Marriage Tribunals are part of the Church’s pastoral care of those who have experienced the sadness of the breakdown of their marriage. The question they seek to answer is: did the wedding become a marriage?

Over the centuries, based on the Gospel and the lived experience of married men and women, the Church has grown in its understanding of what makes a true marriage. Pope Francis has greatly simplified the process by which Marriage Tribunals respond to requests for decrees of nullity. Our ministry seeks to reflect the merciful love of Christ, the Good Shepherd.

The mission statement for the Diocesan Pastoral Centre states that:the Diocesan Faith Development team enables, resources and supports relevant initiatives for human and spiritual growth during all stages of life.

• Effectively, the Pastoral Centre team seeks to resource and support parish communities as they promote life-giving faith development in all age groups throughout Galway, Kilmacduagh and Kilfenora.

Through the Education Secretariat, which serves school managers and principals, and the Primary Schools Advisors, each school and its catechetical programs are linked together within the overall diocesan vision for education.

The Diocesan Pastoral Centre will provide detailed updates of its activities and services to priests and their parish communities at regular intervals throughout the year.

CHILD SAFEGUARDING & PROTECTION SERVICE

The Diocese of Galway, Kilfenora & Kilmacduagh is committed to best practice in the safeguarding of children and vulnerable adults, particularly when involved in Church-related activities. It is the aim of the Diocese to safeguard, respect and value the dignity and well-being of every child, young person and vulnerable adult involved in Church-related activities. The Child Safeguarding and Protection Service promotes the safe care of children involved in church activities throughout the diocese through: —providing training for priests and parish workers in safeguarding and child protection; —dealing with complaints and concerns about child protection matters, reporting to the civil authorities and advising the Bishop on the measures necessary to protect children from abuse; —monitoring the activities of priests known to have abused children in the past in order to minimise the chance of them doing so again. The service arranges pastoral outreach and support for those who have experienced clerical abuse.

The Pastoral Centre also hosts the Garda Vetting Office for the six dioceses of the Western Province. The purpose of this office is to ensure the smooth and efficient administration of Garda vetting application forms for staff in diocesan offices, agencies and in the parishes of the Western Province. Garda vetting is one component of a good practice recruitment framework. Each diocese in the Western Province is committed to ensuring that all people who are employed or engaged as volunteers within the respective dioceses act according to the highest standards in all aspects of their roles and responsibilities.

Vetting is required for all clergy, religious and all volunteers within diocesan settings, and ancillary staff and volunteers in primary schools whose work consists of having access to, or contact with children or vulnerable adults on a regular basis.

OTHER FACILITIES AVAILABLE THROUGH THE PASTORAL CENTRE

• In addition to the various ministries available through the Pastoral Centre, and in order to continue to support adult faith development in the Diocese, a number of lecture series are offered during Advent and Lent and at other times throughout the year.

• A number of organizations use the extensive room space in the centre to locate their meetings, such as: — Alcoholics Anonymous, a fellowship of men and women who come together to share their experiences so that they may solve their common problem and help others to recover from alcoholism. The primary purpose of members is to stay sober and help other alcoholics stay sober. www.galwayaa.com — Al-Anon Family Groups, a fellowship of relatives and friends of alcoholics who come together to support each other. Al-Anon believes that alcoholism is a family illness and that changed attitudes can aid recovery. Al-Anon’s stated purpose is to help families of alcoholics. www.al-alon-ireland.org — Beginning Experience West of Ireland, facilitating the grief resolution process for adults who have suffered the loss of a spouse or life partner through death, divorce or separation, thereby enabling them again to love themselves, others and God. Beginning Experience West of Ireland currently offers the Beginning Experience Residential Weekend Spring and Autumn Programme, run twice yearly in April and October, from Friday 6.00pm to Sunday 4.00pm in Esker Monastery and Retreat House, Athenry. Accord is the Catholic Marriage Counselling Service, offering help to couples or individuals, married or not, who are experiencing difficulty in their relationship. The Accord Marriage Preparation Courses are delivered by experienced and trained Marriage Care Facilitators. Accord offers a safe, professional and confidential service.

There are many Accord centres throughout all of the dioceses of Ireland. Accord is a voluntary organization providing a professional counselling service for clients, based on their needs and not on their ability to pay. We do, however, incur considerable expenses in providing this service. To cover some costs (e.g. training counsellors, providing supervision, and continuous professional development) we ask our clients to make a donation based on what they can afford to pay.

The Galway Centre was founded in 1971 and is one of the busiest centres in the organisation. Couples wishing to attend pre-marriage courses should book at least a year in advance as there is great demand for places on the courses. There is a fee to attend a pre-marriage course.

The Counsellors and Facilitators of Accord would like to thank the priests – both diocesan and religious – who provide assistance with pre-marriage courses. They are an integral part of each course.

Trócaire was established in 1973 by the Catholic church in Ireland. Trócaire works with local and church partners to support communities in over twenty developing countries globally. These networks provide us with local experience and knowledge, which are vital in bringing about lasting change at individual, community, societal and institutional levels. Our focus is on food and resource rights, women’s empowerment and humanitarian response. Together we tackle the root causes of poverty, not just the symptoms. Our dual mandate is to support the most vulnerable people in the developing world, while also raising awareness of injustice and global poverty in Ireland.

The Galway Trócaire office was established in 2018. Marie-Anne looks after Trócaire’s outreach work in the West of Ireland by recruiting volunteers in Galway, visiting schools, organising events, speaking in parishes, and delivering talks and workshops on global justice. Marie-Anne is also involved with activities related to Trócaire’s campaigns on climate justice and business and human rights.

We are very grateful for your generous support of our various missions: See preceding pages for details of the Pastoral Centre’s work. emigrant collection — 17 March The Feast of St Patrick is a time when we traditionally think about what it means to be Irish, and the lives of Irish emigrants abroad. SIA ‘Supporting Irish Abroad’ is the Irish Episcopal Commission for Emigrants campaign. Support the Irish abroad by contributing what you can, by considering emigrants in your thoughts and by taking action to support the generations of Irish people who emigrated. The Irish Bishops’ Conference established a dedicated service in 1957 – the Irish Episcopal Commission for Emigrants (IECE) – to deal with the growing needs of Irish emigrants abroad. Since that time outreach chaplaincy centres have been established in the UK, Europe, the USA and Australia, which are caring for the personal, social and family needs of Irish emigrants. It was as a result of the work being carried out by the chaplaincies abroad that concern was expressed about the increasing problems facing Irish prisoners abroad, particularly in relation to their families at home. This led to the establishment of the Irish Commission for Prisoners Overseas (ICPO), as a sub-section of IECE, in 1985. The core work carried out by IECE is as follows: • Supporting emigrants/migrants through the provision of chaplaincy services; • Services and personnel; • Providing pre-emigration advice; • Lobbying (State & Church at home and abroad); • Research and identification of needs; • Enabling others to proclaim the Good News.

— 69 — trócaire (for those not using Fast Boxes) — 22 March (4th Sunday of Lent) Trócaire is the Catholic Agency for World Development which was set up in l973 to express the Church’s concern the needs and problems of people in developing countries. The Annual Lenten Trócaire Appeal is the ideal method by which a Christian can integrate prayer and fasting with almsgiving. A special collection should be held on the 4th Sunday of Lent or on some other Sunday during Lent to give an opportunity to contribute to those who do not use the Fast Boxes. Young people in both primary and second Level schools should be especially encouraged and motivated to make sacrifices for the needy people of the Third World. the holy places (Good Friday) — 10 April The first historical reference to this collection for the Holy Land takes us back to the pontificate of Pope Martin V. In 1421 he promulgated norms to regulate the gathering of offerings on behalf of the Holy Land. This collection has since been marked by pontifical approval, was confirmed by diverse succeeding pontiffs and was applied directly and with utmost solicitude for the aid of the Christian community in the Land of the Lord. The responsibility is grave which devolves upon the universal Church with regards to the Mother Church of Jerusalem. Therefore, all Catholics of the world must offer their prayer and expressions of solidarity, including economic, to the Christian community of that same blessed Land. Despite their countless difficulties, these Christians offer day by day, and in silence, an authentic witness to the Gospel. This collection is now of universal obligation and must be held in all churches and oratories on Good Friday. The collection is principally intended for the benefit of people living in the Holy Land and for the support of the various pastoral, social and educational institutions existing on their behalf. Funding is also required to defray some of the expenses associated with supporting and promoting vocations to the priesthood, such as the design and production of publicity material and the organisation of various workshops and events. Support for this collection is a practical expression of the desire for priestly vocations in the diocese of Galway. lourdes collection — 31 May This special collection will help to defray the cost for the sick and those with special needs who will be sponsored from each parish in the diocese. The aim of the Pontifical Society for the Propagation of the Faith is to stimulate interest in Missions at every level, to promote and to encourage spiritual and material aid especially for Missions in greatest need. The society helps support 135,000 foreign missionaries as well as over 13,000 local priests, sisters and catechists. diocesan family services — 22 November Proceeds from this collection help to finance services in the diocese catering for marriage and the family. These include ACCORD, the Catholic Marriage Counselling Service, offering help to couples or individuals, married or single, who are experiencing difficulty in their relationship. Marriage Preparation Courses are held in the Pastoral Centre with up to eighteen courses annually run by experienced and trained Marriage Care Facilitators. The Galway Centre was founded in 1971. Since then ACCORD has supported many couples and individuals with their relationship difficulties. The Galway Centre is one of the busiest in the organisation; there are fifty-six such centres in the country. All denominations are catered for. It costs over €65,000 annually to run the Galway Centre. The Marriage Tribunal is one of the caring agencies of the Catholic Church and recognises the fundamental importance for civil society and for the Church, of marriage as the basis of family life. The Marriage Tribunal tries to mediate the justice of Christ to all those suffering as a result of marriage breakdown. In carrying out its mandate, the Tribunal must fulfil a two-fold task: to bear witness to the indissolubility of marriage and to bear witness to the compassion of Christ for His people.

GETTING MARRIED IN CHURCH

REQUIREMENTS FOR CIVIL REGISTRATION

1. All couples must now present in person to a Civil Registrar to give three months’ notice of their intention to marry. This meeting must take place at least three months before the wedding in order to comply with civil requirements. The couple will need to know that the church is available for their chosen date prior to this meeting. They will also need to know the name of the priest who will solemnise the marriage. His name must be on the Register of Solemnisers held by the Civil Registrar. The couple must contact the Registrar’s Office to make an appointment for attendance. The minimum age of marriage is 18 years. 2.a The couple will be required to bring the following documentation to the registrar’s office: • Original Birth Certificates for both parties plus photocopies of same; • Original passports for both parties, plus photocopy of same; • Names and dates of birth of witnesses (who must be over 18 years of age); • Name of church where they wish to be married; • Date of marriage; • Name of the priest who will officiate at the marriage (this presumes that the celebrant is a registered solemniser and that he has agreed to officiate at the marriage); • If either party has been previously married, they must provide the Civil Registrar with an original divorce decree or a death certificate if widowed; • PPS number of both parties; • Fee of €200. 2.b In very limited circumstances (where one or both of the couple is living outside the State or one or both of them is seriously ill) and only by prior agreement with the Registrar, it is possible for a couple to post a marriage notification to the Registrar. However, in such cases the couple must still attend the Registrar’s office in person at least five days before the marriage to complete their declarations of no impediment and produce the necessary documentation and particulars as set out above, and be issued with their marriage registration form. Alternative arrangements can be made for couples where one or both of the parties are unable, by reason of illness, to attend the Registrar’s office. Postal notifications of intention to marry should not be returned to the General Registrar’s office; they should be returned to the Registrar who has authorised the notification to be made by post. 3. When all the civil requirements have been completed satisfactorily the couple will receive from the Registrar a marriage registration form (MRF). Without this form the couple cannot get married nor may the solemniser proceed with the marriage ceremony. 4. The solemniser and the parish priest of the place of marriage will receive a notification from the Civil Registrar’s Office concerning the marriage due to take place. 5. The couple must present the MRF to the solemniser before the wedding so that he can check that the details are correct before the marriage takes place. This should be done as early as is convenient. 6. If changes are necessary – for instance, changing the name of the solemniser – the couple should be advised to contact the Civil Registrar to arrange for the re-issue of the MRF at the earliest possible stage before the ceremony. 7. After the wedding, the solemniser must ensure that the MRF is signed by the couple, the two witnesses and himself. 8. After the marriage has been celebrated, it is the responsibility of the couple (not the local priest or solemniser) to return the MRF to any Registrar’s Office. This form must be returned within one month of the marriage.

— 73 — VERBAL DECLARATION OF NO CIVIL IMPEDIMENT

1. The solemniser must ask the couple to make a verbal declaration of no civil impediment in the presence of the witnesses. 2. This declaration should be made not more than two days before the wedding. 3. It is the recommended practice that this declaration be made at the beginning of the wedding, when the bride and groom arrive at the sanctuary.

LIST OF SOLEMNISERS

1. The priest who officiates at the marriage is called the Solemniser. 2. In order to officiate at a marriage priests must be on the list of Solemnisers submitted by each local Bishop to the Registrar-General. 3. If the priest whom the couple have chosen to officiate at their marriage is not a priest of the parish, it is important for the local priest to make the couple aware that he must be a registered Solemniser. 4. If a priest is not on the List of Solemnisers, and wishes to officiate at a marriage, he must become a temporary Solemniser. He can do this by submitting a request to the Bishop of the place of marriage together with an appropriate testimonial letter signed by his Ordinary (i.e. Bishop or Provincial Superior). If the priest is incardinated into the diocese in which the marriage is to take place, he needs simply to request this from his Bishop. 5. For the canonical validity of the marriage, a visiting solemniser will need to receive delegation from the parish priest or administrator.

WHERE CAN CATHOLIC MARRIAGES TAKE PLACE?

The proper and ordinary place of the celebration of a Catholic marriage continues to be the parish churches (Can. 1115 & 1118). All existing diocesan policies with regard to the place of marriage will remain the same, so too in relation to the time and day on which marriages can take place. The solemniser and the couple must comply with these diocesan regulations. If a solemniser does not comply with civil or church requirements, he can be removed from the List of Solemnisers.

CHURCH MARRIAGE PAPERS

The priest will advise the couple of the documents required for the marriage. In general these will be: • a recent Certificate of Baptism; • a Certificate of Confirmation; • a completed Pre-Nuptial Enquiry Form; • a Letter of Freedom to Marry from each parish in which you have lived for more than six months since the age of 16; or a sworn affidavit signed by a Solicitor confirming that you are free to marry; or a formal declaration from a family member, signed by them and witnessed by a priest, that you are free to marry; • a Pre-Marriage Course Certificate; • in the case where one partner is not a Roman Catholic, permission for Mixed Religion/Dispensation from the local Bishop will also be required. PRE-MARRIAGE COURSE

Attendance at a Pre-Marriage Course is required. A Pre-Marriage Course normally consists of four two- hour sessions, where topics such as communication, God’s place in the relationship, expectations and experience of marriage, family life and responsibilities are discussed in a relaxed and informal way. Because of the present demand for courses couples will need to make timely application; normally up to one year in advance. • Courses are conducted by ACCORD at Árus de Brún, Newtownsmith, Galway. This can be obtained by following the instructions at: www.elemosineria.va/papal-blessing-parchments and completing the online form. please note requests for Papal Blessing Parchments by letter or fax are no longer processed by the Vatican (since March 2019), and parchments are only available through the online process or in person at the Office of Papal Charities.

THE WEDDING CEREMONY

A well-planned wedding ceremony can be a memorable experience for the couple themselves and for their guests. Mass is not an essential part of the wedding and there may be occasions when people will find it more appropriate not to have a Mass. However the usual practice in Ireland is for the wedding to take place during Mass. There is no greater way of thanking God for the gift of the partner or of asking His blessing on the marriage.

MUSIC IN THE CEREMONY

Music is a very important part of the wedding Mass and will add to the joyful atmosphere of the occasion. The music chosen should be of a kind to help everyone present to celebrate the marriage ceremony in a loving and prayerful way. It will be right to discuss the choice in advance with the celebrant. Certain popular songs have been heard at weddings which are not suitable for use in church.

The Knock Shrine Bookshop and the Galway Cathedral Bookshop have a range of useful books on marriage and marriage preparation. Notable among these are various books by Jack Dominian. Also recommended are: Christian Marriage – Preparation and Celebration (Guidelines from the Irish Episcopal Conference). Getting Married (published by the Family Life and Prayer Centre, Knock Shrine).

SUNDAY WEDDINGS

While Sunday weddings are not prohibited, a parish priest is encouraged to use his discretion when making arrangements for such.

MINIMUM AGE OF MARRIAGE

The minimum age at which a person may contract a marriage in the diocese is 18 years of age.

1. Couples getting married abroad must complete a full set of Pre-Marriage Papers with their respective parish priests. These papers are sent to the Diocesan Office to be processed. The Diocesan Office charges €50 for the processing of marriage papers.

2. Couples who wish to marry in the Irish College in Rome must make their booking directly with the College and not through a third party (e.g. a wedding planner). Couples are strongly advised to check what the minimum requirement is for the arrival of the marriage papers at the marriage venue. Please note that all marriage papers must be forwarded through the Diocesan Office. 5. Couples marrying abroad are required to obtain a Certificate of Freedom to marry. This may also be called ‘Certificate De Coutume’ or ‘Nulla Osta’. Couples obtain this certificate through the website of the Department of Foreign Affairs and Trade. To do so, they must go to the websitewww.dfat.ie . Choose the ‘Travel’ option, then ‘Our Services’ option, then ‘Marriage and Civil Partnership’ option. Then follow the instructions carefully. If the couple has any problems with this, they may ring the Department of Foreign Affairs and Trade at 01 4082523; opening hours 10:00am–12:00 noon Monday to Friday.

MARRIAGE PREPARATION OF EMIGRANTS

1. All preparation of documentation for couples returning to Ireland for marriage is carried out in the parish where they have a domicile. 2. Completed marriage documents must be forwarded through the Chancery Office of the diocese in which they reside to the Diocesan Office here. 3. When a couple comes to book a church for their wedding in Ireland, they should be told to contact their priest in the parish where they reside immediately on their return. They should also be reminded that up to six months notice may be required. They should be advised of the necessity of complying with all the civil requirements. 4. They should bring to their priest up to date certificates of Baptism, Confirmation and Letters of Freedom. 5. They should also be reminded of the requirement to do a pre-marriage course. 6. Couples should be reminded of the new requirements for Civil Registration. 7.
