The Marmaray Project is a commuter rail system designed to unify Istanbul’s two independent rail transportation systems, and it will connect Halkalı on the European side with Gebze on the Asian side of the city. With the beginnings of rail construction in the 1870s, the waters of the Bosphorus separated the Oriental Railway on the European side from the Anatolian and the Baghdad Railway, preventing a direct connection between Europe and Asia. -

Politecnico di Milano, Building Environment Science Technology (BEST) [email protected] TRADITIONAL TECHNIQUES AND DISTRICT REHABILITATION Sustainable rehabilitation and preservation strategies in historic quarters Industrialisation, started with Industrial Revolution in mid 18th century by the invention of machines but advanced fast in early 19th century by establishing factories in large areas, has changed various aspects of life in terms of economy, architecture, design, and construction, rate of production, social life and politics. However one aspect, the nature, became very important in architecture field when there have been various and serious problems on four basic elements of planet: earth, air, water and fire. All these elements have been influenced badly after industrialisation period due to high demand for rapid and heavy construction regarding the all aspects above. Nowadays, in architecture it is inevitable to find a link between nature and construction, engineering and design to preserve the resources of life which can be called sustainability. This link is very essential in today's new architectural designs to sustain environment but it is more interesting and difficult to find the sustainable link for historical buildings which were constructed during economical revolutions. The structures were constructed with peculiar technology, serviceability in its own environment and definite district, as the time passes the possibility to withstand changing environment conditions would become complicated. In this paper, historical residential buildings, constructed in 19th century in Fener – Balat Istanbul, Turkey, an important example of cultural heritage district, will be analysed in terms of three different views. -

In 2006, the Fatih Municipality knocked on the residents’ doors with an urban renovation project. The community really did not know how they could retain their residence in the neighborhood; unfortunately everybody knew that they would not prosper in another place without their community connections. They were poor and had many issues impeding their livelihoods, but there should have been another solution that did not involve eviction. People, associations, different volunteer groups, universities in Istanbul, and also some trade associations were supporting the people of Sulukule. The Sulukule Platform was founded as this predicament began and fought against government eviction for years. In 2009, the area was totally destroyed, although the community did everything possible to save their neighborhood through the support of the Sulukule Platform. I cannot say that they lost everything in this process, but I also cannot say that anything was won. I can only say that the Fatih Municipality soiled its hands. No one will forget Sulukule, but everybody will remember the Fatih Municipality with this unsuccessful project. -

Marmaray Project - Turkey
MARMARAY PROJECT - TURKEY Istanbul is a city where historical and cultural values must be preserved and at the same time modern railway facilities have to be installed to decrease the environmental impact of public transportation and increase the capacity, reliability and comfort of the railway systems. The Project provides an upgrading of the commuter rail system in Istanbul, connecting Halkalı on the European side to the Asian side with an uninterrupted, modern, high-capacity commuter rail system. Railway tracks in both sides of Istanbul Strait will be connected to each other through a railway tunnel connection under the Istanbul Strait. The line goes underground at Yedikule, continues through the Yenikapı and Sirkeci new underground stations, passes under the Istanbul Strait, connects to the Üsküdar new underground station and emerges at Sögütlüçesme. The entire upgraded and new railway system will be approximately 76 km long. The main structures and systems; include the immersed tube tunnel, bored tunnels, cut-and-cover tunnels, at - grade structures, three new underground stations, 37 surface stations (renovation and upgrading), operations control centre, yards, workshops, maintenance facilities, upgrading of existing tracks including a new third track on ground, completely new electrical and mechanical systems and procurement of modern railway vehicles. The idea of a railway tunnel under the Istanbul Strait was first raised in 1860. However, where the tunnel under the Istanbul Strait crosses the deepest parts of the Strait, the old-fashioned techniques would not allow the tunnel to be on or under the seabed, and therefore the design indicated a "floating" type of tunnel placed on pillars constructed on the seabed. -

Urban intervention strategies in Istanbul María Pilar García Cuetos Profesora Titular, Universidad de Oviedo Resumen Las casas tradicionales de madera de Estambul constituyen una parte fundamental del patrimonio de la ciudad, pero desde los años cincuenta del siglo XX han ido desapareciendo, sustituidas por estructuras de hormigón. A partir de los años setenta, varios proyectos de restauración han intentado salvarlas, siguiendo concepciones muy diferentes sobre la restauración, sobre el concepto de la autenticidad y sobre la idea de ciudad. Desde las restauraciones basadas en la demolición/reconstrucción y en la recreación de escenarios urbanos para turistas, hasta las intervenciones que aúnan desarrollo social y recuperación patrimonial, se analizan las diversas estrategias de intervención en la ciudad. Palabras clave: Estambul, restauración, casas de madera, recuperación urbana, autenticidad. Abstract Traditional wooden houses are a fundamental part of Istambul heritage, but from the fifties of the 20th century they have been disappearing, replaced with structures of concrete. From the seventies, several restoration projects have tried to protect them, following different conceptions on restoration, on the concept of the authenticity, and on the idea of the city. From restorations based on the demolition / reconstruction and on the recreation of urban scenes for tourists, up to the interventions that join social development and cultural heritage restoration, the strategies of intervention in the city are analyzed. The Fener Greek Patriarchate

Suat Bilge is Professor of International Relations and Ambassador (retired). A controversy concerning the Fener Greek Patriarchate started in Turkey in 1997. It was stated that the Patriarchate could be used both for and against the interests of Turkey. On the one hand, it was claimed that the Patriarchate had intentions to establish itself as an ecumenical church and become a state like the Vatican; that the Orthodox world was trying to gain power in Turkey. On the other hand, some people stated that Turkey could benefit from the prestigious position of the Patriarchate and suggested an improvement in its status. First of all, I want to stress that the Patriarchate no longer enjoys the importance it once possessed in Greek-Turkish relations. Today, the Patriarchate is trying to become influential in Turkish-American relations. The Fener Greek Patriarchate is a historical religious institution. After the division of the Roman Empire, it became the church of the Byzantine Empire and obtained the status of an ecumenical church. With the collapse of the Byzantine Empire, the Patriarchate became the church of the Greeks living within the Ottoman Empire. Besides its functions as a religious institution, the Patriarchate was also granted the right to act as a ministry of Greek affairs by Mehmet II. He granted increased authority and privileges to the Patriarch. After the collapse of the Ottoman Empire, the Fener Greek Patriarchate became the church of the Greeks living within the Republic of Turkey. -

The Study on Integrated Urban Transportation Master Plan for Istanbul Metropolitan Area in the Republic of Turkey Final Report Chapter 3 Chapter 3 Road Network and Traffic Volume 3.1 Road Network 3.1.1 Inter-regional Road Network 1) Existing Road Turkey is situated at the transit corridor between South-east Europe and the Middle East. Since “The Declaration for The Construction of International Arteries” (AGR) prepared by the United Nations Economic Commission for Europe (UN/ECE) in 1950 in Geneva, Turkey has developed international corridors connecting it to Southern Europe, because the international road network of AGR included an extension to Turkey. According to the provisions of AGR, two arteries should reach Turkey as E-Road. These are E-80 entering from the Bulgarian border (Kapikule) and E-90 entering from the Greek border (Ipsala). These two main routes link the International Road Network of Europe with the Middle East and Asia at southern and eastern borders of Turkey via Anatolia. The TEM highway network in Turkey starts from Edirne at the Bulgarian border and passes through Istanbul via the Fatih Sultan Mehmet Bridge and parts into two branches in Ankara going eastward and southward. Its eastern branch again parts into two branches in Askale. One of them reaches Trabzon in the Black Sea Region, and the other ends in Gurbulak at the Iranian border.
