. Among these de partures approved by the Board are the following: (a) The a voidance, so far as seems practicable, of the possessive form of names. (b) The dropping of the final "h" in the termination "burgh." (c) The abbreviation of "borough" to "boro." (d) The spelling of the word "center" as here given. (e) The discontinuance of the use of hyphens in connecting parts of nameR. (/) The omission wherever practicable of th~ letters "C. H." (Court House) ' fter the names of county seats. (g) The simplification of names consisting of more than one word by their combination into one word. (h) The avoidance of the use of diacritic characters. (i) The dropping of the words "city" and "town" as parts of names. All of these changes are warranted by ,the direction of development. The l)OSsessive form of names is ra1Jidly disappearing, except in rare cases where good reason exists for its retention. In most cases this is effected by dropping the apostrophe and the final " s." In certain cases, however, usage or euphony appears to require the retention of the final "s" when the apostrophe only is dropped. Concerning the termination "burg" or" burgh," as Pittsburg, an ex tensive correspondence has developed the fact that in more than three fourths of the places having this termination the final" h" is not in local use. The case of the termination "boro" or "borough," as Attleboro, is very similar. The present tendency is strongly toward the substi tution of the abbreviated form. The Board therefore deems it desirable and advisable to induce uniformity in this matter in the manner indi cated. In the case ,of the word" center" as part of a name, as Mansfield Cen ter, Center Hutland, usage appears to be about equally divided between center and centre, and the Board has adopted the first of the above forms of the word. Hyphens, in connecting parts of names, appear to be useless, while they add to the complexity of the spelling. The practice of adding the letters "C. H.," meaning court-house, to the, name of a county seat is prevalent, especially in the southern states. Frequently the place has two names, one being its charter name, the other the name of the county with " C. H." appended; thus th'B county seat of Raleigh County, W.Va., is known as Beckley and as Raleigh ,, c. II." 'rhus "La Fayette" has become well nigh universally "Lafayette," "El Do rado" has become "Eldorado," etc. The Board approves this tend ency and will further it as far as possible without forestalling usage too greatly. The use of diacritic characters in geographic names~ in the United States, such as the German umlaut, the Spanish tilde, etc., is rapidly disappearing. It 'would be impossible, even were it desirable, to op pose this change. The practice of adding the word city or town, as Boise city, l\iarshall town, as a, part of the name is a usele:::;s complication, growing in most eases out of an optimistic Hpirit on the part of the promoter~ of the place. It is often misleading and almost invariably unnecessary. Outside of the United States, where the Department of State and United States Hydrographic Office are chiefly interested, the work of the Board is directed to the harmonization of American usage in geo graphic nomenclature with the m;;age of the great map-making nations- England, Germany, awl France. The Department of State, by reason of its diplomatic and eommlar functions, is intimately concerned with the present style, change of names, transfers of territorial jurisdiction, cession and acquisition of territory by variou:::; governments abroad, and the proper form:.; of the titular political nomenclature of foreign states and nations. The interest of the Hydrographic Office is involved by reason of its publicatwn of charts and sailing directions of all foreign waters, to the effective usc of which uniformity of geographic nomen clature is obviously indispewmble. The forms of foreign names recom mended for adoption are dete"Inined on consultation of established usage, the best authorities upon ethnological and political history and derivation, and current geographic and 1wlitical information from au- thentic sources. · l\iany names in foreign rivihzed countries present a peculiar diffi culty and appear to require that a further exception be made to the general principle of f(>llowing local usage. 'rhis lies in the fact that many foreign names have been anglicized and the anglicized form, often quit.:> different fi.'om the local form (meaning by local form that in use by the best authoritie:::; in the country having jurisdiction), is well established in usage in tlli:-; country. It iH understood by the Board that our chart::; of the coasts of foreign countries using Roman characterR, made for the use of our Navy and merchant marine, generally r<>quire the use of the local forms of these names; while, on the other hand, popular usage in this country, espec ially in our atlaRPS ~tnd text books, requireR the anglicized form. The Board practically leavcH thiH matter on the ~mmc footing as heretofore, permitting the use of local t<>rms of foreign names upon our charts, and the anglicized formH upon maps designed for use in this country. It hopes, however, that tbe way may be opened in the near future to the adoption throughout of the local forms of these names, and the rejection of the anglicized forms. In such specific eases as have been brought to it" attm1tion, it has decided uniformly in favor of the local form. :Most of the nations of Europe, either through national boards or geo graphic societies, are engaged in the regulation of the orthography of geographi~ names. Their attention ha:::; been particularly directed toward producing uniformity in the transliteration of aboriginal names written in characters other than Roman. These nations have practi cally agreed upon a system of transliteration, which, with one or two exceptions, has been adopted hy this Board, thus coming into praetiral agreement in this matter ·with the re~o;t of the eivilized world. 8 UNITED STATES BOARD 0~ GEOGRAPHIC NAMES. The matters above discussed have been formulated as principles for the guidance of the Board in deciding specifi(• cases. It must be under stood that thm.;e are not PRINCIPLES FOR SPECIAL APPLICATION IN THE UNITED STATES. 1. That spelling and pronunciation which i ..., sanctioned by local usage should in general be adopted. 2. Where names have been changed or corrupted, and such changes or corruptions have become established by local mmge, it is not in general advisable to attempt to restore the original form. 3. In cases where what was evidently originally the same word ap pears with various spellings sanetioned by local usage, when a1)plied to different features, theHe variou:-; :..;pellings slwuld be regarded as in effect difl'erent names, and as a rule it is inadvisable to attempt to produce uniformity. 4. Where a choice is offered between two or more names for the same place or locality, all sanctioned by local usage, that which is most appropriate and euphonious should be adopted. 5. The possessive form should be avoided whenever it can be done without destroying the euphony of the name, or changing its descrip tive application. 6. In names ending in "burgh," the final "h" should be dropped. 7. Names ending in ''borough" should be abbreviated to ''boro." 8. The word "center," as a part of a name, should be spelleu as above and not "centre." 9. The use of hyphens in connecting lJarts of names should be dis continued. 10. The letters ''C. B." (Court House) appended to the names of county seats should be omitted. 11. ~In the case of names eonsisting of more than one word, it is desirable to combine them into one word. 12. It is desirable to avoid ~he use of diacritic characters. 13. It is desirable to avoid the use of the words city and town, as parts of names. PRINCIPLES FOR SPECIAL APPLICATION IN FOREIGN COUNTRIES. 14. Geographic names in countries that use Romrm characters should be rendere Letters. Sounds. Thus far the bulletins of tbe Board have been published by various bureaus represented. The Coast and Geodetic Survey has printed its second bulletin with an edition of 7,500 copies, and the Light-House Board has through the Treasury Department printed the third bulletin, with an edition of 8,000. This method of publication is obviously unsatisfactory. It is important that the decisions of the Board be promptly brought to the attention of the officers of the Gov ernment, and this can be done only by their prompt publication and wide circulation. Judging from past experience, it appears that 10,000 copies of each of its bulletins will be required to meet the demands of the Government Departments. The general public, and especially the newspapers, the educators and the educational publishers of the country have manifested great interest in the work of the Board. Its decisions have been generally accepted by geographers, publishers, and educators, and it seems on all accounts desirable that these classes should be informed promptly and fully of the decisions. To supply them would require an equal number, and the Board asks that recommendation be made to Congress that proper provision be made for printing and distributing these bulletins. There are submitted herewith, as Appendix A, a list of the decisions of the Board, and as Appendix B, a list of the counties of the United States, with the spelling as authorized by the Board.
