information Background Background

Medical Care

Treatment: Kamenka ( in ) is a city located in the Transnistrian region of the of . There are no specialized medical facilities to support psychological treatment of the patient in Camenca city. The nearest Psyhological Hospital in the region is located in .

IMPORTANT: It should be underlined that the Moldovan Government (GoM) has no control over the region. The region has its own so-colled public health system which is not under Moldovan de factor jurisdiction. This situation resides in the fact that 's status is disputed for more than 25 years, as the self-proclaimed authorities (residing in Tiraspol) claim the region as an independent state. In this context, it is important to note that the Moldovan public health services are NOT available in Transnistria region (and respectively are not available in Camenca or Tiraspol).

However, being a citizen of Moldova (assuming the migrant has a Moldovan citizenship that can be certified with a national ID card), the patient has the option to benefit of the public medical assistance provided within Moldovan public health services on the right bank of the Nistru River. For this to happen, the medical condition of the beneficiary should be assessed by specialized medical staff and an official diagnosis by the Moldovan competent authorities should be issues, based on which the returnee will be referred to specialized hospital for further treatment. In case the medical condition of paranoid schizophrenia is confirmed (or other

Country Information Country severe medical conditions), the returnee will be hospitalized, while the costs of hospitalization and medication will be covered by a public medical insurance, which would be issued free of charge based on the issued diagnosis.

Beyond the first option, in case the migrant is registered with the unrecognized Transnistrian authorities (which can be certified with a Passport issued by Transnistrian de facto authorities), theoretically he/she can benefit of medical assistance, provided by so-called Transnistrian public health system. However, one should note that, according to the existing practices, in the Transnistrian region:

• The access to hospitalization for people suffering from different psychological conditions is limited and possible only in extreme cases, specifically when the patient poses a threat to other people / public order; • There are no working programs for medical rehabilitation or social reintegration / inclusion for people with mental conditions.
