Operation Murambatsvina by the UN Special Envoy on Human Settlements Issues in Zimbabwe Report of the Fact-Finding Mission to Zimbabwe to assess the Scope and Impact of Operation Murambatsvina by the UN Special Envoy on Human Settlements Issues in Zimbabwe Mrs. Anna Kajumulo Tibaijuka Acknowledgements In May 2005 the Government of Zimbabwe launched a clean-up operation of its cities known as “Murambatsvina”. It was described as a programme to enforce bylaws to stop all forms of alleged “illegal activities in areas such as vending, illegal structures, illegal cultivation” among others in its cities. Concerned by the adverse impact of the Operation on the lives of the urban poor, the Secretary- General of the United Nations appointed a Special Envoy on Human Settlements Issues to assess the situation and present recommendations on how the conditions of those affected may be addressed. This report provides the findings and recommendations of the Special Envoy for her mission undertaken between 26 June and 8 July, 2005, in Zimbabwe. A number of people assisted the Special Envoy on her assignment. First, the Special Envoy would like to acknowledge the warm welcome extended by H. E. President Robert Mugabe, who gave free access and full support to the mission. She would also like to acknowledge the assistance provided to her by several Members of Cabinet in the Government ’s Inter-Ministerial Task Force responsible for coordinating “Operation Garikai”, especially its Chairperson, Minister of Local Government, Public Works and Urban Development, Dr. Ignatius Chombo. The Special Envoy would like to thank the Governors of the Provinces of Matebeleland, Midlands, Manicaland and the Mayors of the cities and towns she visited, especially those of Harare, Headlands, Rusape, Mutare, Gweru, Bulawayo, Hwange and Victoria Falls, for facilitating her tour around the affected areas. The Special Envoy gratefully recognizes the many interviews and submissions made by Parliamentarians, political parties, civil society organizations, women groups, the private sector, professional associations, religious leaders, faith-based organizations, as well as non-governmental and community-based organizations. Most of all, the Special Envoy would like to thank the many individuals, especially those in the camps and those sleeping out at night, for their patience in providing personal testimonies under the most trying conditions. The briefings provided by members of the international and diplomatic community both within Zimbabwe and outside were much appreciated. A mission of this nature would not have been successful without the support provided by the UN Country Team under the able leadership of Mr. Agostinho Zacarias, the UN Resident/Humanitarian Coordinator for Zimbabwe. The Special Envoy would like to acknowledge the team that accompanied her to Zimbabwe for their hard work in preparing and finalizing the report. ABSTRACT In this contextual study I investigate why and how the traditional approach to mission, engaged by Anglican missionaries, gave rise to a dual observance of ritual among Shona Anglican Christians. I begin by establishing the significance and essence of Shona views of death and the dead, then investigate the missionaries' historical background. I highlight that Christian arrogance, in the guise of racial superiority, underlies the confrontational and condemnatory approach. Traditional views were considered evil, in their place, Shona converts were forced to adopt western Christian views as the only acceptable and valid way of coping with this eschatological reality. These views did not usually fit the Shona worldviews and religious outlook, hence the adoption of dual observance.

During the era of the Munhumutapa Kingdom, Indian merchants established strong links with Zimbabwe, trading in textiles, minerals and metals. Sons of the royal house of Munhumutapa journeyed to India to broaden their education. In the 17th century, a great son of Zimbabwe, Dom Miguel – Prince, Priest and Professor, and heir to the imperial throne of the Mutapas – studied in Goa. Socio-economic Consequences ABSTRACT This paper examines how the 2005 Operation Restore Order, popularly known as Murambatsvina, impacted on the key facets of human security on urban habitation in Zimbabwe. Precisely, the paper examines the humanitarian consequences of the clean up exercise from the Responsibility to Protect (R2P) and human security dimensions. By applying one of the key principles of the R2P mandate, namely, ‘the responsibility to rebuild’, the study explored the extent to which the government of Zimbabwe delivered its R2P mandate of protecting its people from the unintended consequences of the Clean Up exercise. Utilising the case study research strategy and guided by the R2P theoretical framework, the study sought to investigate and gather artefacts of the 2005 clean up exercise from four locations in the city of Harare. Purposive sampling was employed in order to gather primary data from people who experienced and were directly affected by Murambatsvina. Semi-structured interviews and structural observations revealed that the government of Zimbabwe did not fulfil its promises to Murambatsvina victims, as outlined in the R2P mandate. From the findings, we conclude that, in the absence of international intervention, operation restore order ended up inflicting more negative socio-economic consequences on urban inhabitants in Zimbabwe.

The conceptual aim is to connect the agrarian question with contemporary democratic theory, by inquiring into the global sources of ‘civil society’ and relating it to the phenomenon of semi-proletarianisation. There are three basic arguments. First, civil society cannot be understood in isolation from imperialism. The onset of the Cold War produced an ultra-imperial order under US leadership, with a ‘global development’ project crafted to its needs and a mode of rule preoccupied with the definition and enforcement of ‘civil society’. Second, capital accumulation in the postwar period has continued to operate in accordance with the laws of motion of the centre-periphery relationship; the main alteration has consisted in the closer integration of central-state economies with each other, along with a small number of industrial satellites.

FOREWORD The Government of Zimbabwe (GoZ) through the Ministry of Health and Child Care (MoHCC) is committed to strengthening the linkages between public health facilities and communities for HIV prevention, care and treatment services provision in Zimbabwe. The Ministry acknowledges the complementary efforts of non-governmental organisations in consolidating and scaling up community based initiatives towards achieving the UNAIDS ‘90-90-90’ targets aimed at ending AIDS by 2030. The contribution by Family Health International (FHI360) through the Zimbabwe HIV Care and Treatment (ZHCT) project aimed at increasing the availability and quality of care and treatment services for persons living with HIV (PLHIV), primarily through community based interventions is therefore, lauded and acknowledged by the Ministry. As part of the multi-sectoral response led by the Government of Zimbabwe (GOZ), we believe the input of the ZHCT project will strengthen community-based service delivery, an integral part of the response to HIV. The Ministry of Health and Child Care however, has noted the paucity of data on the cascade of HIV treatment and care services provided at community level and the ZHCT baseline and mapping assessment provides valuable baseline information which will be used to measure progress in this regard.
