Annotation The OSCE Kosovo Verification mission (KVM) was established in October 1998, in order to verify the compliance with the UN Security Council Resolutions relevant to the Kosovo conflict. The breakdown of the peace process in March 1999, lead to the withdrawal of the mission and painted it as a failure. It is surprising, how many authors speak about a failure of the KVM, while giving no reasonable argumentation. This study will try to show, that this negative assessment is largely a product of misinterpretation of the KVM´s mandate and misunderstanding of the very purpose of verification (observation) missions. It was not the task of the KVM to prevent the ceasefire violations, neither to provide a peaceful solution to the conflict. It was to verify (observe) the compliance with the UN Security Council Resolutions. Verification (observation) missions do not seek any concrete achievements (mission goals; as e.g. peacekeeping or peace enforcement missions), their “goal” is their performance.

Legler1 Abstract At the moment, Beak Consultants GmbH is setting up a set of geoscientific maps for Kosovo at a scale of 1 : 200,000. Some of the maps are already completed (Map of Minerals, Hydrogeological Map), some are close to completion (Map of Morpho-Orographical Structures, Satellite Imagery Map, Map of Mineral and Thermal Water), some need further discussion (Tectonic Map) and some are still in compilation process (Geological Map, Metallogenic / Minerogenic Map, Soil Map). After completion, the map set will form a important basis for the economic development of the Territory as it provides a basis for investors, for state institutions and for geoscientific surveys and users in order to get a first overview of the resources and the potential of Kosovo. Main words Geoscientific Map Set, Geology, Raw Materials, Metallogeny, Hydrogeology Background Maps are the principal instruments of displaying geoscientific information and of providing this information to the different sectors. Geoscientific maps are very important for the ministries and for the municipal planning authorities, for the civil engineering and mining industry as well as for potential investors in the mining sector, and for many other users. PERSONAL BACKGROUND My father Borislav Bazala was born in Sofia, Bulgaria in 1910, the son of a Croatian father and a Bulgarian mother. He passed away more than a century later in 2011. His father, Maximilian, was the youngest of six children in the somewhat rigidly structured home of my great grandfather who specified precisely the careers he intended his four sons to pursue. They were to become a doctor, a military officer, a professor of classical studies, and a Roman Catholic priest; his two daughters were only expected to marry well. Having no interest whatsoever in becoming a priest Max rejected his father’s will, left home and went to Paris where he mastered seven languages. Ultimately, after settling in Bulgaria, he became a professor of linguistics. After he returned to Zagreb, the capital of Croatia, Max became involved with an effort to create a federation among south Slavic peoples, a yugo Slavia (‘yugo’ in Serbian and Croatian means south). He had become an adherent of the idea propounded by Roman Catholic Bishop Josef Strossmayer who was a leading politician in late 19th and early 20th century Croatia.

This study examines discourses between the EU and Macedonia surrounding the concept of multiculturalism, which emerged from inter-ethnic conflict between Albanians, the largest ethnic minority in the nation, and Macedonians, the majority ethnic group. From the Ohrid Framework Agreement, which provides the main format for multiculturalism discourses, the study interrogates how multiculturalism is rhetorically constructed by EU representatives in their presentations to the Macedonia public, and by Albanian and Macedonian and officials of the Macedonian Government, Ministry of Foreign Affairs, Deputy Prime Ministers Office for European Affairs, and the Vice Prime Minister representing the Albanian political party in government. The study employs the ideographic analysis method of rhetorical criticism which is particularly constructive for interrogating concepts, such as multiculturalism, used by various parties engaged in negotiating conflict. As different ethnic groups in Macedonia have competing conceptualizations of multiculturalism, the study examines how the term is rhetorically constructed to the Macedonian public from outside the nation, and within by Macedonian and Albanian ethnic groups, particularly under conditions of warfare and EU and U.S.

However, this paper aims to argue that as a distinct temporal and normative structure within discourse, it is a powerful tool for understanding the ways in which narratives give meaning to political phenomena, not just by describing how they are, but how they ought to be. To explain the function of myth, a case study of Kosovo has been conducted. Much scholarly debate on the nature of internationally contested states exists, but we will make the argument that Kosovo is best understood as a being in a state of liminality, due to the conflicting nature of its political structures and foreign intervention. By joining the theory discourse of Laclau and Mouffe, with insights from psychoanalysis we suggest a framework for analysing the distinct nature of political myths. The utopian horizons of myth spell out two antagonistic narratives of sovereignty in Kosovo: one of European integration and market liberalisation, and one of unification with Albania.
