Minutes of Hinton Waldrist Parish Council Meeting held via Microsoft Teams on Tuesday 10th November 2020

Present: Mr Hugh Hamill (Chair) (HH), Mrs Alison Geary (Vice Chair) (AG) and Councillors, Mr Peter Evans (PE), Mrs Stephanie Stott (SS) (joined after agenda item 20/61 due to technical difficulties), Mr Anthony Williams (AW), Mrs Debbie Cordery (DC) and Judith Willis (JW) and Oxfordshire County Councillor Anda Fitzgerald O’Connor (AFO)

Also Present: Mrs Allison Leigh (Clerk) (AL)

HH noted that this meeting was held remotely via Microsoft Teams due to Covid-19. Members of the public were made aware that they could contact the clerk to access the meeting, but no one has made contact.

20/50: Apologies for absence: District Councillor Jerry Avery

20/51: Declarations of Interest: PE, DC and AG declared an interest in the Allotments, agenda item

20/52: Public questions and statements: No members of the public were present.

20/53: Minutes of the last meeting: The minutes of the Meeting of the Parish Council of the 15th September 2020 were agreed as true record of the meeting. HH will sign and AL will collect/file.

20/54: Reports from County and District Councillors: There was no report from Vale of White Horse District Council (VoWHDC).

Oxfordshire County Council (OCC)

AFO reported there had been a planning meeting on the 19th October and all 3 items on the agenda were in AFO’s patch. The Swannybrook Farm plan was discussed which has gone through with conditions. AFO noted that it had been controversial due to planning rules not having been followed. There is a new monitoring officer who will be checking on this.

AFO reported that there had been a full OCC meeting online, but no urgent matters were raised.

AFO reported that some libraries are offering a click and collect service.

The other 2 planning matters discussed were the Quarry at and the Quarry at .

AL will e-mail AFO the date of the next meeting.

20/55: Report from Police Constable Officer: AL reported that there had been

some car vandalism in Appleton and there are new PCSOs for Appleton. AL will check to see if these are the same PCSOs for Hinton Waldrist.

20/56: Matters arising and not appearing elsewhere on the agenda: None

20/57: Allotments: This was discussed later in the agenda.

There were no new planning applications.

Planning Address Plans Decision Number 9 The Row Hinton Retrospective planning to raise the ridge Granted P20/V1688/HH Waldrist extension height 140mm and change of wall materials to Feather Edge Cladding

20/59: Financial report:

• 2021 2022 Draft Budget: AL presented a draft budget for the council to review. The council would like to review the precept for 2021 2022 and see if it can be reduced as the council is projected to be significantly under budget. This will be on the January agenda.

• Reconciled balance as of 30th September 2020: £ 8518.86

20/60: Publications and correspondence: The council reported the only items for the December issue of Village Voices are the Hinton Helpers information and the next meeting date.

20/61: Matters for report: It was reported that there had been an accident on the A420 before Pinewood Road that knocked down lighting columns.

20/57: Allotments: SS asked AL to register on the VoWHDC’s website for Asset of

20/62: Date of the next meeting: The council agreed on the following upcoming meeting dates:

Tuesday, 12th January 2021, 7:45pm Tuesday the 9th March 2021, 7:45pm Tuesday the 18th May 20201: Note: This will be the Annual General Meeting and Annual Parish Meeting, exact time TBD Tuesday the 13th July, 7:45pm

Meetings will be held virtually until further notice.
