Januar 2018 Das Ziel dieser Arbeit ist die Herausarbeitung der Maßnahmenplanung für die Entwicklung des Radtourismus in West Sumatra. Das Ergebnis der Forschung sind die konkreten Maßnahmen für das Konzept der Entwicklung des Radtourismus in West Sumatra. Anhand der Radtourismusentwicklung in West Sumatra ist auch das Wirtschaftswachstum in West Sumatra zu erwarten. Zur Datenerhebung wurden die Interviews mit einem Experten im Bereich nachhaltiger Mobilität und Radverkehr, dem Sekretär der Tour de Singkarak 2016, durchgeführt, aktuelle Informationen aus offiziellen Quellen im Internet ausgewertet, sowie auch die Gästebefragungen verwendet. Die erhobenen Daten wurden mittels SWOT-Analyse als Bestandaufnahme bzw. Standortanalyse in dieser Arbeit bearbeitet. Aus der Analyse der erhobenen Daten hat sich ergeben, dass die geeigneten Maßnahmen aus der Erstellung der Destinationsmanagement-organisation in West Sumatra, der Erstellung der Markeneinheit für Radreise in West Sumatra, der Verbesserung der offiziellen Website vom Tourismus West Sumatras, dem Aufbau der Infrastruktur des Radtourismus in West Sumatra (Radwege und – routen, Beherbergung und Gastronomie, Verkehrsträger) und dem Umweltschutz in West Sumatra bestehen. Schlussfolgernd ist der Aufbau der Fahrrad- infrastruktur nachhaltig, weil dies nicht nur den Tourismus fördert, sondern für die ganze Bevölkerung in West Sumatra nützlich ist.

The TdS is an international road bicycle race 15 February 2020 held annually for ten-year period as data presented from 2009 to 2018. Available online Data were collected for this study through in-depth interviews with 31 March 2020 informants and analyzed by a descriptive qualitative technique. The results showed that the TdS events were succesfully and consistently held annually for ten-year period of 2009-2018 in West Sumatera and has significantly contributed to the regionas tourism destination. This was due to a strong commitment and serious action among central government and local government at province and municipality levels for the sport tourism development at the tourism destination in West Sumatera. The commitment could be seen in the serious, strong commitment and coordination between the Ministry of Tourism and the National Road Development Agency at a central government and Heads of Local Departments of Tourism, of Public Works and of Transportation at province and regency/municipality level. The commitment could be seen from the sport tourism management such as the provision of shared budget, event coordination, and destination and infrastructure development and promotion.

    1 2 3 4 5 6 7 1 INTRODUCTION RESEARCH BACKGROUND The attention to global environmental knowledge in the development has emerged over decades to support the decision-making process in the environmental governance (Turnhout, et al., 2016). Hence, many policymakers have gained interests to scrutinise the knowledge in the political arena (Turnhout, et al., 2016; Heinrichs, et al., 2016; Juntti, et al., 2009; Glavic & Lukman, 2007). Sustainable development has inclined as an important policy agenda in promoting integrated objectives of future societies (Heinrichs, et al., 2016). Any physical development matters to the economic, social, and environmental aspect, including in the road infrastructure planning. Besides of the economic growth, a road development might also result in the improved social and spatial cohesion (Suprayoga & Hendrawan, 2015). However, it also increased the pace of natural resources degradation (Chi & Stone Jr, 2005) and the massive amount of the energy consumption in road-induced growth (Cervero, 2003). The importance to adopt sustainability agenda in transport infrastructure development has consistently been a focus on the policy making and spatial development in Indonesia. To assist with the implementation, the Ministry of Public Works and Housing has started a sustainability assessment practice of several road projects since 2014 (Suprayoga & Hendrawan, 2015). However, the current practice mainly focused on the ex-post evaluation and certification purposes. Thus, the opportunity to tackle sustainability issues at the beginning phase of the development projects might be missed. As stated in some studies (Lawrence, 2000; Tetlow & Hanusch, 2012; Sadler & Verheem, 1996), the missing opportunity to cope with sustainability problems also aligned with the issue of Environmental Impact Assessment (EIA), which was considerably unable to assist decision-making process in the road planning.

Directly and indirectly, the potential can be expanded to share benefit with the local area. The direct benefit of sport tourism can be obtained from retribution, while the indirect benefit can be obtained from multiplier effects such as quality improvement of the attractions. The selection of sport, together with tourism, affects the affected object. The affected object of football is the quality of the stadium. West Sumatera Province chooses cycling sport entitled Tour de Singkarak (TdS) as its tourism event mainstay. The affected object of TdS spans over the route used.This research is a case study with assumption that the organization of TdS in West Sumatera can be used to see the success of sport tourism in improving the quality of tourist attractions. The technique of this research is observation, in-depth interview, documentation and secondary data collection. Research location is focused on 4 districts in West Sumatera, they are Padang, Pariaman, Padang Pariaman, and Bukittinggi. This research is expected to explain TdS contributes in improving tourism infrastructure quality in West Sumatera.
