QI is subject to the following laws and regulations of Ireland governing the requirements of QI to obtain documentation confirming the identity of QI’s account holders. (i) Criminal Justice Act 1994, as amended by the Criminal Justice (Miscellaneous Provision) Act 1997; (ii) Guidance Notes for Financial Institutions (Excluding Credit Institutions); (iii) Guidance Notes for Credit Institutions; (iv) Guidance Notes for Stockbrokers. 2. QI represents that the laws identified above are enforced by the following enforcement bodies and QI shall provide the IRS with an English translation of any reports or other documentation issued by these enforcement bodies that are relevant to QI’s functions as a qualified intermediary. (i) Central Bank of Ireland (ii) Irish Stock Exchange 3. QI represents that the following penalties apply to failure to obtain, maintain, and evaluate documentation obtained under the laws and regulations identified in item 1 above. Failure to make a report required under the Criminal Justice Act 1994 is punishable by up to 5 years imprisonment or a fine or both. 4. QI shall use the following specific documentary evidence (and also any specific documentation added by an amendment to this item 4 as agreed to by the IRS) to comply with section 5 of this Agreement, provided that the following specific documentary evidence satisfies the requirements of the laws and regulations identified in item 1 above. A TRIBUTE is due from the Puritan to the Scotch-Irishman,"-' and it is becoming in this Society, which has its headquar- ters in the heart of New England, to render that tribute. The story of the Scotsmen who swarmed across the nar- row body of water which separates Scotland from Ireland, in the seventeenth century, and who came to America in the eighteenth century, in large numbers, is of perennial inter- est. For hundreds of years before the beginning of the seventeenth centurj' the Scot had been going forth con- tinually over Europe in search of adventure and gain. A!IS a rule, says one who knows him \yell, " he turned his steps where fighting was to be had, and the pay for killing was reasonably good." ^ The English wars had made his coun- trymen poor, but they had also made them a nation of soldiers. Remember the "Scotch Archers" and the "Scotch (juardsmen " of France, and the delightful story of Quentin Durward, by Sir Walter Scott. Despite similar economic conditions, they were not treated as blacks legally, politically, or culturally.1 That is not to say that they escaped discrimination, nor does it minimize their suffering in the Great Famine of the s as they fled from death and disease. Rather, this essay points out that the respective sufferings—and tri- umphs—of nineteenth-century Irish Americans and African Amer- icans were different. From their arrival in the United States, Irish Americans suffered various forms of cultural prejudices that were expressed in caricature representations, but they were protected from the legal discrimination facing African Americans. Whiteness did not automatically confer freedom from repression and discrim- ination, nor did repression and discrimination automatically confer a designation of nonwhiteness or blackness. *The research for this project was funded by the generosity of the Caroline and Erwin Swann Foundation for Caricature and Cartoon. Early Irish society provided a great contrast to the society of the Roman Empire. For example, it had no towns or cities, no central government or no standard currency. Many Scholars have described it as tribal, rural, hierarchical and familiar. The Tuath was the basic political group or unit and was a piece of territory ruled by a King. It is estimated that there were about 150 such Tuath in pre – Christian Ireland. The basic social group was the fine and included all relations in the male line of descent. -

EU Settlement Scheme extended to the people of Northern Ireland: what does it mean for me? June 2020 Introduction This briefing sets out a change in immigration rules being introduced from 24 August 2020. The change is a response to representations made by a number of organisations and individuals on how the current arrangements do not meet the identity and birth right provisions of the Belfast (Good Friday) Agreement. The issue was the subject of a legal challenge by Jake and Emma De Souza that has now been resolved. The new rules only apply for a limited period. The joint committee of the Commission and Irish Human Rights and Equality Commission published a report setting out a longer-term solution produced by Alison Harvey. Alison has also produced this briefing. I want to thank Alison for so ably meeting the challenge of producing an accessible document while doing justice to the complexities of the amended immigration rules. The briefing also sets out where else to get help and I hope it will be helpful to those individuals looking to resolve family reunification arrangements who are covered by the rules. Les Allamby Chief Commissioner Northern Ireland Human Rights Commission 2 What has happened? On 14 May 2002 the government published Statement of Changes CP 232 to the Immigration Rules. This changes the rules with effect from 24 August 2020 so that from that date the “family members” of the “people of Northern Ireland” can apply under the EU settlement scheme set out in Appendix EU to the Rules. The EU settlement scheme was originally devised for EEA nationals and their family members living in the UK before the end of transition period following Brexit to be able to continue living in UK indefinitely when the transition period ends, and in some instances for others family members to join them. -

"Unless Australian courts, including this Court, uphold the spirit and the letter of the Convention as it is rendered part of Australian law by the Regulations, a large international enterprise of great importance for the welfare of children generally will be frustrated in the case of this country. Because Australia, more than most other countries, is a land with many immigrants, derived from virtually every country on earth, well served by international air transport, it is a major user of the Convention scheme. Many mothers, fathers and children are dependent upon the effective implementation of the Convention for protection when children are the victims of international child abduction and retention. To the extent that Australian courts, including this Court, do not fulfil the expectations expressed in the rigorous language of the Convention and the Regulations, but effectively reserve custody (and residence) decisions to themselves, we should not be surprised if other countries, noting what we do, decline to extend to our courts the kind of reciprocity and mutual respect which the Convention scheme puts in place. -
The Threnodia Hiberno-Catholica (1659) and the Irish Franciscan
THE THRENODIA HIBERNO- CATHOLICA (1659) AND THE IRISH FRANCISCAN COMMUNITY IN THE TYROL By Nienke Tjoelker This article focuses on Maurice Conry’s Threnodia Hiberno-Catholica (1659) and the Irish Franciscan community in the Tyrol. Conry's work is an example of many Latin works written by Irish exiled clergy on the Continent in the mid-seventeenth century. In this contribution, after outlining the authorial issues, a summary of the contents of the Threnodia is given and then placed in the context of the expatriate clerical Irish of the 1650s. The piece concludes with a section on contemporary reactions to itinerant Irish friars, mainly from within mendicant circles. The Threnodia Hiberno-Catholica, sive Planctus Universalis Totius Cleri et Populi Regni Hiberniae was published under the pseudonym of F. M. Mori- sonus, ordinis observantiae, S. Theologiae Lector, Praefatae Crudelitatis testis ocularis in Innsbruck, 1659. Although often mentioned by historians as an important source for our knowledge of the atrocities of Cromwell against the Irish in the 1650s, little research has been done into this work since Brendan Jennings published his edition of the work in 1947 with a short introduction.1 In this article, I will address the question of why this book was published in Innsbruck, and not in any of the more famous Irish centres on the conti- nent, such as Prague, Paris, or Louvain. The historical context of the Irish Franciscan community in the Tyrol (modern day Tirol in Austria, and Südti- rol and Trentino in Italy) seems to me a gap in the existing research on Irish exile communities on the continent.
