President Ronald Reagan Letter to General Secretary Mikhail Gorbachev March 11, 1985 THE WHITE HOUSE WASHINGTON March 11, 1985 Dear Mr General Secretary As you assume your new responsibilities, I would like to take this opportunity to underscore my hope that we can in the months and years ahead develop a more stable and constructive relationship between our two countries. Our differences are many, and we will need to proceed in a way that takes both differences and common interests into account in seeking to resolve problems and build a new measure of trust and confidence. But history places on us a very heavy responsibility for maintaining and strengthening peace, and I am convinced we have before us new opportunities to do so. Therefore I have requested the Vice President to deliver this letter to you. I believe our differences can and must be resolved through discussion and negotiation. The international situation demands that we redouble our efforts to find political solutions to the problems we face. I valued my correspondence with Chairman Chernenko, and believe my meetings with First Deputy Prime Minister Gromyko and Mr. Shcherbitsky here in Washington were useful in clarifying views and issues and making it possible to move forward to deal with them in a practical and realistic fashion. In recent months we have demonstrated that it is possible to resolve problems to mutual benefit. We have had useful exchanges on certain regional issues, and I am sure you are aware that American interest in progress on humanitarian issues remains as strong as ever. In our bilateral relations, we have signed a number of new agreements, and we have promising negotiations underway in several important fields. -

MIKHAIL GORBACHEV'S SPEECH IN MURMANSK AT THE CEREMONIAL MEETING ON THE OCCASION OF THE PRESENTATION OF THE ORDER OF LENIN AND THE GOLD STAR TO THE CITY OF MURMANSK Murmansk, 1 Oct. 1987 Indeed, the international situation is still complicated. The dangers to which we have no right to turn a blind eye remain. There has been some change, however, or, at least, change is starting. Certainly, judging the situation only from the speeches made by top Western leaders, including their "programme" statements, everything would seem to be as it was before: the same anti-Soviet attacks, the same demands that we show our commitment to peace by renouncing our order and principles, the same confrontational language: "totalitarianism", "communist expansion", and so on. Within a few days, however, these speeches are often forgotten, and, at any rate, the theses contained in them do not figure during businesslike political negotiations and contacts. This is a very interesting point, an interesting phenomenon. It confirms that we are dealing with yesterday's rhetoric, while real- life processes have been set into motion. This means that something is indeed changing. One of the elements of the change is that it is now difficult to convince people that our foreign policy, our initiatives, our nuclear-free world programme are mere "propaganda". A new, democratic philosophy of international relations, of world politics is breaking through. The new mode of thinking with its humane, universal criteria and values is penetrating diverse strata. Its strength lies in the fact that it accords with people's common sense. -

President Ronald Reagan Meghan Wolf Born: February 6th, 1911 Died: June 5th, 2005 40th President of the United States. At 63 years of age, he become the oldest person elected for President • Pre-Presidency- Before entering politics, Reagan was a successful movie and television actor, head of the Screen Actors Guild, and was a spokesperson for General Electric He strongly opposed communism and socialism, and as president he sought fewer regulations, free-trade agreements, welfare cutbacks, and tax cuts. He married Jane Wyman in 1940, and they divorced in 1948. In 1952, he married Nancy Davis, with whom he remained for the rest of his life, fifty-two years. • Presidencial Crediatations and Accomplishments Reagan is credited with restoring America's power and prosperity after a period of stagflation in the wake of the Watergate scandal and the withdrawal from Vietnam. He rejected Détente and escalated the Cold War with the Soviet Union through a military build-up and a firm foreign policy of "peace through strength," but also negotiatied with Mikhail Gorbachev to shrink both countries' nuclear arsenals and peacefully end the Cold War, although some scholars cite December 26, 1991, as the peaceful end of the Cold War - three years after Reagan's presidency had ended. Reagan's persuasive quotable speaking style earned him the sobriquet "The Great Communicator," while his survival of numerous scandals and an assassination attempt earned him the nickname "The Teflon President." ECHOES OF A DYING STATE: PERESTROIKA PROPAGANDA IN THE SOVIET FOREIGN PRESS By Matthew Brown “Perestroika means mass initiative. It is the comprehensive devel- opment of democracy, socialist self-government, encouragement of initiative and creative endeavor, improved order and discipline, more glasnost, criticism and self-criticism in all spheres of our society. It is utmost respect for the individual and consideration for personal dignity.”230 The collapse of the Soviet Union marked the end of one of the most tumultuous and volatile periods in modern history. The Soviet Union was not destroyed by a foreign military invasion, nor was it torn apart by civil war. The events that resulted in one of the most powerful countries the world has ever seen literally signing itself out of existence were official government policy, heavily promoted by the Communist Party as the pinnacle of Soviet ideology, and praised by the Soviet intelligentsia as a clear path to a prosperous society. Voices of Democracy 2 (2007): 26‐49 Fessler 26 RONALD REAGAN, ADDRESS TO THE NATIONAL ASSOCIATION OF EVANGELICALS ("EVIL EMPIRE SPEECH") (8 MARCH 1983) Paul Fessler Dordt College Abstract: This essay argues that Ronald Reagan's "Evil Empire" speech helped transform presidential discourse with its explicitly religious language and imagery. Credited with helping to bring about an end to the Cold War, the speech was widely criticized at the time for its religious and moral absolutism but later celebrated for reflecting a rhetorical blueprint that helped bring an end to the Cold War. Key Words: Ronald Reagan, "Evil Empire," Cold War, Détente, Religion, Evangelical When Ronald Reagan took office in early 1981, the United States appeared weak and faltering. In foreign affairs, the United States, still reeling from defeat in Vietnam, faced not only a Soviet Union expanding into Afghanistan but also a major hostage crisis in Iran that had crippled the outgoing president, Jimmy Carter. It seemed as if America's self‐image as a confident and strong international superpower was fading into a distant memory. Indeed, Carter's speeches and public pronouncements as president seemed to contribute to this growing public perception. As a conservative and as an outspoken anti‐communist, President Ronald Reagan not only brought about a shift in presidential policy but also in presidential rhetoric. Known as the "Great Communicator," Reagan's powerful oratory, liberally peppered with anecdotes and humor, helped gain public support for his two main issues—anti‐ communism and reducing the size of the federal government. Reagan's speech to the National Association of Evangelicals (NAE) on March 8, 1983, was arguably his most significant and memorable speech on international affairs. -

Reagan, Hollywood & the Red Scare
Reagan, Hollywood & The Red Scare From the Archives brings primary source documents and exploration into the classroom. These educational resources, carefully curated by our Education team, are meant to enhance historical discussions around relevant topics of today in history, civics, geography, and economics. Overview: President Ronald Reagan was known as a staunch anti-communist. Many students are unaware that this reputation began years prior to President Reagan’s time in the White House. President Reagan began his anti- communist crusade as president, but not of the United States, instead it was the Screen Actors Guild of America. The attached documents highlight some of the members of the motion picture industry that were asked to testify before the committee, the perception of President Reagan that was held by the House Un-American Activities Committee (HUAC), and two selections from the testimony that President Reagan gave before the Committee in 1947. Suggested Classroom Activities: Have students look over the list of people that were subpoenaed to appear before the HUAC and see if there are any other names that they recognize (Primary Source A). Students should also read what the Committee was expecting from these witnesses. Next, have students read the internal Committee memo (Primary Source B) to see what the Committee thought about President Reagan prior to his testimony. Finally, have students read through one or both of the selections from the testimony of President Reagan before the HUAC. In the first selection (Primary Source C), students can read the testimony of both President Reagan as well as that of Walt Disney.
