This being the first day of the first meeting of the Thirtieth Parliament or Legislative Assembly of the Province of British Columbia for the dispatch of busi- ness, pursuant to a Proclamation of Colonel the Honourable O R. NICHOLSON, P.C., 0.B.E., Q.C., LL.D., Lieutenant-Governor of the Province, dated the 21st day of September 1972, the members took their seats, after having taken the prescribed oath and having signed the Parliamentary Roll. Colonel the Honourable JOHN R. NICHOLSON, P.C., 0.B.E., QC., LL.D., Lieutenant-Governor of the Province, having entered the House, took his seat on the Throne. The Hon. Ernest Hall, Provincial Secretary, said: Members of the Legislative Assembly: I am commanded by His Honour the Lieutenant-Governor to announce that he does not see fit to declare the cause of his summoning you at this time, and will not do so until you have chosen a Speaker to preside over your Honourable Body. His Honour the Lieutenant-Governor hopes to be enabled to declare, during the afternoon, his reasons for calling you together. His Honour was then pleased to retire. Mr. Graham R. Lea, addressing himself to the Clerk, moved, seconded by Mr. Patrick L. McGeer, that Gordon Hudson Dowding, Esquire, member for Burnaby-Edmonds Electoral District, do take the Speaker's chair and preside over the meetings of this Assembly. Mr. Chabot moved, seconded by Mr. Phillips, that Garde B. Gardom, Esquire, second member for Vancouver-Point Grey Electoral District, do take the Speaker's chair and preside over the meetings of this Assembly. Upon Mr. Gardom declining the nomination, the motion for his nomination as Speaker was ruled out of order. The motion that Mr. Dowding be elected Speaker was carried nem. con. 2 OCOE 2 E. The extension of time was made necessary after a judicial recount was sought and granted under section 131 of the aforementioned Act. "August 16, 1972, was designated as the day for the nomination of candidates, and August 30, 1972, was designated as polling-day. "All writs, with the exception of those of the aforementioned Vancouver-Little Mountain and South Peace River Electoral Districts, have been returned. E. ll, it was Ordrd,— That the letters of the Deputy Provincial Secretary and the certificates of the Chief Electoral Officer of the result of the election of members be entered on the Journals of the House. His Honour the Lieutenant-Governor again entered the House and took his seat on the Throne. The Speaker, standing on His Honour's right, then spoke to the following effect: MAY IT PLEASE YOUR HONOUR: The House of Assembly have elected me as their Speaker, though I am but little able to fulfil the important duties thus assigned to me. If, in the performance of those duties, I should at any time fall into error, I pray that the fault be imputed to me, and not to the Assembly, whose servant I am, and who, through me, the better to enable them to discharge their duty to their Queen and country, humbly claim all their undoubted rights and privileges, especially that they may have the freedom of speech in their debates, access to Your Honour's person at all seasonable times, and that their proceedings may receive from Your Honour the most favourable interpretation. The Hon. Ernt ll then said: MR. SPEAKER: I am commanded by His Honour the Lieutenant-Governor to declare to you that he freely confides in the duty and attachment of the House of Assembly to Her Majesty's person and Government, and not doubting that their respective proceedings will be conducted with wisdom, temper, and prudence, he grants, and upon all occasions will recognize and allow, their constitutional privileges. I am commanded also to assure you that the Assembly shall have ready access to His Honour the Lieutenant-Governor upon all seasonable occasions, and that their proceedings, as well as your words and actions, will constantly receive from him the most favourable construction. His Honour the Lieutenant-Governor was then pleased to open the Session by the following gracious Speech: Mr. Spr nd Mbr f th ltv Abl: I address you today probably for the last time as Lieutenant-Governor of British Columbia. In bidding you welcome to this first, but special Session of the Thirtieth Parliament of British Columbia, I express the earnest hope that the wise counsel of my Ministers and the support of the Legislature will remedy some of the emerging and difficult problems in our Province today. I desire also to express at this time on your behalf and on that of all British Columbians our good wishes to my successor.

    FLOODING THE BORDER: DEVELOPMENT, POLITICS, AND ENVIRONMENTAL CONTROVERSY IN THE CANADIAN-U.S. SKAGIT VALLEY by Philip Van Huizen A THESIS SUBMITTED IN PARTIAL FULFILLMENT OF THE REQUIREMENTS FOR THE DEGREE OF DOCTOR OF PHILOSOPHY in The Faculty of Graduate Studies (History) THE UNIVERSITY OF BRITISH COLUMBIA (Vancouver) June 2013 © Philip Van Huizen, 2013 Abstract This dissertation is a case study of the 1926 to 1984 High Ross Dam Controversy, one of the longest cross-border disputes between Canada and the United States. The controversy can be divided into two parts. The first, which lasted until the early 1960s, revolved around Seattle’s attempts to build the High Ross Dam and flood nearly twenty kilometres into British Columbia’s Skagit River Valley. British Columbia favoured Seattle’s plan but competing priorities repeatedly delayed the province’s agreement. The city was forced to build a lower, 540-foot version of the Ross Dam instead, to the immense frustration of Seattle officials. British Columbia eventually agreed to let Seattle raise the Ross Dam by 122.5 feet in 1967. Following the agreement, however, activists from Vancouver and Seattle, joined later by the Upper Skagit, Sauk-Suiattle, and Swinomish Tribal Communities in Washington, organized a massive environmental protest against the plan, causing a second phase of controversy that lasted into the 1980s. Canadian and U.S. diplomats and politicians finally resolved the dispute with the 1984 Skagit River Treaty. British Columbia agreed to sell Seattle power produced in other areas of the province, which, ironically, required raising a different dam on the Pend d’Oreille River in exchange for not raising the Ross Dam.

Mr. Speaker gave his reserved decision on the matter of privilege raised by Mr. Gbn on February 27, 1975, as follows: nrbl Mbr,—h Honourable Member for North Vancouver- Capilano raised as a matter of privilege last Thursday a complaint relating to the disclosure of settlement figures between Public Service Union bargaining units and the Government. He cites the Hon. Provincial Secretary as stating on February 25 to the House in question period: "I intend to adhere to the agreement I have with the union involved not to release the details of settlements until all negotiations are complete." He considers news of disclosure to the public and not to the House to be a breach of privilege of the members and a contempt. There is no evidence from the honourable member that press releases or public statements to the newspapers and media have been made by the Hon. Provincial Secretary. Therefore the fact that the public has become aware before some honourable members of this House does not preclude the information having been received by the Employers' Council of British Columbia by some other simple means. For example, the public may be astute enough to examine existing Orders in Council. Had they done so, certainly the information sought in question period would have been easily discovered. That means, of course, that the Honourable Member for North Vancouver-Capilano could have satisfied his curiosity without the assistance of question period. I have secured most if not all of these Orders in Council for the honourable member.
