    Reforms and Governance within the Higher Education System of Kosovo By Granit Jakupi Submitted to Central European University Department of Economics In partial fulfillment of the requirements for the degree of Master of Arts in Economic Policy in Global Markets Supervisor: Professor Lajos Bokros CEU eTD Collection Budapest, Hungary 2013 i ABSTRACT A number of studies worldwide, for several decades, have placed considerable importance on higher education when analyzing the potential that this system has in improving the economic development and mitigating the poverty among developing countries. This thesis investigates how the higher education system is affecting the unemployment level among educated workforce. It has been structured using a descriptive study design by mapping out the issues and providing solutions from the perspective of policy makers responsible for the higher education system. The theoretical framework has been derived based on institutional theories of higher education and literature on human capital. The core findings from this study resulted from extensive field research and analysis of statistics. The results suggest that the higher education system in Kosovo is poorly structured and it is identified as the main contributor to the unemployment level among educated workforce. Additionally, those findings suggest that the root, risks, and response is located to central institutions and it is in their hands to tackle the issue of jobless graduates within the country of Kosovo. Finally, the policy recommendations are formed following the data suggestions and they represent joint efforts of higher education institutions to undertake policy reforms in restructuring and improving the system. The country caught my interest and I have been going back there every year since. This is why the decision to focus on Kosovo for my research was quickly made. As a tourist, you stand out, because there are not many there. I have seen the beautiful and positive sides of Kosovo but at the same time I have noticed how the country, years after the war, still has a long way to go. With my research, I want to give a helping hand and combine tourism with the development of the country and dealing with the war history. I have written this thesis for my master’s degree in Human Geography: Cultural Geography & Tourism at the Radboud University, Nijmegen. I went to stay in the capital of Kosovo, Pristina, for three months and experienced what it is like to live there instead of just being a tourist. I hope this thesis can be of value to the person reading it. Before its independence, Kosovo is an autonomous province under Serbia, which was part of Socialist Federal Republic of Yugoslavia (SFRY). Kosovo has a long history of conflicts since the occupation of Turkish Ottoman Empire in Balkan Peninsula area until the recent one was the Kosova War in 1998 – 1999. As a post-conflict society, Prishtina is suffering from several urban challenges. One of these challenges is road safety issue indicated by increasing the number of traffic accidents in Prishtina and even nationwide. National government considered this situation as unusual for European countries. This study aimed to answer a research question on how the road safety is perceived from two main perspectives, which are road users (pedestrians and cyclists) and stakeholders in the producer’s level of road safety strategy in Prishtina. This study was conducted in urban zone of Prishtina, which is also the case study, with the regards to the increasing number of traffic accidents, which involve pedestrians and cyclists, as the vulnerable road users.

SUMMARY This quarter the Kosovo Independent Media Program (KIMP) focused on improving the professionalism of television broadcast news, on specialty writing for print media, and on association development. Concurrently, IREX continued to assist television stations KTV and RTV21 to improve their business and programming strategies. IREX worked with KosovaLive, the Association of Independent Broadcast Media in Kosovo, the Association of Professional Journalists of Kosovo, and the Kosovo Terrestrial Transmission Network to determine activities and budgets for the coming year. IREX also worked with a number of media outlets, including Alem magazine and Radio Peja, to process additional subgrant requests. Training over the course of the quarter focused on features writing, research for television, and business reporting. Russell Peasgood, a resident media advisor with the IREX office in Serbia, also ran two-day training sessions in four regional television stations: TV Men in Gjilan, TV Liria in Ferizai, TV Prizreni in Prizren and TV Syri in Gjakova.

Derisa shumica fillojnë të ankohen për përfundimin e verës, unë jam tejet e lumtur që jemi në muajin shtator. 23 Shtatori nuk nënkupton vetëm zgjatjen e natës, rënien e temperaturave dhe fillimin e mësimit në shkolla. Në vijim i gjeni disa arsye pse shtatori është një nga muajt më të mirë të vitit. a) Ai përfaqëson një fillim të ri: Nxënësit kthehen në shkollë me këpucët dhe rrobat e tyre të reja, madje edhe kutitë e reja të lapsave. Duke qenë se e doja shkollën si fëmijë, unë isha një nga ata që mezi prisnin mbarimin e pushimeve verore. Blerja e librave dhe fletoreve të reja ishte pika kulmore e pushimeve verore për mua. MBRETËRIA b) Është sikur ‘janari i ri’: shtatori u mundëson të gjithëve E KAFSHËVE ta lënë verën prapa dhe fillojnë të vendosin synime të reja për muajt e mbetur të vitit. Duke pasur janarin shumë afër, 14 shtatori është muaji më i mirë për t’i rikujtuar dhe për të Kopertina: tentuar realizimin e vendimeve të Vitit të Ri.
