    20th October 2020 MINUTES OF THE MEETING OF SANCREED PARISH COUNCIL HELD VIRTUALLY VIA ZOOM ON 20TH OCTOBER 2020 AT 7.30PM COUNCILLORS PRESENT Councillors Mr Ian Soulsby (Chairman), Mrs Hilary Harris, Mr Stuart Thomas, Mr Ivor James and Mr Michael Harvey. ALSO PRESENT Mrs Alexis Male (clerk) and seven members of the public, five of whom were candidates for co- option. 21-43 APOLOGIES No apologies were required. However, the clerk explained to councillors that she had missed the apology that had been sent by the then Councillor Sue Freeman for the August meeting and requested that the councillors now considered it. It was agreed to accept the apology. 21-44 DECLARATIONS OF INTEREST There were no declarations of interest. 21-45 PUBLIC SPEAKING • A member of the public gave their objections to Planning Application No PA20/07993. The councillors had received these prior to the meeting so it was unnecessary for him to repeat them but he did point out that there had been a late amendment, the buildings having been turned through one hundred and eighty degrees meaning that the parking now exited onto an unadopted lane which would cause aggravation to the residents living along it. • Councillors were informed by another member of the public that South West Water had agreed to put up signs against overnight camping. However, there was no legal reason not to park there. • Another member of the public requested it be clarified whether apologies given were a reason for not attending a meeting. The Chairman said that this had already been explained but the member of the public wanted it be made clear at the meeting so the clerk told her that an apology was given as a courtesy but that the councillor was still absent.

POOL C.ORNISH is a Celtic language, closely akin to Welsh and Breton, which remained the ordinary spoken language of most Cornish people until about 1500 and of a steadily decreasing minority until the late 18th century, its last survival being confined to small areas of the Penwith and Lizard peninsulas in the far west of Cornwall. Dolly Pentreath of Mousehole, who died in 1777, was not, as is commonly believed, the last to speak Cornish, but was certainly one of the last native speakers, and by 1800 at the very latest Cornish had finally died out as a spoken language, its revival as such being then more than a century in the future and totally unforeseen. It never- theless survived in traditionally remembered sayings and phrases, in hundreds of dialect words, but principally in thousands of names of places. Not only every village and farm, but also every field and prominent natural feature had its own name, and in the far west where the language survived the longest these names are nearly all Cornish, the few English ones being mostly modern. Generally, the further east in Cornwall one goes, the earlier Cornish gave‘ place to English and the smaller is the proportion of Cornish names, until in Tamar-side parishes they are a small minority. In the east, Cornish names often contain certain words as they were spelt at an earlier stage in the development of the language than those in the west, re- fiecting the earlier date at which use of the language ceased; thus nans, valley, is almost invariably found in names as nance in the west and mmt (the earlier form) in the east.

Peter Harwood brought a selection to the meeting which will be scanned for possible enlargement and mounting. An application to “High Street Heroes” for grant funding will be made, when costs are known. Road safety measures are still being investigated – a traffic monitor has appeared in the village, the PCSO has offered to assist with further monitoring and concerns are to be brought to attention of highways for traffic calming consideration. Community Network Area SOS Scheme –Cornwall Council volunteers – Colum & Zoe – assisted with tree planting in Playing Field and on The Commons. Thanks were expressed to Maxwell Allin & Andrew Hargreaves for pre-planting works which made the task much simpler. A decision yet to be reached on planting of remaining trees (approx 40). It was suggested planting some behind one of the bus shelters at Red Post, subject to obtaining permission from Cornwall Highways Dept who own and manage the land. Defibrillator –An application for grant has been submitted to Cornwall Councillor’s Community Chest Fund for proposed Red Post defibrillator.

INTRODUCTION River water quality is monitored in 34 catchments in the region. Samples are collected at a minimum frequency of once a month from 422 watercourses at 890 locations within the Regional Monitoring Network. Each sample is analysed for a range of chemical and physical determinands. These sample results are stored in the Water Quality Archive. A computerised system assigns a quality class to each monitoring location and associated upstream river reach. This report contains the results of the 1992 river water quality classifications for each determinand used in the classification process. 2. RIVER WATER QUALITY ASSESSMENT The assessment of river water quality is by comparison of current water quality against River Quality Objectives (RQO's) which have been set for many river lengths in the region.     Penzance and Newlyn (part 2) Responses received during the Cornwall Site Allocations Development Plan Document public consultation – 3 October to 14 November 2016 REP 035 The gurnick estate proposal is not a sensible one in our opinion. Any development at the top of the hill would only increase the problem of access to all amenities. Therefore we foresee the Long Rock area to be ripe for development and to re home the residents from Gwavas who wish to down size. We badly need to protect our few green spaces and to protect our wild life habitats and to guard against noise and air pollution, especially as the infrastructure in Newlyn is sadly lacking any potential for this proposal. Flood risk Photos 1 & 2: Trannack site (PZ-H4) If the land were to be developed in accordance with the application, there would be a serious increase in the risk of flooding. As can be seen from the photographs above, the land slopes very steeply, and is bounded by many mature trees and established hedgerows. All along the southern boundary of the site runs the Chyandour brook, the valley of which is classified as High Flood Risk (category 3) by the Environment Agency, for both river and surface water flooding (see figures 1 and 2 on following page). The Allocations DPD case for PZ-H4 states that “dwellings should be drawn away from the southern extremity of the site along the A30, ensuring that the properties sit outside the flood zone”.
