The UK’s decision to divorce from the European Union has brought significant uncertainty for the country both in domestic and foreign policy and has spurred a national identity crisis across the United Kingdom. The Brexit negotiations themselves, and the consequences of them, put tremendous pressure on already strained international relationships between the UK and other European countries, most notably their geographic neighbour: the Republic of Ireland. The Anglo-Irish relationship is characterized by centuries of mutual antagonism and the development of Irish national consciousness, which ultimately resulted in the establishment of an autonomous Irish free state in 1922. -

ATTACHMENT FOR IRELAND (Rev. November 2002) 1. QI is subject to the following laws and regulations of Ireland governing the requirements of QI to obtain documentation confirming the identity of QI’s account holders. (i) Criminal Justice Act 1994, as amended by the Criminal Justice (Miscellaneous Provision) Act 1997; (ii) Guidance Notes for Financial Institutions (Excluding Credit Institutions); (iii) Guidance Notes for Credit Institutions; (iv) Guidance Notes for Stockbrokers. 2. QI represents that the laws identified above are enforced by the following enforcement bodies and QI shall provide the IRS with an English translation of any reports or other documentation issued by these enforcement bodies that are relevant to QI’s functions as a qualified intermediary. (i) Central Bank of Ireland (ii) Irish Stock Exchange 3. QI represents that the following penalties apply to failure to obtain, maintain, and evaluate documentation obtained under the laws and regulations identified in item 1 above. Failure to make a report required under the Criminal Justice Act 1994 is punishable by up to 5 years imprisonment or a fine or both. 4. QI shall use the following specific documentary evidence (and also any specific documentation added by an amendment to this item 4 as agreed to by the IRS) to comply with section 5 of this Agreement, provided that the following specific documentary evidence satisfies the requirements of the laws and regulations identified in item 1 above. In the case of a foreign person, QI may, instead, use a Form W-8 in accordance with section 5 of this Agreement. Either QI, or a banking or securities association in Ireland, may request an amendment of this item 4. -

Violence and the Sacred in Northern Ireland
VIOLENCE AND THE SACRED IN NORTHERN IRELAND Duncan Morrow University of Ulster at Jordanstown For 25 years Northern Ireland has been a society characterized not so much by violence as by an endemic fear of violence. At a purely statistical level the risk of death as a result of political violence in Belfast was always between three and ten times less than the risk of murder in major cities of the United States. Likewise, the risk of death as the result of traffic accidents in Northern Ireland has been, on average, twice as high as the risk of death by political killing (Belfast Telegraph, 23 January 1994). Nevertheless, the tidal flow of fear about political violence, sometimes higher and sometimes lower but always present, has been the consistent fundamental backdrop to public, and often private, life. This preeminence of fear is triggered by past and present circumstances and is projected onto the vision of the future. The experience that disorder is ever close at hand has resulted in an endemic insecurity which gives rise to the increasingly conscious desire for a new order, for scapegoats and for resolution. For a considerable period of time, Northern Ireland has actively sought and made scapegoats but such actions have been ineffective in bringing about the desired resolution to the crisis. They have led instead to a continuous mimetic crisis of both temporal and spatial dimensions. To have lived in Northern Ireland is to have lived in that unresolved crisis. Liberal democracy has provided the universal transcendence of Northern Ireland's political models. Northern Ireland is physically and spiritually close to the heartland of liberal democracy: it is geographically bound by Britain and Ireland, economically linked to Western Europe, and historically tied to emigration to the United States, Canada, and the South Pacific. -

Dahmer 1 A Lost Civilization as Great as Any Scholars traditionally associate the advancement of Western culture from antiquity to the Renaissance with the innovations of the Romans and their Mediterranean cultural predecessors, the Greeks and Etruscans, to the extent that the word "civilization" often seems synonymous with Romanization. In doing so, historians unfairly discount the cultural achievements of other Indo-European peoples who achieved civilization in their own right and contributed much to ancient and modern life. -

Shannon Reprinted courtesy of the New Bedford Whaling Museum Introduction The oft quoted aphorism that "Boston is the next parish to Galway" highlights the long and close connections between Ireland and New England that extend as far back as the 1600s. Colonial birth, death, marriage, and some shipping records cite the presence of Irish born people as early as the 1630s. For instance, in 1655 the ship Goodfellow arrived in Boston carrying a group of indentured servants, and John Hancock's ancestor, Anthony Hancock, arrived from Co. Down in 1681. According to the story of The Irish Gift of 1676, which provided aid after King Phillip's War, Rev. Cotton Mather and Governor Winthrop corresponded with their Irish friends and relatives, with as many as 105 soldiers of Irish origin serving in various militias during the war. However, up until 1715, the numbers of Irish in New England were less than 1%, a small percentage of the population.1 The First Wave of Irish Immigration, 1715 to 1845 The first significant influx of Irish immigrants to Boston and New England consisted primarily of Ulster Presbyterians and began in the early eighteenth century.2 They comprised about ten percent, or 20,000 of a larger migration of over 200,000 Ulster Presbyterians who fled the north of Ireland to America between 1700 and 1775. The majority arrived in Boston between 1714 and 1750, as most Ulster immigrants went to the mid-Atlantic area via Philadelphia, Baltimore, and Charleston beginning in the 1750s. -

Celts Ancient and Modern: Recent Controversies in Celtic Studies John R. Collis As often happens in conferences on Celtic Studies, I was the only contributor at Helsinki who was talking about archaeology and the Ancient Celts. This has been a controversial subject since the 1980s when archaeologists started to apply to the question of the Celts the changes of paradigm, which had impacted on archaeology since the 1960s and 1970s. This caused fundamental changes in the way in which we treat archaeological evidence, both the theoretical basis of what we are doing and the methodologies we use, and even affecting the sorts of sites we dig and what of the finds we consider important. Initially it was a conflict among archaeologists, but it has also spilt over into other aspects of Celtic Studies in what has been termed ‘Celtoscepticism’. In 2015–2016 the British Museum and the National Museum of Scotland put on exhibitions (Farley and Hunter 2015) based largely on these new approaches, raising again the conflicts from the 1990s between traditional Celticists, and those who are advocates of the new approaches (‘New Celticists’), but it also revived, especially in the popular press, misinformation about what the conflicts are all about. Celtoscepticism comes from a Welsh term celtisceptig invented by the poet and novelist Robin Llywelin, and translated into English and applied to Celtic Studies by Patrick Sims-Williams (1998); it is used for people who do not consider that the ancient people of Britain should be called Celts as they had never been so-called in the Ancient World. -

Tochmarc Moméra as Echtra to the Otherworld Ksenia Kudenko Tochmarc Moméra (TM), ‘The Wooing of Moméra’, is a tale found solely in the Yellow Book of Lecan (TCD MS1318, alias H.2.16; cols. 341–343).1 The tale belongs to the Cycles of the Kings and explores the Spanish journey of Eógan Taídlech, the eponymous ancestor of the Eóganacht, whose floruit is allegedly placed in the second century AD. The tale forms part and parcel of the lore of the Eóganacht, along with the early Irish account Do Bunad Imthechta Eóganachta, ‘Concerning the origin of the wandering of the Eóganacht’ (late ninth or early tenth century, Ó Corráin 1985, 53) and the late saga Cath Maighe Léna (CML), ‘The Battle of Magh Léna’ (late thirteenth or early fourteenth century, Jackson 1938, xxiv). According to Do Bunad, Eógan is an outsider who comes to Ireland with his fleet and saves the Irish from starvation, after which he or his son Eógan is granted kingship in the south of Ireland (Meyer 1912, 312–314). It has been suggested that TM represents another attempt to reconcile the Eóghanacht legend with the Milesian. According to the Milesian story, Eóghan was the descendant of Éibher son of Míl of Spain, and a native Irishman, while in Do Bunad Imthechta Eóganachta he was a foreigner from Spain. Tochmarc Moméra unites the two by making the Irishman Eóghan sail to Spain, marry the daughter of the king (significantly called Éibher) and return to conquer Ireland (Jackson 1938, xxvi–xxvii). While preserving the crucial link with Spain, TM relies on the traditional pedigree of the Eóganacht (O’Brien 1976, 192, 250). -

They knew in you the humanity that the sea did not tear, that a thousand years did not spoil: the quality of the Gael permanent.]1 The words of Sorley MacLean have become something of a Q-Celtic clarion call in recent years. They commemorate his brother Calum, whose work on each side of the North Channel on behalf of the Irish Folklore Commission and of the School of Scottish Studies, recording the oral tradition of those whom Calum, quoting the Irish poet F. R. Higgins, described as ‘the lowly, the humble, the passionate and knowledgeable stock of the Gael’,2 is as potent a symbol as there could be of the continuing reality of a greater Gaeldom, however attenuated, into our own times.
