6 1. INTRODUCTION

1.1. Background

1. First biannual project environmental monitoring report for reporting period from

January to June 2016 includes Pyanj, Vose, Kulyab, Darvaz, Vanj and Rushan

districts, which are the pilot district

2. The Project is aimed at increased sustainability of local communities populated in Pyanj river basin to climate vulnerability and changeability. The project consists of four components: (i) more sustainable protection systems against floods, including the rehabilitation of small infrastructure for flood management and forming the capacity of committees on disaster risk management; (ii) more sustainable irrigation systems, including the rehabilitation of small irrigation infrastructure and forming the capacity of water users associations; (iii) more sustainable drinking water supply systems, including the restoration of the infrastructure for drinking water supply in highly vulnerable communities and forming the capacity of drinking water demanders groups; and (iv) microfinance component in order to provide financial services to vulnerable groups, particularly women, and to promote climate resilience.

3. Financing includes 1 and 2 project components

& Component 1. Rehabilitation of infrastructure to protect against flood and its climate resilience in 10 jamoats.

& Component 2. Climate resilience of irrigation networks in 8 jamoats. Including protection from floods of local administration, woman groups and other interested groups.

4. Monitoring is carried out in accordance with environmental management plan (EMP) and environmental security policy of ADB, and the environmental legislation of the Republic of Tajikistan.

5. This monitoring report describes the status of the construction works for the first 6 months of 2016.

6. Environmental monitoring consists of two parts (1) control over compliance of environmental management plan (EMP/MEMP) on the review of the conditions necessary for compliance with the construction phase of the project; and (2) monitoring of environmental conditions. Evaluation of compliance with the EMP started with overview of environment management conditions,required for the compliance during the construction phase of the project.

7. Executive Agency (EA) is the Agency for Land reclamation and Irrigation under the Government of the Republic of Tajikistan. EA has established the project implementation center (PIC) to manage the coordination, monitoring and institutional arrangements of the project on a daily basis.

1.2. Objectives and methodology

8. The Initial Environment Examination (IEE) has been prepared in 2013 and

7 9. One of the EMP requirements is that each construction contractor shall prepare

a security plan for construction activities. The sub-project contractors prepared the

¡¢£ ¤ ¥ ¦§§¡¨ © §¦ £  ¡¦§¤  § ¦£  ¦¡¤ ¦ ¨ ¡  £  ¡ ¤ ¢ £¤ ¡¥¤ £  ¤ £ ¦ £ ¨ health risks to site staff and for environment protection.

10 The objective of the biannual environment monitoring is to monitor the responsiveness of project activities to the EMP requirements. The objective of the biannual environment monitoring report, is to implement the requirements of the social and environmental policy safeguards of the Asian Development Bank (ADB) and the Republic of Tajikistan as well as compliance with the requirements provided under the credit agreement with the Government of Tajikistan, the Agency for amelioration and irrigation under the Government of the Republic of Tajikistan.

10. The conclusions made are based on the monthly technical progress reports and quarterly monitoring reports submitted by the Contractor as well as the data collected during control and monthly inspections made by the PMC experts on monitoring of environmental impacts for the period from January to June 2016. Apart from this, the environmental specialist of the PMCEC conduct regular environmental monitoring in terms of specific parameters managed by the contractors, review additional project designs and social documents. Reports of the Contractor include a section related to health and environment safety.

1.3. Description of the project

11. The Government of the Republic of Tajikistan with the support provided by the

     The project is included to the "Strategic Program on Climate Resilience of Tajikistan" (SPCRT), which was approved for funding under the Strategic Climatic Fund (SCF) by sub-committee of Pilot Program of Climate Resilience (PPCR) in November 2010. Project will be implemented in period from 2013-2019 years.

12. The Project is aimed to increase sustainability of local communities living in Pyanj river basin to climate vulnerability and climate change. The project impact will be improved livelihood sources of local communities in Pyanj river basin exposed to climate changes and changeability. The final outcome of the project will be reduced adverse impact of climate instability and change in 18 jamoats living in Pyanj river basin.

13. The objectives of this sub-project are increased sustainability of local communities living in Pyanj river basin to climate vulnerability and changeability in Pyanj river basin by solving the problems related to rehabilitation of river bank structures protecting against floods, being damaged by climate changeability impacts (mud flows and soil erosion) occurring in Pyanj district.

Component 1. Rehabilitation of infrastructure to protect against flood and its climate resilience in 10 jamoats. The project includes:

modernization and climate resilience of infrastructure for protection against floods and mud flows in 10 jamoats including bank protecting activities, reconstruction of embankments, rehabilitation of river beds, terracing and tree planting as well as soil stabilization;

organization of operation and maintenance (OM), development of OM

guidelines and training of local units of involved agencies; 8 development of early warning communications by using up-to-date technologies including mobile telephones;

establishment of natural disaster risk management committees (NDRMC);

training and dissemination of information on impacts resulted from climate changeability and adaptation measures among local authorities and institutes such as

khashars (self-support groups), makhalas (community self-organized bodies) and ¨ ¢££© ¤¤ ¡¢£¤¥ ¦§

Component 2. Climate resilience of irrigation networks in 8 jamoats. The project includes:

rehabilitation and climate resilience of irrigation channels and networks including reconstruction and silt removal from drainage and feeding channels as well as rehabilitation of pump stations;

testing of drip irrigation network;

capacity strengthening among water users associations (WUA);and.

consulting services and dissemination of information on water management and climate resilient agriculture among farmers, representatives of local authorities, women groups and other stakeholders.

14. It is expected that coordination and strategic approach as well as water access will be directly improved via drainage and irrigation infrastructures being resilient to climate changeability in Pyanj river basin. Resilience to extreme climatic events will be increased by protecting against floods, early warning communications and risk redirection arrangements.

15. The project will be implemented in the following areas of the Republic of Tajikistan:Pyanj, Vose, Kulyab, Darvaz, VanjandRushan districts.

1.4. Changes in project organization and the team of environmental management 9

16. The Executive Agency (EA) is the Agency for land reclamationand irrigation under the Government of the Republic of Tajikistan. The EA has established the Project Management Centre (PMC) to manage project coordination, monitoring and organizational activities.The diagram below shows a whole group of environmental management.

17. PMC has overall responsibility for the management, procurement, as well as full responsibility for the expenditure of funds and financial management of the project

18. The PIC includes four Project Implementation Offices (PIO) in project districts: one office in Pyanj district, one office in Kulyab for Vose and Kulyab districts, one office in Darvaz for Vanj, Darvaz and Rushan districts and one office in Khorog to cover Ishkashim and Roshtkaladistricts.

19. PIU has hired local expert on environmental and social issues (ES) for activities and control over the performance of work in environmental protection, who worked for 15 months in 2014 and 2015. PIU environmental expert has not worked in a period from January to August 2015. Currently, the PIU took a new expert on environmental and social issues.

20. During the preparation of project research documents and provision of

The EMP considers specific conditions of environment protection during construction works and installation of drip irrigation facilities, clearance of drainage and irrigation channels (CDN), during construction of bank protecting infrastructure and rehabilitation of pump stations.

21. Control over EMP implementation quality by contractors is assigned to EPTISA. EPTISA has employed Mr. Juraev A. as local environment specialist to

superviseimplementation of environmental monitoring and evaluation activities in the 1 pilot districts. International specialist in ecological issues was not hired by the consultant forconstruction supervision.

 !  hired local environmental specialist Mr. Oripov Tohir (tel. 919 487539) to fulfill the environmental requirements.

22. Currently PIC has appointed specialist on social issues and environmental monitoring in PIU (Buzrukov Y., tel 446003348) who is responsible for implementation of mitigation measures and regular monitoring of the measures referred in the CEP. In addition to his duties, an international environmental expert from the CC EPTISA Mr. Stif supports experts from PMCEC in conducting annual inspections and additional training for all environmental issues related to the project, within the framework of available man-months.

23. The expert for social and environmental monitoring under the PMC is responsible to all the environmental submissions compliance with the CEP and other environmental legislation in all investment projects. He also ensures that all environmental requirements and mitigation measures identified in the environmental assessment of the project were included in the contract pre-qualification and tender documents for suppliers and constructors. Expert also supports development of other additional IEE requirements required for detailing; provide training and awareness for the PMC and PIC staff and other project stakeholders; interact with the CEP and project affected people;implement initial supervision and control over construction activities of the contractor; grievance redress.

1.5. Contract - Services for supervision construction

24. CC EPTISA is consultant in supervision of environmental issues, safety of life and monitoring the progress of the construction by contractor.

Date of contract signing - 1 November 2015

Commencement " December, 2015 Contract duration - 6 months.

25. As noted previously, work and consulting for the above mentioned sites financed by ADB and the Republic of Tajikistan. During the development and implementation of the Project the agreement have been concluded between the Contractor and the Client with the aim that all specialists have the necessary qualifications; Professional Contractor shall provide the Client with high quality of construction, as well as to perform all the necessary work at a high level in accordance with the technical proposals. Work is carried out in accordance with the regulations

(ADB, of FIDIC, SNIP and legal norms of the Republic of Tajikistan), as well as in 11 accordance with the specific terms of the contract and the technical specifications which are set by the employer. Quality control is an integral part of the work of CC and their professional responsibility is to keep it in line with standards.

II. Consideration of environmental safeguards during project preparation

26. When the project was on feasibility study stage PPTA consultants were responsible for examination and preparation of IEE for the project. During preparation of detailed project reports responsibility was on environmental impact assessment and other reports. IEE were prepared by environmental consultant, which was hired by former Ministry of amelioration and water resources.

2.1. Development of Environmental Management Plan

27. Environmental Management Plan was a basis for development ofSSEMP for

§¨© ¢ ©  ¡ £ © ¤© ¦©¤¥ ¦¤ ©¥£ ¤ © ¤ ¥  ¢ £¢ ¢  each projected ¡¢£¤¥¢¦¤ contracts before construction. MEMP provides guidance on how the potential environmental impact can be mitigated. It also includes those responsible who should implement and monitor the implementation of mitigation measures.

Report on Environmental Assessment (IEE) prepared during the preliminary phase of a feasibility study in the following aspects:

 It provides basic information about the environment in the project area and what are the potential impacts on the environment;

 Provide recommendations to reduce the potential impact on the environment and describes how to implement the environmental management plan;

 Provides guidance on how environmental monitoring should be carried out, and to conduct monitoring in accordance with the requirements of the EMP.

 Indicates what types of compulsory registration for environmental protection permits must be obtained.

2.2. Preparation of tender documentation

28. Environmental Management Plan (EMP) includes information about the potential environmental impacts and proposed mitigation measures for each of the road have been provided in the tender documents. In addition to the EMP, which was provided to contractors, the tender document also includes some detailed instructions on this subject, which highlighted in the EMP and environmental monitoring plan by the following aspects:

 Cautions to be taken when disposing of solid waste landfills, including the removal of organic residues resulting from the construction of roads;

 Cautions to be taken for the sanitation and housekeeping in the labor camp, as the construction of toilets, hygiene, water supply, waste management, first aid and technical services, etc.;

 To measure and maintain air quality standards;

 To measure and maintain the quality standard for noise and vibration;

 To test the primary water quality standard, including physical and chemical properties of the drinking water.

29. During reporting period Project Implementation Center (PIC) EPRBRCC, Agency for Amelioration and Irrigation under the Government of the Republic of Tajikistan worked closely with the ADB, CC EPTISA and Contractors for the environmental review of the project reports.

III. Information about the quality control progress

31. Engineer's Quarterly Reports on environmental monitoring for 1-2 quarter of 2016 offering comprehensive information about the location of objects, offices, auxiliary equipment, plans and activities on environmental protection, environmental monitoring data etc. 32. Other aspects reflected in the reports include the following issues: - Mobilization of road construction equipment, availability of permission documents and IEE. - Environmental Monitoring Program and the EMP. Information on the progress of construction works, the implementation of the EMP and environmental monitoring. 33. 35. The drainage and irrigation system is represented by a network of open channels constructed in the Soviet Union years. Inter-farm channels are trapezoid- shaped with some of them gradually turning into semicircle or parabola shape. They are silted with occasional rooting of various trees or reed. The collector and drainage network is of lost cross section shape, silted, covered with reed, wild trees and bushes. The length of irrigation channels by sites selected for cleaning in Kelyamchi channel is

37. The channel passes closely to Kumsa, Communist, Zarbdor, Peshkadam 1 and 2 channels. The total channel length for cleaning is 5,400m. By the end of April 2016 the main part of the treatment works was completed. Monitoring of the construction works carried out from February to April 2016, showed that next requirements of IEE/EMP and MEMP were followed:

Warning signs were installed near the site of extraction works;

Appliedmachinery (excavators) in good condition, regular inspections took place in the context of possible leakage of fuel and lubricants;

Workers are provided with protective equipment (gloves, protective clothing);

Contractor's workers were instructed to conduct work according to occupational safety;

While machinery operation and construction works, work time have been limited (from 8 am to 6 pm.);

38. The dust was not observed due to the precipitation. Erosion of channel slopes was avoided by a selection of appropriate treatment mechanisms.

39. At the end of April 2016 clean-up on this channel were almost completed. Mounds on the road side of the canal were rammed. Garbage, oil leaks and other types of waste were not observed on the channel sides. Plastic bottles were seen inside the channel itself. According to the contractors bottles were thrown by locals. PIU received recommendation to spend extra time inforimg local people on environmental issues, as well as attract the attention of a local environmentalist to this issue. Also advice was given to NGO "Umedbahsh" (working with issues of public awareness in the framework of this project) to work separetly with local population to rise awarnes about possible negative consequences of negligent attitude to the project work done, water pollution and health risks.

42. During the detailed inspection of the collector and drainage network (CDN) ¢ -7-0 it was found that out that requirements of IEE/EMP/SSEMP were followed as it was in channel Kelamachi and other CDN. By the June 2016 CDN was fully cleared from silt, wild reed and perennial grass. These materials were placed in the fields with leveling conducted. No complaints have been reported from residents of nearby villages.

43. Monitoring of reconstruction works on pumping station carried outat reporting period, showed that part of requirements of IEE/EMP and SSEMP were followed:

 Construction site is fenced and warning signs were set;

 Contractor's workers were provided with protective means;

 Inert materials that are used in a small concrete-mixing device, acquired at a local career;

 Information boards with information about the project are set around the construction site;

 While machinery operation and construction works, work time have been limited from 7 am to 7 pm

 Construction machinery and equipment are in good condition - no oil spills were observed at the construction site and the access road. Maintenance schedule of construction machinery has been demonstrated.

44. Asbestos parts of the roof and sheathing of pumping station (slate) were demolished in April 2016. While disassembling the workers were provided with gloves and protective means for the respiratory tract. According to the Contractor, they were transferred to the local Department of Water Management and have required documents. However, it has not been shown and is not attached to a copy of the quarterly reports. According to the contractor, some of the construction waste was temporarily placed in a pit near the construction site. The remark was made from the environmental specialist of consultant for supervision, to urgently receive a permit for disposal of these wastes from the District Department of Environment and transporting it to the authorized landfill.

45. Separate temporary settlement (construction camp) was not organized for the workers because of not very large amount of work and a small number of workers, who need living space. Most of the workers were hired from local residents.

2 46. About 6 workers of Contractor used the rented accommodation from a local resident for an overnight stay. However, Contractor has not provided anti-fire means. The sanitary conditions have not met environmental requirements. No first aid kits were provided. There were no containers for household waste at the construction site and the leased living area. The Contractor received a noteto eliminate such violations of requirements.

3.2 Construction and reconstruction work on the bank protection structures in Dagana sai in jamoats Dagana and Ziraki in Kulyab district (Khatlon oblast).

48. Project works on reconstruction of bank protection structures were carried out in jamoats: Dagana and Ziraki of Kulyab district.

49. Company Umed-1 is Contractor for construction works in Kulyab area. Director ¡ Kurbanova Sharifa. 50. Rehabilitation works in that district started in April 2016.Objective: flood protection for 2 jamoats: Dagana and Ziraki of Kulyab district.

51. The main types of rehabilitation works for the period of this sub-project are shown in Table 2.

¡ Applied machinery (excavators) in good condition, regular inspections took place in the context of possible leakage of fuel and lubricants;

¡ Workers are provided with protective equipment (gloves, protective clothing);

¡ Contractor's workers were instructed to conduct work according to occupational safety;

¡ While machinery operation and construction works, work time have been limited (from 8 am to 6 pm.);

¡ Access of residents to areas adjacent to the construction sites are insignificant

No dust observed here due to the precipitation.

54. However, during the inspection some shortcomings and failure to comply with the requirement of the EMP were found. Contractor was given following notices of non- compliance for the urgent measures:

¡ The contractor has not a book of complaints at the construction site;

¡ Firefighting equipment was not provided (a sandbox, an ax and a fire extinguisher) in the places of residence.

¡ In May 2016 the Contractor did notprovide all relevant conditions for workers and employees - sanitary (showers and toilets), separate dining room to feed of the workers. Therefore, it is necessary organize a new camp for engineering staff and workers in this project;

¡ Current Contractor reports should include more detail on the issues of health, safety and the environment;

55. The notice of non-compliance was given from ecologist to eliminate violations by Contractor (No. 2; 27.05.2016)

3.3 Reconstruction work on the bank protection structures in rivers Iahsu, Kyzylsuu and simple span bridge in jamoats M. Mahmadaliev and Rudaki of Vose district, Khatlon oblast.

56. Project works on restoration of bank protection structures were carried out in jamoats: M. Mahmadaliev and Rudaki of Vose district.

2 ¨ ©¢ ¢ §¥  57. ¡¢£¤¥ ¦§ wasselected as the Contractor for construction works in Vose district.Rehabilitation works have begun at early April 2016.

58. The area covered by the activities of the sub-project in jamoats (Mahmadaliev, Avazov and Rudaki) is 19,490 hectares, of which 7330 hectares of cultivated areas. Including 3286 hectares of wheat, 3582 hectares of technical cultures, 255 hectares of vegetable crops, 90 hectares of melons, 75 hectares of fodder crops, 42 hectares of potatoes, 412 hectares of orchards and vineyards and other crops.

59. The project includes reconstruction of bank protection dams and single-span bridge in Tugai settlement in jamoat M. Mahmadaliev of Vose district.

60. The overall length of bank protection dams for reconstruction is 4,66 . One single-span bridge with length of 12 meters has to be rehabilitated.

61. The main types of rehabilitation works for the period of this sub-project are shown in Table 3.

63. During the inspection it was found that no watering done on the roads to reduce dust. Dust was observed on access roads near settlements while transporting heavy equipment materials.

64. Contractor was advised to take immediate measures to suppress the dust formation.

2 ¡¢£¤¥¦§¤ ¢¥¨© camp for workers

66. The contractor office, living premises for workers, canteen, showers, restrooms, a hole for the temporary accommodation of domestic garbage are located in the construction camp. Showers and restrooms are located in 15-20 meters from the residence. Toilet rooms for the workers are pit latrine. As observed they were dirty, no toilet water and septic tank.

67. Source of water - container (barrels) - imported water.

68. The sanitary conditions do not meet environmental requirements. No first aid kits or fire protection means. There were no containers for household waste at the construction site and the site of the leased living are. The contractor made a remark for elimination of such violations.

69. During the reporting period, there were about 6 people in the camp. The remaining workers were from near lying villages.

70. Next failures to comply with the requirements of the EMP/SSEMP were found:

! The contractor has not a book of complaints at the construction site; 2 ¡ Firefighting equipment was not provided (a sandbox, an ax and a fire extinguisher) in the places of residence.

¡ No first aid kit;

¡ No containers for the domestic garbage;

¡ The Contractor's office has no logs of maintenance of equipment, logs of instructing of workers with signatures and dates, MEMP documents, folders with licensing documents, reports and other.

¡ Till now no instrumental measures of noise level were done, as it required in EMP

¡ Current Contractor reports should include more detail on the issues of health, safety and the environment;

71. The notice of non-compliance was given to Contractor to eliminate all violations (No. 3; 28.05.2016)

72. No accidents related with construction works or diseases (especially intestinal disorders due to inappropriate feeding conditions )were reported during inspections.

73. No any complaints from personnel or local residents were registered during project works at reporting period.

3.4 Construction and reconstruction works on the bank protection structures in rivers Devdara, Vishavr and Pyanj as well as on irrigation system in jamoats Kalaihumb, Vishharv in Darvaz district (GBAO)

74. Project works on the restoration of bank protection structures were carried out along the right bank of the Pyanj River in the village of Ruzvai in jamoat Kalaikhum-, and on the right bank of the river Viskharv.

75. Project works on the laying of plastic pipes were carried out at the head of the channel Kevron 1 and Kevron 2 in jamoat Vishharv in Darvoz district.

Monitoring for compliance with environmental requirements in accordance with the EMP/SSEMP showed that the Contractor in general applied relevant measures to mitigate short-term impacts of the construction works to prevent, eliminate or minimize any anticipated adverse impacts on the environment:

 Warning signs were installed near the site of the construction of a concrete wall for flood protection, and while construction of the stone embankments during use of heavy machinery by Contractor.

 Applied machinery (excavators) are in good condition, regular inspections took place in the context of possible leakage of fuel and lubricants;

 Construction waste were taken out directly to the authorized places in accordance with resolution from environmental authorities, no any waste residues were not observed in the area;

 Contractor's workers were instructed to conduct work according to occupational safety;

 There were a means of first aid;

 While machinery operation and construction works, work time have been limited (from 7 am to 7 pm.);

 Access of residents to areas adjacent to the construction sites were not limited

 Applied cement mixers had a small capacity, material was purchased in local quarries.

82. Large stones (inert material) used for the construction of embankments at the construction site, they were taken from the local quarry with permission from the local environmental authorities.

3 83. However, there were no protective clothes at work staff at the time of the inspection visit. Contractor has been recommended to provide protective equipment and strictly follow up it use by the staff.

84. Workers hired mostly from local residents. The organization of separate building camps at these sites are not required, because of the relatively small amount of work and the number of workers

85. Laying of plastic pipes and other work at the head of the channel Kevron 1 and Kevron 2 in jamoat Vishharv of Darvaz district were not carried out due to delay in purchases of these pipes by the Contractor during the reporting period.

Additional clean-up planned by the end of August 2016 3 91. Information boards for the local population with information about the project, its goals, objectives and components installed by NGO "Umedbahsh" near the construction sites and office of PIU, located in Vanj area. This NGO was hired by the PIU of the project for a permanent job with the local population, awareness, consultation, public awareness, training and enhancing the capacity according to the technical specification of the project.

93. A separate camp with living quarters for the working staff was not organized

because of lack of such a need. Working staff are mainly local residents from the villages. 3 The total number of workers involved does not exceed 20 people. Meals are organized on the basis of hiring local women to cook and the organization of field kitchens.

94. Accidents related to construction work or intestinal disorders due to inappropriate feeding conditions have not been reported.

95. Complaints from the working personnel and the local population during the project

work for the reporting period was not received and was not registered ¡ confirmed by engineers and representatives of the environmental authorities.

3.6 Reconstruction of irrigation system and Construction and reconstruction work on the bank protection structures in jamoats Dudhudoev in Rushan district(GBAO)

96. Project work in the Rushan district include the construction of anti-flood embankments in jamoat N. Dodkhudoev in village Barushon, Mohi May channel restoration, Barushon and Derushon mud flow channels cleaning. Contractor to carry out construction work in the Rushan district is also the company "Jovid".

97. Rehabilitation works in the site began in May 2016

98. The main types of rehabilitation works for the reporting period for this sub-project are shown in Table 6.

IV. ENVIRONMENTAL MONITORING

4.1. Noise and vibration

103. During the reporting period measurements of noise level was not done in any of the pilot project sites, however the requirements of the EMP/MEMP require such measurements made.

104. Construction equipment that was used during excavation, clearing works and transportation of inert materials, was equipped with silencers or mufflers. The speed of work of heavy equipment was limited, as well as the movement of vehicles.

105. It should be noted that all construction works are carried out within the territories which are at sufficient distance from populated areas.

106. Works on installation of facilities do not produce a lot of noise. However, it was recommended to carry out regular measurements of noise levels in selected construction sites near the settlements by means of their own purchased equipment, or by agreement with the analytical laboratory, to include results of monitoring of next 6 month 2016 in the next report. 107. Measurement of the noise level was not carried out due to lack of equipment. Contractor did not make agreement with the laboratory or experts to do it.

108. With regard to vibration, there are no cracks or other damage from the construction works to buildings and structures was observed during field visits, during this monitoring period.

3 4.2. Water quality

109. According to SSEMP, there is no need to monitor the water quality by the measuring equipment, only by visual means.

110. In accordance with environmental authorities pilot project sites works did not have an additional impact on the pollution of water sources during the reporting period.

4.3. Air quality

111. Excavations were carried out mainly in the spring, when there was quite a large amount of precipitations. Therefore, dust, except in the Vose district, was not observed. Access roads were not watered.

112. According to the SSEMP there was no need to conduct instrumental measurements of air quality. It was monitored visually.

113. No complaints from the residents and environmental authorities on the project sites have been reported.

4.4. Monitoring of flora and fauna

114. During the reporting period, 25 low-value trees have been removed in Pyanj district, growing along the canal, and then were distributed to the local population. The act of distribution and approval from local authorities is available.

115. In other areas, felling of trees was not carried out.

116. No violations were observed in relation to wild plants or wildlife (fauna), as the project area is not located near protected areas or habitats. This confirmed by the environmental authorities in all districts.

4.5. Hygiene, health and safety, and HIV-AIDS monitoring

117. During the reporting period no accidents were registered. Appropriate measures have been taken by the contractor during the implementation of project activities for the observance of all the requirements and measures for the purpose of occupational safety and health:

¡ The contractor has developed and approved a program of safety training, which included the initial course on health and safety. All workers have passed the safety training courses, starting from the first week of work at the construction site. Monthly briefings are held on technical safety.

¡ Briefing on the technical safety, occupational safety and environmental protection (including the impact of electric and magnetic fields) is held for the workers on a daily basis;

¡ Sanitation facilities are established appropriately.

4 118. However in Pyanj and Vosey districts there are shortcomings at the appropriate provision of fire-fighting equipment, the sanitary conditions in living area.

V. ENVIRONMENTAL MANAGEMENT

5.1. SSEMP and work plan

119. Evaluation of compliance with the Environmental Management Plan (EMP) and the Contractors Environmental Management Plan (SSEMP) was carried out with the review of required environmental conditions for compliance in the period of construction work of the project.

120. Contractors have provided 6 progress reports. However, the quality of reports should be improved.

5.2. Site inspections and audits

121. During the reporting period 5 inspections and audits were done to the pilot areas (15/03/2016, 04/26/2016, 24-25.05.2016, 27-28.05.2016, 29-30.06.2016) for the inspection and auditing of environmental issues, correct performance of construction and reconstruction works in accordance with the requirements of the EMP and legislative regulations of the Republic of Tajikistan and ADB's requirements. Visual surveys in the site were conducted during inspections, as well as meeting with workers, contractors, engineers and specialists.

5.3. Notifications of non-compliance

4 5.5. Consultations and complaints

124. Public consultation in accordance with the requirements of IEE/EMP should be carried out at all stages of the project cycle.Prior to the start of construction extensive consultations with stakeholders were conducted in all pilot areas on the content of the SSEMP. Information on carrying out further consultations and the status of complaints for all the pilot areas is given below.

Pyanj district

125. The grievances redress mechanism was established in this area, the information is available in jamoats. However, neither the in jamoats nor in the contractor's office the complaints log bookwas not demonstrated.

126. NGO "Umedbahsh" was hired for providing training and information campaigns for the residents near the project site about the cycle of the project, project tasks, issues of adaptation to climate change, the progress of the current project works, liability, environmental aspectsetc.

4 Kulyab district

128. Discussion about conducted inspection was carried out with all interested individuals and organizations in Kulyab district, and was held in the conference hall of local Department of Land Reclamation and Irrigation. During this discussion, the future construction and rehabilitation works were considered, as well as the appropriate preventive actions and mitigation measures (including appropriate monitoring) to prevent, eliminate or minimize any anticipated adverse effects on the environment and notification about the correctness of the construction activities at the site.

129. During the reporting period no any complaints from workers and beneficiaries of projects were received.

Vose district

130. Public hearings were organized for the consultations and comments on measures to mitigate the level of pollution and identification of the monitoring activities. Inspectors visited the project sites for environmental issues, and considered the environmental aspects of the proposed actions.

131. Discussion of works was carried out with all interested individuals and organizations in the Vose district in conference hall of agency of reclamation and irrigation management on May 28, 2016. The future construction and rehabilitation works were considered, as well as the identification of appropriate preventive actions and mitigation measures (including appropriate monitoring) to prevent, eliminate or minimize any anticipated adverse effects on the environment and notification about the correctness of the construction activities at the site.
