Child abuse and neglect may be a cyclical or generational phenomenon. Child abuse and neglect is a symptom of family dysfunction or crisis. AN OPEN LETTER TO THE COMMUNITY As a member of the community, you may be the first person to come into contact with a family where abuse or neglect is occurring. You are encouraged to act on behalf of a child in need of protection, and to report any suspicion of abuse or neglect to a Children Services Agency or law enforcement agency. We all have a responsibility to report a child we suspect may be in danger. In order to begin the intervention necessary to protect the child and help the family, the community must be knowledgeable in recognizing indicators of child abuse and neglect and the proper methods to make a referral.
