The North Carolina Community Foun- dation enables North Carolinians of all means to make lasting and meaningful contributions to their communities. We accomplish this through a network of affiliates that marshals resources, en- courages community dialogue, and builds permanent assets that enrich the qual- ity of life for our citizens and through prudent administrative and management services that support donors and their philanthropic objectives. WHILE “EVERLASTING” WAS THE VISION OUR FOUNDERS HAD FOR THE NORTH CAROLINA COMMUNITY FOUNDATION, THEIR INTENT WAS NOT TO CONSIGN US TO ETERNAL SPRING. As the Foundation prepares to enter a third decade, we’ll survive – and thrive – be- cause we’ve created an enduring, flexible structure that can flow with the seasons and respond to the changing needs of our donors, volunteers and communities throughout the state. The dramatic changes in the past year provide a case in point. We successfully assimilated new leader- ship, regulations, investment options and fee structures, while achieving growth in several categories including assets, affiliates, programs and grants. This progress is covered further in the following pages. And because we’re comprised of a collection of organizations, all at various levels of development, the Foundation has worked strategically to coordinate the people, partnerships and programs required to meet a wide range of needs. Our unique structure of seven regions serving 65 counties throughout the state would challenge lesser organizations, but our field and home office staff have the experience and expertise to serve affiliates at any stage of growth. Brand-new affiliates, like those created in Jones and Chowan counties, are busy building leadership teams and community funds. Though one would expect the Chowan Community Fund to merely plant seeds at this early stage, the group is already dispersing grants through the existing Sams Endowment and developing additional funds as well. The established Moore County Community Foundation experienced the gratification that comes from distributing new grants totaling $80,000 to health-related causes last year from the recently created Roffe Endowment. And though young but obviously not green, the barely year-old Cary Community Foundation raised more than $150,000 at their first-ever gala. Affiliates that have cycled through several winters and summers found time to celebrate historical milestones. The Northern Albemarle Community Foundation commemorated its fifth year with a reception to mark its progress. Craven County celebrated its 18th anniversary by honoring supporters at a spring reception. Seasoned affiliates also celebrated record harvests. The Catawba Valley Community Foundation reached $10 million in assets this year and granted an impressive and record-breaking $253,800 to local nonprofits. The Granville County Community Foundation marks its first decade in 2007 and has taken several strategic steps to reinvigorate its position and effectiveness. This group has focused on board development and rais- ing awareness, efforts that doubled its number of funds and grew grant-making capabilities exponentially. Like all annual reports, this one commemorates and reflects on the past year while also providing a glimpse of our future. WE HAVE COMPLETED ANOTHER POSITIVE YEAR, FILLED WITH BOTH TRANSITIONS AND CONTINUED GROWTH. December marked the retirement of our first president, Elizabeth C. Fentress, who has provided strong leadership since the Foundation’s inception more than 18 years ago. January brought the installation of Jennifer Tolle Whiteside as our new president and CEO. There is no doubt that change can sometimes be chal- lenging. However, I have had the pleasure of working with Jennifer over the last several months and have found her to be a quick-study with boundless energy. I am pleased to re- port that we are in good hands. Rest assured that our growth will continue, and we will retain our positions of safety and soundness. Indeed, our growth this fiscal year has truly been fantas- tic, as we now administer nearly $114 million in funds across North Carolina. I am proud to report that the Foundation and our fund-holders partnered to help make communities statewide a better place through 1,300 grants that totaled more than $4.9 million. We thank all who helped make a difference in North Carolina and beyond. Several changes designed to ensure our continued success were implemented this past year. A new investment direction was introduced through the Longleaf Fund. This exciting vehicle was created to inject a ( more contemporary approach to our investment strategy and is already paying off, with $18 million invested thus far.

SOME OF THE MOST IMPORTANT WORK OF THE NORTH CAROLINA COMMUNITY FOUN- DATION CORRESPONDS TO THE SEASONS. While grant-making from donor-advised and field-of- interest funds occurs all year, many other categories follow the calendar. Affiliates award gifts from their community funds in the spring, making a big impact across the state. Scholarships are announced mid-sum- mer, a massive effort with more than 200 funds. Winter is due diligence and the establishment of many new endowments before year’s end and tax time. Events and information sessions transpire year-round, with most taking place in the spring and the fall. Never- ending are fund creation and people development. This is the cycle of most community foundations. What truly differentiates us is reported here in terms of what makes the NCCF stand out: our people, partner- ships, programs and the progress we’ve made in 2006- 2007.

NO MATTER THE TIME OF YEAR, SEASONAL WINDS ARE BOUND TO SHIFT WHEN THE LEADER OF AN ORGANIZATION DECIDES TO DEPART. The NCCF’s People founding President Elizabeth C. Fentress announced in June of 2006 that it was time to retire, and the board accepted with regret, but understanding. A search committee was formed, and by the fall of last year the board announced Jennifer Tolle Whiteside as the NCCF’s new president and CEO. And so a new season began. Tolle Whiteside’s 20-plus years as a nonprofit leader have prepared her well for this new role, which became official in January. (See the chairman’s and president’s letters for more information about our new presi- dent and CEO.) And the Foundation continues to benefit from Fentress’ expertise and creative talents through her role as a consultant and co-founder of The Women’s Network – Con- necting for Change, a giving circle started in Wake County last year (detailed later). Leadership transitions also occurred on the Foundation’s statewide board of directors as Elmer Wellons, George Broad- rick and Hugh Cullman retired. We are deeply saddened by the death of Dr. Norman Wiggins, who served so well for so long. Patty Hall Schenk and Horace E. Stacy Jr. were elected to serve. Schenk formerly served as the NCCF’s founding regional associate for the Central and Western Piedmont region and was instrumental in the formation of the Catawba Valley Commu- nity Foundation. Stacy is an attorney and a retired partner with

Staff additions and changes also occurred at the home office in Raleigh and in several affiliate regions. New positions in Raleigh designed to increase our customer-service levels and improve operating efficiencies include in-house legal counsel, a controller and a program associate for scholarships and grant administration. Mary Morgan was hired as the NCCF’s first full-time attorney. Sandi Brinich became controller; Lisa Meeks joined in accounts payable; and Sarah Taylor was promoted from manager of administrative services to program associate. Our renamed and reconfigured Northwestern Region (see map on inside back cover) has a new regional develop- ment officer in Leslie Stewart, and long-time team-member Maria Manning was promoted from regional associate to regional services manager. The Coastal Plain region an- nounced Kelly Joyner Lee as an affiliate coordinator last spring. Mary Anne Howard has just joined as the regional services manager of the new Sandhills region, which again results from our need to reconfigure our vast and growing list of counties in order to increase service and efficiencies. We are proud of the NCCF’s 26 full- and part-time staff members for their exceptional work and dedication. Members of this small but highly effective group made an

ONE OF THE MOST UNIQUE ASPECTS OF THE NCCF IS OUR STATEWIDE AFFILIATE STRUC- TURE. Our partnership with each of these local founda- tions is what enables us to deliver on our mission to make philanthropy accessible to all. Currently 59-strong, the NCCF’s affiliates in turn have forged the myriad key partnerships with donors, govern- ment agencies, corporations, small businesses, nonprofits and scholarship programs in 65 counties across the state. This is where the true work of the Foundation occurs and what distinguishes us from other organizations. Because our primary focus is on rural, under-served areas, our pro- grams and partnerships benefit and involve people of all means in the philanthropic process. Not all grants are huge sums, but a gift’s impact is al- ways felt – particularly in rural areas. “Whether an affiliate has an amount with just two zeroes, four or more to give away, the difference each grant makes is never small,” said Maria Manning of the Northwestern region. She recalled this year’s first-ever grant in the Wilkes County commu- nity of Thankful to sponsor after-school tutoring for at-risk youth, an essential program in this small mountain area.

Coastal Plain associate Marilyn Gibson marveled at the care each affiliate board takes in awarding grants, no matter the amount. “Board members make careful and wise decisions about each grant they give, no matter the size,” she said. “And hearing the appreciation from the recipients just confirms the importance of the work that we do!” While we added two new affiliates this past fiscal year, our emphasis is not merely to grow that number, but also to leverage existing alliances through matching programs and funds to community needs. Perhaps there is no more poignant example of match- ing means to needs than last year’s devastating tornado in Columbus County’s Riegelwood community. Not only did the Columbus County Community Foundation perform the critical yet expected role of serving as clearinghouse for funds, but board members also actually “adopted” a family that suffered deaths and other severe losses, help- ing to secure housing, medical assistance, food, clothing, supplies and even a car. Dire needs also saw some relief when Pearl’s Pantry Fund was established with the Carteret County Com-

LITERALLY THOUSANDS OF PROGRAMS FUND- ED THROUGH THE NCCF AND OUR AFFILIATES MAKE A HUGE IMPACT ON THE QUALITY OF LIFE across North Carolina and run the gamut from meeting es- sential human needs to funding the arts, environment and hundreds of education initiatives. Women’s giving is growing across the country, and North Carolina is no exception. Last year the NCCF continued to build the statewide Women’s Fund, which formed an advi- sory committee comprised of women leaders across North Carolina. The group formalized its grant-making process last spring and will make its first awards this fall. The NCCF and NCGives also were instrumental in the creation of several women’s giving groups located in North- ern Albemarle, Bertie-Hertford and Wake County. These modern-day giving circles are working to strengthen their respective communities through education and the impact of collective philanthropy. The Women Givers of Northeast North Carolina (which includes the counties of Camden, Gates, Pasquotank and Perquimans) and the Bertie-Hertford Women’s Fund have each had several meetings and events and are working to develop their endowment funds.

THE NCCF ALSO ADVANCED IN SEVERAL OTHER AREAS IN FISCAL YEAR 2006-2007. The Foundation’s finances have experienced 19 years of continuous growth. Assets reached nearly $114 million, up $9 million over the same period in 2005-2006. Investment earnings totaled $8.5 million. Contributions to the Founda- tion totaled nearly $9 million, and grants reached nearly $5 million. Please refer to pages 26-27 for more detailed financial information. A significant gift from the Richard Chapman Cleve estate totaling approximately $1.5 million will be used to establish a donor-advised component fund with the Cra- ven County Community Foundation. Earnings from the endowment will benefit the county’s nonprofits, and the Craven affiliate’s board will serve as the fund’s advisors. The NCCF also made news when we met the nation’s highest and most rigorous philanthropic standard for opera- tional quality, integrity and accountability from the Council on Foundations (COF), a national professional association based in Washington, D.C.
