ECO NEWS – NOVEMBER UPDATE While we settle into the ‘second wave’ of Coronavirus infections which are continuing to disrupt lives all over the country, especially in large urban areas, it might seem as if worries about the environment have taken a back seat. However, perhaps now is a good time to think about what has been happening across the world over the past ten years, and what progress has been made on tackling climate change and the other big issues around that, including loss of species and pollution of air, land and water. Campaigning about the environment has been going on for at least fifty years – Greenpeace was established in 1971, and the World Wildlife Fund in 1961. Now there are many more organisations adding their voices to the challenge, and all of these voices come together under the banner of the United Nations; where change is promoted through international law and cooperation. Something as huge as climate change can only be addressed on a world-wide scale, but it does depend on separate nations being willing to play their part. So it is encouraging to hear that China, the world’s largest carbon emitting nation, is planning to become carbon neutral by 2060. Because so much of that economy relies on fossil fuels, it will take some time to make the change over to renewable energy, but they are hoping by 2030 to reach the peak of emissions, and from then on for emissions to decline so that by 2060 they will be carbon neutral. This is an example of a nation responding to a crisis, while developing new technologies to make renewable energy cheaper and more efficient for themselves, and from which the rest of the world could benefit. There are other encouraging changes from other parts of the world too. The number of governments and large corporations pledging net zero emissions by 2050 or earlier has more than doubled over the last year according to the New Climate Institute, with the number of businesses rising from 500 to 1541, regional governments from 11 to 101 and city corporations from 100 to 823. All of this showing a substantial movement in the right direction toward the decarbonisation goals of the Paris Agreement of 2005. While this news seems to indicate a global will towards changing the way we make and use energy, there are also stories about innovations which are imaginative and curious. One of these is a German company making small flying wind turbines that use much less material and at half the cost of other options. They have built a 7-foot kite prototype which moves in a figure of eight flight pattern and which has small on-board spinning wind turbines. The kite can also fly at higher altitudes where the wind is stronger. On a larger scale, the new era of net zero energy production has the potential to transform the North Sea into one of the world’s leading clean technology hubs. Next generation off-shore wind turbines, saltwater electrolysis plants for hydrogen production and the development of materials used in making hydrogen fuel cells, are all plans outlined in a report from the oil and gas industry called ‘Closing the Gap: Technology for a Net Zero North Sea’. These things should help us to feel more hopeful about the future, knowing that the alarm bells rung by the small pressure groups from over the past fifty years, have finally turned the tide in global thinking, and laid the groundwork for a vision of the future that is sympathetic to the natural world and is ready to abandon the old ways in favour of new, cleaner and more sustainable methods of providing the energy we need without polluting our planet. Let’s continue to hope that after the effects of Coronavirus have passed, we shall indeed be able to ‘Build Back Better’, and make a cleaner, healthier, fairer world for the next generation. Wendy NOVEMBER 2020 PARISH COUNCIL REPORT 14 Report of the Parish Council Meeting Wed 21st October 2020 PRESENT: Cllrs. W.C.Longden, N. Bradder, R.L.B. Spencer, D. Hopkinson, P. Wallis, G. Rowe, A. Percy, T. Hulbert , J. Barritt and the Clerk: D. Hawken. APOLOGIES: Councillor Adrian Dennis Harvey. Police Report – None. Before the meeting opened Liam Ward addressed the Parish Council with regard to his former application to build on a field in . Amongst other things he stressed that an effective boundary to a settlement could be a Cornish hedge and that the land that he purchased has such a hedge. OPENING: The Meeting was opened at 7.24 pm, by the Chairman Cllr. A. Percy MINUTES OF THE MEETING HELD ON 16th September 2020: The Minutes were approved and signed as True Records. MATTERS ARISING FROM THE MINUTES OF 16th September 2020: The Clerk informed the meeting that he has reported in the Red markers on and the Pot Hole on Chynowen Lane. The Pot Hole has now been repaired. Cllr. A. Percy addressed the Parish Council with regard to the Planning application for Land South of Homeslink – Although this has been refused by it is now at appeal. This was sent to Cornwall Council in September but they have not informed us yet. We have until the 3rd November to make our representations. It was decided to maintain our original objection. FINANCE: To ratify delegated decisions for October - RESOLVED: To ratify the delegated decisions for October. PLANNING: None - Details of the decisions can be found on the Parish Council website: http://www.parish-council.com/cubertparishcouncil/documents/agenda/planning-april-to-september-2020.pdf NEIGHBOURHOOD PLAN Physical meetings have been cancelled until further notice. The group have held another meeting under the chair of Michael Crisp. Cllr. G. Rowe reported 2nd survey will be undertaken soon once the deadline for replies from stakeholders has passed. SECTION 106 AGREEMENTS ON AFFORDABLE HOUSING – Second Parish The Parish Council still believe our local families are being disadvantaged however Cornwall Council officers do not concur. Cubert and the other 2 Parishes wish to carry on with this action. It was felt that the action should be continued as Cornwall Council officers have not answered the points raised with them. COMMUNITY GOVERNANCE REVIEW The community Governance review panel has decided to defer a decision on the Cubert Boundary until after the next Cornwall Council elections. ANY OTHER RELEVANT BUSINESS NOT REQUIRING DECISIONS AT THIS MEETING: Cllr. T. Hulbert raised the issue of Parking in Church Square – He has found that the parking is full even when the shops are closed. There are also issues at the School during drop off and pick up time. Parking on pavement forcing children into the road. Cllr. D Hopkinson suggested that the Parish Council ask Karen Brown to speak to Parents again about this issue. Cllr. A.Percy suggested that the Parish Council have another go at resolving this and proposed an Agenda Item in November. He further suggested that a complaint be made to parking enforcement. Cllr. G. Rowe asked about the proposed Cycle way in the youth park. Cllr. T. Hulbert said he would come up with some simplified plans. Cllr. A. Percy spoke about the proposed Toilet upgrade – 3rd builder has now dropped out. We need 3 quotes in order to satisfy and funding applications and to satisfy financial standing orders. CLOSING, DATE OF NEXT MEETING The meeting was closed 8.07 pm. The next regular meeting to be held on 18th November 2020 at 7.00pm. Parishioners and other interested parties are invited to view the planning applications that the Parish Council is currently considering and are encouraged to contact the Clerk if they wish to comment on any of the applications. Please only put dog poo in the allocated Dog poo bins – The Parish Council litter bins are not designed for this use. Domestic waste should never be placed in litter bins. Please use the Cornwall Council regular collection service.

As the evenings are now drawing in, when walking, please dress appropriately to be seen and face oncoming traffic.

Corona Virus – Covid 19 The Parish Council has taken the decision (and confirmed by Cornwall Council) not to hold any public meetings until further notice. There will be a Virtual Parish Council meeting to be held 7.00pm on the 18th November 2020. Children’s Hospice South West’s (CHSW) annual Santas on the Run event is back but not as you know it! Taking place over the weekend of the 11-13 December, supporters will be able to choose their distance, route and their festive dress. CHSW’s festive fundraiser usually takes place at Eden each year but the local children’s charity has taken the decision to hold it virtually this Christmas due to the pandemic. Together with community partner Whirlwind Sports, CHSW is asking this year’s participants to raise sponsorship or make a donation to enable the charity to continue to provide care for children and families when they need it most, whether that be in the hospice, at home, or virtually. Kiley Pearce, Events Fundraiser stated “Over the weekend of 11-13 December we will have a warm-up for people to join online each day as well as lots of prizes including for the best-dressed family, child and dog! In 1915/1916 my grandfather, Joseph Phillips, bought (Trevail) Farm, being Lot No.5 and comprising of 81 acres for £1,900 from the Manor Estate. The lot included the farmhouse and farm buildings, also a workman’s cottage at Treveal and two cottages and gardens at Tresean. Rodney Phillips NOVEMBER 2020 BIRD NOTES 19 The estuary proved the place to be during September. After a few rumoured sightings of an Osprey, a confirmed sighting was made on the 19th. Apparently, Ospreys, around this time, were also being seen in estuaries around Falmouth. Whimbrel were also seen on the Gannel. Little Egrets, they can number up to 10, and Val Eardley and myself came close to that figure by seeing 8 on the 24th September. Generally in Cornwall Red Kites have been spotted, gradually OSPREY gaining a footfall in the county. From the time when every WHIMBREL garden had a Song Thrush, they are now scarce, but we saw one in woodland at Trengwainton on the 28th September. Also on the 28th, Ben and Carol Hocking saw a Grey Wagtail in their garden. Puffins have returned to breed on the Farne Islands, Northumberland in large numbers this summer. Although rangers were only able to carry out limited surveys, they’re expecting another strong year. Last year more than 43,000 pairs were recorded. Six pairs of Peregrine Falcons have raised young in the Peak District this year, the most for 10 years, raising 14 young. Gentoo Penguin ‘Olde’ who was born in Edinburgh zoo, has been submitted for a world record as the oldest of her species aged 41. They usually live to around 17. Birds of prey were illegally shot, trapped and poisoned at least 85 times last year, the R.S.P.B says. Golden Eagles, Peregrine Falcons, Red Kites and Harriers were all killed. Most deaths were near Grouse moors, with North Yorkshire the worst area. R.S.P.B investigation boss, Mark Thomas said “U.K governments must implement tougher legislation to bring the driven Grouse shooting in line”. The site of the London Olympics has become a haven for wildlife, an environmental GENTOO PENGUIN report has revealed. Several animal and plant species have been found at Queen Elizabeth Park for the first time. These include Sand Martins and Black Redstart birds. They have been helped by Park Champions; volunteers at the 560 acre site in Stratford. The park’s biodiversity manager, Catherine Norris said “I’ve seen first-hand the benefits for visitors, volunteers and wildlife”. BLACK REDSTART A bone eating Vulture with an 8ft wingspan brought traffic to a halt on a busy road in Peterborough, Cambs. The Bearded Vulture which has a tuft of feathers under its beak is normally found in Alpine regions. It was seen in the Peak District in the summer, the first UK sighting since one was seen over Dartmoor in 2016. Experts believe it flew over the English Channel in June from Central Europe where there are about 1,000 pairs. The birds feed mainly on bones from BEARDED VULTURE dead herbivores such as sheep. On the 11th October a Hoopoe was spotted in Callingham near Weatherby, West Yorkshire, for the first time in 40 years. The Hoopoe is mostly native to Africa and Asia. The R.S.P.B HOOPOE said as few as 100 pass through the UK every year. I have seen a Hoopoe a few times on the . Rodney Phillips

Club Fishing: Anglers throughout the County of Cornwall are experiencing the worst season for bass fishing, they can remember, it makes no difference whether you fish with various baits in the surf, or fish with plugs and lures from the rocks, very few bass are being caught. Many anglers put this down to over fishing, where large catches of bass are regularly being landed by netters, and its felt this is having an effect on the breeding stock which remain, we all hope that those who govern our fish stocks, will take action before its too late to save our much sort after sporting fish.

The Steering Group meeting in October had sight of the final draft of the Local Landscape Character Assessment. It was a comprehensive piece of work involving a lot of time and effort by several of the Group aided by some extra volunteers. The document will form part of the final draft development plan which in turn will, of course, be circulated for consideration and consultation in due course. The 31st October saw the cut-off date for the “Stakeholder” consultation process. The results will Be combined with initial survey results and thereby help inform the direction that the Steering Group should progress.
