Police Report - None MINUTES OF THE MEETINGS HELD ON 20th September 2017: The Minutes were approved and signed as True Records MATTERS ARISING FROM THE MINUTES OF THE MEETING HELD ON 20th September 2017- The clerk informed the meeting that he contacted Cornwall Council with regard to Fly Tipping in the Lay by near the A3075. Cllr. W.C. Longden reported in fly tipping just the other side of the Smugglers Den. It was decided to report it in to Highways. We have received a further quote for the Defibrillator. Proposed by Cllr. A. Percy, seconded by Cllr. R.L.B. Spencer Resolved to purchase the internet enabled Defibrillator package from Fleet. Cllr. A. Percy reported that in the QEII park 2 fence panels have been kicked out. Cllr. A. Percy reported that for the Monkey Tree Windfarm Turbine we await the results of the appeal. PA17/01847 Kingsley - Cllr. R.L.B. Spencer reported on his attendance at the Planning Committee Meeting. The housing officer stated that none of the Penhale affordable housing provision is for Cubert Parish. Cllr. R.L.B. Spencer gave the view that this possibly swayed committee members to support the application. Cllr. A. Percy is seeking clarification on this matter. DIVISIONAL BOUNDARIES FOR CORNWALL Cllr. A. Percy reported on his attendance at the CALC meeting along with Cllr. W.C. Longden and Cllr. R.L.B. Spencer. Number of Cornwall Cllr.s to fall to 87. Proposal for St. Allen and Rose to join our electoral area. Proposed by Cllr. R.L.B. Spencer seconded by Cllr. T. Hulbert resolved to support the proposed changes and reply to the consultation accordingly. NEIGHBOURHOOD PLAN - It was decided to discuss this at the November meeting. ANY OTHER RELEVANT BUSINESS NOT REQUIRING DECISIONS AT THIS MEETING: Cllr. T. Hulbert reported on his work so far on replacement play equipment for Chapel Green. Cllr. R.L.B. Spencer updated the Parish Council of the progress on the emergency plan. Cllr. R.L.B. Spencer requested that we chase up the issue of the pavings dropping around an inspection cover in Jubilee Close with Adrian Drake. The meeting was closed at 22.32 pm. The next regular meeting to be held on Wednesday 15th Nov. 2017 at 7 p.m. in the Village Hall. 2 As the evenings are now drawing in, when walking, please dress appropriately to be seen and face oncoming traffic. The Cubert and Crantock Community Benefit Trust An annual community gain, lasting a period of 25 years, was adopted within the planning permission for the Trevemper Solar Farm. The Fourth Community Gain funding from the Benefit Trust is now available. Payment will be made for qualifying projects, which are projects or endeavours that, in the reasonable opinion of the Trustees, have measurable local community benefit, with preference given to projects that promote sustainability, which failing that, such other charitable projects or endeavours as the directors or Trustees may acting reasonably support. Davies National Rivers Authority Environmental Protection Manager South West R egion ANNUAL CLASSIFICATION OF RIVER WATER QUALITY 1992: NUMBERS OF SAMPLES EXCEEDING TOE QUALITY STANDARD - FWS/93/012 This report shows the number of samples taken and the frequency with which individual determinand values failed to comply with National Water Council river classification standards, at routinely monitored river sites during the 1992 classification period. Compliance was assessed at all sites against the quality criterion for each determinand relevant to the River Water Quality Objective (RQO) of that site. The criterion are shown in Table 1. A dashed line in the schedule indicates no samples failed to comply. This report should be read in conjunction with Water Quality Technical note FWS/93/005, entitled: River Water Quality 1991, Classification by Determinand? where for each site the classification for each individual determinand is given, together with relevant statistics. The results are grouped in catchments for easy reference, commencing with the most south easterly catchments in the region and progressing sequentially around the coast to the most north easterly catchment. Davies National Rivers A h ority Environmental Protection Manager South West Region RIVER WATER QUALITY 1992 CLASSIFICATION BY DETERMINAND 1. INTRODUCTION River water quality is monitored in 34 catchments in the region. Samples are collected at a minimum frequency of once a month from 422 watercourses at 890 locations within the Regional Monitoring Network. Each sample is analysed for a range of chemical and physical determinands. These sample results are stored in the Water Quality Archive. A computerised system assigns a quality class to each monitoring location and associated upstream river reach. This report contains the results of the 1992 river water quality classifications for each determinand used in the classification process. 2. RIVER WATER QUALITY ASSESSMENT The assessment of river water quality is by comparison of current water quality against River Quality Objectives (RQO's) which have been set for many river lengths in the region. Glasney was closely related to the Exeter Cathedral, both in design and building stones, including work closely related to two major national figures: THOMAS WITNEY and WILLIAM JOY. Launceston Priory shows more mixed connections. The rib profiles are close to work at Bristol, the likely source of architect, since this was a house of the Augustinian Canons, but the choir screen and floor-tiles are Exeter works, and Exeter was surely the source of its remarkably complex tracery. Parish churches with stylistic links to Exeter Cathedral St Ive Closest and perhaps the most important survival, probably resulting from the connections of Bartholomew de Castro, the ‘right-hand-man’ of Bishop Grandisson. Related to this, a group of works, mainly in south-east Cornwall with closely related features of c. 1325–50: South Hill, Sheviock, Tywardreath St Germans and St Michael Penkevil. Also linked to this group: the ?shrine arch at St Neot; St Columb Major – surprisingly ambitious, the caps very similar to those at Exeter Cathedral .
