PROGRAMME AND PROJECT ABSTRACTS Alpine Space Programme MidTerm Conference 16/17 June 2011 Grenoble, How does the Region of Rhône-Alpes envisage its role on the European stage?

Rhône-Alpes is a major European region in terms of size, population, economic vitality and research potential. It pursues dynamic cooperation initiatives within the Four Motors for Europe (with Baden-Württemberg, Catalonia and Lombardy), the -Mediterranean Euroregion (with its neighbour Provence-Alpes-Côte d’Azur as well as the Regions of Aosta Valley, Piedmont and Liguria in ), not to mention Malopolska in Poland and the South Danube Region in Hungary. The Region is also a partner of fi ve territorial cooperation programmes and is involved in the management of European Regional funds. These partnerships are a concrete manifestation of a Europe of the Regions that is fast becoming a reality.

What are our future commitments?

In a context marked by the world economic crisis and cuts in public funding, the European cohesion policy, which will will be launched after 2013, is an essential challenge for the region. With its Four Motors partner regions and via the Rhône-Alpes Executive Committee, our Region contributes signifi cantly to the European Commission’s debate on the shape of European programmes in the future. We are striving to ensure that the Alpine Space Programme post 2013 favours the development of our living space, maintains its quality and, with the support of those who live there, secure our mountains’ future. I am delighted that Rhône-Alpes is hosting the Alpine Space Programme MidTerm Conference. On June 16 and 17, we shall come together to refl ect upon the future of the Alps which we cherish and take full measure of the cooperative actions rolled out throughout the Alpine territories.

2 Why does European Territorial Cooperation play such an essential role for the territories?

European programmes help territorial collectivities, socio-economic institutions and associations capitalize on their assets and complementarities while exploiting their synergies and strengthening their development strategies. This essential contribution, achieved through cross-border and transnational cooperation, promotes the harmonious development of territories and transforms our regions into competitive and sustainable living spaces.

Midway through the 2007-2013 European Alpine Space Programme, where do you think we stand?

The Alpine Space Programme has honoured its pledges by supporting a plethora of quality projects for the benefi t of the territories involving some 51 million of ERDF funding. The outcomes so far have been positive for both the project holders and transnational institutional partners who have collaborated on the projects. As far as France is concerned, in conjunction with the General Secretariat for Regional Affairs (SGAR) under my authority and with co-fi nancing from the Regional Council, Europe backs and funds projects in the Jean-François CARENCO, fi eld of economic development, innovation and transportation as well as the fi ght against Prefect, the effects of climate change, for instance by encouraging energy-effi cient building and Prefecture of water management in the Alps. the Region Rhône-Alpes The project holders have succeeded in developing well-targeted and dynamic networks, gathering precious information from exchanges of experiences and good practices and performing truly innovative actions. As the coordination Prefect, in charge of carrying out French commitments under the Alpine Space Programme, I am delighted to host the MidTerm Conference which will spotlight the achievements of the 25 on-going projects and also shape the future of this cooperation initiative post 2013 in collaboration with our partners from , , Italy, , and .

Are the French partners strongly involved in the programme?

More than 30 French partners from the associate regions of Alsace, Franche-Comté, Rhône-Alpes and Provence-Alpes-Côte d’Azur are participating in the 25 projects which were launched following the fi rst two calls for projects. There are more projects to come, as funding is open until 2013.

At the mid-way of the programming period 2007-2013, partners from the seven countries cooperating under the EU transnational programme for the Alps come together at a major event. Stock will be taken on where the Alpine Space Programme stands on its course for sustainable regional development and to explore perspectives towards a macro regional strategy for the Alps.

+ Inspiring: Programme representatives, project actors and potential new partners as well as policy and decision makers are invited to learn from initial project outcomes, spread good practice and attract further stakeholders and users. + Analysing: With about 25% of programme funds available for the last call for project proposals, how can we best capitalise on current projects and build synergies with complementary activities, including those beyond the Alpine region, and how can regional imbalances in the programme area be reduced? + Looking ahead: In view of ongoing discussion of a Macro Regional Strategy for the Alps, and with the EU’s strategy for smart, sustainable and inclusive growth, the conference will provide input to the ongoing debate on the future Cohesion Policy and discuss the perspectives for the Alpine Space Programme.

ACCESS – Improving accessibility of services of general interest (SGI) – organisational innovations in rural mountain areas

Main objective(s) ACCESS aims at improving the accessibility to services of general interest (SGI) in rural, mountain areas by fi nding new forms of organisation, using Information and Communication Technologies (ICT) and fostering demand-oriented integrated mobility systems. Main activities / achieved results With the fi nalisation of the “ACCESS Transnational Intermediate Report” a powerful instrument for benchmarking of different Alpine regions with regard to accessibility to SGI has been generated. Furthermore, it provided guidelines for project implementation and a collection of best practices that supported the development of 25 pilot projects within the ACCESS partnership. The pilot projects are meant to provide examples on how to improve service delivery in rural mountain areas. The delivery of daily goods via a virtual grocery and new public transport facilities in nature parks are just two out of a variety of ACCESS pilot activities. The partnership is currently working on the fi nal synthesis – a document that contains strategies on how to improve accessibility to SGI in rural mountain areas and that is especially targeted at governmental decision makers, service providers, municipal authorities, development agencies and NGOs. ADAPTALP – Adaptation to Climate Change in the Alpine Space

Main objective(s) The overall aim of the project is to enhance integrated natural hazard and risk management in order to facilitate climate adaptation in the Alpine Space. The objective is to improve the databases, harmonise methods, establish an open risk dialogue at local level, and thus contribute to the reduction of risks and uncertainties in the Alps. Main activities / achieved results In AdaptAlp, 16 partners from six Alpine Space countries are successfully working together on a sound database for decision- makers in the fi eld of natural hazard and risk management. Natural events like avalanches, fl oods and landslides are a serious topic for communities and regions in the Alps due to the high exposure of people, infrastructure and various types of land uses in a highly active natural environment. In times of climate change, people and administrations call for precise information on climate impacts, for tools and instruments as well as for clear strategies on how to adapt to risks. AdaptAlp uses a transnational and strategic approach to enhance information and data on potential risks and to foster risk communication at local and across border levels. An effective network of experts at national and regional level as well as local stakeholders and decision-makers facilitate capacity building and open risk dialogue. A multilingual glossary on geo-hazards, a transnational expert exchange platform for disaster managers and the “Biber Berti” education platform for children are output examples from the AdaptAlp consortium. 7 ALIAS–Alpine Hospitals Networking for Improved Access to Telemedicine Services

Main objective(s) ALIAS addresses medical services and information inadequacy to ensure Health Care provisions in the Alpine Space. The project is aimed at linking together a number of Alpine Space hospitals enabling the creation of a network of ALIAS Virtual Hospitals to share medical information and adopt telemedicine services. Main activities / achieved results Following the scheduling and the methodological approach sketched out in the project Applicaton Form, the ALIAS Consortium has concentrated efforts on the development of fundamental activities aimed at achieving a factual collaboration between hospitals involved in the ALIAS Virtual Hospital Network. Main results achieved so far are the defi nition of the users requirements for the ALIAS services; a legal and regulatory framework analysis; ALIAS services and ALIAS CENTRAL SERVICES (ACS) design and development; four hospitals are already connected to ACS and testing its functionalities; the Second Opinion service and the related videoconferencing tool is being tested at the moment; a fi rst proposal for ALIAS Circle of Trust, the agreement that will govern the co-operative model of data exchange between hospitals nodes of ALIAS Virtual Hospital, has been developed and is currently being considered by Project Participants. Alpcheck2 – Alpine Mobility Check – Step 2

Main objective(s) AlpCheck2 aims at supporting international, national and regional policy-makers by delivering concrete tools, which are functional to the design and implementation of integrated road transport management and planning policies that address the competitiveness and sustainability needs of the Alpine regions. Main activities / achieved results The core activity, the realisation of the Road Transport Decision Support System (TDSS), is on the way towards its fi nalisation as several components have already been defi ned. The main outcomes consist of a road network graph based on geo- referencing principles to model and represent performances of the Alpine road network; a web tool for collecting data on new road infrastructure projects; the defi nition of environmental models; and the architecture of the information system that will allow users to navigate through a large amount of data. While pursuing its strategic objectives, Alpcheck2 delivers concrete solutions through four different pilot projects. One of them has already reached a signifi cant result installing the web application for creating an on-line freight market in the Land Carinthia (http://www.annatool.at/). The creation of on-board devices for real-time monitoring of position and load status of goods vehicles is in testing phase. And the real-time web based monitor of road traffi c along the corridor Munich-Venice is dealing with data exchange agreements with motorway operators. Finally, a methodology for assessing modal shift policies is being applied on two particular contexts: the North Adriatic and Tyrrhenian arcs. 8 AlpEnergy – Virtual Power Systems as an Instrument to Promote Transnational Cooperation and Sustainable Energy Supply in the Alpine Space

Main objective(s) The need to balance an increasing production and use of renewable energy sources requires a stronger and more extended electric grid capable of dealing with high levels of remote and volatile power generation. Virtual Power Systems (VPS) offer an alternative by using ICT technology for an intelligent combination of load management, storage and production control, and they constitute the focus of the AlpEnergy project. Main activities / achieved results AlpEnergy is bringing together power suppliers, development agencies, research institutes and public administrations from fi ve different countries: France, Germany, Italy, Slovenia, and Switzerland. Thanks to a transnational and multidisciplinary approach, AlpEnergy focuses on both technical as well as economical aspects to introduce an effi cient operational model aiming at a standardisation of both technologies and procedures. It intends to provide new knowledge-based incomes and business opportunities to farmers, traditional and innovative enterprises, thus supporting the competitiveness of the Alpine ventures and making the Alpine space a showcase for other mountain areas in the world. AlpEnergy aims to analyse and model, design and develop, demonstrate and test, evaluate and transfer, virtual power systems in six distinct areas of the Alpine space. Alp FFIRS – Alpine Forest FIre waRning System

Main objective(s) The project’s goal is to control and reduce the forest fi re impact on the Alpine environment through prevention and mitigation actions. It aims to develop knowledge, tools, coordination, mutual aid actions and preparedness to preserve the Alpine forest and guarantee the forest ecosystem services. Main activities / achieved results The main activities in line with the project’s goals are: forest fi re and weather data collection and analysis; detailed application and sensitivity tests of fi re weather indices in an Alpine context; considering climate change impacts, the development of an operational warning system based on weather condition affecting fi re potential; common exercises involving operational people to share tools, practices and procedures for the forest fi re prevention; the forest fi re threat awareness; and individual prevention actions. The key outcomes include: the European Forest Fire Danger Scale defi nition and common danger level interpretation; a shared operational alert system; a robust data-based knowledge system and evaluation tools; and the adoption of a trans-boundary mutual aid protocol. 9 AlpHouse – Alpine building culture and ecology. Competence development of local craft companies in the area of energy-effi cient renovation of traditional Alpine old buildings and settlements

Main objective(s) AlpHouse combines two aims: the adjustment of regional Alpine building culture and the optimisation of energy effi ciency. The linkage between the two aims lies in the principles of traditional Alpine architecture, which are strongly infl uenced by ecologic concerns. Main activities / achieved results • Analysis: Understanding the principles of Alpine building culture (on settlement and on building level) in relation to regional conditions in 9 pilot regions. Editing the fi ndings didactically. • Information Platform: Presenting the outcomes through interactive internet contents and a fair stand. • Qualifi cation Modules: Designing, performing and optimising training offers for 3 target groups (craftsmen, architects/ planners, decision makers), giving them competencies to plan, perform and/or decide on renovations of Alpine buildings according to the “AlpHouse Approach”. • Events & Media: Raising the awareness of professionals, decision makers and the general public. • Transfer: Transferring the training modules to other Alpine regions and establishing a website for sustained performance and use; giving recommendations at policy level; establishing a notion of “AlpHouse quality renovations” in all target groups; and building a pool of competent pilot enterprises. ALPlastics a network of private/public actors actively involved in local development policies in 5 Alpine regions, to create proper conditions for STRATEGIC INNOVATION in the ALPINE PLASTICS CLUSTERS and strengthen the related economic sector.

Main objective(s) ALPlastics will create proper conditions for public-private cooperation and an effi cient management of plastic clusters in the Alpine Space. But only excellent cluster management can bring signifi cant results, contributing to better competitiveness for enterprises, increased employment and prosperity in regions. Main activities / achieved results Competitiveness is today, more than ever, linked to strategic innovation; and innovation in this globalization age cannot be pursued like in the past, at the level of single enterprise or in a confi ned regional cluster. Cluster management bodies (CL. MB) can play a fundamental role toward innovation and competitiveness: • CL.MB are at the centre of the “cluster ‘s triple helix system” and their activities can harness the resources and talents of industry, government and academia, to develop practical solutions toward strategic innovation. • CL.MB can provide governments with a strategic opportunity to address social and economic challenges through innovation support programmes. Alps Bio Cluster – TransAlpine Bio Cluster

Main objective(s) Alps Bio Cluster aims to establish a transnational cluster within the Alpine Space in biotech and medtech sectors by involving actors from 6 Alpine regions in research, training and industry, especially SMEs, in order to boost joint economic development by reaching a critical mass of key players. Main activities / achieved results During the entire three-year period, the Alps bio Cluster team stimulated the network by organizing eight events (thematic conferences, networking days, summer schools for students, information meetings on European calls for projects…) gathering 380 participants on targeted topics: “New diagnosis and therapy” and “Autonomy and Healthcare”. The main objective of these events is to support the collaboration of our actors within European Programmes. Throughout the project, three thematic networks were defi ned and led by a transnational and multidisciplinary group of experts: • “E-Care”: the fruitful discussion of the fi rst meeting enabled to design an action plan around four working axis: 1/Setting up a common European interoperable open platform; 2/ Accessing the market by the involvement of larger companies from the medical sector; 3/ European lobbying; 4/ Project engineering. • “Ecosystem services for human health”: during the fi rst meeting the experts decided to spread a manifesto to encourage European authorities of the transAlpine region to rally in favour of biotechnologies aimed at environmental protection. • “Personalised Medicine” These three groups are extending the work began during the events to foster the development of innovative solutions and facilitate access to market. In parallel, two sustainable tools are developed: a transAlpine search engine (www. alpslifesciencesearch.com) and a partnership tool named Mindbrowser. 11 ALPSTAR - Toward carbon neutral alps, make best practice minimum standard

Main objective(s) The project addresses the need expressed by the international community for transnational, well-directed and cross-cutting action to effectively manage climate change in the Alps. It aims to encourage preparation and implementation of cross- sectoral strategies, action plans and proven good practice measures toward carbon neutrality on regional and local level. It contributes to the implementation of the Alpine Convention Climate Action Plan and assures interaction with and transfer of results to the policy level. The added value is in the cross-sectoral, integrative and participatory approach of the project. Main activities / achieved results Through the establishment of a good practice transfer platform, the project provides the framework for: transfer of knowledge between regions, capitalisation of results of other projects and for implementation of measures toward carbon neutrality in the regions. Alp-Water-Scarce – Water Management Strategies against Water Scarcity in the Alps

Main objective(s) The main focus of Alp-Water-Scarce is to propose sustainable water management strategies to tackle water scarcity in the Alps. Main objective(s) C3-Alps is a new type of capitalisation project that will synthesize, transfer and implement into policy and practice the results of previous and running Alpine Space climate change and adaptation projects. The capitalisation approach aims at: • generating new forms of state-of-the art synthesis adaptation knowledge in the Alps, harmonised across sectors and usable and useful for decision-makers, • its effective and tailor-made communication and transfer to target groups, • enhancing effectiveness of adaptation policy and governance frameworks • initiating, supporting and pioneering tailored and cross-cutting adaptation processes, strategies, action plans as well as granting decision support in pilot regions and municipalities. CAPACities – Competitiveness, Action and Policies for Alpine Cities

Main objective(s) The project aims to promote innovative actions to strengthen the role of small centres in an integrated spatial system, through the exploitation of cultural, environmental and landscape local assets. The development of shared strategies at different levels (regional and local) will help communities to enhance their potential. Main activities / achieved results The main project activities are: development of an integrated survey on main laws, regulations, plan, programmes of the involved regions; creation of a GIS database; development of pilot actions to improve competitiveness; formulation of a toolkit for local plans. The main output of the project is the AS-SLUC innovative pack: guidelines, tool, best practices as instruments to support urban planners to promote through territorial plans innovative urban activities and specifi c gender policies (women, youth and aged people), whilst pursuing the Lisbon strategy applied at local territorial level. 13 CCAlps - Creative companies in the Alpine Space

Main objective(s) Creativity is a modern lever to sustainable growth, considered a fundamental asset to enable a behavioural change. To promote a competitive growth in the Alpine area, it is important to bet on creative industries, because of their capability to trigger transformation in a territory. The main objective of CCAlps is therefore to create a real and virtual network of hubs in the Alps, that puts creativity and innovation at the centre and that is able to focus on specifi c issues and opportunities for local and transnational development. CCAlps aims to push policy makers in thinking out specifi c regulations that can support CCIs in the Alpine Space. Main activities / achieved results The project will establish collaboration between CCIs (cultural and creative industries), carriers of ideas, producers, policy makers and universities, to promote and develop innovative pilot projects (Creative Camp) and new policies for their growth. ClimAlpTour – Climate change and its impacts on tourism in the Alpine Space

Main objective(s) The project deals with the effects of climate change in Alpine tourism in order to provide adaptation policies and appropriate strategies to some representative Alpine tourist sites and meet the challenge of a new perspective for tourism development, which includes climate change considerations. Main activities / achieved results First, the project concentrated on the need to analyse economic, environmental and social traits of Alpine tourism, through the selection of 24 pilot sites which are representative of the Alpine arch. Pilot site profi les and climate analysis have been produced and workshops at local level supported the stakeholders’ awareness on the need for adaptation strategies to climate change. Different methodological approaches were applied to complete the impact analysis and an “adaptation elasticity index” was produced to support the development of local strategies. A wide supporting action through workshops has been carried out in each pilot site. The project completed and used a decision supporting system for local stakeholders and decision makers – different climate change scenarios were analysed for each specifi c site so that new and tailored made adaptation strategies for summer and winter tourism could be established. 14 CLISP – Climate Change Adaptation by Spatial Planning in the Alpine Space

Main objective(s) CLISP provides concepts, tools, methodologies and policy recommendations to prevent, reduce and mitigate climate change spatial-related confl icts and vulnerabilities as a basis for new climate-proof planning strategies for sustainable and resilient spatial development at transnational, national and regional level. CO2NeuTrAlp – CO2 Neutral Transport for the Alpine Space

Main objective(s) CO2NeuTrAlp aims to implement alternative propulsion technologies for transport on the basis of renewable energies. The various technical solutions tested shall allow elaborating proposals for harmonising technical standards and contribute to a sustainable development in the Alpine Space. Main activities / achieved results During the project implementation phase, a variety of technological solutions for sustainable mobility are tested and implemented in 13 different pilot projects all over the Alpine Space. Projects include among others running urban public bus fl eets on biogas, using electric vehicles for the distribution of perishable goods in urban city logistics, installing the fi rst electric mono rail system used for agricultural and tourism purposes in steep slopes and implementing electric bike sharing systems. The pilot projects have demonstrated that sustainable mobility is feasible. By analysing and evaluating the experiences made within the pilot projects, CO2NeuTrAlp provides support and solutions to public and private decision makers as well as to technical experts willing to strike a new path and to follow these pioneers in the fi eld of sustainable transport. 15 COMUNIS – Inter-municipal cooperation for Strategic Steering of SME-oriented Location

Main objective(s) COMUNIS aims to develop a well-defi ned integrative and cooperative strategy for Commercial Location Development (CLD) and to enhance inter-municipal and intra-territorial cooperation to overcome individual attempts by single municipalities. COMUNIS will provide broadly adaptable guidelines to apply practical instruments for the assessment of local and regional demand and the steering of commercial development with a particular focus on diversifi cation and effi ciency of economic activities, environmental and social concerns, human and cultural capital. Furthermore, the project will result in a transnational knowledge management and establish sustainable structures for managing CLD in the pilot regions. Main activities / achieved results With regard to the underlying objectives of COMUNIS (i.e. the reinforcement of public dialogue and the reinforcement of governance), workshops and meetings with business and political actors involved in regional development are essential. Indeed, there have been great efforts in consultation and information through the repeated working sessions and information events to reinforce the political decision-making process and to give support to the implementation work of structures for commercial location development. Through the defi nition of the concept of inter-municipal cooperation and of strategies for commercial location development with local stakeholders, the models of the proposed pilot structures could become more precise and in some cases adapted to the legal conditions for the establishment of these pilot structures. DEMOCHANGE – Demographic Change in the Alps: Adaptation Strategies for Spatial Planning and Regional Development

Main objective(s) We aim to raise awareness among regional stakeholders on the impacts of demographic change on virtually all aspects of life, for example, housing or healthcare. We want to support the adaptation of spatial planning and regional development through pilot measures and general recommendations. Main activities / achieved results We have analysed demographic trends such as age structure, birth rates and migration in altogether ten model regions in fi ve Alpine countries. Simultaneously, working groups of regional stakeholders have been formed in these model regions. Based on the discussions in the working groups and on the scientifi c analysis of regional demographic trends, we developed regionally appropriate adaptation strategies with relevant sets of measures. We have also prepared guidelines on how to form working groups in participatory processes. Another fundamental component of the project is to tackle some of the most pressing issues in the model regions with pilot measures. Such pilot measures are now being started. Ultimately, we will bring together our knowledge from scientifi c analysis and from our work with regional stakeholders with the experiences of implementing the pilot measures. 16 ECONNECT – Restoring the web of life

Main objective(s) ECONNECT aims to protect biodiversity through the establishment of ecological connectivity in the Alps based on an integrated and cross-sectoral approach. It wants to set up a permanent cooperation between nature conservation institutions and all other relevant sectors to achieve an ecological continuum. Main activities / achieved results The main activity consists in the development of a common methodology to evaluate ecological connectivity. This methodology provides a common basis for implementing measures to improve connectivity in a coherent way in the participating regions. For that purpose an online GIS tool has been developed which is called JECAMI (Joint Ecological Continuum Analysing and Mapping Initiatives). With JECAMI the connectivity potential for wildlife species of the Alpine region can be estimated and the main barriers can be localised. With validation on the ground and concrete implementation measures and the creation of spatial links between existing protected areas, the situation of connectivity will be improved. In addition, a series of communication measures with stakeholders, politicians and the public are undertaken to introduce the importance of ecological connectivity in the media and people’s attention. ENERBUILD – ENERGY Effi ciency and Renewable Energies in the BUILDing Sector

Main objective(s) ENERBUILD aims to promote ecological building and building standards in the Alps by assessing user behaviour and monitoring passive houses, by transferring know-how in vocational training, by fi nancing models for energy production on buildings and by providing actors with decision-making tools. Main activities / achieved results ENERBUILD deals with critical points in the dissemination of know-how on energy-effi cient and energy-producing buildings. Key factors identifi ed by the transnational expert consortium relate to vocational training, to additional research on user behaviour, to role models in public construction, to fi nancing of energy-producing plants on buildings and to the disposition of sample planning processes around energy-effi cient building. The experiences from the different countries were collected and good- practice examples were demonstrated for a mutual learning process. The project focuses on four key points: • In education several learning modules for apprentices, craftsmen and experts are established. • The examination and monitoring of passive houses showed the big infl uence of user behaviour. • The common developed ENERBUILD tool for ecological building will already be used as a basis for political decisions and a 100% green electricity product is established and will be actively promoted. • Innovative examples like the Olympic house of Austria in Vancouver or the Solar Decathlon show house of Rosenheim visualise the potential of the fi eld where ENERBUILD is situated. 17 iMONITRAF! – Implementation of MONITRAF (Monitoring of road traffi c related effects in the Alpine Space and common measure)

Main objective(s) iMONITRAF!’s objectives are to develop common strategies for transalpine traffi c and to put them into action. A long-lasting political network shall be established, which serves as common voice of the Alpine regions, which is recognised at regional, national and EU level. It pushes innovative measures for more sustainable regional development. Main activities / achieved results iMONITRAF! is developing a broad political network to fi nd common strategies. Evaluation instruments are developed and regional indicators are interpreted to assess the effects of Alpine traffi c. Innovative measures for modal shift improvements are assessed. At the fi rst Transport Forum in Innsbruck in May 2010, the “Best Practice Guide” was presented. iMONITRAF! partners from the regions along the main transit corridors Fréjus, Mont Blanc, Gotthard, Brenner and Tauern, with the support from regional experts, have collected in-depth information on existing measures, their impacts on transport and the environment, information on processes as well as legal and institutional aspects. At the Transport Forum in Lucerne in autumn 2011, a common strategy will be discussed by the political representatives of the participating regions. InnoCité – How to improve competitiveness of small & medium- sized cities under the infl uence of Alpine great urban centres?

Main objective(s) In an accelerated metropolisation context, small and medium-sized cities lose their identity and their competitiveness. How to help them fi nd their place around and within large agglomerations like Lyon, Milan, Munich, Vienna? The project InnoCité aims to: • provide decision-makers with tips of strategic actions in the short, medium and long term, as well as operational tools, • becoming a place for exchanges around common issues with other communities in the Lyon region and major metropolitan areas in Europe. Main activities / achieved results Led by the Department for Commerce, Services to the Individual and Tourism - CCI of Lyon, together with other institutional partners coming from fi ve countries out of the Alpine Space region (Germany, Austria, France, Italy and Slovenia), InnoCité tested on nine pilot sites a participatory approach involving representatives from government, private sector and citizens – a method which can now be transferred to other cities. Results are: new modes of governance, analysis and observation tools for the functioning of a city, town centre management, public-private partnership for city planning, local identity as a key success factor. 18 MANFRED – Management strategies to adapt Alpine Space forests to climate change risks

Main objective(s) The MANFRED project has two main objectives: protection and preservation of forest ecosystems as well as risk prevention and effective management of forests by means of knowledge-based adaptive strategies. Main activities / achieved results MANFRED’s goals will be addressed in three steps: 1) Collection and sharing of knowledge regarding climate change’s effects on forest ecosystems 2) Identifi cation of action requirements on the regional and local level 3) Development of feasible adaptive management strategies in cooperation with political decision makers at regional level. MORECO- Mobility and Residential Costs

Main objective(s) Insuffi cient accessibility to public transport services is one of the results of urban sprawl arising from the dynamic settlement development in the hinterland of Alpine cities. This forces people to use motorised private transport which causes environmental pollution, traffi c congestion, high follow-up costs for infrastructure, high individual mobility costs and long time for commuting and daily supply. MORECO actively supports a sustainable, resource-friendly settlement development which follows supply facilities and public transport axes. Main activities / achieved results For this purpose it combines planning measures and spatial policies with activities of transport providers and mobility actors. In addition a bottom up approach involves house hunting households and residential construction actors who have direct infl uence on the property market. 19 NEWFOR - NEW technologies for a better mountain FORest timber mobilization

Main activities / achieved results The role played by mountain forests is extremely varied. Their contribution to the stability and overall development of life and economic factors in mountainous regions is highly relevant. Due mainly to topographic conditions, managing mountain forests is signifi cantly more cost intensive than in plain areas. A good knowledge of forest biomass location, characteristics, mobilization conditions and connectivity to wood industry is a prerequisite for the development of a sustainable timber supply chain in mountain territories. The available knowledge is currently not suffi cient to ensure a cost-effective and sustainable wood supply. Based on the use of new technologies for forest and topography characterization, NEWFOR is dedicated to enhance and develop tools and adapted policies for decision making in the fi eld of a sustainable and adaptive mountain forest resources management facing the sustainability of mountain forest ecosystems services. OPEN-ALPS - Open Innovation in Alpine SMEs

Main objective(s) The project aims to strengthen the competitiveness of the Alpine Space by introducing and developing innovations in SMEs based on the Open Innovation (OI) paradigm. The main objective is to support Alpine SMEs in the technology sector in their transition from internal “closed innovation” to “open innovation”. This shall encourage innovation, entrepreneurship and strengthen research and innovation capacities for SMEs in the participating Alpine regions. Main activities / achieved results OPEN-ALPS plans a new transnational OI support service of OI Hubs, a web-based OI management platform with 500 innovation seekers from 300 SMEs and 5.000 innovation solvers from 500 R&TD institutions, special transnational OI innovation forums and OI labs. 20 PARAmount - imProved Accessibility: Reliability and security of Alpine transport infrastructure related to mountainous hazards in a changing climate

Main objective(s) PARAmount is promoting comprehensive, cross-sectoral risk analysis of natural hazards with a specifi c focus on their impacts on transport infrastructure, to ensure high transport security and accessibility, now and in the future, under changing climate conditions. Main activities / achieved results Building on a detailed analysis of the different test areas with their different geological risks, the partners participating in PARAmount are developing effi cient natural hazard management tools tailored to the specifi c requirements of the transport sector. The development of reliable decision support systems for risk management in the transport sector will in future facilitate the challenging task of local and regional decision makers. PermaNET - Permafrost Long-Term Monitoring Network

Main objective(s) The overall aim of the PermaNET project is to develop a common strategy for dealing with permafrost and related natural hazards under changing climatic conditions. The project aims to enforce good governance practices on the base of a common knowledge, of a jointly developed data base and of a commonly accepted strategy. Main activities / achieved results The PermaNET project is producing an alpine-wide permafrost monitoring network including an information system and selected monitoring sites, a permafrost map for the entire Alpine Space and a common strategy as well as guidelines for the consideration of permafrost in risk and water resources management. PermaNET raises awareness of decision-makers and responsible authorities to this topic and provides Alpine-wide decision-bases and strategies. 21 POLY5 – Polycentric Planning Models for Local Development in Territories crossed by Corridor 5 and its TEN-T ramifi cations

Main objective(s) The main problem addressed is the marginalization that a major transport infrastructure (MTI) can cause to Alpine areas. The project aims at making mountain areas catch the opportunities of MTIs, rather than just suffer their environmental and social impact. Main activities / achieved results The project foresees the elaboration of an unbiased method to measure the value of an Alpine area and to maximize it, given the presence of a MTI. A polycentric development toolkit will synthesize the method providing indication to public actors for each phase of MTIs “life-cycle”. Pilot actions will test some solutions and fi nal validation of the toolkit will lead to guidelines integrating project results in transnational policies, adopted by policy makers at different administrative level. SHARE – Sustainable Hydropower in Alpine Rivers Ecosystems

Main objective(s) The purpose of SHARE is to develop, test and promote a locally adaptable decision support system (DSS) for public decision makers. The DSS will merge, on an unprejudiced base, both river ecosystems and hydropower requirements. Main activities / achieved results We are currently developing and testing a set of online tools and training activities to weight and balance all river-related issues based on a multi-criteria methodology, which is legally compliant. This approach practically supports policy-makers to take transparent and well informed decisions where hydropower is involved. We are testing it in 11 Pilot Case Studies in different mountain basins in fi ve Alpine Space countries. We are assembling different databases to quickly identify applicable laws, competent authorities and viable indicators to assess hydropower effects on water bodies. 22 SILMAS, Sustainable Instruments for lakes management in the Alpine Space

Main objective(s) Share ideas and experience across a European network. Produce concrete tools (technical guides, training programmes, educational games) to help Alpine lake managers protect their resources. Raise public awareness of the need to protect and sustainably manage this fragile environment. Main activities / achieved results The Alpine lakes share a common identity, rooted in their geographical location and the cultural and economic benefi ts they generate. Given how diffi cult it is to reconcile environmental protection and human activity, lake managers (elected representatives, government bodies and local associations) decided to bring their experience together to solve the problems they all face. To this end, fi ve countries - France, Italy, Slovenia, Germany and Austria - formed a network of Alpine lakes. Launched for a three-year period, as part of European territorial cooperation, SILMAS is a major project aimed at pooling experience and know-how in sustainable Alpine lake management. Main outcomes: 1/ The probable effects of climate change on the Alpine lakes, and how to tackle them; 2/ Managing water usage confl icts; 3/ Educating the public in sustainable development as it relates to the Alpine lakes. TranSAFE-Alp – connecting Transport regional networks to Security and emergency Advanced Strategy Frameworks of European and Alpine regions decisional platforms.

Main objective(s) Transnational cooperation on transport crisis management due to incidents in tunnels and rare strong natural events is an outstanding challenge for Alpine Space security and emergency authorities. TranSAFE-Alp aims at capitalizing innovative decision making tools already developped in previous ASP projects for the creation of an integrated ICT-share area for jointly support and coordinated intervention plans of Civil Protection and Transport Operators. Main activities / achieved results A replicable decision-making shared area called JITES (Joint Integrated ICT-Technologies for Emergency and Security -management) will be able to collect real-time data on critical transport segments of the Alpine Space Transport network and generate critical intervention scenarios. JITES is an innovative simulation environment that will test effi ciency and timeliness of security ITS/TMC actions in coordination with the implemented emergency plans of infrastructure operators and civil protection operative centres. 23 TRANSITECTS – Transalpine Transport Architects

Main objective(s) Road traffi c congestion is growing continuously and at a rapid pace. To make cross regional transport greener and more effi cient, TRANSITECTS aims to strengthen the railway system and to improve intermodal solutions for freight transports - both in the Alpine region and through a pan-European network. Main activities / achieved results TRANSITECTS offers and promotes adequate alternatives to road transport for the logistics market. Project partners support the extension of transalpine rail services and help develop innovative combined transport products. Already a rail connection between Landsberg and Trento is about to be started. To illustrate the positive effects of the services planned, an environmental model evaluates the savings of transport related emissions. Furthermore, TRANSITECTS elaborates improvement concepts for the cargo transport centres in Villach-Fürnitz, Verona and Rovigo. Based on analyses considering facilities, technologies, the accessibility or the economic integration of the nodes, strategies refer to tangible specifi cations, e. g. the concept for Villach-Fürnitz proposes its extension to a premium dry port for the NAPA ports. To discuss sustainable approaches for the modal shift to rail, TRANSITECTS involves stakeholders from the logistic market, politics and other projects. 24 Shaping Policies

At halftime of its current programme period 2007-2013, the Alpine Space Programme is organising in 2010/2011 a series of three thematic events to fi ne tune its strategic orientation and take a close look at major challenges affecting the cooperation area. First project results are underway and with a crosscutting perspective, each of these events addresses, beyond the three programme priorities Competitiveness & Attractiveness - Accessibility & Connectivity - Environment & Risk Prevention, strategic issues affecting the Alpine Space and tackled by several of the running projects, to push the policy debate.

Expert Workshop: Coping with Climate Change, 4-5 May 2010 in Interlaken, Switzerland Climate change touches the Alps earlier and more severely than other European regions. Progressively increasing effects of climate change necessitate an active exchange between all ongoing initiatives to effectively mitigate and adapt. At the fi rst “Alpine Space Expert Workshop” in Interlaken 4-5 May 2010, about 100 experts examined in a cross sectoral perspective, how the economy and tourism, as well as transport, energy, water and biodiversity, all essential for the development of this region, are affected by this trend. Looking ahead, key issues were put on the cooperation agendas for the development of concerted policy options for the Alps. The event was organised in cooperation with the Swiss Federal Offi ce for Spatial Development ARE.

Forum: Coping with Demographic Change, 22-23 February 2011 in Innsbruck, Austria Population development poses serious challenges, particularly in the Alps. What exactly constituted these challenges and how they could be met was highlighted in the course of the forum “Coping with Demographic Change” in Innsbruck, Austria, on 22-23 February 2011. The forum, which was organised together with the Austrian Federal Chancellery and the State of Tyrol, was attended by approximately 120 experts from seven countries and the European Commission. It addressed megatrends without taboo and intended to encourage decision and policy making in the Alpine region, to deal with the demographic development in a swift and determined manner.

Forum: Pooling Potentials for Competitiveness, 27-28 September 2011 in Ljubljana, Slovenia To close the events trilogy, the Alpine Space Programme will focus on the competitiveness of its regions. The event aims at identifying endogenous potentials, reinforcing cluster development and governance, to inspire actors to grasp development opportunities for their regions.
