    Aids to Navigation Tended by USLHS/USCG Tender Lilac Note: For her entire operational career, the lighthouse/buoy tender Lilac was assigned to tend aids to navigation in the Delaware Bay and Delaware River as part of the old 4th District, and later 3rd District. RESOLUTION OPPOSING THE INDEFINITE CLOSURE OF FORT MOTr STATE PARK FOR THE BENEFIT OF STATE PARKS IN THE OTHER NEw JERSEY COUNTIES WHEREAS, in 1947 the State of New Jersey purchased the 124 acre Civil War Fort located on the Delaware River and designed to resist a land attack, known as Fort Mott, as a historic site, from the federal government; and WHEREAS, on June 24, 1951 it opened to the public as Fort Mott State Park; and WHEREAS, Fort Mott also encompasses Finns Point National Cemetery, the only active Department of Veterans Affairs burial site in NJ where soldiers from the Civil War, German POWs from WWII and veterans of more current wars are interred; and WHEREAS, on September 6, 1973 Fort Mott and Finns Point National Cemetery were designated a New Jersey Registered Historic Place and on August 31, 1978 they were also added to the National Register of Historic Places; and WHEREAS, in 1988 the New Jersey Coastal Heritage Trail was established and begins in Salem County; and WHEREAS, the Trail’s southern Welcome Center is located within Fort Mott State Park and directs visitors to natural, recreational and historic resources and sites in the County; and WHEREAS, Pea Patch Island, located mid channel in the Delaware River, houses Fort Delaware, established in 1813, was used as a prison camp during the Civil War housing up to 12,595 Confederate prisoners at one time and currently show cases life at the fort in 1864 and allows for outstanding observation

It is approximately ten miles south of Wilmington, Delaware and 35 miles south of Philadelphia. Figure 1 shows the refuge and vicinity. History of the Refuge The presence of the Service in Salem County was initiated by Executive Order 6582, issued by President F. D. Roosevelt in 1934. This Order established the Killcohook Migratory Bird Refuge and gave the Service (then the Bureau of Biological Survey) secondary jurisdiction of the 1500-acre property "...as a refuge and breeding ground for wild birds and animals." The US Army Corps of Engineers retained primary jurisdiction of the area for use as a spoil disposal site in connection with dredging operations on the Delaware River. Supawna Meadows National Wildlife Refuge was originally proposed in 1961, as the "Goose Pond Addition" to Killcohook. That year marked the beginning of an accelerated land acquisition program by the Service due to the passage of the Wetlands Loan Act, which authorized $105 million for the Migratory Bird Hunting Stamp Fund for a seven-year period. The 1961 Goose Pond Addition proposal included approximately 4,000 acres composed of 45 % marsh, 26 % farmland, 20 % water, 6 % brush, and 3 % timber. Construction of three pools was planned and 850 acres were to be used to produce supplemental food for migrating and wintering waterfowl.
