There are two different processes: 1. Standard Transit Permit - 3 Days or Less GREAT CENTRAL ROAD - This is a Standard permit and can be issued immediately upon application. This permit is limited to transit and refuel whilst travelling along the Great Central Road. NGAANYATJARRA SOUTHERN ROAD AND GILES MULGA PARK ROAD- This is also a standard permit and can be issued immediately upon application. This permit is limited to transit and refuel and use of Jameson, Blackstone and Wingellina Stores during Community Store opening hours*. GCR-HEATHER HIGHWAY/GUNBARREL HIGHWAY - This is also a standard permit and can be issued immediately upon application. This permit is limited to transit and refuel travelling to and from Wiluna. (This does not include Jackie Junction). Maximum of 3 days | Permit Required | No approval needed If you request more than 3 days or to carry out other business for the Great Central Road and/or the Heather Highway/ Gun barrel Highway/or the Ngaanyatjarra Southern Road/or the Giles Mulga Park Road your application will be sent to Communities - Minimum of 5 working days turnaround. 2. For transit on all other routes of the Ngaanyatjarra Lands you will require approval from Communities. This will result in a minimum of 5 working days turnaround. These will include: Visiting or Entering a Community* - Approval from the Community they are visiting or entering - 5 working days turnaround, if approval is granted. Sandy Blight Road - Application will be forwarded to Tjukurla for approval - Minimum 5 working days turnaround. Connie Sue Highway - Application will be forwarded to Warburton for approval - 5 working days turnaround. Anne Beadell Highway - Application will be forwarded to Cosmo Newberry for approval - 5 working days turnaround. Jackie Junction Road - NOT OPEN TO PUBLIC - SACRED LAND Travelling to Surveyor General's Corner - Please refer to page 3 of this guide. Travelling the Abandon Section of the Gunbarrel - Please refer to page 2 of this guide. Maximum of 14 days | Permit Required | Approval needed Once we have forwarded your application to communities, they have 5 working days in which to object. If no objection is received, we go ahead and issue the permits. Pg.1/2 *Visitors are invited to re-supply and refuel at Jameson, Blackstone, Tjukurla, Tjirrkarli and Wingellina community stores during store opening hours if they have a permit Ngaanyatjarra Transit Permit Process Under the Aboriginal Affairs Planning Authority (AAPA) Act 1972, Section (31), transit permits are required for any person visiting or passing through an Aboriginal Reserve subject to Part III of the AAPA Act, unless s/he is: . A person of Aboriginal Descent; . A member of either House of Parliament of the State or of the Commonwealth; . A person lawfully exercising a function under the AAPA Act or otherwise acting in pursuance of a duty imposed by law (Public Servants - work related only); or . A person authorized in that behalf under the regulations of the AAPA Act (has a permit) If you are required to enter any Aboriginal Community subject to part III of the AAPA Act, for work or any other purpose (including scientific research or flora and fauna studies), please be aware that you must 40 working days of notice so that the approval of the resident community, the Traditional Owners, and the appropriate council is received before a permit is issued by the Ngaanyatjarra Council. Some permits for other areas of Western Australia, and the Northern Territory are issued by other organizations, such as the Aboriginal Lands Trust or the Central Land Council. Phone: (08) 8950 1711 Fax: (08) 8953 1892 Email: [email protected] ATTENTION Conditions Applying to Travel on the Abandoned Section of the Gunbarrel Highway - Western Australia That there are at least 2 (two), vehicles in the group That at least 1 (one) vehicle in any group has effective communications (i.e. RFDS/HF Radio and/or satellite telephone). That permit holders acknowledge that they travel this road at their own risk. Approval to travel this road is required from Warakurna and Warburton Community. Entry to the Abandoned Section of the Gunbarrel Highway must be through Warakurna at the East end or Warburton at the West end. Entry into the Abandoned Section of the Gunbarrel Highway is not allowed though Jackie Junction (see attached map). Pg.2/2 *Visitors are invited to re-supply and refuel at Jameson, Blackstone, Tjukurla, Tjirrkarli and Wingellina community stores during store opening hours if they have a permit Ngaanyatjarra Lands Permit Conditions effective 30 March 2018 CONDITIONS: (1) Remain on the approved route described on reverse and do not depart from it by more than thirty (30) meters on either side whilst within the reserve(s) that is applicable to your permit. Warburton (21471), Central (17614), and Yapuparra (40787). Please spend as short a time as practicable in the Aboriginal Reserves. (2) Entry into the Aboriginal Communities is not permitted unless noted otherwise. Travel is strictly limited to main roads only. All side tracks are private and no access will be granted for travel into these areas. (3) Observe all laws having application in Western Australia, and carry out lawful directions given by the resident Aboriginal Community, the Aboriginal Lands Trust, the Department of Aboriginal Affairs, and the Western Australian Museum or any person acting on their behalf. (4) Not to undertake any mining, exploration or prospecting within the Reserves. (5) Not acquire or seek to acquire any Aboriginal art, sacred objects or artefacts other than from an approved agency. (6) Refrain from photographic activity in the vicinity of any Aboriginal Community or Aboriginal person whilst within the Reserves. (7) Not at any time to use any firearm within the meaning of the Firearms and Guns Act (WA) whilst within the reserves. (8) Refrain from the use of any explosive within the meaning of the Western Australian Explosive and Dangerous Goods Act whilst within the Reserve(s) boundaries. (9) Refrain from any interference with the activities of the resident Aboriginal communities or any actions which are detrimental to their welfare; nor interference with water sources or Aboriginal cultural sites. (10) Refrain from capturing, acquiring, maiming or killing any animals, birds, fish or reptiles, or wantonly destroying or damaging any flora within the Reserves(s). (11) Where there is no authorised method of disposing of litter, to remove from all camp sites all litter such as tins, bottles, cartons etc and all fires are to be extinguished. (12) In the event of mechanical failure no assistance will be rendered by the resident Aboriginal Communities without payment. NOTE: 1. Under the Aboriginal Communities Act 1979, any person who brings, possesses or uses liquor on Ngaanyatjarra Land, or supplies it to others, commits an offence. A FINE OF UP TO $5,000 MAY APPLY. It shall not be an offence where a person who is travelling through on the Road has liquor in his possession for the purpose only of transporting the liquor to a destination outside the Ngaanyatjarra Land. 2. Medical Services Ngaanyatjarra Health Service provides accident and emergency services only to Visitors. Please ensure that adequate quantities of your particular prescription drugs are carried. 3. OPAL UNLEADED AND DIESEL FUEL ARE AVAILABLE WITHIN THE SHIRE OF NGAANYATJARRAKU. 4. All Volatile Substances must be kept securely locked to ensure they are safe from theft and misuse.
