Executive Summary Background 1. This travel plan for Edinburgh Park is an update to the original plan which covered the period from 2003 to 2013. This updated travel plan has been developed on behalf of Edinburgh Park (Management) Ltd, in consultation with the park's current occupiers, City of Edinburgh Council, SEStran, public transport operators and Cycling . It aims to: i. provide a long term, sustainable travel management plan for Edinburgh Park that remains relevant by responding to changing conditions and opportunities as the Park develops; ii. provide a framework for existing and new businesses at Edinburgh Park to adopt their own site-specific measures and encourage sustainable travel behaviour at individual workplaces; and iii. be a working document for the Edinburgh Park travel plan coordinator to plan and undertake actions. 2. The travel plan is an overarching framework for Edinburgh Park, and will provide a mechanism for the development of more strategic level measures that are relevant to Edinburgh Park as a whole. 3. Individual occupiers will have an important role to play in ensuring that their employees can fully benefit from the initiatives and measures that are developed via the travel plan, and in implementing those measures which are employer-specific. Occupiers arriving on site since 2003 are legally obliged to agree to the plan in accordance with the conditions agreed with City of Edinburgh Council. Occupiers present before then are requested to contractually agree with the plan. 4. The travel plan will focus on employee commuting, business and visitor travel. It will be implemented from 2015 to 2025, and reviewed annually to ensure it remains relevant. Existing travel situation 5. Edinburgh Park is already well connected to the transport network, with two rail stations providing direct connections across the Central Belt and ten bus services providing local links into Edinburgh and West Lothian. In May 2014, the Edinburgh Tram service began, providing an alternative link to the city centre, and airport. Facilities on the park for cyclists and pedestrians are of good quality. A range of measures have been implemented on the park, including shuttle buses to connect the park to the nearby stations, high quality bus shelters, a site wide car share scheme, and a wide range of online information. Measures have been implemented to manage car use to the site via a barrier access scheme on a key access route. Further emphasis on awareness raising of the range of travel options and benefits of these over travelling by car, working with local stakeholders to further improve connections to areas such as Fife and West Lothian and working with stakeholders to integrate with their existing and future schemes are priority areas for the travel plan in the future. Travel survey results 6. The original travel plan, and associated Section 75 planning agreement set out a target level of single occupancy car use to the park of 49% and average weekday traffic flows on access and egress routes not to exceed 20,000 vehicles. reducing reliance on access to the site by single occupancy car, resulting in a reduction from 70% in 2003 to 56% in 2015. Traffic counts also show that flows are significantly less than an average of 20,000 vehicles per weekday. However further work is required to encourage further behaviour change towards more sustainable modes and reach the agreed target. Aims, objectives and targets 7. The overarching aim of the travel plan is to maximise the use of both current sustainable transport infrastructure and also new services and facilities as they become available. 8. The aim of Edinburgh Park's Travel Plan is supported by the following objectives:  To meet the mode share targets agreed within the travel plan;  To meet the average weekday traffic flow targets for Edinburgh Park; and  To work in cooperation with employers based on Edinburgh Park to influence travel behaviour towards sustainable modes of travel. 9. Each objective is will be monitored via a selection of targets, including mode share, traffic flow and engagement activity with employers on the park. Targets will be set for 2020 and 2025. Travel plan measures 10. A range of prioritised travel plan measures are proposed, covering the key themes of management and coordination, general promotion and marketing, walking, cycling, bus, tram, rail, car share, car club and electric vehicles. 11. All measures are included in a detailed action plan, with timescales for implementation, indicative costs and information on who Edinburgh Park and the park’s travel plan forum will look to in supporting their delivery where required. Management 12. The travel plan will be managed by Edinburgh Park (Management) Ltd, with input from the employers on the park. Employers will influence the travel plan via participation on the travel plan forum. Regular forum meetings will be set up providing information and support to members as well as an opportunity to influence how the plan is implemented. 13. Edinburgh Park’s travel plan coordinator will engage with new occupiers at the site to inform them of the plan and secure their participation in travel plan activities. 14. As well as representatives from the businesses on the park, the travel plan will require advice and support from key stakeholders including City of Edinburgh Council, public transport operators, Cycling Scotland and providers of other local and national initiatives supporting travel behaviour change such as SEStran and Liftshare (the car share scheme supplier). Monitoring 15. A process for monitoring the travel plan is set out in the travel plan including an annual travel survey of employees on site, traffic counts and monitoring of participation in site initiatives such as forum meetings and the car share scheme. The volume of staff accessing travel information from Edinburgh Park’s website will also be monitored.

1 Background Introduction 1.1 This travel plan is an update to the original plan which covered the period from 2003 to 2013. The original travel plan, and associated Section 75 planning agreement set out a target level of single occupancy car use to the park of 49% and average weekday traffic flows on access and egress routes not to exceed 20,000 vehicles. These targets were supported by a range of travel plan actions. 1.2 Progress was achieved towards reducing reliance on access to the site by single occupancy car, resulting in a reduction from 70% in 2003 to 56% in 2015. Traffic counts also show that flows are significantly less than an average of 20,000 vehicles per weekday. However further work is required to encourage further behaviour change towards more sustainable modes and reach the agreed target. 1.3 This travel plan has been developed in the context of a changing transport environment in Edinburgh with the recent introduction of Edinburgh Tram, linking Edinburgh Park to the city centre and , further Smarter Choices, Smarter Places funding from the Scottish Government, for sustainable transport initiatives and a new operator for the ScotRail franchise committed to improved integration between rail and other modes. 1.4 The revision takes into consideration the emerging Local Development Plan1 for Edinburgh including its policies relating to transport and new development and key elements of this including development of Edinburgh Gateway station and improvements to pedestrian and cycling links throughout the west of Edinburgh. 1.5 This updated travel plan has been developed on behalf of Edinburgh Park (Management) Ltd, in consultation with the park’s current occupiers, City of Edinburgh Council, SEStran, public transport operators and Cycling Scotland. 2 Existing Travel Situation Overview 2.1 Edinburgh Park is a mixed use business park located to the west of Edinburgh. The site is currently home to 28 businesses providing employment for around 7,000 people. The predominant land use is office space. Two hotels, a nursery, gym, restaurant and shop are also present. Further development will occur in the southern area of the park which is likely to result in greater volumes of vehicle and other traffic to and within Edinburgh Park. 2.2 The park is bordered by significant developments including to the north of the site, Hermiston Gate retail park to the south and and business park to the west. 2.3 This chapter outlines the current travel situation. Facilities for walking and cycling 2.4 The walking environment on the park is of a high standard. Footpaths consisting of wide pavements align all major vehicular routes. They are in good condition. Main routes have signalised junctions enabling safe crossing. 2.5 Cycle parking facilities vary in quality, but are available on site for each individual employer. Cycle parking is of the secure ‘Sheffield’ stand design, however the quality of shelters is variable with some stands lacking coverage from the elements. 2.6 Access to Edinburgh Park by cyclists and pedestrians is via:  Lochside Crescent;  South Gyle Crescent;  Lochside Avenue; and  Lochside Court (from Edinburgh Park Station) 2.7 Access is also possible to the park from Station Road (via a pedestrian footway). This route is of variable quality outside the park boundary but does potentially provide access along quieter routes from areas west of the park towards Livingston. Bus services 2.8 Edinburgh Park is serviced by a range of bus services. is the main operator. Currently one service is also provided by EM Horseburgh. Previously a small number of services were provided by Firstbus and Stagecoach though these currently no longer serve the park.

2.9 Appendix Table 1 provides details of the bus routes and frequencies to/from the Park and show that many of the buses are of a high frequency of between four and six buses an hour during the day and many services run from early morning to late at night. Rail services 2.10 Edinburgh Park Station is located at the southern edge of the park, and linked by shuttle bus service which runs in the morning from 07:15 to 09:40 and in the evening from 16:00 to 18:20. 2.11 There are regular and fast links from Edinburgh Park to a wide range of destinations in the west including Glasgow, settlements in North Lanarkshire and West Lothian (as summarised in Appendix Table 2) and to the north east including Falkirk, Dunblane and Stirling (summarised in Appendix Table 3). 2.12 South Gyle Station is located approximately 20 minutes’ walk to the east of the park and is also linked to the park by a shuttle bus service. Services connect South Gyle station to destinations in Fife (as summarised in Appendix Table 3). 2.13 Bicycles can be taken on trains at any time. Vehicle access Access routes 2.14 Edinburgh Park is well served by the strategic road network. However, the roads in and around the Park suffer from congestion at peak times. The Gogar Roundabout is a key point of congestion. These conditions impact on staff accessing and leaving the park, resulting in greatly increased journey times. Access control 2.15 A further point of access is via Lochside Avenue. This access is managed via a barrier and tag system. The number of vehicles accessing Edinburgh Park along Lochside avenue is regulated to 1,800 vehicles per hour in each direction during the morning and evening peak periods. 2.16 The access control system is monitored by EP(M)L’s security team on a 24hr basis via CCTV cameras and a barrier intercom. This is used to monitor the normal operation of the barriers and assist in identifying public transport, service of emergency vehicles requiring access. Automatic vehicle detection is used to allow passage through the barriers by buses. Barriers can be operated manually in the event of a malfunction or emergency. 2.17 A limited number of peak period access tags have been issued to employees based at Edinburgh Park as shown in Table 2.1. For an occupier to qualify for the tag system they will be required to adopt and implement the travel plan and meet the mode targets for the year. They will be required to attend Transport Forum meetings. 2.18 Edinburgh Park has produced a guideline document providing best practice advice on the use and management of the access tags. Within the document there is an ‘Agreement Form’ on which the tag holder will provide their details and car registration. Parking facilities 2.19 Car parking facilities for employees and visitors are provided on-site by most employers on the Park. Individual employers manage their car parks in different ways depending on the number of spaces, demand for them from employees, and the nature of the business.

2.20 A pay and display car park is also provided in the south of the park. The parking charge is £4.00 per day.

3 Travel Survey Results

3.1 Travel surveys have been conducted annually at Edinburgh Park since 2003. Between 2003 and 2012 a large number of questions were asked of employees, covering travel patterns and attitudes. In 2014, a shorter travel survey was undertaken, in an effort to boost the response rates of the survey. A similar survey was used in 2015. Response Rate 3.2 The survey response rate in 2015 was approximately 26% from an approximate employee population of 7,945. Mode split 3.3 Individual organisations have varying levels of single occupancy car use. Overall mode split for 2015 compared to the 2013 target is shown in Table 3.1.

Alternative modes of travel 3.4 Considering the occasional travel choices made, 22% of respondents stated that they used the bus as an alternative to their main mode of travel, followed by train and car share, where 20% of respondents indicated use of each of these alternatives. Attitudes to Edinburgh Tram 3.5 The 2014 survey was undertaken before the tram entered service. A the time 36% of survey respondents indicated they would definitely or probably use Edinburgh Tram once it was running. 38% of respondents stated they probably would not or definitely would not use Edinburgh Tram. In 2015, 7% of respondents used the tram as their main mode with 14% or respondents within 800m of the tram route.

Transport Links 3.6 The majority of respondents rated transport links to Edinburgh Park as good or very good, with 69% of respondents stating this. 9% of respondents stated the transport connections were poor or very poor. 3.7 Considering these perceptions by main mode of travel to Edinburgh Park, those who were least satisfied with transport connections were those travelling by taxi and car as a passenger. Those travelling by tram are most satisfied. Accessibility 3.8 Considering accessibility of Edinburgh Park and home location of staff who responded to the 2015 travel survey:  Just over 5% of staff live within a 30 minute walk catchment most of these living between 20 and 30 minute walk away;  13% of staff live within a 20 minute cycle catchment with a further 8% living within a 30 minute cycle catchment;  20% of staff live within a 30 minute public transport catchment with a further 49% of staff live within a 60 minute public transport catchment. 3.9 This can be seen in Figures 3.1 to 3.3.

4 Aims, Objectives and Targets Aim of the travel plan 4.1 The overarching aim of the travel plan is to minimise the number of single occupancy car trips to Edinburgh Park and maximise the use of sustainable alternatives. 4.2 This will happen in two ways:  directly - through the travel plan coordinator engaging with occupiers and their employees to Edinburgh Park and developing park wide initiatives and events; and  indirectly - by the travel plan coordinator encouraging and supporting occupiers to actively engage with the Edinburgh Park travel plan and to develop and implement their own effective site specific sustainable travel measures. Objectives of the travel plan 4.3 The Edinburgh Park Travel Plan has the following objectives:  OB1: To meet the mode share targets agreed within the travel plan;  OB2: To meet the average weekday traffic flow targets for Edinburgh Park; and  OB3: To work in cooperation with employers based on Edinburgh Park to influence travel behaviour towards sustainable modes of travel. Travel plan targets 4.4 Progress towards the Travel Plan’s aims and objectives will be measured through a set of specific, measurable, assignable, realistic and time-bound (SMART) targets. 4.5 Progress towards targets will be monitored as set out in the monitoring strategy set out in Section 7. 4.6 Mode share figures obtained from the travel survey conducted in 2015 show mode shares for single occupancy car use at 56%, car share at 10%, bus at 8%, train at 10%, tram 7%, walk at 3% and cycle at 4%. Targets set to be achieved by 2013 are yet to be achieved however due to development in terms of transport infrastructure in and around Edinburgh Park (most notably the introduction of Edinburgh Tram and Airdrie-Bathgate rail link, new targets have been developed. These set out to slightly exceed the car driver (alone) mode share originally agreed by 2020 with further reductions proposed by 2025. 4.7 Targets have been informed by the accessibility analysis of Edinburgh Park (Figures 3.1 to 3.3, available transport infrastructure and the planned activities as part of the travel plan. They also take account of the relatively car-friendly nature of Edinburgh Park and its out-of-town location.

5 Travel Plan Measures Introduction 5.1 The following section outlines the proposed travel plan measures which will contribute to the travel plan’s aim, objectives and targets. Measures are based on results from the 2015 travel survey. Management measures MC1: Re-invigorate Travel Plan Forum 5.2 The Travel Plan Forum is a key mechanism for communication with organisations based on the park. The Travel Plan Forum will meet on three occasions during the year, at points which link with key travel plan activities such as the travel survey, bike to work week and National Liftshare week. Additional meetings will be arranged if required. 5.3 Attendance will be encouraged by ensuring meetings provide valuable information to employers, feedback on progress with travel plan or wider transport measures. Further encouragement to participate will come from reminders that participation in the forum is a stated requirement in the travel plan and non-attendance may result in removal of organisation’s barrier tags. MC2: Management of barrier tag scheme 5.4 The barrier tag scheme will continue to be managed by EP(M)L. Those organisations not supporting the travel plan by working towards the travel plan targets will have their tag provision reviewed and potentially reduced. MC3: Explore external funding opportunities for sustainable travel measures 5.5 EP(M)L will work with City of Edinburgh Council, SEStran, Cycling Scotland and other stakeholders to identify funding sources and apply for these to support delivery of travel plan activities as they become available. Funding sources currently or expected to be available include:  Smarter Choices, Smarter Places funding coordinated by City of Edinburgh Council;  Regional Cycle Network Grant Scheme coordinated by SEStran. MC4: Promote Energy Saving Trust support 5.6 The Energy Saving Trust (EST) provides support to organisations to reduce their carbon output from transport. Support from the EST will be promoted via the forum and organisations will be encouraged to take advantage of support on offer.

MC5: Promote Smarter Choices Smarter Places scheme 5.7 The Smarter Choices, Smarter Places programme aims to assist organisations participating in travel planning activities. Once available, EP(M)L will coordinate the promotion of this scheme to organisations based on the park, via the Transport Forum and follow-up emails. MC6: Join and promote Edinburgh Council business travel plan network 5.8 EP(M)L will aim to participate in City of Edinburgh Council’s business travel network, once this is established, to ensure support available to employers is known and best practice can be shared. The existence of any new network will be promoted to the Travel Plan Forum to encourage their participation. General promotion and marketing PM1: Develop poster promoting travel options for the park 5.9 Feedback from the Travel Plan Forum indicated a need for improved information to promote travel options in reception areas and other points of heavy footfall. A poster will be developed in cooperation with Travel Plan Forum representatives which covers the most appropriate information. PM2: Develop travel plan information pack for new employers 5.10 EP(M)L will develop an information pack for new and existing organisations based on the park which highlights the key requirements of the travel plan and benefits of participation. PM3: Update Edinburgh Park online transport map 5.11 EP(M)L will explore funding opportunities to develop an up to date transport map highlighting travel options to the park including public transport, cycling and walking. PM4: Sustainable travel roadshow 5.12 EP(M)L would explore funding opportunities for a sustainable travel roadshow, targeted at each employer on the park. Depending on funding available this roadshow would provide a range of services to employees including a Personal Travel Planning (providing tailored information on public transport, cycling and walking to Edinburgh Park), Dr Bike at larger sites, loan bikes and promotion of car sharing. Walking WA1: Promote Walk to Work Week 5.13 National Walking Month and Walk to Work Day occur in May each year. These initiatives will be promoted to Travel Plan Forum members. The websites will be circulated to Travel Plan Forum Members and highlighted at a Forum Meeting in May. The Walkit.com link already on the EP Online website will also be promoted. Cycling CY1: Promote availability of Cycle to Work salary sacrifice scheme to travel forum 5.14 The Cycle to Work salary sacrifice scheme allows employers to offer their employees a bicycle at a reduced cost via salary deduction and tax savings. Edinburg Park (Management) Limited will promote the availability of the cycle to work scheme to Travel Plan Forum members with support from Cycling Scotland.

CY2: Provide adult cycling activities 5.15 A key barrier to cycling to work can be lack of confidence for cycling in an urban environment. Assuming funding is available to provide adult activities such as led rides or trainig (for example via Smarter Choices, Smarter Places funding), sessions would be held at Edinburgh Park, and promoted via the Travel Plan Forum members. City of Edinburgh Council or Cycling Scotland would be asked to advise on an appropriate training provider. 5.16 To facilitate this EP(M)L will host an event, to bring potential partners together to assist with cycle training. CY3: Facilitate advice to forum reps on best practice cycle facilities 5.17 Feedback from the Travel Plan Forum was that advice would be beneficial in providing best practice cycle facilities. Edinburgh Park (Management) will explore who is best placed to provide this advice and organise their attendance at a Travel Plan Forum meeting. CY4: Promote Cycle Friendly Employer Award 5.18 In the past, Cycling Scotland has coordinated the Cycle Friendly Employer award. EP(M)L will liaise with Cycling Scotland to promote the Cycle Friendly Employer Award. This will take the format of a presentation to the Travel Plan Forum by Cycling Scotland and follow up by interested organisations in the award directly with Cycling Scotland. Cycling Scotland will be approached the following year and asked if any organisations participated from Edinburgh Park and follow-up will be made with these organisations to identify any activities delivered. CY5: Consider links to any future Edinburgh-wide cycle hire scheme 5.19 City of Edinburgh Council is considering implementation of a cycle hire scheme. EP(M)L will liaise with City of Edinburgh Council to explore how/if this scheme should be promoted to the Travel Plan Forum. CY6: Consider potential for improved cycle links from South Gyle to Edinburgh Park 5.20 Improving cycle links between South Gyle Station and Edinburgh Park would provide an alternative and potentially quicker link at peak time, to the shuttle bus. Improvements could include an improved cycle route and signage between South Gyle station and Edinburgh Park and provision of cycle hire (linked to measure CY5 above). CY7: Consider potential for improved cycle links to Edinburgh Park 5.21 Travel Plan Forum representatives have indicated a need for improved cycle links from the west of Edinburgh Park. Any improvements to cycle facilities introduced by City of Edinburgh Council (for example as part of the Local Development Plan) will be promoted to the Forum members to highlight improved cycle connectivity to Edinburgh Park. 5.22 Where appropriate EP(M)L and the Travel Plan Forum will participate in consultation activities to influence development of cycle routes around the park. CY8: Support Bike to Work Week 5.23 Bike to Work Week occurs in June each year. EP(M)L will:  Promote this national awareness day to the Travel Plan Forum members;  Organise a Dr Bike event to coincide with Bike to Work Week;

 Explore opportunity for Police Scotland to attend this event to provide cycle security marking. CY9: Support Cycle to Work day 5.24 Cycle to Work day occurs in September each year. EP(M)L will:  Promote this national awareness day to the Travel Plan Forum members;  Organise a Dr Bike event to coincide with Cycle to Work day;  Explore opportunity for Police Scotland to attend this event to provide cycle security marking. Bus BU1: Review of bus information at bus stops to ensure it is up-to-date 5.25 Bus operators undertake regular reviews of bus stop literature to ensure this is up to date. This will continue to be undertaken by bus operators. BU2: Promote bus tracker app and online services and explore opportunities for Bus Tracker display screens at employer sites on the park 5.26 Up to date bus information is readily available by a range of online options, both through web based services and mobile apps. To ensure employers are able to make the best use of these services including integrating online services to employers’ websites a Forum meeting will organised to support users. BU3: Explore any incentives or support from bus operators such as taster tickets or corporate support 5.27 Public transport costs have been raised as an issue for staff in previous travel surveys. Perceptions of public transport costs vs car use can discourage use of public transport. EP(M)L will explore the most effective marketing and promotion activities with bus operators to encourage increased use of buses. 5.28 To facilitate this EP(M)L will host bus operators a Travel Plan Forum meeting so that support can be promoted to employers. Tram TM1: Explore any incentives or support from tram operator such as ticket information, taster tickets or corporate support 5.29 Public transport costs have been raised as an issue for staff in previous travel surveys. Perceptions of public transport costs vs car use can discourage use of public transport. EP(M)L will explore the most effective marketing and promotion activities with the tram operator to encourage increased use of tram. 5.30 To facilitate this EP(M)L will host representatives of Edinburgh Tram at a Travel Plan Forum meeting so that support can be promoted to employers. Rail RA1: Promote ScotRail business-to-business corporate offer 5.31 ScotRail have highlighted the availability of a business to business support offer. EP(M)L will work with ScotRail to promote this offer directly to Travel Plan Forum representatives. This

will take the format of a presentation at the Travel Plan Forum and follow up with interested organisations directly by ScotRail. RA2: Continue to provide South Gyle and Edinburgh Park Shuttle Bus 5.32 EP(M)L will continue to run and promote the shuttle bus between South Gyle and Edinburgh Park stations and Edinburgh Park. Consideration will be given to potential service improvements possible by working in partnership with other nearby organisations operating shuttle services, such as RBS. RA3: Undertake promotion of cycle-rail, bus-rail or park and ride commuting from key local stations with appropriate facilities 5.33 Edinburgh Park is well connected for many by public transport, however, some staff live in locations where direct links are not available. ScotRail has an aim to improve integrated travel and access to rail services, presenting an opportunity to promote increased journeys combining bus, cycle or car travel with rail. 5.34 To facilitate this EP(M)L will host ScotRail a Travel Plan Forum meeting so that support can be promoted to employers. Car Share, Car Club & Electric Vehicles CS1: Support Liftshare engagement with employers on park 5.35 Liftshare operate Edinburgh Park’s online car share database, with approximately 75 members and are already engaged with a number of employers directly on the park. The Travel Plan Forum has indicated potential for increasing levels of engagement with employers to promote car sharing. 5.36 To facilitate this EP(M)L will host Liftshare at a Travel Plan Forum meeting so they can establish contact with new representatives, answer questions and agree follow-up with these organisations. CS2: Support National Liftshare Week promotion 5.37 National Liftshare Week occurs in October each year. EP(M)L will promote this to the Travel Plan Forum. EP(M)L will agree with Liftshare and SEStran the most appropriate way to promote Liftshare during Liftshare week with the aim of achieving an increase in car share database members and matched users. CS2: Explore options for Car Club re-introduction 5.38 A car club vehicle was available at Edinburgh Park in the past. However usage levels were low and a decision was made to remove the facility. A car club has since developed in Edinburgh and the park is home to more organisations. Opportunity for car club provision at a park wide level will be reviewed in 2015 and 2020. Promotion to individual employers will also be facilitated by EP(M)L by providing Travel Plan Forum members car club information and contact details for the car club operator in Edinburgh. CS4: Consider demand for Electric Vehicle charging point(s) at Edinburgh Park 5.39 Electric vehicles provide a low emission transport option and are increasing in popularity. Consideration will be given via the Transport Forum for demand for Electric Vehicle charging points and support available in terms of funding electric vehicle infrastructure will be explored with the Energy Saving Trust.

6 Management Introduction 6.1 This section sets out how the Edinburgh Park travel plan will be managed and implemented and identifies how necessary resources will be secured and stakeholders engaged. Effective management of the travel plan, combined with clearly defined roles and responsibilities, is fundamental to ensuring successful travel plan implementation. Travel plan coordinator 6.2 A travel plan coordinator has been appointed and will be tasked with overseeing and implementing the various measures outlined in this travel plan on a day-to-day basis. The travel plan coordinator will work with the Travel Plan Forum and with the steering group (see below) to ensure effective implementation, maintain support and to ensure that the travel plan remains relevant as Edinburgh Park develops. 6.3 The Travel Plan Co-ordinator is employed by EP(M)L. They will be sufficiently resourced to successfully perform the role. Edinburgh Park travel plan forum 6.4 A travel plan forum has been re-established at Edinburgh Park. The purpose of the travel plan forum will be to discuss travel plan related issues at the Park and to support the travel plan coordinator in taking forward and implementing travel initiatives. 6.5 The key objectives of the Travel Plan Forum will be to:  manage and monitor implementation of the travel plan and its initiatives;  develop new travel plan measures and new initiatives;  discuss travel related issues as they affect occupiers, employees and visitors at the Park and provide opportunities for the sharing of knowledge, experience and contacts;  promote the travel plan to other businesses across the Park, encouraging their active engagement;  undertake an annual travel survey and site assessment; and  publicise achievements and disseminate best practice amongst all occupiers. 6.6 New businesses will be invited to sit on the Forum as they move to the Park. Other stakeholders will also be invited to attend Travel Plan Forum meetings, such as local bus operators etc. Delivery mechanisms 6.7 There are two key audiences that the Travel Plan Coordinator will need to engage and work with in order to implement the travel plan. These are:

 existing businesses; and  incoming new occupiers. 6.8 How this will happen in practice is set out below. Existing business engagement programme 6.9 Businesses will be made aware of their obligations in respect to the travel plan and targets to promote and encourage sustainable travel amongst staff. The Travel Plan Coordinator will do this by:  prioritising businesses for engagement, focussing on those currently not engaging with the Travel Plan Forum;  arranging to meet with them to discuss the Travel Plan, the advantages to individual businesses of developing their own site specific measures etc; and  outlining the support that is available via the travel plan. 6.10 Businesses will be encouraged to commit to the travel plan by:  attending Travel Plan Forum meetings;  getting involved in Edinburgh Park-wide events and initiatives; and  facilitating the annual snapshot survey with their own employees by encouraging their staff to participate in the survey. Forum meeting topics 6.11 The following table sets out provisional topics for initial forum meetings. Additional meetings may be appropriate if initiatives become available and require promotion to the Travel Plan Forum (such as through Smarter Choices Smarter Places scheme or other funding streams).

August/September  Bike to Work day: Discuss what activities will be provided as part of Bike Day (September) and how this will be promoted to organisations to maximise participation.

 Travel Plan Poster: Discuss required content, format and funding of information poster for public areas.

Working with in-coming occupiers 6.12 The Travel Plan Coordinator will work with the incoming employer to ensure that they are provided with information about the travel plan at the earliest opportunity and are aware of their obligations regarding the travel plan. 6.13 A welcome pack will be prepared which will highlight the obligations of the business to provide a forum representative and participate in the travel plan as well the benefits of the travel plan for businesses moving onto Edinburgh Park. The welcome pack will include:  the objectives of the travel plan;  the travel plan targets;  the range of travel alternatives available and how they are being improved and developed;  on-site facilities and services that employers and employees can take advantage of; and  advice on the development of their own workplace-specific travel plan.

7 Monitoring & Review

7.1 A travel plan is a call to action. It is not a static document. The travel plan will be continuously reviewed and revised to ensure it remains relevant to the Park and its occupiers. 7.2 The monitoring strategy for the travel plan involves three key aspects:  snapshot travel survey;  traffic surveys; and  monitoring specific to particular measures. 7.3 The information gathered through the monitoring programme will track the effectiveness of the travel plan and help to identify what revisions or new initiatives are likely to be required. 7.4 Once detailed surveys have been undertaken in May 2015, the overarching objectives and targets set for the travel plan will be updated if required. Snapshot travel survey 7.5 The snapshot travel survey will be conducted each year, to monitor staff travel patterns on an on-going basis. As a minimum, annually the survey will consider:  Employer;  Main mode of travel to Edinburgh Park (by distance travelled);  Alternative modes used to travel to Edinburgh Park; and  Home postcode. 7.6 Additional questions may be asked dependent on need. This will ensure the travel survey is short, response rate is high and results can be compared year on year, while also allowing specific areas of interest to be covered as and when required. Traffic counts 7.7 The primary purpose of the traffic counts is to assess the success of the transport measures implemented by the travel plan and identify and target further measures if required. 7.8 Existing traffic counters require replacement and will be re-installed at the barrier access point to Edinburgh Park. Annual average weekday flows will be analysed and reported every six months and reported to City of Edinburgh Council. 7.9 The average daily flow will also be reported every three months. 7.10 Remote traffic dial-up equipment will be installed to allow the traffic data to be collected remotely by Scottish Government for storage and analysis on the Scottish Trunk Road Database System.

Other monitoring 7.11 In addition to the travel surveys and traffic counts the following will be monitored in an annual basis:  membership of the car sharing scheme and number of matched users;  number of people/businesses participating in events and promotions at Edinburgh Park; and  number of 'hits' on the travel pages of the website. Sharing monitoring findings 7.12 Monitoring information will be shared with all businesses and their employees, published on the EP online website, and reported to City of Edinburgh Council and the other key stakeholders. Formal review 7.13 The travel plan will be subject to a formal review by City of Edinburgh Council every five years until the southern phase is complete, and informal review and updating by EP(M)L to meet the changing needs of the Park on an ongoing basis.
