Study Requirements for White Bay Power Station | Nominated State Significant Precinct – The Bays - February 2017 3 Introduction

White Bay Power Station is a significant feature of the Bays Nominated State Significant Precinct. Urban renewal of the government-owned land around White Bay Power Station’s heritage-listed buildings has the potential to act as a lever for further renewal around the Bays Precinct. A State Significant Precinct Study will be prepared by UrbanGrowth NSW for the White Bay Power Station according to these Study Requirements.

The Department of Planning has established a Project Review Panel for the White Bay Power Station investigation area. Membership includes representatives of the Department of Planning and Environment, the Inner West Council, NSW Government Architect’s Office and Transport for NSW. The Study Requirements for the nominated precinct have been prepared with Inner West Council, in consultation with relevant State agencies and endorsed by the Project Review Panel.

Where practical, and to the extent that it relates to the rezoning of the land, this study should have regard to the following key principles and demonstrate how the principles have been addressed:

 Prioritise the White Bay Power Station Destination (alongside the Bays Waterfront Promenade and Bays Market District) as a catalyst for the implementation of the overall Bays Precinct transformation.  Reuse and adapt the State heritage-listed White Bay Power Station and its surrounds to create a hub for knowledge-intensive and advanced technological industries, including offering a range of accommodation types and sizes.  Build on the unique history of the Bays Precinct, including the White Bay Power Station  Integrate the Bays Waterfront Promenade through the Destination (a continuous, staged waterfront promenade from Balmain to Pyrmont connecting all Destinations through to the CBD and Woolloomooloo) and provide for access to the water.  Provide a range of housing choices and access to accommodation options to support the Destination.  (Introduce water quality initiatives into the Bays Waterways)  Ensure a governance model based on whole-of-government collaboration that fearlessly pursues public benefit is adopted.  Ensure a mix of uses is provided to support the Destination, including the appropriate level of community facilities and services.  Integrate with the Bays Precinct wide mass and active transit solution, including reviewing opportunities for a new ferry service.

Purpose of study Investigate preparation of a new planning framework for the White Bay Power Station destination to facilitate mixed use development including residential uses, as well as public domain connections and adaptive reuse of the State-heritage listed White Bay Power Station.

Study Requirements for White Bay Power Station | Nominated State Significant Precinct – The Bays - February 2017 4 Site The White Bay Power Station destination is one of two priority destinations being investigated within the Nominated State Significant Precinct – The Bays. It is an area of approximately 10 hectares of government-owned land, comprising the White Bay Power Station and the surrounding lands to the White Bay foreshore (refer map below). It is located within the Inner West Council (IWC) Local Government Area (formerly Leichhardt Local Government Area).

The following issues will be considered and assessed as part of the study:

(1) State or regional planning significance of the site.

(2) Suitability of the site for any proposed land use taking into consideration heritage, environmental, social, economic and urban design factors, the principles of ecological sustainable development and any State, regional or local planning strategy/plan.

(3) Implications of any proposed land use for infrastructure and service delivery.

(4) Means by which developer contributions should be secured for the site.

(5) Local and regional economic impacts of the proposed development.

(6) Recommended land uses and development controls for the site.

(7) Evidence of comprehensive planning for the entire Bays Precinct and effective linkages between the White Bay Power Station and the entire Bays Precinct.

(8) Staging strategy for the White Bay Power Station site in the context of the entire Bays Precinct and other projects planned in the area.

The Study must address the key requirements listed below and, where appropriate, this should be done separately for each destination.

1. Vision, Strategic Context and Justification

1.1. Outline the vision for the proposal. 1.2. Outline the strategic planning context for the proposal including an assessment of relevant State planning documents such as: o A Plan for Growing 2014 o NSW Long Term Transport Masterplan o Draft Central District Plan (November2016) (Final version when issued), and the District priorities o Sydney’s Transport Futures Documents (Walking, Cycling, Ferry, Bus, Rail) o NSW Freight and Ports Strategy (currently under review) o State Environmental Planning Policies (SEPPs), including the Infrastructure SEPP, which protects a rail corridor through the site o Consideration of local planning documents including: Leichhardt Local Environmental Plan 2013, Sydney Regional Environmental Plan No 26 – City West, Sydney Regional Environmental Plan, Sydney Harbour Catchment 2005, and o Other strategies and reports including: . Provide justification for the White Bay Power Station proposal within the context of The Bays Precinct.

Outline how the proposal will: o integrate with the broader Bays Precinct including working port and maritime uses and how these uses will be safeguarded, and o reinforce the role of Sydney CBD. 1.5. Outline how the proposal will deliver an Innovation District against the key criteria for success outlined in ‘Cultivating a Successful Innovation District’, with particular reference to the destination’s distinctive location and context combined with its future potential, including consideration of incubator and start up business spaces. 1.6. Outline the historical significance of the site and how the proposal intends to be sympathetic to the heritage items, views and context of the precinct. 1.7. Outline how the proposal will integrate with surrounding established neighbourhoods. 1.8. Outline the environmental significance of the site and the vision for how it can become an exemplar for world's best practice ESD adaptive re-use, and "the delivery of The Bays Precinct, Sydney world class transformation".

2. Urban Design

2.1. Prepare a detailed site and context analysis. 2.2. Prepare opportunities and constraints mapping. 2.3. Prepare a strategic planning framework underpinned by strategic principles for the whole Bays State Significant Precinct, encompassing ecologically sustainable development, transport and connectivity, employment, housing and public realm, public foreshore access and community benefits.

NOTE: the preparation of the strategic planning framework should not prejudice or presume outcomes of the current Cabinet-endorsed review of the future of port capability in Sydney Harbour or the future of the port at (‘Glebe Island Urban Transformation Project Preliminary Business Case, Independent Review’).

2.4. Demonstrate compliance/consideration of the Draft Central District Plan. 2.5. Prepare a review of relevant best practice / ‘world class’ case studies of areas of similar size, location, constraints and proposed land uses, outlining transferable urban design principles and elements of the established planning framework that could be adopted for the WBPS Destination. 2.6. Undertake an options analysis that examines a variety of appropriate options (minimum of 3) for the distribution of land use and building bulk in relation to the public domain. Document the various options including an assessment of how the options respond to the identified constraints and opportunities, and have been used to inform the final proposal. 2.7. Outline urban design principles for the Destination and demonstrate how they have informed the proposal. 2.8. Prepare a structure plan for the White Bay Power Station Destination and demonstrate how this fits within the overall Bays State Significant Precinct and surrounding context, including the M4-M5 Link and Western Harbour Tunnel proposals within Rail Yards. 2.9. Provide justification for the mix and location of proposed land uses.

Justify all proposed heights and explain the methodology adopted to ensure appropriate transitions to adjoining areas and response to heritage items. 2.11. Outline the staging of the proposal with reference to key urban design outcomes, including how the delivery of community and public benefits is integrated into the redevelopment of the Destination. 2.12. Provide a view corridor and visual assessment, with a particular focus on significant view lines to items of heritage and water, as well as analysis of any visual impacts on surrounding areas and mitigation measures. 2.13. Provide a shadow analysis for the Destination and on adjoining land, including Winter Solstice and Equinox, as outlined in the Apartment Design Guide. 2.14. Provide an analysis of proposed distribution of gross floor area, development yields, building typologies, building envelopes and heights. 2.15. Provide a Public Domain Plan identifying proposed open space, public domain, foreshore access, including the Bays Waterfront Promenade, and pedestrian / cycle links, including an accurate CAD set-out of streets, parks and open spaces. 2.16. Provide a 3D massing model in Revit, Sketch Up or similar, a fly through and photomontages of key sites. Photomontage views to be agreed with IWC and the Department for Planning and Environment. 2.17. Outline the proposed design excellence / integrity process to be adopted for the precinct, in agreement with IWC. 2.18. Outline draft SEPP controls, where appropriate, with a block by block approach to each individual block. 2.19. Prepare a draft DCP including appropriate development controls to inform future development of the Destination such as: building footprints, heights (podium, street frontage and upper level), subdivision, noise attenuation and noise impact mitigating design, shadowing, view corridors (including views to and from the White Bay Power Station), heritage, public domain and private open space, streetscapes, connectivity, active transport, road hierarchy, street typologies (where relevant), car parking (including provision of car share, disabled and electric charging spaces), bicycle parking provision, end of trip cycling facilities, accessibility, arts and culture and ecologically sustainable development.

3. Land Use and Planning Controls

3.1. Work closely with local and State planning authorities in the development of the required planning controls for the site. 3.2. Outline the key planning principles for the Destination, including the identification of the key community and public benefits, how they have informed the proposal and proposed delivery mechanisms. 3.3. Investigate and present the most appropriate method of development control for the site i.e. a design-based code, a numeric code or a combination of both. 3.4. Provide a flexible and context-responsive planning framework, whilst providing ample development certainty to future developers/investors of the site.

Justify the proposed development controls, explain the methodology adopted to ensure the established planning outcomes, including appropriate transitions to adjoining areas, development that is complementary to heritage items, provision of infrastructure and achievement of amenity standards (e.g. Apartment Design Guide) are achieved. 3.6. Provide draft planning controls to amend ‘State Environmental Planning Policy (State Significant Precincts)’ 2005, ‘Sydney Regional Environmental Plan No 26 – City West’ and Sydney Regional Environmental Plan (Sydney Harbour Catchment) 2005, as appropriate, such as zoning, maximum building height, FSR and heritage maps.

NOTE: The nature and number of maps to be prepared will be finalised via ongoing discussions with local and State planning authorities. All site-specific controls should be consistent with SEPP controls and all supporting schedules / calculations are to be provided.

4. Heritage

4.1. Provide a thematic environmental history for the Bays State Significant Precinct. 4.2. Provide a Heritage Impact Statement (HIS) prepared by a qualified heritage consultant, in accordance with the guidelines in the NSW Heritage Manual. The HIS must assess how the development may impact on the SHR item, the industrial heritage values of the precinct and any other items/areas of heritage significance in the vicinity of the proposed development site. 4.3. Provide a detailed Visual Impact Assessment demonstrating how the development would affect significant views to and from the White Bay Power Station. 4.4. Provide a historical archaeological assessment prepared by a suitably qualified historical archaeologist in accordance with the Heritage Division, Office of Environment and Heritage Guidelines Assessing Significance for Historical Archaeological Sites and ‘Relics’ 2009. This assessment should identify what relics, if any, are likely to be present, assess their significance and consider the impacts from the proposal on this potential resource. 4.5. Provide a landscape heritage assessment and a landscape masterplan, including consideration of the cultural landscape of the precinct and the State listed industrial heritage within it. 4.6. Outline opportunities and proposals for the conservation and adaptive re-use of heritage items and heritage interpretation in the public domain. 4.7. Outline the relationship of the proposal to the existing Conservation Areas in the vicinity of the site and demonstrate how the proposals responds to its context. 4.8. Provide a masterplan for the Bays State Significant Precinct that demonstrates in greater detail the anticipated development surrounding the White Bay Power Station and how it fits within the Bays State Significant Precinct.

Note: The White Bay Power Station Conservation Management Plan, endorsed by the Heritage Council, is to be considered in the above.

Study Requirements for White Bay Power Station | Nominated State Significant Precinct – The Bays - February 2017 10 5. Aboriginal Cultural Heritage

5.1. The study must identify and describe the Aboriginal cultural heritage values that exist across the whole area that will be affected by the development and document these in the study. This may include the need for surface survey and test excavation. The identification of cultural heritage values should be guided by the Guide to investigating, assessing and reporting on Aboriginal Cultural Heritage in NSW (DECCW, 2011). 5.2. Where Aboriginal cultural heritage values are identified, consultation with Aboriginal people must be undertaken and documented in accordance with the Aboriginal cultural heritage consultation requirements for proponents 2010 (DECCW). The significance of cultural heritage values for Aboriginal people who have a cultural association with the land must be documented in the study. 5.3. Impacts on Aboriginal cultural heritage values are to be assessed and documented in the study. The study must demonstrate attempts to avoid impact upon cultural heritage values and identify any conservation outcomes. Where impacts are unavoidable, the study must outline measures proposed to mitigate impacts. Any objects recorded as part of the assessment must be documented and notified to OEH.

6. Arts and Culture

6.1. Describe how arts and culture will be incorporated into and around the precinct, such as heritage art, Aboriginal art, public art, art practitioner spaces, multi-use cultural venues and event spaces, as well as festivals, performance, events and programming.

7. Traffic and Transport

7.1. Prepare a comprehensive transport impact assessment to understand the impact of the proposed development on the transport network and to identify the transport improvements required to support the proposal and the cumulative impacts of the broader Bays Precinct Transformation Program (State Significant Precinct). A scoping meeting to agree upon an acceptable methodology should be held with Transport for NSW (TfNSW), Roads and Maritime Services (RMS) and IWC. The NSW Port Authority is to be consulted with on the methodology. 7.2. The assessment should consider, but not be limited to: o Performance of the existing public transport and road network surrounding the White Bay Power Station site, and the Bays Precinct SSP area (noting that the study area must be agreed with TfNSW, RMS and IWC) o Address the significant changing transport context over time including traffic modelling of individual stages o Existing trip generation by mode o Trip generating potential for all current and future modes and trip purposes associated with the proposed development o Cumulative growth of surrounding area based on committed and planned developments

Study Requirements for White Bay Power Station | Nominated State Significant Precinct – The Bays - February 2017 11 o Impact of additional travel demands on the transport network serving the proposed development o Consider the potential impacts of planned and proposed transport infrastructure projects in the vicinity under a range of transport options agreed with TfNSW and RMS o Undertake trip generation surveys for all modes of a development site of similar scale and geographic context o Provide an understanding of the travel behaviours and patterns of residents, workers, students and visitors of the proposed development through benchmarking, forecast modelling tools and other sources of evidence o Develop a traffic model to determine the road network improvements required to support the proposed development (scope, parameters and methodology to be agreed with RMS and to be carried out in accordance with RMS Traffic Modelling Guidelines 2013) o Consideration of the impacts of any proposed new ferry terminal and associated additional ferry services on existing and future maritime developments within White Bay and surrounds o Detail the on-site parking (car and bicycle), access and egress requirements in accordance with RMS and IWC guidelines, relevant Australian Standards and mode share targets o Detail the transport infrastructure and servicing improvements, including identification of both the land (corridor preservation) and capital components to support the proposed development including costings and funding responsibilities, including road cross sections, in consultation with TfNSW and RMS including CBD Coordination Office o Prepare a staging plan for the proposed development addressing different transport options, including details around the implementation and trigger points for transport infrastructure and service improvements, and o Identify a strategic construction approach including identification of potential staging that broadly outlines the construction footprint, construction-related traffic access and how construction activities would be managed adjacent to other major transport projects including Sydney Metro West, Western Harbour Tunnel and WestConnex in consultation with TfNSW and Roads and Maritime including CBD Coordination Office.

8. Ecologically Sustainable Development (ESD)

8.1. Provide an Ecologically Sustainable Development Report which details how ESD principles (as defined in clause 7(4) of Schedule 2 of the Environmental Planning and Assessment Regulation 2000) will be incorporated in the construction and ongoing operation phases of the development to achieve measurable world's best practice ESD outcomes at a precinct level. 8.2. Provide an Integrated Water Management Strategy that considers water, waste water and stormwater plus alternative water supply, demonstration of water sensitive urban design

Study Requirements for White Bay Power Station | Nominated State Significant Precinct – The Bays - February 2017 12 and any future water conservation measures. Address how the strategy will meet Sustainability Priority 1 of the Draft Central District Plan "Maintain and improve water quality and waterway health", the Draft Bays Precinct Water Quality Strategy (UGNSW) and Sydney Harbour Water Quality Improvement Plan. 8.3. Provide an assessment of ESD principles and demonstrate a commitment to comply with a nationally recognised sustainability rating system (eg Green Star – Communities) including the preparation of a sustainability plan with specific performance benchmarks as part of the design phase to allow sustainability to be considered in site planning and building design. 8.4. Demonstrate how the project will promote the “A Sustainable City” priorities of the Draft Central District Plan. 8.5. Outline strategies to achieve a world class best practice zero waste precinct that considers the objectives of the NSW Government Resource Recovery and Waste Management Act 2001 including the Waste Avoidance and Resource Recovery Amendment (Container Deposit Scheme) Act 2016, Draft Central District Plan 5.7 Creating an efficient Central District including options for closed loop systems/circular economy, incorporation of on-site management of recoverable resources e.g. Food and gardens organics processing refer previous submissions Leichhardt Council.

9. Biodiversity

9.1. Assess and document biodiversity impacts in accordance with the Framework for Biodiversity Assessment, unless otherwise agreed by OEH, by a person accredited in accordance with s142B(1)(c) of the Threatened Species Conservation Act 1995. 9.2. Outline the proposed development of, and impact on ecological corridors that link flora and fauna on and adjoining the site, including the marine environment. 9.3. Outline opportunities to improve foreshore ecology in line with NSW Environmentally Friendly Seawall Guidelines and recent case studies in Sydney Harbour (refer http://www.cityofsydney.nsw.gov.au/vision/towards-2030/sustainability/urban- ecology/marine-habitats).

10. Climate Change Mitigation and Adaptation

10.1. Undertake a sustainability assessment of the proposal, reflecting the directions outlined in the ‘NSW Climate Change Policy Framework’, October 2016 and Draft Central District Plan “Creating an efficient Central District”, to achieve net-zero carbon emissions by 2050. 10.2. Provide a Climate Change Adaptation Report which details how the proposal will address temperature increases from climate change (see NSW and ACT Regional Climate Modelling: NARCLIM), including the integration of vegetation (existing and future), permeable and reflective surfaces, insulation, passive design and Water Sensitive Urban Design features into the design of the development. 10.3. Demonstrate consideration of the Urban Green Cover in NSW Technical Guidelines (OEH, 2015) and Adapting to Urban Heat Leichhardt Report (Institute for Sustainable Future 2015).

11.1. Provide a utilities and infrastructure servicing report identifying existing capacity, required capacity and augmentation needed for the proposal, sustainability measures (e.g. Water Sensitive Urban Design (WSUD)) and staging. The water utilities component should be prepared by a suitably qualified hydraulic consultant. The power utility requirements should be prepared by a suitably qualified (ASP) consultant. 11.2. The utilities and infrastructure servicing report should outline the development yield and staging and should include a high-level assessment of the capacity of the electrical network to service the development and outline the likely impacts on the broader Ausgrid electrical network. This will include direct engagement with Ausgrid on the high-level impacts to ensure early understanding and visibility of any network augmentation required. 11.3. The utilities and infrastructure servicing report should outline the development yield and staging, and should include a high-level assessment of the capacity of Sydney Water’s network to service the development and the proposed servicing options considered for the development. The report should also outline any integrated water cycle management and / or sustainability initiatives, resource recovery and any other energy sustainability measures proposed for the development, particularly if they result in a reducing in drinking water demand including any proposed alternative water supply, proposed end uses of drinking and non-drinking water and proposed water conservation measures. The priorities of the Draft Central District Plan should also be promoted within the report.

12. Local Infrastructure and Contributions

12.1. Outline the future community profile in age groups and time series format of the Bays State Significant Precinct and provide a needs analysis based on the existing community facilities provision and the demand arising from the proposed development. 12.2. Prepare a detailed infrastructure schedule for local infrastructure, including recreation, open space (active and passive), community and education facilities required to meet the characteristics and likely needs of the future population, including the estimated costs and timing of the works. 12.3. Outline the proposed ongoing responsibilities and maintenance of any proposed open space/connections, drainage reserves and community facilities. 12.4. Outline details of any arrangements with State government departments and agencies, and Inner West Council for public use of community facilities. 12.5. Outline the scope and mechanism/s for development contributions between the Proponent and Inner West Council for infrastructure that meets the needs of the future population having regard to Inner West Council’s section 94 plan, and any future updates.

13. State and Regional Infrastructure

13.1. Outline the impact of the proposal on State and regional infrastructure, including public transport, roads and schools required to meet the characteristics and likely needs of the future population, including the estimated costs (inclusive of timing and capital) and timing of the works.

Prepare a detailed infrastructure schedule for State and regional infrastructure. 13.3. Outline the scope and mechanism/s for development contributions between the Proponent and infrastructure agencies, such as education and health, for infrastructure that meets the needs of the future population having regard to the infrastructure schedule.

14. Economic Feasibility

14.1. Provide an analysis of the market demand for the White Bay Power Station proposal, and the relationship with the wider Bays Precinct. 14.2. Provide an assessment of the development feasibility of the White Bay Power Station proposal, and the relationship with the wider Bays Precinct area. 14.3. Provide an assessment of the employment and retail impact of the proposal including how the project will be used to proactively lever economic benefits in Balmain, Rozelle, Inner West Council and the wider subregion. 14.4. Provide an analysis of the costs involved in the conservation, restoration and adaptive reuse of heritage items. 14.5. Undertake an economic analysis testing the feasibility of development to contribute towards local, State and regional infrastructure. 14.6. Investigate the feasibility of the Destination to accommodate a range of business types including incubator and start up spaces. 14.7. Investigate the potential for visitor accommodation within the Destination and consider an appropriate target, taking into account the access and connectivity to existing and planned nearby visitor accommodation, including within the wider Bays Precinct.

15. Geotechnical and Contamination

15.1. Provide an assessment of the local soil, outlining its suitability for the proposed uses with respect to erosion, salinity and acid sulphate soils. 15.2. Provide an assessment of the proposed land uses in accordance with State Environmental Planning Policy No 55 – Remediation of Land (SEPP 55). 15.3. Provide an assessment of the potential impacts of contamination to groundwater. 15.4. Provide a Contamination Management Strategy for the site.

NOTE: In cases where land is potentially contaminated, the investigation and any remediation and validation work is to be carried out in accordance with guidelines made or approved by the EPA under Section 105 of the Contaminated Land Management Act 1997 and be in accordance with the requirements and procedures in the Contaminated Land Management Act 1997, Contaminated Land Management Regulation 2013 and SEPP 55 – Remediation of Land.

16. Water Quality, Flooding and Stormwater

16.1. Provide an assessment of how the proposal will improve water quality from the site consistent with Sustainability Priority 1 of the Draft Central District Plan including "the EPA framework to determine the appropriate stormwater and wastewater management targets", relevant ESD environmental performance certification framework (eg GreenStar, One

Study Requirements for White Bay Power Station | Nominated State Significant Precinct – The Bays - February 2017 15 Planet, Living Building), any potential impacts of the proposal on the hydrology and hydrogeology of the urban renewal precinct and adjoining areas, with particular focus on water quality, management of litter, plastic and other gross pollutants entering the harbour from the market area. 16.2. Provide a concept Stormwater Management Plan/WSUD Management Plan outlining the general stormwater management measures for the proposal, with particular emphasis on WSUD options and how the proposal is consistent with the pollutant reduction targets (P, N, TSS) specified within the Leichhardt DCP, the Sydney Harbour Water Quality Improvement Plan and the Draft Bays Precinct Water Quality Strategy (UGNSW). 16.3. Provide details of, and an assessment of, impacts of the proposal on watercourses, wetlands and riparian land on and adjoining the urban renewal precinct. 16.4. Provide a flood risk assessment developed in consultation with Inner West Council and with reference to the draft Coastal Management SEPP (2016), identifying flooding behaviours for existing and developed scenarios in order to outline the suitability of the land for proposed uses. The flood assessment should identify flooding characteristics i.e. flow, levels, extent, velocity, rate of rise, hydraulic and hazard categories, for the full range of flooding up to the probable maximum flood (PMF), for both mainstream and overland flow path. 16.5. Consider the future cumulative flood risk impact across the entire Bays Precinct and adjoining land areas. 16.6. Address the impact of flooding on future proposed development including flood risk to people and properties for key flood events including the 1% AEP and the probable maximum flood (PMF) event. The assessment should address relevant provisions of the NSW Floodplain Development Manual (2005). 16.7. Provide an assessment of possible impacts of the proposal on the flood behaviour (i.e. flow levels, extent, velocities and duration of flooding) and the impact of the proposal on adjacent, downstream and upstream areas. 16.8. Provide concept level information on the impacts of future earthworks and filling of land within the proposal. This assessment should be based on an understanding of staging and cumulative flood impacts. 16.9. Provide preliminary assessment on recommended flood management measures including mitigation works and development controls. 16.10. Provide recommendations regarding the most appropriate emergency response strategy to manage risk to life. 16.11. Undertake sensitivity analysis to address the impact of climate change due to increase of rainfall intensity. 16.12. Provide concept level details of the drainage associated with the proposal, including stormwater drainage infrastructure and address the impact of stormwater flows on the site from other catchments.

17.1. Outline the need for Affordable Housing in line with NSW Government’s commitment to delivering more Affordable Housing and the Draft Central District Plan, particularly for government led proposals. 17.2. Assess the feasibility of the proposal to contribute to Affordable Housing and the preferred mechanisms for delivery.

18. Noise and Pollution

18.1. Provide a noise impact assessment for the proposal. The assessment will address the relevant policies and guidelines in relation to noise including State Environmental Planning Policy (Infrastructure) 2007 and the Development Near Rail Corridors and Busy Roads – Interim Guideline. 18.2. Consider and assess potential pollution impacts from the proposed rezoning including, but not limited to, water, air, noise and light pollution. 18.3. Consider and provide an assessment of: o the potential pollution impacts on the proposal from existing port and working harbour uses and forecast increases to port and working harbour operations at Glebe Island and White Bay with reference to the Cabinet-endorsed strategic evaluation and review led by INSW, including, but not limited to, water, air, noise and light pollution, and o the impacts on continuing port and working harbour operations from the proposed rezoning and introduction of new residential and mixed uses on adjacent land. 18.4. Provide an air quality assessment for the proposal. The assessment will address the relevant policies and guidelines in relation to air quality including State Environmental Planning Policy (Infrastructure) 2007 and the Development Near Rail Corridors and Busy Roads – Interim Guideline. 18.5. Consider and provide an assessment of other current local air and noise issues in the White Bay area, including potential cumulative impacts, from the nearby White Bay Cruise Terminal.

19. Staging

19.1. Outline the proposed staging of the redevelopment of the White Bay Power Station destination within the context of the overall Bays Precinct (including the preparation of infrastructure staging plans to support redevelopment). 19.2. Outline how the proposed staging would be compatible with staging for proposed major transport projects, including Sydney Metro West, Western Harbour Tunnel, and WestConnex.

20.1. Provide a summary of and outline the general outcomes of early consultation and how the outcomes have been incorporated into the proposal. 20.2. Provide evidence of consultation (including letters, minutes of meetings, charrette/drop in event summaries and formal advice) with Inner West Council, City of Sydney Council, government agencies and adjoining land owners. 20.3. Provide evidence of agreements with TfNSW in relation to the coordination of planning, staging, funding and delivery to ensure transport infrastructure is safeguarded for future delivery. 20.4. Outline the proposed community consultation strategy, noting and addressing that Inner West Council should have a high level of involvement in the preparation of the draft planning controls.

NOTE: An appropriate and justified level of consultation with Inner West Council, City of Sydney Council, Port Authority NSW other relevant State and Federal government agencies and community stakeholders, including the IWC Planning and Heritage Reference Group should be undertaken during the preparation of the study.

Adequate and ongoing consultation with the local Aboriginal community is required for all heritage assessments.
