Box 2100, 1211 Geneva 2, Switzerland TEL: +41 22 791 6033 FAX: +41 22 791 6506 www.actalliance.org Rapid Response Payment Request No. 2/2010 Funds Sent To: Church of Jesus Christ in Madagascar “FJKM” Department for Development; SAF/FJKM Amount Sent: US$ 59,950 Date: 17 March 2010 Details of Response Emergency: Assistance to Victims of Cyclone “Hubert” Date of Emergency: 10 March 2010 Implementing Member/Partner: Church of Jesus Christ in Madagascar “FJKM” Department for Development; SAF/FJKM DETAILS OF THE EMERGENCY: On 10 March Cyclone Hubert with winds of 180 km per hour hit the south east of the country between Mahoro (Tamatave) and Mananjary (Fianarantsoa), about 700 kilometers south east of the capital Antananarivo, striking the east-south coast near Mahanoro, Nosy Varika, Mananjary, Manakara and Vohipeno, dispercing in the middle of Madagascar west of Ambalavao. The cyclone brought about a mass of clouds which entirely covered Madagascar for 5 days. The heavy rains caused flooding in the south eastern and the middle western regions of the country. The BNGRC (Bureau National pour la Gestion des Risques et des Catastrophes) reports that : • 12 of 110 districts were affected; particularly hard hit were the areas in and around: o Ambatondrazaka, Mahanoro, o Nosy Varika, Mananjary, Manakara, Vohipeno, Farafangana, o Ikongo, Ifanadiana, Ambatofinandrahana, Ambositra, Vangaindrano Current Information: • According to BNGRC and confirmed by staff of FJKM and SAF/FJKM in place, the estimated damages, which had a huge impact in human lives, are as follows: o 41 deaths o 02 injured o 38 298 homeless o 623 houses destroyed o 2 605 houses flooded o 84 969 victims o 19 530 hectares of rice fields flooded o 2 700 hectares of maize and cassava fields flooded RRF 2/2010 – Assistance to Victims of Cyclone “Hubert” 2 ACTIONS TO DATE, AND EMERGENCY NEEDS: For SAF/FJKM, and in collaboration with the National Office of the Risks and Catastrophes, the main priority is to alleviate the human suffering of the victims and mitigate the effects of the cyclone/flood on the affected communities through the following activities: • Distributions of food (rice) in the flooded districts • Distribution of clothing • Distribution of blankets • Distribution of the mosquito nets EMERGENCY RESPONSE - OBJECTIVE(S) OF THE EMERGENCY RESPONSE The main objective of the response is to alleviate the suffering of the victims and mitigate the effects of flooding on rural communities through distribution of food, clothing, blankets and mosquito nets. Of the affected victims, SAF/FJKM plans to distribute food packs to 10,400 persons, clothing to 2,000 persons, blankets to 1,000 persons and mosquito nets to 500 families. - TARGET POPULATION The response would target the vulnerable people as follows: Distribution of food People without shelter Elderly people People with disabilities Widows Distribution of clothing and blankets People without shelter Elderly people People with disabilities Widows Children less than 10 years old Distribution of the mosquito nets Elderly people People with disabilites Widows Children less than 5 years old - PROPOSED ASSISTANCE Health Distribution of Mosquito nets Emergency help Provision of food, clothes and blankets - NUMBER OF BENEFICIARIES Activities Life-saving aspect Number of beneficiaries Rice distribution 5 kg / person 10 400 persons Clothes distribution 1 unit/person 2 000 persons Blanket distribution 1 unit/family 1 000 families Mosquito net 1 unit/family 500 families RRF 2/2010 – Assistance to Victims of Cyclone “Hubert” 3 - IMPLEMENTATION ARRANGEMENTS During the crises phase of the emergency, communities affected will be organized with support of the local church pastors and village leaders. Identification of beneficiaries will be done through the local church and village structures together with the criteria established through the BNGRC and UN coordination meetings. - COORDINATION At the National level, the government agency, BNGRC will monitor and coordinate the activities. The implementing partners, of whom SAF/FJKM is one of them, will work hand in hand with BNGRC in the implementation of emergency activities ensuring harmonization of the distribution of relief supplies as well as identifying possible further needs. Status reports will be compiled and issued. SAF/FJKM has a history of working in all the regions affected by the cyclone. - COMMUNICATIONS • The Government supported by its decentralized structures will collect and give up to-date information and the Meteorological Department will continue to give ongoing updates on the weather. • The main radio station will sensitize the population constantly to take adequate measures. • SAF/FJKM has set up a committee that will collect information and data from the affected districts and will send it to the national office. The national office will compile and consolidate reports and are responsible for communicating with the ACT Alliance Secretariat. • SAF/FJKM has also set up another committee which will help staff with technical and financial management. - PLANNED IMPLEMENTATION PERIOD This emergency program is for a period of 3 months. The implementation is to be carried out in one phase, in which the items to save lives will be distributed.
