Warwick District Council Statement of Community Involvement Representation Statement (Regulation 31) May 2007 Warwick District Council Statement of Community Involvement Representation Statement (Regulation 31) May 2007 REPRESENTATION STATEMENT (REGULATION 31 STATEMENT) Consultation undertaken under Regulation 28 The draft Statement of Community Involvement (Regulation 26) was amended as a result of comments received and this version was submitted to the Secretary of State on 10th April 2007 Consultation on the draft took place between10 November 2006 and 22 December 2006. From 10 April 2007 to 21 May 2007a further period of consultation took place on the Submitted Statement of Community Involvement. • The document, together with the Pre-Submission Consultation Statement (Regulation 28 Statement) and the Statement of Development Plan Matters, were available for inspection at the Council Offices, Riverside House, local libraries and satellite offices during normal opening hours • The document and the Statement of Development Plan Matters were published on our website along with advice on where and when paper copies were available for inspection • A comments form and guidance note for completion of the form, to assist the public in making representations, was also made available at the deposit points and on the Council’s website • The public also had the opportunity to download representation forms through the Council’s website. • An advertisement was placed in the Leamington Courier which was carried in 6 April 2007 edition • Copies of the document along with the Pre-Submission Consultation Statement (Regulation 28 Statement) and details of the time and places where documents were available for inspection, were sent to the bodies listed in Appendix 1 • Other bodies or individuals whose details are held on the Council’s database, were also advised of the document’s availability by letter and Public Notice. These are listed in Appendix 2 Attached is a copy of the advertisement as well as a copy of the Statement of Development Plan Matters at Appendix 3 A copy of the comments form and guidance note for completion of the form is attached at Appendix 4 A total of twenty two (22) organisations and individuals responded to the Submission SCI. Out of the twenty two (22) responses two (2) made no comment. Of the twenty (20) that commented, ten (10) were in support of/found the document to be sound, four (4) objected/found the document to be unsound and six (6) did not express a view one way or the other. No Individuals/bodies wish to appear and present their case at a public examination. Eight (8) Individuals/bodies wish to have their objection considered as a written representation Late Representations One of the aforementioned twenty two (22) representations one (1) was received after the closing date for receipt of responses • A copy of the representations received have been made available at the places which the pre-submission document was made available under Regulation 26 (a). The deposit points were the Council Offices, Riverside House, local libraries and satellite offices • The representations received have been published on our website • The link to these representations is http://www.warwickdc.gov.uk/WDC/Environment+and+planning/Planning/Stat ement+of+Community+Involvement.htm • A Summary of the main issues raised is attached at Appendix 5 • A copy of all representations was sent to the Planning Inspector via the Planning Inspectorate on 29 May 2007 • Responses have been prepared to all representations received/main issues raised and offered minor changes to amend typographical errors to improve the clarity of the SCI. At the end of the consultation period, the representation forms will be sent to the Planning Inspectorate to determine whether a formal examination will follow or whether issues can be dealt with by written representations. Once a decision on this is issued, it will be advertised on the website and in the local press. The subsequent Inspectors report will be binding on the Council. If he/she recommends any changes to the SCI, these will be made prior to the adoption of the document which it is hoped will be in September 2007.

Public Session Standing Orders suspended at 19:04 A question was raised regarding the closure of the footpath from Stare Bridge to Stoneleigh Park and the lack of a suitable alternative route. It was confirmed that the Parish Council (PC) have been trying to tackle this issue for a number of weeks without managing to get an appropriate response from LM or HS2. Jeremy Wright MP has also been included in correspondence about this and it is an agenda item for a meeting later on in the month. One of the Planning Officers from Warwick District Council (WDC) has visited the site to better understand the situation. Cllr W Redford stated that he will raise the issue at an HS2 member’s briefing next week. An alternative route was suggested but was unworkable due to being on private land. One option may be a permanent footpath between Stoneleigh Park Gate 1 and the permissive way, but this could be very expensive. It was suggested that HS2 use the community funds they have available to provide a suitable alternative pathway.

It then leads you through the rolling countryside and picturesque villages of central Warwickshire and the market town of Southam before heading north to take in Stoneleigh and Kenilworth. It returns via Honiley and the craft and antiques centre at Hatton Country World – before bringing you back past the Racecourse into Warwick. The historic town of Warwick is well worth exploring. Here you can browse antique, china and gift shops and visit a number of museums. For refreshment there are some good pubs, fine restaurants and tearooms in the town. Leaving the car park at St Nicholas’ Park in Warwick, turn right onto the A425 signed Birmingham.

Poppies are arriving daily with community contributions from schools, voluntary groups and hundreds of individuals. Parcels have arrived from Australia, USA, Canada, across Europe and even from Malawi! We are truly grateful for the wonderful support we have received. Warwickshire Young Carers Fish and Chips (and Poppies too!) Using our generous sponsorship from the Arts Society of Royal Leamington Spa (formerly RLSDFAS), Annette Smyth, The project needs to raise money to meet the costs of a local artist, led the first Poppy making workshop with publicity for the campaign and mounting the display of members of the Warwickshire Young Carers group at their poppies later this year.
